Broadway Avenue Meridian, Idaho 83642 The Ada County Street Name Committee has been notified by the 911 Call Center of their ongoing concern regarding potential emergency response delays for the sound -alike street names of N. Englewood Way & N. Englewood Place (both located in Meridian) and S. Inglewood Rd. (located in Boise). Complicating the dispatch situation further is the existence of four blocks of duplicate address ranges in both cities. Due to confusion surrounding the above street names, a 22 minute delay in emergency response services was reported for a domestic violence call needed in Boise, but routed to Meridian After internal reviews of the Call Center's present dispatching policies and the implementation of new policies designed to lessen the confusion with sound -alike or duplicate street names, the concern remains for potential delays in response time when critical emergency services are needed in these areas (See Dispatch Mgr. Letter to Commission) SUMMARY RECOMMENDATION After consideration of other proposals and allowing that"in house" procedural changes have been made within the Call Center, it is still the recommendation of the Ada County Street Name Committee that the Englewood street names be changed due to life/safety issues. (See ACSNC Street Name Evaluation attachment). The recommended changes are as follows: N. Englewood Place N. Englewood Way to N. Woodcrest Place to N. Woodcrest Way Ph: 208.887.2211 • www.meridiancity.org Fax 208.887.1297 DETERMINING FACTORS The Committee's recommendation to change the Meridian street names of N. Englewood Place and N. Englewood Way, as opposed to changing the Boise street name of S. Inglewood Rd., comes after a review of the following factors: A. S. Inglewood Rd. (Boise) was first dedicated in 1955 with the Country Club Manor Subdivision and extended in 1956 when Country Club Manor #2 was platted. 39 homes are addressed along this street. B. N. Englewood in Meridian was first dedicated in 1996 with the Englewood Creek Estates Subdivision and extended in 1998 when Englewood Creek Estates #2 was platted. An additional section was dedicated in 1998 when The Lake at Cherry Lane #7 Subdivision was recorded. 40 homes are addressed along these streets. (See Englewood Vicinity Map) Due to the similar number of homes affected and taking into consideration the existence of Inglewood in Boise for 40 years prior to the dedication of Englewood in Meridian, the Committee recommends the Meridian street names be changed. ADDITIONAL INFORMATION Prior to the originally scheduled public hearing date of 10.118!12, a neighborhood meeting was held at Meridian City Hall for all residents affected by the proposed street name change. The purpose of this meeting was to provide a less formal atmosphere to discuss resident concerns, as well as the opportunity to provide input for the proposed new street name. A representative from the 911 Call Center was in attendance to discuss dispatch limitations and to raise awareness of the potential for future emergency response delays along this street. 12 residents were in attendance. (see Neighborhood Meeting Sign -In Sheet). All in attendance were opposed to the street name change and no recommendations were received for alternate street names. A petition of opposition was signed by residents of Englewood and subsequently submitted to Staff. (See Englewood Residents Petition). An additional letter was sent by Mike Munkres (Fairway HOA President) with the request that it be distributed to the Commission. HOA Letter to Commission Ph: 208.887.2211 0 www.meridiancitv.ora 4 Fax 208.887.1297 JA COUNTY SHERIFF'S OFFICE October 30, 2012 Meridian City Planning and Zoning 33 E Broadway Ave Meridian, Idaho 83642 Dear Meridian City Planning and Zoning Commission: Gary Raney, Sheriff As the Dispatch Manager for the Ada County Sheriff's Office and after spending the majority of the last decade as a dispatcher and dispatch supervisor I have answered 911 calls from many individuals who are panicked, flustered and afraid. Often when someone places a call to 911 it is the worst day of their lives. Our dispatchers spend a minimum of 720 hours in training and answer thousands of calls with a trainer by their side before they ever answer a call on their own. But no amount of practice prepares you for the frantic screams of a mother whose 16 month old son will not wake and she calls 911 as her husband attempts CPR. On that call it took me 34 seconds to understand her address over her screams "the baby" and her tears. Thankfully her street name was unique enough and help was sent to the correct location. Sound -alike street names like "Englewood" in Meridian and "Inglewood" in Boise could have devastating consequences for residents. Particularly if they call for help but are difficult to understand, or if the call is placed from a cellular or VOIP phone and the line disconnects before confirmation can be made. Dispatchers are trained to "buy seconds" and get help to those who need it most as quickly as possible. The longer it takes to confirm a location, the longer it takes for responders to get where they are needed most. On routine calls, sound -alike street names are not likely going to cause a problem because the caller is calm and the dispatcher has time to clarify a location with further questioning. When it matters most, and every second counts sound - alike street names can have devastating consequences. Our PSAP is committed to doing what we can to prevent resources from being dispatched to the wrong location. With that in mind we have added additional address verification steps to our existing verification policy. Dispatchers are expected to not only repeat/verify the address and phone number they are also required to confirm a minimum of one cross street, the city and confirm spelling if an additional question exists. All these steps will help confirm we are sending help to the correct location on routine calls. This does not mitigate the risk of sound -alike street names from frantic callers including some calls from children. I understand changing a street name is not something that can be taken lightly. It has a dramatic impact on the lives of the residents. However, as the Dispatch Manager of a PSAP (Public Safety Answering Point) that answers approximately half a million calls each year I have the responsibility to express my concern. I implore you to consider the real risk sound alike names pose to your citizens when emergency responders are needed. Please include it in the information that you provide to the Planning and Zoning Commission prior to the hearing. Our residents are very concerned that your committee is proceeding with the selection of a new street name, even before your application for change as been approved. As we told you at the informal meeting on the evening of October 15 and in our communications since, we are strongly opposed to any change to Englewood on the grounds that: (1)It will be a significant impact upon our residents, all of whom are seniors, and (2) That the single incident that Dispatch is basing its request upon resulted from problems with the Computer Automated Dispatch(CAD)System and procedural issues in the dispatch center, not the spelling of the street name. At that time, we also told you that we did not want to propose alternative names until we were absolutely certain this was necessary. We still feel the same and, as our petitions should point out, our residents are very much united in opposition. Since you appear to be insistent upon proposing alternative names, however, we will offer the following: 1. Our first choice would be to go with changing the spelling of Englewood to Inglewood. Many of our residents believe that this alternative would help avoid confusion and reduce the impact. (This choice was offered in the notice of public hearing that you first issued and Dispatch indicated that this would be a simple change in the CAD System, but we have since heard that your committee is no longer considering it. If this is the case, we would like it put back on the table as an alternative.) 2. The names that your committee suggested do not fit well with the names of surrounding streets, many of which relate to golf or golf courses. (Englewood and Aronmink both relate to golf courses and there are many more in the greater Lake at Cherry Lane Subdivision.) 3. The only recommendation that we currently have, other than Inglewood, is "Fairway Lane." This relates both to golf and the name of our subdivision. We do plan to attend the hearing on December 6.
