Broadway Ave., Suite 102 Meridian, ID 83642 RE: Request to Deny Application for Street Name Changes for N Englewood Way and N Englewood Place My name is Richard M. (Mike) Munkres and 1 five at 2656 N Englewood Way. I am also writing as President of The Fairways Homeowners Association. I, as well as other members of our Board of Directors, also plan to speak to this issue at the public hearing, now scheduled for December 6, 2012. We have 22 residences on N Englewood Way in The Fairways. We have been able to contact the occupants of all but two of those residences. One hundred per cent of those we were able to contact signed the petition to deny the application for the name change. This petition should be in the staffing folder provided to you by Terri Ricks. We are requesting that you deny this application for two reasons: 1. We believe this change will have a significant and negative impact on our residents. The Fairways is a senior community. Most of the people who reside on N Englewood Way are in their 70's and 80's; some are in their 90's. Many will have great difficulty in making all of the changes that will be required. These include financial and legal transactions, such as retirement, Social Security, Medicare, wills, and trusts, just to name a few. Most of our residents have spent a great deal of time, effort, and money getting these transactions in order so that they won't have to be changed during the last years of life. Many may have great difficulty making these changes now without assistance. 2. We believe this change is unwarranted and unjustified. As explained to us by the representative from Ada County Dispatch at the "Neighborhood Meeting" on October 15,-this change is being requested because of a single incident of miscommunication between a dispatcher and a 911 caller from outside the area. This miscommunication occurred because of limitations in the Computer Automated Dispatch (CAD) System and because of a lack of adequate procedures in the dispatch center; not because of the street name or its spelling. This incident could have been avoided, if the dispatcher had asked a few simple questions of the caller, The Fairways Homeowner's Association Page 2 RE: Request to Deny Street Name Changes for N Englewood Way and North Englewood Place such as: "What city does your daughter live in?" Changing the street names will not solve this problem. Changes in the CAD system and dispatching procedures are needed to solve this problem. All of our residents strongly support public sa#ety and recognize the importance of a timely emergency response. If we believed that this change was justified, we would support it. We do not believe it is justified and we strongly oppose it. We ask you to deny this application and leave the street name of N Englewood Way and N Englewood Plate unchanged. The Street Naming Committee has been insisting that residents choose an alternative name prior to this hearing and have offered several alternatives that our residents find unacceptable. This insistence has also given our residents the perception that your decision may be predetermined. We hope that this is not the case; however, should you decide to approve the application for change, we would like the opportunity to meet with the committee after the fact to select an acceptable name. Thank you for your consideration on this issue. Sincerely, R. M. Munkres, President
