We have reviewed the above referenced submittals and offer the following comments, as
conditions of approval. These conditions shall be considered in full, unless expressly
modified or deleted by motion of the Meridian City Council:
APPLICATION SUMMARY
The Applicant, Jabil Circuit Inc., has applied for Preliminary/Final Plat approval of a two (2)
lot subdivision on 52.84 acres of land located between E. Central Drive and I-84 on the site of
the former Jabil Circuit facility. The proposed plat divides the property between the existing
parking lot and the existing PAL soccer fields so that the Jabil building and associated parking
sit on a separate lot from the soccer fields.
Today, there are two parcels on the site, both remnants of county section land. The provisions
of Ordinance 12-3-10 state that the City may approve the relocation of original lot lines as
shown on a recorded plat. Since the existing parcels have never been platted, the parcel line
cannot be moved through the lot line adjustment process. The only way to legally move the
line to the desired location is through this preliminary/final plat application.
The proposal subdivides the existing 52.84 acres into two lots -33.47 acres and 19.41 acres.
There is no minimum lot size for the I -L zone in the current ordinance. Landscaping
improvements were already added to the site when the Jabil Circuits project was developed.
Staff recommends approval of the proposed plat with the conditions noted in this report.

LOCATION
The property is located south of E. Central Drive and north of Interstate 84, just west of Locust
Grove Road on the Jabil Circuits property.
North: Idaho State Police headquarters, zoned C -G.
South: Interstate 84, zoned C -G, L -O, and RUT.
West: United Heritage and vacant lots in Central Valley Corporate Park, zoned C -G.
East: Rural residence, zoned RUT (Ada County).
PRELIMINARY PLAT FINDINGS AND REQUIREMENTS
Sections 12-3-3 J.2 and 12-3-5 D read as follows: "In determining the acceptance of a proposed
subdivision, the Commission/Council shall consider the objectives of this title and at least the
following:
a. The conformance of the subdivision with the Comprehensive Development Plan;
Staff finds the subdivision to be in conformance with the Comprehensive Plan. The
Future Land Use map designates the property as hidustrial, which also matches the
existing zoning of Light Industrial (I -L). The subject property was approved for light
industrial manufacturing, and remains so under the proposed resubdivision.
b. The availability of public services to accommodate the proposed development;
Staff finds that public services are available to accommodate the proposed development.
Water and sewer services were hooked to the existing Jabil Circuits building when it was
constructed, and services were stubbed into what will be Lot 2.
c. The continuity of the proposed development with the capital improvement
program;
Staff finds that the subdivision will not require the expenditure of any capital
improvement funds. Sewer and water are already installed and connected to Lot I and
are stubbed to Lot 2. The owner is responsible for the cost any modifications or
extensions to the current system.
d. The public financial capability of supporting services for the proposed
development;

