The site is 5.5 acres in size and located at 2250 N. Meridian Road, Meridian, Idaho. We are proposing to develop four 24 unit apartment buildings and one 14 unit apartment building totaling 110 units. The buildings are 3 story and the units are two bedroom / 2 bath apartments. The property is currently zoned R-40 and CG. The gross density for the project is 20 dwelling units per acre. Uses and zoning surrounding the site are James Court Apartments (R40) to the south, Meridian Manor Sub. (R-4) and un -platted land (CG) to the west, Heron Brook Townhouses Sub. (R-40) to the north, and un -platted land (R-8, R-1, M) to the east. All utilities are available to the site from N. Meridian Road and W. Blue Heron Lane and will be extended through -out the site. All proposed drive isles are to be private and maintained by the owner. The property has surface water irrigation rights from the Nampa -Meridian Irrigation District and a pressurized system will be installed. We are requesting a waiver of 11-3A-3 of the City Code to allow access to N. Meridian Road. Access to N. Meridian Road will reduce the number of trips on W. Blue Heron Lane and provide for better flow of traffic through the project. In addition, emergency services access will be enhanced with this second access. We are proposing a total of 1.58 acres of open space with 1.07 acres of useable open space within the project, which includes numerous amenities (club house, pool, water amenity at N. Meridian entrance, picnic tables, benches, barbeque pit area, horseshoe pits, community garden area, and a children's recreation area with equipment). We are proposing 92 garages and 129 covered parking spaces to meet the required 221 covered spaces. In addition we are providing 16 guest parking spaces. The garages abutting N. Meridian Road will be varied in roof lines and appearance. In addition, a 3' berm with bushes will be located between the road and the garages to provide a visual buffer. The existing trees on the site are generally in poor condition and need to be removed along with the existing structures to make way for the new buildings, parking, and drive isles. When our homes were completed in the 1990's (I moved into my home in 1993, for example), the southeast corner of N Meridian Rd and E Blue Heron Ln wasn't zoned for R-40 high density. Although it has been rezoned subsequently for such high density, can the northernmost proposed building, which would be immediately across from the single level homes north of E Blue Heron Lane, be reduced from 3 stories to 2 stories? Several of the homes on E Waterbury Ln have backyards along E Blue Heron Ln that would be as close as 50 feet from the proposed 3 story apartment buildings, and it would be a better transition from those single level homes to such high density by having the apartment building closest to E Blue Heron Ln only two stories.
