PROJECT SUMMARY
S[TE DESCRIPTION The motel is located on approximately fifteen
acres at the northwest corner of the
Meridian/Kung/I-84 Interchange. Access to
the site is from Waltman Lane which runs
along the north side of the site.
BUILDING DESCRIPTION The building contains 100 guest rooms with
lobby, coffee shop, dining room, banquet room,
conference rooms, bar and lounge, kitchen,
enclosed pool, and related facilities.
Construction shall be wood frame with
vertical cedar siding, exterior finish/insulation
system, metal standing seam roofing, and
sloped glazing with aluminum frames.

As to the necessity and desirability of this development,
pertaining to the zoning and the developmental harmony within
the adjacent area.
A development with Motel, Restaurant, Banquet Facilities
and Meeting Room capabilities are greatly needed in Meridian.
The closest now being either in Nampa or Boise respectfully.
A project of this type could, and we believe would, bring
many of the business and traveling consumers into the area to
stay, and conduct their business. ~'ostjshopping through out
the Meridian business community while they are here.
'H'ith full service Motel facilities available, a twenty-four
.-., hour Restaurant, Meeting Rooms for varied functions, Banquet
facilities, a shuttle to the Airport, a livestock facility-to
accomodate overnight travelers with livestock, twenty-four
hour switch boards, and a Lounge housed in appealing structures
enhanced by landscaping and natual setting would, we believe,
be advantages to the local community as well as the entire area.

Subject property characteristics which make it desirable
for amendment zoning are its proximity to surrounding arterials,
immediately adjacent to the freeway (I-~4) as well as its
nearness to the proposed Regional Shopping Center.

REQUEST- HIGH COUNTRY OF IDAHO INC.
Description of Roadways, etc.
This annexation request shall include a public roadway named Waltman Lane
which is a dedicated public road and is maintained by the Ada County Highway
District.
This roadway is 50 feet in width and extends west from the section line
(which is also the Boise Meridian), located in the center of Meridian Road,
for a distance of 1322.2 feet.
In addition to the above any other property including the west 1~2 of
Meridian Road under the jurisdiction of the Ada County Highway District lying
west of said section line and extending south from the center line of Waltman
Lane a distance of 661.58 feet and north from the center line of Waltman Lane
a distance of 685 feet and extending to the west a distance of 1322.2 feet
shall be included in this annexation.
Also included in the annexation request is that portion of State Hwy,
#69 lying west of said section line (which is the Boise Meridian) and extends
td a point 661.58 feet south of the center line of Waltman Lane.

The utility easements recorded by Idaho Power Co., Intermountain.:Gas,:Co.,
City of Meridian for water and sewers, and any other utility easements or
right of ways are also included in this request.

MOTEL/RESTAURANT PROJECT
MERIDIAN, IDAHO
PROPOSED ROADWAY RELOCATIONS
GENERAL
High Country of Idaho, Inc_, is proposing to develop a motel/restaurant
complex along Waltman Lane just west of the intersection of Meridian Street
and Highway 55. To successfully provide access to the new project, we have
reviewed various alternatives to the relocation and rerouting of the Meridian
Street/Highway 55 intersection, Waltman Lane, and the lane providing access to
the south of this project. Each of the alternatives reviewed has certain
merits. Although we are proposing one solution during the process of final
design, we will solidify the appropriate alternative modified to meet the Ada
County Highway District recommendations as well as those of the Idaho Transpor-
tation Department_
ALTERNATIVES
Each of the three alternatives has two similiarities; the slight realign-
ment of Meridian Street and a long, sweeping curve at the easterly end of
Waltman Lane as it approaches Meridian Street. These items appear to be
necessary to develop an adequate intersection between Waltman Lane and Meridian
Street. The variations of the plans basically stem from the treatment of the
lane providing access to the area south of this development.
Alternative 1 leaves the southerly access approximately at its present
location with a sharp curve at the north end of the roadway to intersect with
Waltman Lane. This would provide access in much the same manner as is presently
existing; however, it does present a congestion problem near the intersection
of Waltman Lane and Meridian Street. As the development is proposing a roadway
in front of the motel just west of the southerly access, we feel this is a
duplication of roadway construction and did not deem this alternative as
acceptable_
Alternatives 2 and 3 both combine the southerly access with the access
to the motel intersecting Waltman Lane approximately 500 feet west of the
Meridian Street/Waltman Lane intersection_ This provides a more economical
solution to the southerly access while providing an adequate access. Alterna-
tive 2 provides a free flow situation on the north-south access street for the
restaurant/motel complex while restraining free flow on Waltman Lane. This
restriction on Waltman Lane was deemed unacceptable; hence, this alternative
was dropped from consideration. Alternative 3 provides a free flowing design
.for _Waltman Lane to the Meridian Street intersection and places the flow
restriction on the south access as it intersects Waltman Lane. This free flow
restriction on the southerly access is not deemed to be a significant problem,
as they have this restriction presently. Therefore, the third alternative was
deemed to be satisfactory to provide adequate access not only to the develop-
ment, but also to Waltman Lane from Meridian Street and to that area south of
the development.

After reviewing the three proposed alternatives, High Country of Idaho,
Inc., requests that Alternative 3 be accepted in concept for the realignment
of Waltman Lane, the access to the property south of this development, and the
intersection between Meridian Street and Highway 55. As this is a concept,
the final details have not been designed and will have to be so reviewed by
the Idaho Transportation Department and Ada County Highway District as it
pertains to their facilities. We are prepared to initiate those reviews upon
acceptance of the selected alternative.
