4. Existing Access: The site is currently undeveloped, but curb returns were constructed in their
approved locations when the roadway was constructed.
5. Site History: ACHD previously reviewed the CUP application for the Jackson's c -store at
the southeast corner of Pine Avenue and Eagle Road.
Development Impacts
6. Trip Generation: This development could generate up to 15,000 vehicle trips per
day based on the Institute of Transportation Engineers Trip Generation
Manual. This estimation does not include pass -by trips and is only an
estimation because exact uses are not known.
Impact Fees: There will be an impact fee that is assessed and due prior to issuance of any
building permits. The assessed impact fee will be based on the impact fee
ordinance that is in effect at that time.
8. Traffic Impact Study: A traffic impact study would normally be required with this application.
However, studies have recently been submitted for the development at the southwest corner of
Eagle & Pine, and for a proposed development at the northeast corner of Locust Grove and Pine.
Information from those studies is provided under Facts & Findings.

10. Construction of Pine Street
This segment of Pine Street was constructed in 2003 through a developer cooperative agreement. The
roadway was constructed to a width for 5 -lanes, but striped for 3 -lanes at this time, until traffic volumes
warrant more lanes. Sidewalk was constructed along the north side of the roadway at that time
because that area is developed as residential subdivisions. Sidewalks were not constructed along the
south side of the roadway because it was determined that sidewalks could be installed when this
property developed. The roadway is striped for bike lanes.