Staff finds that the development will not require major expenditures for providing
supporting services. City services have already been provided to the subject property for
at least 3-4 years. New services will not be required by the proposed plat.
e. The other health, safety or environmental problems that may be brought to the
Commission's attention.
Staff finds that there should not be any other health, safety or environmental problems
associated with this subdivision that may be brought to the Council or Commission's
attention.
SPECIAL CONSIDERATIONS
1. Locust Grove Overpass: When Jabil Circuits was originally developed, ACHD
purchased right-of-way for the future Locust Grove overpass. At that time there was no
specific design for the overpass. Now that one has been completed, ACHD needs some
additional right-of-way. According to ACHD staff and the applicant, negotiations are
already underway to purchase the additional right-of-way and may be completed prior to
the P&Z hearing. The plat does not accurately depict the right-of-way already deeded to
ACHD, nor the area currently under negotiation. The applicant should address the
location of the ultimate boundary in relation to the existing parking lot during the
hearing. The final plat must be modified to accurately reflect the right-of-way prior to
the next hearing on this application. See Comment #2.
2. Pathway: The Comprehensive Plan depicts a multi -use pathway along the western edge
of the subject property adjacent to Nine Mile Creek. Staff recommends as a condition of
approval that the pathway be required upon any future development on Lot 2. By tying
the pathway improvements to future development on the lot, it will not have to bonded
for as part of the plat approval process. However the applicant is hereby placed on notice
that the City intends to require a pathway at this location with any future Certificate of
Zoning Compliance or Conditional Use Pen -nit on Lot 2. Any decision to require a
pathway will be based on the pathways plan in force at the time of development. See
Comment #3.
3. Lot Line Location: The internal lot line between lots 1 and 2 is accurately depicted at
least 5 feet west of the existing parking lot. As such, Lot 1 will comply with Ordinance
12-13-11-2 regarding perimeter landscape buffers along internal lot lines. No change is
required. Staff simply wants to point out for the record that this aspect was considered in
the design of the plat.
4. Flood Plain Boundaries: The Preliminary Plat map indicates that portions of the
property fall within Flood Zones "X" and "AE" as referenced on FEMA Finn Panel
16001CO232 H, Dated February 19, 2003. This FEMA map shows the location of Nine
Mile Creek in it's original location crossing diagonally (northwesterly) across the
proposed Lot 2. During the development of the site for Jabil Circuit, Inc., Nine Mile
Creek was relocated to it's current location along the southern and western boundaries of

Lot 2. The applicant should initiate the process to officially revise the FEMA map prior
to construction on Lot 2. See Comment #
SITE SPECIFIC COMMENTS — PRELIMINARY/FINAL PLAT
Sign the Certificate of Owners and notarize the accompanying Acknowledgment (Sheet 2
of the final plat) upon approval of the plat.
2. Modify the final plat to accurately reflect the right-of-way for the Locust Grove overpass.
Submit 10 copies of the revised plat at least 10 days prior to the next hearing on this
application.
3. A multi -use pathway will be required with any future development on Lot 2, in
compliance with the Parks Dept. pathways plan in effect at the time of development. The
pathway will not require bonding prior to signature on the final plat.
4. Sanitary sewer and water service to this development shall be via service line extensions
from the existing City of Meridian mains adjacent to the project.
5. Prior to issuance of a building permit on Lot 2, a FEMA "Letter of Map Revision -
LOMR" shall be submitted to the Meridian Public Works Department.
6. Pressurized irrigation within this development will be from the existing system that was
installed as part of the Jabil Circuits development.
Please clarify on the final plat map where the mineral rights mentioned in note #3
impacts the subdivision.
8. Please tie down existing easements to the subdivision boundary for reference purposes.
Note the recording instrument number on all easements that are graphically depicted on
the final plat map.
Staff recommends approval of the proposed preliminary/final plat, with the aforementioned
findings and conditions.

The following will be the requirements and/or concerns to provide minimum levels of fire
protection for the proposed project:
1. Provide a fire -flow per the International Fire Code Appendix D to service the
project. Fire hydrants shall be placed an average of 400' apart.
2. All roads internal fire lanes and entrances shall have a turning radius of 28'
inside and 48' outside.
3. All access roads within the project shall have a clear driving surface with a
minimum width of 20' available at all times.
4. Operational fire hydrants and temporary or permanent street signs are required
before combustible construction begins.
5. All building uses and processes shall comply with the International Fire Code.

Nampa & Meridian Irrigation District requires a Land Use Change Application be filed for
review prior to final platting. F%ase contact Donna Moore at 466-7861 for further

All laterals and waste ways must be protected. The District's Hunter Lateral courses
through this proposed project with a recorded easement of 40 (forty) feet, 20 (twenty)
feet each side (you have an incorrect easement). This easement must be protected and
any encroachment without a signed License Agreement and approved plan, before any
construction is started, is unacceptable.
All municipal surface drainage must be retained on site. If any surface drainage leaves
the site, the Nampa & Meridian Irrigation District must review drainage plans. The
developer must comply with Idaho Code 31-3805. It is recommended that irrigation
water be made available to all developments within the Nampa & Meridian Irrigation
District.

