SUMMARY DESCRIPTION OF CONCERN
We have been notified by the Ada County Sheriff s Dept. 911 Call Center of their continuing
concern regarding the street names of N. Englewood Way and N. Englewood Place, both located
in Meridian (see Vicinity Map attachment). An emergency response delay of 22 minutes was
reported on a domestic violence call due to confusion with overlapping address ranges on S.
Inglewood St., located in Boise. Due to the present limitations of the 911 CAD (Computer Aided
Dispatch) System (see 911 Call Center attachment), Dispatch remains concerned about the
potential delay in emergency response services if they are needed in these areas.
SUMMARY RECOMMENDATION
It is the recommendation of the Ada County Street Name Committee (comprised of
representatives of Meridian Land Development, Meridian Fire Department, Ada County
Highway District, Ada County Assessor's Land Records Division, and the Ada County Sheriff's
Dept. 911 Call Center) that the street names of N. Englewood Way and N. Englewood Place be
changed to a new name to be submitted by affected residents at a Neighborhood Meeting to be
held Monday, October 15~'.
In the event this street name recommendation is not approved by the commission, a secondary
recommendation is being submitted to change the spellingof Englewood to Inglewood, in order
to exactly match the street in Boise, thus allowing the 911 CAD System to prompt the dispatcher
to verify the location as Boise or Meridian (see 911 Call Center Attachment).

The recommendation to change the street names of N. Englewood Way and N. Englewood Place
in Meridian, as opposed to S. Inglewood St. in Boise, comes after a review of the following
factors:
a. 39 existing homes are located along S. Inglewood St. in Boise, with the Country Club
Manor #1 and Country Club Manor #2 plats being recorded in the 1950's.
b. 43 existing homes are located along N. Englewood Place and N. Englewood Way in
Meridian, with the Lake @ Cherry Lane and Englewood Creek Estates plats being
recorded in the 1990's.
In adherence to Title 8-Chapter 2-Section 5 of the City's Uniform Street Name & Address
Number Code (see Code attachment) and the number of affected residents being fairly equal,
consideration of the length of time the street name has been in existence remains the determining
factor.

Englewood in Meridian versus Inglewood in Boise
Englewood:
2600-2700 and 2900-3500 blocks of N Englewood Way, Meridian
(2618-2771 and 2900-3509)
2800 block of N Englewood Place, Meridian
(2805-2898)
Located south of W Ustick Road and west of N Ten Mile Road
Inglewood:
2500-2900 block of S Inglewood Rd, Boise
(2500-2910)
Located North of the interstate and east of S Roosevelt Street
Note overlapping hundred blocks:
2600-2900 blocks
One address noticed that has identical address numbers for Boise and Meridian is
2805.
Address examples: (All example addresses are addresses that I picked out by
random off of a map.)
The correct address should be 2910 N Englewood Way, Meridian
Address dispatcher types in:

Verified address:
2910 S Inglewood Road, Boise
When the following addresses are typed in, the dispatcher should get a drop down
box letting them know the only choice they have is: 2900-2910 S Inglewood Road, Boise.
The reason this is the only option they are given is because the 2900 block range exist for
the "real" street names of Englewood and Inglewood. The dispatcher typed in Inglewood,
therefore that is what the system searched for and found, the "real" name of Inglewood.

If the dispatcher had typed in 2910 Englewood, they would have gotten the
correct address of 2910 N Englewood Way, Meridian.

Address dispatcher types in:

In this scenario the address did verify correctly. The reason is because Inglewood
has been entered as an Alias Name for Englewood. Since there is no over lapping
hundred blocks existing for the two different street name spellings, the system first
searches the 3000 block range of Inglewood under the "real" street names. Once the
system was unsuccessful finding it the "real" street name file, it then searched and found
the name in the alias file. The system then changed the alias name to the "real" street
name of Englewood.
The only way the street name alias file works is when there is no overlapping
hundred block ranges. CAD (Computer Automated Dispatching) will always search
for the "real" street name first.
Fact Finding:
Meridian subs platted since 1990's, Boise Subs platted since 1950's.
Englewood, Meridian has 43 addresses; Inglewood, Boise has 39 addresses.
From February 2007 to now (109 months), the dispatch center has handled an average of
less than two calls per month on Englewood and Inglewood combined.

2. Partial And Half Streets: All half streets or partial streets shall be named in accordance
with the definitions here noted.
3. Overall Theme: Subdividers shall be encouraged to use an overall theme when
naming their streets.
4. Determination Of Names: It shall be the decision of the commission, by
recommendation of the Ada County highway district, to determine what name is to be
used when two (2) or more streets are in alignment.
5. Plat Approval: No plat shall be approved by the council for filing until all provisions of
this chapter have been complied with. Approval of a final plat for filing in the county
recorder's office shall constitute acceptance of all street names shown thereon.
6. Street Signs: It shall be the responsibility of any subdivider dedicating a new street to
finance street name signs at each and every intersection.
D. Changes In Street Names:
1. Reasons For Change: Where necessary or desirable, applications may be made to the
commission to change a street name, or the commission may do so at its discretion,
for reasons of duplication, similar pronunciation or spelling, or for other reasons
relating to public safety or convenience.
2. Commission Determination: In the case of street name changes necessitated due to
duplication, similar pronunciation or spelling, the Commission, upon recommendation
of the Ada County Highway District, shall determine the street to be changed and
select the new name to be used. In so doing, the Commission shall take into
consideration the number of existing addresses on the streets in question, the length of
time each street has used the name in question, the date of the original dedication of
said streets and any other factors pertinent to the changes in question. The
Commission may hold public hearings on such changes.
3. Check With Official Map And List: No street names may be changed until the proposed
ones have been checked with the official street name map and list.
4. Avoid Inconvenience: All changes shall be made in such a manner so as to create the
least possible inconvenience to residents and property owners in the area. No change
shall become effective for at least thirty (30) days after official action by the
Commission.
5. Signs; Location And Lettering: All street name signs shall be located in such manner
as to be clearly visible to persons operating vehicles on the road. The lettering of the
street name shall be a minimum of three and one-half inches (3'/2") in height; however,
all letters designating north, south, east or west shall be two inches (2") in height. All
lettering shall be of such color and width to contrast sharply with the board or plate
upon which the lettering is placed. Said board or plate shall be a minimum of six inches
(6") in width. All street name signs shall have the street names lettered on both sides