With the 2010 background traffic, the F-agle/Franklin intersection will continue to operate at a
LOS F. The current delay for 2004 is 72.5 seconds/vehicle. In 2010 that delay is expected
to more than double and the delay is estimated at over 140 seconds/vehicle (over 2
minutes/vehicle).
2. Right -of -Way & Sidewalk
Policy: District policy requires 96 -feet of right-of-way on arterial roadways (Figure 72 -Fl B). This
right-of-way allows for the construction of a 5 -lane roadway with curb, gutter, 5 -foot concrete
detached sidewalks and bike lanes.
District policy requires 7 -foot wide attached (or 5 -foot detached) concrete sidewalk on all collector
roadways and arterial roadways (7204.7.2).
Staff Comment/Recommendation: Pine Avenue is fully improved with the exception of sidewalk
on the south side of the roadway; no additional right-of-way is required to be dedicated with this
application. The applicant should construct a 7 -foot wide attached sidewalk or a 5 -foot wide
detached sidewalk with a minimum 5 -foot wide landscape buffer. Provide a sidewalk easement for
sidewalk located outside of the right-of-way.
I Eagle Road
Eagle Road is under the jurisdiction of the Idaho Transportation Department. The applicant should
contact ITD to determine what improvements will be required on Eagle Road (SH 55) and what
access will be allowed.
4. Driveways
Location Policy: District policy 72-F4 (1) requires driveways located on arterial roadways near a
signalized intersection to be located a minimum of 440 -feet from the signalized intersection for a
full -access driveway and a minimum of 220 -feet from the signalized intersection for a right-in/right-
out only driveway. Beyond the signalized intersection, driveways should be located to align or
offset a minimum of 150 -feet from any existing or proposed driveways or streets, based on a 35
MPH posted speed limit.
Width Policy: District policy 7207.9.3 restricts commercial driveways with daily traffic volumes
over 1,000 vehicles to a maximum width of 36 -feet. Most commercial driveways will be constructed
as curb -cut type facilities if located on local streets. Curb return type driveways with 15 -foot radii will
be required for driveways accessing collector and arterial roadways.
Staff Comment/Recommendation: Driveway approaches were installed on Pine Street when the
roadway was constructed in 2003. No new approaches (for driveways or streets) are approved with
this application. Where possible, cross access agreements should be provided to allow multiple
access points to Pine Street and the proposed public roadways.
5. Proposed Public Road
Applicant Proposal
The applicant is proposing to construct a public roadway with a cul-de-sac, located approximately
400 -feet west of the east property line. The proposed street section for this roadway is a 36 -foot
wide street within 50 -feet of right-of-way.
Staff Recommendation/Analysis
The roadway location should be approved as proposed. The roadway will not provide connectivity,
but will provide access for proposed lots within the subdivision. The roadway should be constructed
to commercial roadway standards, as a 40 -foot street section with vertical curb, gutter and 5 -foot
wide concrete sidewalk, within 54 -feet of right-of-way. Access to this road should be located a
minimum of 50 -feet south of Pine Street.
6. Proposed Public Road "to be Constructed by Others"
Applicant Proposal
The preliminary plat indicates a north -south roadway "to be constructed by others".
Staff Recommendation/Analysis
The plans for this roadway have been reviewed and approved by ACHD. The road will provide
secondary access to businesses on Commercial Court, and is being paid for and constructed by
several parties. ACHD is not a part of that private agreement. This roadway will provide critical
signalized access to Eagle Road for trucks returning to the freeway system. This roadway is a
requirement with this plat, and it shall be improved and dedicated prior to final plat approv;Z.
The roadway location should be approved as proposed. It appears that previously constructed curb
returns located adjacent to the roadway will need to be closed with standard curb and gutter to
match existing improvements.
The roadway should be constructed to commercial roadway standards, as a 40 -foot street section
with vertical curb, gutter and 5 -foot wide concrete sidewalk, within 54 -feet of right-of-way. Access
to this road should be located a minimum of 50 -feet south of Pine Street.
7. Other Access
Pine Avenue is classified as a minor arterial roadway. Other than the access points specifically
approved with this application, direct access to Pine Avenue is prohibited and shall be noted on the
final plat.
C. Site Specific Conditions of Approval
1 Construct a 5 -foot wide detached concrete sidewalk with a minimum 5 -foot wide landscape strip, or
construct a 7 -foot wide attached concrete sidewalk, abutting the site on Pine Street. Provide a
sidewalk easement for sidewalk located outside of the right-of-way.
2. No new Pine Street approaches (driveways or streets) are approved with this application, with the
exception of the location for the proposed street connection to Commercial Court. Provide cross
access agreements throughout the subdivision to allow multiple access points to Pine Street and
the proposed public roadways.
3. Construct a north -south public road located approximately 400 -feet west of the east property line as
proposed
4. Construct a north -south public road at the end of Commercial Court to intersect Pine Street. The
roadway location should be approved as proposed. Construct the roadway as a 40 -foot
local/commercial street section with vertical curb, gutter and 5 -foot wide concrete sidewalk, within
54 -feet of right-of-way.
5. Close the existing curb return adjacent to the proposed north -south public street with standard curb
and gutter to match existing improvements.
6. Access to the proposed north -south roadways shall be located a minimu of 50 -feet South of Pine
Street.
Other than the access points specifically approved with this application, direct access to Pine
Avenue is prohibited and shall be noted on the final plat.
8. Comply with requirements of ITD for the Eagle Road (SH 55) frontage. Submit to the District a
letter from ITD regarding said requirements prior to District approval of the final plat or issuance of a
building permit (or other required permits), whichever occurs first. Contact District III Traffic
Engineer Dan Coonce at 334-8340.
Comply with all Standard Conditions of Approval.
D. Standard Conditions of Approval
Any existing irrigation facilities shall be relocated outside of the right-of-way.
2. All utility relocation costs associated with improving street frontages abutting the site shall be borne
by the developer.
3. Replace any existing damaged curb, gutter and sidewalk and any that may be damaged during the
construction of the proposed development. Contact Construction Services at 387-6280 (with file
number) for details.
4. Utility street cuts in pavement less than five years old are not allowed unless approved in writing by
the District. Contact the District's Utility Coordinator at 387-6258 (with file numbers) for details.
5. All design and construction shall be in accordance with the Ada County Highway District Policy
Manual, ISPWC Standards and approved supplements, Construction Services procedures and all
applicable ACHD Ordinances unless specifically waived herein. An engineer registered in the State
of Idaho shall prepare and certify all improvement plans.
6. The applicant shall submit revised plans for staff approval, prior to issuance of building permit (or
other required permits), which incorporates any required design changes.
Construction, use and property development shall be in conformance with all applicable
requirements of the Ada County Highway District prior to District approval for occupancy.
8. Payment of applicable road impact fees are required prior to building construction in accordance
with Ordinance #200, also known as Ada County Highway District Road Impact Fee Ordinance.
9. It is the responsibility of the applicant to verify all existing utilities within the right-of-way. The
applicant at no cost to ACHD shall repair existing utilities damaged by the applicant. The applicant
shall be required to call DIGLINE (1-800-342-1585) at least two full business days prior to breaking
ground within ACHD right-of-way. The applicant shall contact ACHD Traffic Operations 387-6190 in
the event any ACHD conduits (spare or filled) are compromised during any phase of construction.
10. No change in the terms and conditions of this approval shall be valid unless they are in writing and
signed by the applicant or the applicant's authorized representative and an authorized
representative of the Ada County Highway District. The burden shall be upon the applicant to
obtain written confirmation of any change from the Ada County Highway District.
11. Any change by the applicant in the planned use of the property which is the subject of this
application, shall require the applicant to comply with all rules, regulations, ordinances, plans, or
other regulatory and legal restrictions in force at the time the applicant or its successors in interest
advises the Highway District of its intent to change the planned use of the subject property unless a
waiver/variance of said requirements or other legal relief is granted pursuant to the law in effect at
the time the change in use is sought.

