Idaho Meridian, ID 83642 Dear Mayor Kingsford: On March 17, 1993, TCI Cablevision of Treasure Valley will reconfigure its "Basic" service into a reasonably priced entry- level service. The "Basic" service level will offer the 5 local broadcast stations including the local KTVB-NBC, KIVI-ABC, KBCI- CBS, KAID-PBS, KTRV-FOX, and two distant independent broadcast signals, WGN and TBS. Also included in this service are the two C- Span networks and our local origination channel, TCITV 10. The cost will be reduced from $19.95 to $10.40 a month. At the same time, we will also rearrange some of our channels. This is necessary to offer the low-cost alternative. We are doing this for two reasons. We have conducted research that tells us our customers would like us to offer a low cost entry level of service. In addition, last October, Congress passed a new federal Cable Act. The Act implies that cable systems should offer such a service. It does not require that we offer one, but it is clear that such a low-priced entry level of service was desired by Congress. As a result of the Cable Act and our own customer research, most TCI systems will begin offering this lower-cost service level. It is important to note that such an entry level of service is standard in the industry. To offer it, we need to reconfigure our two existing service levels. Some of the cable services presently on "Basic" will be placed on "Expanded Basic", formerly referred to as "Plus Service". We will offer the same services, but some of them will be moved from one service level to another. For the vast majority of our customers (99.5 a) this reconfiguration will make little difference. They already subscribe to both "Basic" and "Expanded Basic". They will continue to receive the same channels for the same price. The reconfiguration will affect a minority of our customers -- less than 1%. These customers now subscribe only to "Basic". They will have to decide whether they want only the lower-cost alternative, or whether they want to receive cable networks on "Expanded Basic" as well. Boise Office 8400 Westpark Street P.O. If they want cable services, they can subscribe to both "Basic" and "Expanded Basic". We hope they will find the cable services we have provided - to this area of sufficient value that they will want to watch them on "Expanded Basic". However, this choice is entirely up to the .. -- customer. _. ...,_ .~ _ - -- - - ,- --__ - We will send customers who only subscribe to "Basic" at least two letters describing their options, along with a postage paid postcard for their reply. In addition, we will call all "Basic Only" customers if we have not received a card from them. If, however, we are unable to reach a customer, he or she will remain a "Basic Only" customer. No one will be upgraded without affirmatively requesting "Expanded Basic". To repeat, no customer will be given more channels at a higher cost unless he or she affirmatively requests an upgrade. Customers who want only "Basic" will have the option of subscribing also to Premium services, and Pay-Per-View events and movies, and DMX. They do not have to get "Expanded Basic" to subscribe to ancillary services. The 1992 Cable Act will require all systems to provide this premium service option within ten years, but we have decided to offer it immediately. This is an innovation that we believe is a benefit for area residents. Because we are reconfiguring our two service levels, we need to rearrange some of our channel numbers. Beginning March 17, 1993, broadcast networks will generally be found on lower channel numbers and cable networks on higher channel numbers. We are doing this for technological reasons and I can explain to you in more detail if you would like. We know that any channel rearrangement may cause some initial confusion for our customers, but we are providing them with complete information that explains the changes. We are also working with the local media, especially the Idaho Statesman, and Idaho Press Tribune, to get the word out. We want to minimize the potential for confusion in any way we can. , We are pleased to offer these reconfigured services to our customers. We reemphasize that for most (99.5%) of our present customers, the changes will make no difference. We believe that people who have not subscribed to cable in the past may now want to do so. In that way, the benefits of cable will be extended to even more area residents. Please let me know if I can answer any of your questions. Mr. Johnson regarding-his property at 1103 East First Street and received an anwser_from Mr-._~ohnson which has been distributed to the Mayor & Members o~ the Council. Acting Mayor Brewer:; We have received a request from the APA asking that we increase-our funding from $600.00 to $1,000.00-for, the next fiscal year. I would=like to have the City Engineer give;his thqug-hts on this as he serves on this Board with me. City Engineer: This item was brought up by Mayor Haley of Eagle-at-one of the recent meeting and her feeling were that the APA was doing a good job for the smaller cities and she volunteered to increase Eagle membership from the .