PLANNING & ZONING RECOMMENDATIONS
NOISE EVALUATION/MITIGATION
For Development Applications or Zone Change Requests for property adjacent to state or federal highways,
the Idaho Transportation Department (ITD) requests the local Planning & Zoning authority to require the
applicant to evaluate and mitigate (if necessary) for noise impacts as follows:
1. The applicant shall perform a Traffic Noise Screen in accordance with the Environmental Process
Manual (EPM) Section 1350.02.
a. The design year shall be the date of the proposed development plus 20 years.
b. The traffic volume considered for 20 year future build -out shall be:`/l 6, 300 ADT (Average
Daily Traffic).
c. The highway configuration considered for 20 year future build -out shall be per the attached
typical section.
d. Use the existing highway centerline for the 20 year future build -out.
2. If the results of the Traffic Noise Screen so warrant, then the applicant shall perform a Traffic Noise
Impact Analysis in accordance with EPM Section 1350.03.
3. The applicant shall submit a noise report to the Planning & Zoning authority with a copy to ITD.
This report shall include:
a. Results of the Traffic Noise Screen, including supporting assumptions, documentation, and
conclusion as to whether a Traffic Noise Impact Analysis is warranted.
b. Results of Traffic Noise Impact Analysis (if warranted), including supporting assumptions,
documentation, and discussion of different types of abatement considered.
c. A recommendation of the type of abatement to be used for the proposed development.
4. The Planning & Zoning authority will review the noise report, solicit and consider comments from
ITD, and determine which (if any) abatement methods will be made as a condition of the proposed
development.

The Ada County Highway District (ACHD) staff has received the above referenced application requesting
preliminary plat approval to plat a two -lot industrial subdivision. The site has frontage on Central Drive and
Locust Grove Road in the City of Meridian. Proposed Lot #1 contains the existing Jabil facility and
associated parking lots, Lot #2 is currently undeveloped and being utilized as soccer fields including parking.
All of the roadway improvements such as curb, gutter and sidewalk were constructed with the previous
application for Central Drive.

A. Findings of Fact
1. Trip Generation:
The platting of the site is not estimated to generate any additional vehicle trips per day (2,268
existing) based on the Institute of Transportation Engineers Trip Generation Manual.
The applicant is required to submit documentation of the "closing date" of the Jabil facility.
The vehicle trips per day will be calculated at the time a development application or the issuance of a
building permit is received by the District.
2. Impact Fees:
In July 1999, The Murray Company paid impact fees for the light industrial facility and soccer fields
(Impact Fee Certificate 99-0633) under file MSPR99-18.
In September 2000, Jabil Circuit Inc. paid impactfees for the addition to the light industrial facility
(Impact Fee Certificate 00-10662) under file MSPR00-22.
The impact fee will be calculated at the time a development application or the issuance of a building
permit is received by the District.

A traffic impact study was not required with this application.