Request for Reconsideration of Commission Action
Request for Reconsideration of Commission Action: A Commissioner, a member of ACHD
staff or any other person objecting to any final action taken by the Commission may request
reconsideration of that action, provided the request is not for a reconsideration of an action
previously requested to be reconsidered, an action whose provisions have been partly and
materially carried out, or an action that has created a contractual relationship with third parties.
a. Only a Commission member who voted with the prevailing side can move for
reconsideration, but the motion may be seconded by any Commissioner and is voted on by
all Commissioners present.
If a motion to reconsider is made and seconded it is subject to a motion to postpone to a
certain time.
b. The request must be in writing and delivered to the Secretary of the Highway District no later
than 3:00 p.m. on the day prior to the Commission's next scheduled regular meeting
following the meeting at which the action to be reconsidered was taken. Upon receipt of the
request, the Secretary shall cause the same to be placed on the agenda for that next
scheduled regular Commission meeting.
c. The request for reconsideration must be supported by written documentation setting forth
new facts and information not presented at the earlier meeting, or a changed situation that
has developed since the taking of the earlier vote, or information establishing an error of fact
or law in the earlier action. The request may also be supported by oral testimony at the
meeting.
d. If a motion to reconsider passes, the effect is the original matter is in the exact position it
occupied the moment before it was voted on originally. It will normally be returned to ACHD
staff for further review. The Commission may set the date of the meeting at which the
matter is to be returned. The Commission shall only take action on the original matter at a
meeting where the agenda notice so provides.
e. At the meeting where the original matter is again on the agenda for Commission action,
interested persons and ACHD staff may present such written and oral testimony as the
President of the Commission determines to be appropriate, and the Commission may take
any action the major4 of the Commission deems advisable.
f. If a motion to reconsider passes, the applicant may be charged a reasonable fee, to cover
administrative costs, as established by the Commission.

housekeeping, storage, and mechanical and electrical spaces with a detached canopy.