$600.00 to the $1,000.00. Mayor Davis from Garden City has also said that Garden City would increase their membership. I feel quite comfortable with APA and their leadership both at the Board level and at the Staff level. I think-there is a lot of good people involved in APA now and they know what needs to be-done and _ they are proceeding in that direction. I think they know Meridian exits both from Mr. Brewer's presence and mine. Mayor Kingsford explained the joint use of utilities, universal, and that Northern Idaho wants to increase the rate not just to _ gain back the money loss but so there will not be a loss of sub- scribers. The motion was made by Myers and seconded by Tolsma to approve of the rate increase requested by United Cable T.V. Motion Carried- All, yea. (ITEM~~3)-APPROVAL OF COVENANTS OF THE WILLOWS SUBDIVISION. Councilman Tolsma asked if the new covenants were going to be changed. Councilman Geisler stated that the plans were drawn up very well. ~' Councilman Tolsma asked for an explanation of the article in paragraph 11 about no r.v, or boats, on the lot, and that they must be parked somewhere else. It was stated that there had been some problem with the Police Department in that people would live in an R.V. or driveway for months and that (here were complaints from the neighbors. Motion made by Geisler and seconded by Myers to approve the cov- enants of the Willows Subdivision with the recommendations made by the City Attorney. Motion Carried- All, yea. None of the fences a. the golf course are Grape stake fences, (6ft. high), as comvaTed to the original covinances. Keith Jacobs, stated that the covenants were the same as the ones from Cherry LanE Village. Councilman Bre~~er swirl it would be advisable to table until City Attorney could compare the Covenants. Mr. Kent Barney asked that they be approved as if tabled it would delay the project. There was some discussion and Mr. Jacobs produced a recorded copy of the covenants for Cherry Lane Village. Consistent customer service capacity and capabilities, as well as programming additions and improvements, have assisted our growth in Basic subscriptions from 31,095 to 32,615 a 1,520 subscriber gain for a 4.9~ increase. Despite the basic subscriber growth our operating loss incurred due to decreasing subscriptions of pay services, (i.e. HBO, Showtime, Disney.), and increase in operating expenses. The trend of decreasing subscriptions to pay services is not unique, the cable industry nationally is experiencing the same trends. We respectively submit a formal request to adjust our service fees. Due to the market/price sensitivity of our service, a 100$ pass-through of our operating expense increases are prohibited. B. Idaho Power Company increased the power pole attach- ment fee from $1.89 to $4.00 per pole, effective January, 1984. The effective increase was 112$, and the increase is impacting our operating position. C. Supplier service rate increases, postal rate increases, and paper expenses are all attributing to an escalation in related expense. D. Miscellaneous expenses are primarily due to increases in employee benefits expenses (.45$ of increase), bad debts, insurance fees, telephone service costs, and vehicle expenses. E. Subscriber guide expense escalated 26$ due to postage rate increases, printing and paper expenses. F. Notion Carried: Kingsford; yea; Tolsma; yea; Orton; yea ,genda 2 Update on Sewer-Water Rate Study Earl Ward & Bruce Stuart advised Council has they were progressing on study (Tape on File) Mayor Glaisyer: My opinion is that the City needs sore expertise to take into account the financial problems in relation to actual water-sewer monthly fees, hookup fees and depreciation. These are things that will have to be taken into consideration for a five year plan. City has to make projection for the future and keep hookup fees and user fees in line with reality of whats going on in the world. Gary Smith's letter was indicative of the fact if we don't reconize early in our growth we are going to have problems later. Grant Kingsford camrented that Boise City had raised the.~r sewer hookup fps $125.00 The cost of this study is unknown at this time and Gary SY-tith is to investigate his firms policy and advise if possible to incur expense for study over two fiscal years rather than the outlay at one time. Mayor Glaisyer rearmpnded Council get serious about this study and establish a good Plan, that Plan be updated on a yearly basis, scrne expertise be brought in from outside to assist, study would have to be a joint effort between Water-Sewer Department and the expertise brought in. Some time next year consider a Computer Program to record fees and lines contributed to City, as well as depreciation. This would make possible to know what obligations were going to be on a yearly basis. We will commence offering a television guide to all of our subscribers. The "Cable Guide" is: • Magazine format and size • Published monthly • In-depth feature entertainment articles. • Complete television listings: cable and broadcast. "The Cable Guide" will be offered for subscription in 2 ways: • On a monthly fee basis of $1.25. • An annual subscription basis for only $9.95; a savings of over 34%. We will begin marketing "The Cable Guide" in November and December, with subscriptions starting in January of 1993. We will provide all our current customers two (2) free issues of the guide with specific instructions of haw to subscribe. The second service we will be offering is a revolutionary new service, Digital Music Express (DMX), a cable audio service. DMX is a riew service that promises to do for your stereo what cable did for your television. DMX offers 30 channels of CD quality with digital music ranging from Rock to Bach, Opera to Rap, and Classical to Country. These channels are exclusively devoted to music, 24 hours a day without interruptions from commercial advertisements or disc jockey chatter. We will be offering DMX with and DJ remote for $150.00, or monthly for $8.50. The service the option of buying the receiver leasing the receiver and remote itself will cost $4.95 a month. Currently our FM service includes: • Audio portions of cable channels retransmitted • NOAA weather service • Local FM radio stations • 2 distant radio stations, KKON and WFMT We may have some negative perception as the FM services are currently included in our basic service fee. However, the number of customers which currently take our FM service is limited to less than 4% of our current customer base, and we feel that DMX is a significant improvement over our current FM technology. We are excited to offer both of these services to our customers and I am confident that our customers will embrace them.