7. Site History
District staff has not reviewed this site as an application or prepared a report in the past year.
However District staff has reviewed the site twice, once in 1999 and again in 2000. The Ada County
Highway District Commission reviewed and approved MSPR99-18 on Wednesday, May 12, 1999 and
MSPR00-022 on Wednesday, July 19, 2000.
8. Roadway Improvements Adjacent To and Near the Site including Existing Right -of -Way
Central Drive did not exist through the applicant's site in 1999. The 2015 Regional Transportation
Plan designated this segment of the Central Drive corridor as a future collector street. The applicant
proposed to extend Central Drive from its existing terminus to Locust Grove Road, approximately
150 -feet north of Bentley Street on the east side of Locust Grove Road. The responsibility of the new
roadway was shared between the applicant and the Ada County Highway District because Central
Drive is a collector roadway.
At the May 12, 1999, Commission meeting, the Commission heard testimony from the applicant about
the street section proposed by District staff. The applicant at that time was under time constraints
and had engineering difficulties with constructing the street section proposed by District staff.
Therefore, the Commission allowed the applicant to construct a 41 -foot collector roadway with curbs
and gutters on both sides and a 7 -foot wide attached sidewalk on the south side only within 50 -feet of
right-of-way. The developer was reimbursed for 3 -feet of pavement widening and curb, and gutter on
the north side of the roadway only. The applicant was also reimbursed for a pro rata share of the
cost of the engineering for the 3 -feet of additional pavement, curb and gutter, and drainage facilities
required for the improvements on the north side only. The applicant submitted a detailed analysis of
the additional costs for review and approval by District staff.
The applicant had a 50 -foot wide easement in which to construct the extension of Central Drive from
Locust Grove Road to a point 350 -feet west of Locust Grove Road. The applicant constructed the
extension from Locust Grove Road to a point 350 -feet west of Locust Grove Road as a 28 -foot wide
roadway without curbs, gutters, or sidewalks on either side within 50 -feet of right-of-way. Staff
supported the proposed street section. The owner was not compensated for the right-of-way
dedicated for the subject segment of roadway.
There is approximately 100 -feet of existing right-of-way on Locust Grove Road abutting the site.
There is approximately 76 -feet of right-of-way from the west side of the centerline of Locust Grove
Road. The site has approximately 264 -feet of frontage. The applicant should be required to
coordinate with ACHD and ITD for any additional right-of-way required for the project.

The following driveway locations were approved with MSPR99-18 in accordance with District policy.
➢ The eastern driveway on Central Drive is located 120 -feet west of the east property line.
➢ The middle driveway on Central Drive is located 940 -feet west of the east property line.
➢ The western two driveways on Central Drive are located 1,900 -feet west of the east property
line and 2,500 -feet respectively.
The applicant is not proposing any additional driveways with this application.
10. Capital Improvements Plan/Five Year Work Program
Five -Year Work Program 2004-2008: Locust Grove Road from Franklin Road south to Bentley Street
is to be widened from two -lanes to five -lanes. The scope of work includes curb, gutter and sidewalk.
The project excludes the overpass area of touchdown to touchdown. Note: Timing may change to
match overpass project.
Capital Improvement Plan 2003: Locust Grove Road, Overland Road/Franklin Road Overpass:
Construct overpass over 1-84, 500 -feet north of Overland Road to Central/Bentley, at 4/5 -lanes.
Meridian will be contributing to right-of-way and ITD. Scope of work; 2004/5 right-of-way acquisition
and construction 2006.
B. Findings for Consideration
Right -of -Way
District policy requires 70 -feet of right-of-way on collector roadways (Figure 72-F1B). This right-of-
way width allows for the construction of a 3 -lane roadway with curb, gutter, 5 -foot wide detached
sidewalks and bike lanes.
Central Drive: The Commission has directed staff to only purchase right-of-way on roadways that are
in the Five -Year Work Program or the Capital Improvements plan. The Central Drive is not listed as
a proposed project in the District's currently adopted Five -Year Work Program or in the currently
adopted 20 -year Capital Improvements Plan.
District policy requires 96 -feet of right-of-way on arterial roadways (Figure 72-F1 B). This right-of-way
allows for the construction of a 5 -lane roadway with curb, gutter, 5 -foot concrete detached sidewalks
and bike lanes.
Locust Grove Road: There is approximately 100 -feet of existing right-of-way on Locust Grove Road
abutting the site. From the west side of the centerline of Locust Grove Road there is approximately
76 -feet right-of-way abutting the 264 -feet of frontage.
The applicant should be required to coordinate with the District and 1TD for any additional right-of-way
required for the project. The right-of-way purchase and sale agreement and deed must be completed
and signed by the applicant prior to scheduling the final plat for signature by the ACHD Commission
or prior to issuance of a building permit (or other required permits), whichever occurs first. Allow up
to 30 business days to process the right-of-way dedication after receipt of all requested material. The
owner will be paid the fair market value of the right-of-way dedicated which is an addition to existing
ACHD right-of-way if the owner submits a letter of application to the impact fee administrator prior to
breaking ground, in accordance with the ACHD Ordinance in effect at that time (currently Ordinance
#198), if funds are available.
2. Sidewalk
District policy requires 5 -foot wide (minimum) concrete sidewalk on all collector streets (7204.6.5).

roadways (7204.7.2).