Comments:
Conditions of AWroval: Project is subject to all current City of Meridian ordinances and conditions of approval
for Porky Park Subdivision. The issuance of this permit does not release the applicant from any previous
requirements of the other permits issued for this site (RZ-05-009, PP -05-026, and FP -05-066).
Landscaping: The Landscape Plan prepared by Sand Companies, Inc., on February 22,2006, labeled Sheet L-
1.0, is approved (stamped "Approved" on March 6, 2006 by the Meridian Planning Department) with the
following changes (see redline changes on plan):
1.) UDC I I -3B-8C I requires a 5 -foot wide perimeter landscape buffer planted with one tree per thirty-
five lineal feet and shrubs, lawn, or other vegetative groundcover along all interior lot lines that are
adj acent to vehicular use areas; provide landscaping accordingly on the west and cast boundaries of the
site. Trees will not be required on the western perimeter boundary within this buffer as required by
ordinance since they were provided in the adjacent buffer with the Jackson's development to the west.
Two additional trees 0 per 35 lineal feet) are required within the 5 -foot wide buffer along the cast
boundary adjacent to the vehicular use area.
Ensure that all landscaping installed on the site complies with LIDC 11-3B. Other than the above-mentioned
changes, the approved landscape plan is not to be altered without prior written approval of the Planning
Department, All penmeter landscaping shall comply with the approved landscape plan submitted with the Porky
Park Subdivision No. I fmal plat (FP -05-066).
SitePlan: The "Building Layout Plan" prepared by Sand Companies, hic., on February 22,2006, labeled Sheet
A-1.00, is approved (stamped "Approved"on March 6,2006 by the Meridian Planning Department) with no
changes. The approved site plan is not to be altered without prior written approval of the Planning Department.
Elevations: The Elevations prepared by Sand Companies Inc., on October 29, 2005, labeled A-2.0, are approved
with no changes from the Planning Department.
Irrigati : An underground, pressurized irrigation system must be installed to all landscape areas per the
approved specifications and in accordance with UDC 11-3A-15.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the
Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks
DepartmentArborist (Elroythiff, 888-3579) for approval of protectionlrelocationmeasurcs for the existing trees
prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11 -3B -10-C,5.
Park�& The proposed parking areas shall be paved and striped in accordance with UDC 11-313. Project
engineer/architect shall cortify that the minaber and size of handicap -accessible spaces conforms to the Americans
with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance with ADA standards.
Curbin : Per UDC I 1-3B-51, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas,
must be protected by curbing, wheel stops, or other approved protective devices. Curbingmay be cut to allow for
storm water runoff
Sidewalks: All sidewalks shall be constructed in accordance with I I -3A- 17. Sidewalks shall be constructed prior
to occupancy.
DrajnM Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and shall
be designed in compliance with UDC I I -3B- 11 and LJDC I I -3A- 18.
Fencing: Any required or proposed fencing shall be installed with current fencing standards as defined in UDC
I 1-3A-7.
Lightin : Lighting shall not cause glare or impact the traveling public or neighboring development and
comply with lighting standards as defined in UDC 11-3A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with UDC I I -3D.
Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -I 1-3A-12. Trash enclosures must
be built in the location and to the size approved by SSC.
Handicap-Accessibil : The structure, site improvements and parking areas must be in compliance with all
federal handicap -accessibility requirements.
ACHD Accotance: AU impact fees, if any, shall be paid prior to the issuance of a building permit, If any
changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be
submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit.
Certificate of Occup : All required improvements must be complete prior to obtaining a Certificate of
Occupancy. A written certificate of completion shall be prepared by the landscape architect, landscape
designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape

9 This Project involves complete construction of a four story hotel including 82 guest rooms, a swimming
lo pool and spa, a commercial laundry area, a breakfast room and a meeting room, along with normal
11 housekeeping, storage and mechanical and electrical spaces. A detached canopy is included. Site
12 improvements involving paving, storm water treatment and landscaping are also included�

14 the hotel structure consists of wood frame load bearing walls with wood joist and wood deck floors at
15 second, third and fourth floors. The non-bearing walls are wood frame. The roof system is asphalt
16 shingles over prefabricated metal connected wood trusses with wood deck. EPDIVI membrane roofing
17 over rigid insulation underlay is utilized on lower level roofs and the canopy. The building exterior is
18 prefinished steel siding on the upper three levels with decorative shutters at most windows and vinyl fans
19 over some windows. Windows are vinyl double -hung style. The first floor exterior is face brick.

21 Basic heat is provided by through -wall electric heat pumps. The swimming pool area HVAC is via a central
22 gas fired unit distributed through under stab ductwork. Several other areas are served by small HVAC
23 units with distribution above ceilings or under slab. Mechanical and Electrical Work will be completed by

6 Ball and Burlap Plants: Conforming to ASTM S60.1. Balls shall be of natural earth in which plant has
7 been growing. No manufactured or artificially produced or mudded -in balls will be accepted. Balls shall
8 be firm and unbroken, and of large enough size to adequately enclose plants fibrous root system. Balled
9 and budapped plants may be rejected due to their failure to meet good digging practices.

11 Inspection:
12 Contractor shall be responsible for inspection and approval of plant material that may be required by state,
13 federal and other authorities and shall secure required permits and certificates,

15 All plants shall be subject to inspection and approval at place of growth before digging, or upon delivery,
16 for quality, size, and variety; such approval shall not impair right of rejection at Project site during progress

10 Planting pits shall be circular with diameter one foot greater than diameter of ball of tree. Depth of pit shall
11 be enough to accommodate ball or roots of tree when tree is set to finish grade, allowing for 6 inches of
12 compacted topsoil below roots of plant. In no case shall depth of tree pits be less that 24 inches below
13 finish grade.

15 At holes more than 12 inches deep, probe by hand to determine if mechanical auger will hit any in-place
16 utilities.

2 PRUNING AND WRAPPING:
3 Neatly prune after planting in accordance with best standard practices. Prune tree to preserve its natural
4 form and character and in manner appropriate to its particular requirements, In general, at least one third
5 of deciduous trees shall be removed by thinning or shortening of branches but no leaders shall be cut.
6 Perform pruning with clean sharp tools, and immediately cover with approved tree paint having asphaltic
7 base.

9 Prune shrubs or thin immediately after planting in accordance with best standard practices. Remove
10 broken or bruised branches with clean cut. Prune each shrub to preserve its natural form and character
11 and in manner appropriate to its particular equipments. Perform pruning, and thinning shall be done, with
12 sharp, clean tools. Paint cuts over 1/2 inch with approved tree paint having an asphaltic base.

14 Wrap deciduous trees with material as specified. Secure wrapping bondage at top and bottom of trunk,
15 and cover enfire surface of trunk to height of first branches. Start bondaging at base of tree unless
16 otherwise specified and secure by painting with approved -type tree painting having asphaltic base which
17 dried and hardens after application.

19 MULCHING;
20 Lay landscaping fabric around trees and apply basic mulch to depth of four inches, evenly spread over the
21 entire area of each soil basin.

23 INSPECTION:
24 Final inspection after completion of planting; schedule this inspection sufficiently in advance and in
25 cooperation with the Architect so that final inspection may be conducted within 24 hours after completion
26 of planting.

28 Final inspection at end of maintenance period, provided that all previous deficiencies have been corrected.

30 MAINTENANCE;
31 Maintain plantings, starting with planting operations and continuing for 30 calendar days after planting is
32 complete and accepted by Architect.

34 Maintenance includes watering, weeding, cultivating, spraying and pruning necessary to keep the plant
35 materials in a healthy growing condition and to keep planted areas neat and attractive throughout
36 maintenance period.

43 GUARANTEE AND REPLACEMENT:

48 At and of guaranty period, inspection will be made by Architect upon written notice by Contractor at least
49 five days before anticipated date. Any tree or shrub that is dead or not in satisfactory growth as
50 determined by Architect, shall be removed from site and any plants or trees missing due to Contractor's
51 negligence, shall be replaced as soon as conditions permit during normal planting season.
52 In case of any questions regarding the condition and satisfactory establishment of rejected plant,
53 Contractor may elect to allow such plant to remain through another complete growing season at which
54 time rejected plant or tree shall be replaced, if found to be dead, unhealthy or badly impaired.