3. Public Rights-of-way Trust Fund
District policy 7203.8, if the District determines that it is necessary or desirable to defer making some
or all of the improvements, the Developer shall contribute the estimated value of the improvements to
the Public Rights-of-way Trust Fund.
In lieu of constructing the improvements, The Murray Company provided a $7,000.00 deposit to the
Public Rights -of -Way Trust Fund (#00-007) for the cost of constructing a 5 -foot wide concrete
sidewalk on Locust Grove Road abutting the parcel (approximately 350 -feet) prior to District approval
of MSPR99-98.
4. Street Sections
District policy 72-FlB requires collector roadways to be constructed as a 46 -foot street section with
vertical curb, gutter and 5 -foot detached (or 7 -foot attached) concrete sidewalk within 70 -feet of right-
of-way with parking prohibited on both sides.
5. Minor Improvements
District policy 7203.6 states, minor improvements to existing improved streets in or next to a
proposed development may be required. These improvements are to correct deficiencies or replace
deteriorated facilities. Included are sidewalk construction or replacement: curb and gutter construction
or replacement; replacement of unused driveways with standard curb, gutter and sidewalk;
installation of pedestrian ramps; pavement repairs; signs; traffic control devices; and other similar
items.
C. Special Recommendation to the Applicant and the City of Meridian
In order to reduce trips to and from this development it is recommended that Tenants occupying the
proposed building be required to provide an Alternative Transportation Program for employees and
provide an annual report to ACHD on employee participation. Commuteride staff will coordinate the
Alternative Transportation Program with the applicant. For more information contact Commuteride at
387-6160 for further information.
2. In order to reduce trips to and from this development, it is recommended that the tenants occupying
the proposed building(s) be required to participate in any Transportation Management Association
(TMA) or Transportation Management Organization (TMO) that is formed with a boundary that
includes this site or is adjacent to this development.
3. A Transportation Management Association (TMA) or Transportation Management Organization
(TMO) is formed with a coordinator that works as a liaison between businesses and private and public
transportation providers to increase the use of alternative transportation and other trip reduction
measures (shuttle buses, bus pass programs, vanpools, car pools, bicycle and walking enhancements).
4. An annual survey will be required of the TMA/TMO to monitor participation in alternative
transportation programs and forwarded to the ACHD Commuteride Office.

D. Site Specific Conditions of Approval
The required street improvements and dedication of right-of-way have been completed with the
previous applications for this site abutting Central Drive.

Other than the access point(s) specifically approved with this application, direct lot or parcel access to
Central Drive and Locust Grove Road is prohibited. Lot access restrictions, as required with this
application, shall be stated on the final plat.
6. Comply with all Standard Conditions of Approval.

Any existing irrigation facilities shall be relocated outside of the right-of-way.
2. All utility relocation costs associated with improving street frontages abutting the site shall be borne
by the developer.
3. Replace any existing damaged curb, gutter and sidewalk and any that may be damaged during the
construction of the proposed development. Contact Construction Services at 387-6280 (with file

4. Utility street cuts in pavement less than five years old are not allowed unless approved in writing by
the District. Contact the District's Utility Coordinator at 387-6258 (with file numbers) for details.