DELIVERY, STORAGE AND HANDLING:
Deliver sod on pallets.
Protect root system from exposure to wind or sun.
Protect sod against dehydration, contamination, and heating during transportation and delivery.
Keep stored sod moist and under shade. or covered with moistened burlap.
Do not pile sod more than 2 feet deep.
Do not tear, stretch, or drop sod.
JOB CONDITIONS:
Existing Conditions: Perform sodding only after Work affecting ground conditions is completed.
Environmental Conditions: Do not install sod on frozen or saturated soils.
Protection: Restrict foot and vehicular traffic from sodded areas after planting to the end of the
established period.
PRODUCTS:
SOD: Best quality Park or Kentucky Blue Grass which has proven history of weed control, fertilization and
clipping for growing seasons prior to installation.
FERTILIZER: Containing by weight 10 percent nitrogen, 10 percent phosphorus and 10 percent potash.
TOPSOIL: Fertile, agricultural soil typical of locality and capable of sustaining vigorous plant growth;
from well -drained site that is free of flooding; free from admixture of subsoil, slag or clay, stones, lumps,
live plants and their roots, sticks and other extraneous matter; use topsoil excavated from site only if
conforming to specified requirements.
EXECUTION:
PREPARATION OF TOPSOIL (PLACED BY SECTION 02310):
Fine grade topsoil, eliminating uneven areas and low spots.
Maintain lines, levels, profiles and contours. Make changes in grade gradual. Blend slopes into level
areas.
Protect existing underground improvements from damage.
Remove foreign materials, plants, roots, stones, and debris, from site. Do not bury foreign material.

7 FERTILIZING:

GENERAL:

REFERENCE STANDARDS:
ANSI S60.1 - American Standard for Nursery Stock by American Association of Nurserymen, Inc.
SUBMITTALS:
Make submittal in accordance with Section 01330.
Product Data:
Before any planting materials are delivered to job site, submit to Architect complete list of plants indicating
sizes and date when removed from nursery, and other items proposed to installed.
Include complete data on source, size and quality and date material was removed form original nursery.
Demonstrate complete conformance with the requirements of this Section.
This shall in no way be construed as permitting substitution for specific items described in Drawings or
these Specifications unless substitution has been approved in advance by Architect.
Upon completion of installation,
Certificates: All certificates required by law shall accompany shipments.
deliver all certificates to Architect.
QUALITY ASSURANCE:
Quality of Workmen: Provide at least one person during execution of this portion of the Work who is
thoroughly familiar with type of materials being installed and best methods of their installation to direct
Work performed under this Section.
Plants and Planting Material: Meet or exceed Specifications of Federal, State and County Laws requiring
inspection for plant disease and insect control.
Plant Material Names: . Conforming to Standardized Plant Names by Joint Committee of Horticulture
Nomenclature. In all cases, botanical names shall take precedence over common names.
Grades of Plant Material: Conforming to grading and size standards of ANSI S60.1- No substitutions of
size or grade shall be permitted without written permission of Architect.
Identification: Properly identify each bundle of plants and all separate plants with legible waterproof tags
securely fastened to each plant or bundle of plants.
Form: Plant material shall be well formed for species or variety. Trees shall have single trunks. Crutches
shall be sound and unsplit.
Health: Plants including their roots shall be free from disease, insects or other injurious qualities. Local,
state and federal laws pertaining to inspection, sale and shipment of plant materials shall be complied
with. Trunk bark of trees shall be sound, trees shall have no large wounds and any small wounds shall
have satisfactory callus roll formed or forming over them. Plants shall show good annual growth. Buds
shall be plump and well filled for species. Evergreen foliage shall be of good intense color.
Quality: Plants shall be true to type; they shall have normal, well developed branch systems, and vigorous
fibrous root system; they shall be sound, healthy, vigorous plants free from defects, disfiguring knots,

sunscald injuries, abrasions of bark, plant diseases, insect eggs, borers and all forms of infestation.
Plants shall be nursery grown unless otherwise indicated on Drawings or elsewhere in these
Specifications. They shall have been growing in similar climatic conditions as location of Project for at
least two years prior to date of this Contract.
Ball and Burlap Plants: Conforming to ASTM S60.1. Balls shall be of natural earth in which plant has
been growing. No manufactured or artificially produced or mudded -in balls will be accepted. Balls shall
be firm and unbroken, and of large enough size to adequately enclose plant's fibrous root system. Balled
and burlapped plants may be rejected due to their failure to meet good digging practices.
Inspection:
Contractor shall be responsible for inspection and approval of plant material that may be required by state,
federal and other authorities and shall secure required permits and certificates.
All plants shall be subject to inspection and approval at place of growth before digging, or upon delivery,
for quality, size, and variety; such approval shall not impair right of rejection at Project site during progress
of Work, for size, condition of balls, roots� latent defects or injuries. Rejected plants shall be removed
immediately from Project site.
DELIVERY, STORAGE AND HANDLING:
Deliver all items to site in their original containers with all labels intact and legible at time of Architect's
inspection.
Immediately remove from site plants which are not true to name and materials which do not comply with
provisions of this Section.
Securely tag plant materials when delivered to Project site with legible waterproof tags. Tags on each
plant shall denote common and botanical name of each plant, nursery from where plant material was
grown and date the plant was removed from nursery or original place where it was growing.
PRODUCTS:
PLANT MATERIALS:
Plant Schedule: See Drawings.
Sizes: Height and caliper of trees, height or spread of shrubs, diameter of balls of roots are minimum
dimensions required. Plants indicated "B and B" are to be dug with ball of earth and wrapped in burlap.
Determining Measurement For Trees: Caliper taken 6 inches above ground for trees up to and including 4
inches diameter, and 12 inches above ground for larger.
PEAT MOSS: Hypnum, sphagnum or reed -sedge type, reasonably free of wood and other extraneous
matter.
FERTILIZER: Commercial balanced 20-20-20 type delivered to site in bags labeled with manufacturer's
guaranteed analysis. Mix 5 lbs. of fertilizer per cubic yard of topsoil and then one part peat moss with four
parts black dirt topsoil and one part sand. Mix all components thoroughly before backfilling.
ANTI-DESSICANT: Equal to Wiltpruf by Nursery Specialty Products.
WOODCHIP MULCH: Shredded hardwood and hardwood bark. Maximum of 2 inches in length. Free of
twigs, bark or other foreign debris.
TOPSOIL: Material comprising upper soil mantle, generally organic in nature, capable of sustaining plant
growth, free of foreign material. well drained in its original condition and free of toxic qualities of acid or
alkaline elements.

PLANTING TREES AND SHRUBS:
General:
Plant nursery stock immediately upon delivery to site and approval by Architect except, if not feasible, heel
in all bare root and balled material with damp soil and protect from sun and wind.
Regularly water all nursery stock in containers and place them in cool area away from sun and drying
winds.
Excavation:
Planting pits shall be circular with diameter one foot greater than diameter of ball of tree. Depth of pit shall
be enough to accommodate ball or roots of tree when tree is set to finish grade, allowing for 6 inches of
compacted topsoil below roots of plant. In no case shall depth of tree pits be less that 24 inches below
finish grade.
At holes more than 12 inches deep, probe by hand to determine if mechanical auger will hit any in-place
utilities.
TREE PLANTING:
Before setting trees, pits shall be backfilled with topsoil to depth of 6 inches thoroughly tamped and
watered.
Place plants at such level so that after settlement, natural relationship between original grade at which
plant grew, and present one shall be same.
Plant trees plumb oriented for desired effect as directed by Architect.
Tamp topsoil under and around base of each ball to fill voids, and place in 6 to 8 -inch layers, each
thoroughly tamped and puddled. Remove burlap from sides and top of balls and adjusted to prevent air
pockets. Pull burlap from under balls.
When planting bare root trees, take care to work topsoil in around roots and to spread them in natural
position before backfilling.
Form shallow basin or saucers, little larger than diameter of ball, around trees to hold additional water.
SHRUB PLANTING:
Plant shrub materials in same relation to the finish grade as they had before transplanting.
Depth of holes, as hereafter specified, shall be understood to be depth below finish grade. Balled and
burlapped plants shall have topsoil tamped under balls.
Remove burlap, roses, staves, etc., from sides and tops of balls and remove from hole before backfilling;
pull no burlap out from under balls.
Do not leave roots of bare root plants matted together, but arrange them in natural positions and work
topsoil in among them.
Remove broken and frayed roots by trimming.
Tamp backfill of topsoil in successive 8 -inch layers. When hole has been 2/3 backfilled, pour water in
filling hole and allow to soak away so that voids or air pockets under or around the roots are eliminated.
After the water has soaked away, backfill hole with topsoil. After the backfill settles, fill in additional soil to
level of finish grade. Form shallow saucer of soil around edge of each hole to hold additional water.
GROUND COVER; Plant ground cover in beds of minimum depth of topsoil of 6 inches with lightly
compacted soil. Evenly space and set to finished grade, after settlement.