5. All design and construction shall be in accordance with the Ada County Highway District Policy
Manual, ISPWC Standards and approved supplements, Construction Services procedures and all
applicable ACHD Ordinances unless specifically waived herein. An engineer registered in the State
of Idaho shall prepare and certify all improvement plans.
The applicant shall submit revised plans for staff approval, prior to issuance of building permit (or
other required permits), which incorporates any required design changes.
Construction, use and property development shall be in conformance with all applicable requirements
of the Ada County Highway District prior to District approval for occupancy.
8. Payment of applicable road impact fees are required prior to building construction in accordance with
Ordinance #198, also known as Ada County Highway District Road Impact Fee Ordinance.
9. It is the responsibility of the applicant to verify all existing utilities within the right-of-way. The
applicant at no cost to ACHD shall repair existing -utilities damaged by the applicant. The applicant
shall be required to call DIGLINE (1-800-342-1585) at least two full business days prior to breaking
ground within ACHD right-of-way. The applicant shall contact ACHD Traffic Operations 387-6190 in
the event any ACHD conduits (spare or filled) are compromised during any phase of construction.
10. No change in the terms and conditions of this approval shall be valid unless they are in writing and
signed by the applicant or the applicant's authorized representative and an authorized representative
of the Ada County Highway District. The burden shall be upon the applicant to obtain written
confirmation of any change from the Ada County Highway District.
11. Any change by the applicant in the planned use of the property which is the subject of this
application, shall require the applicant to comply with all rules, regulations, ordinances, plans, or other
regulatory and legal restrictions in force at the time the applicant or its successors in interest advises
the Highway District of its intent to change the planned use of the subject property unless a
waiver/variance of said requirements or other legal relief is granted pursuant to the law in effect at the
time the change in use is sought.
F. Conclusions of Law
The proposed site plan is approved, if all of the Site Specific and Standard Conditions of Approval are
satisfied.
2. ACHD requirements are intended to assure that the proposed useldevelopment will not place an
undue burden on the existing vehicular and pedestrian transportation system within the vicinity
impacted by the proposed development.

Request for Appeal of Staff Decision
Appeal of Staff Decision: The Commission shall hear and decide appeals by an applicant of the
final decision made by the ROWDS Manager when it is alleged that the ROWDS Manager did not
properly apply this section 7101.6, did not consider all of the relevant facts presented, made an error
of fact or law, abused discretion or acted arbitrarily and capriciously in the interpretation or
enforcement of the ACHD Policy Manual.
a. Filing Fee: The Commission may, from time to time, set reasonable fees to be charged
the applicant for the processing of appeals, to cover administrative costs.
b. Initiation: An appeal is initiated by the filing of a written notice of appeal with the Secretary
of Highway Systems, which must be filed -within ten (10) working days from the date of the
decision that is the subject of the appeal. The notice of appeal shall refer to the decision
being appealed, identify the appellant by name, address and telephone number and state
the grounds for the appeal. The grounds shall include a written summary of the provisions
of the policy relevant to the appeal and/or the facts and law relied upon and shall include a
written argument in support of the appeal. The Commission shall not consider a notice of
appeal that does not comply with the provisions of this subsection.
c. Time to Reply: The ROWDS Manager shall have ten (10) working days from the date of
the filing of the notice of appeal to reply to the notice of the appeal, and may during such
time meet with the appellant to discuss the matter, and may also consider and/or modify
the decision that is being appealed. A copy of the reply, and any modifications to the
decision being appealed will be provided to the appellant prior to the Commission hearing
on the appeal.
d. Notice of Hearing: Unless otherwise agreed to by the appellant, the hearing of the appeal
will be noticed and scheduled on the Commission agenda at a regular meeting to be held
within thirty (30) days following the delivery to the appellant of the ROWDS Manager's
reply to the notice of appeal. A copy of the decision being appealed, the notice of appeal
and the reply shall be delivered to the Commission at least one (1) week prior to the
hearing.
e. Action by Commission: Following the hearing, the Commission shall either affirm or
reverse, in whole or part, or otherwise modify, amend or supplement the decision being
appealed, as such action is adequately supported by the law and evidence presented at
the hearing.