2 PRUNING AND WRAPPING:
3 Neatly prune after planting in accordance with best standard practices. Prune tree to preserve its natural
4 form and character and in manner appropriate to its particular requirements. In general, at least one third
5 of deciduous trees shall be removed by thinning or shortening of branches but no leaders shall be cut.
6 Perform pruning with clean sharp tools, and immediately cover with approved tree paint having asphaltic
7 base.
8
9 Prune shrubs or thin immediately after planting in accordance with best standard practices. Remove
10 broken or bruised branches with clean cut. Prune each shrub to preserve its natural form and character
11 and in manner appropriate to its particular equipments. Perform pruning, and thinning shall be done, with
12 sharp, clean tools. Paint cuts over 1/2 inch with approved tree paint having an asphaltic base.
13
14 Wrap deciduous trees with material as specified. Secure wrapping bondage at top and bottom of trunk,
15 and cover entire surface of trunk to height of first branches. Start bondaging at base of tree unless
16 otherwise specified and secure by painting with approved -type tree painting having asphaltic base which
17 dried and hardens after application.

19 MULCHING;
20 Lay landscaping fabric around trees and apply basic mulch to depth of four inches, evenly spread over the
21 entire area of each soil basin.

23 INSPECTION:
24 Final inspection after completion of planting; schedule this inspection sufficiently in advance and in
25 cooperation with the Architect so that final inspection may be conducted within 24 hours after completion
26 of planting.

28 Final inspection at end of maintenance period, provided that all previous deficiencies have been corrected.

30 MAINTENANCE;
31 Maintain plantings, starting with planting operations and continuing for 30 calendar days after planting is
32 complete and accepted by Architect.

34 Maintenance includes watering, weeding, cultivating, spraying and pruning necessary to keep the plant
35 materials in a healthy growing condition and to keep planted areas neat and attractive throughout
36 maintenance period.

38 Provide equipment and means for proper application of water to those planted areas.

40 Protect planted areas against damage, including erosion and trespassing, by providing and maintaining
41 proper safeguards.

43 GUARANTEE AND REPLACEMENT:
44 Guarantee trees and shrubs for maximum of one growing season after planting to be alive and in
45 satisfactory condition at end of guaranty period. Such guarantee excludes vandalism. Growing season is
46 herein defined as period from June I to September 30.

48 At end of guaranty period, inspection will be made by Architect upon written notice by Contractor at least
49 five days before anticipated date. Any tree or shrub that is dead or not in satisfactory growth as
50 determined by Architect, shall be removed from site and any plants or trees missing due to Contractor's
51 negligence, shall be replaced as soon as conditions permit during normal planting season.
52 In case of any questions regarding the condition and satisfactory establishment of rejected plant.
53 Contractor may elect to allow such plant to remain through another complete growing season at which
54 time rejected plant or tree shall be replaced, if found to be dead, unhealthy or badly impaired.

1 Replacements shall be trees and shrubs of the same kind and size as specified in plant list. Replacement
2 costs shall be borne by Contractor.

4 CLEANUP: Remove promptly soil, manure, peat or similar material which has been brought onto paved
5 areas by hauling operations or otherwise, keeping area clean at all times. Upon completion of planting,
6 remove excess soil, stones and debris which has not previously been cleaned up, from site or disposed
7 of, as directed by the Architect. Restore ground areas. disturbed as a result of planting operations, to their
8 original condition or to desired new appearance.
