RE: Future development of site at Waltman Lane / Meridian Road in Meridian, Idaho
Dear Ms. de Weerd:
In October of 2002 Arrow Development, Inc. and CESCO, Inc., as owners of property on
Waltman Lane, entered into discussions with the City of Meridian and the Ada County
Highway District regarding street improvements and the future development of the
Waltman Lane and Meridian Road area.
Arrow / CESCO approached the City of Meridian with an alternate one-way traffic route
and intersection design for this area which ultimately was not adopted after council and
ACHD review in the 4t' quarter of 2002.
Currently, the property looks exactly as it did during the review period and that is the
focus of this letter.
Arrow Development would like to re -open discussions with the City regarding the
development of this area which is the "gateway" to the City of Meridian.
In summary format our goals and comments are as follows:
GOALS: In conjunction with all the land owners in the Waltman Lane area,
develop the property to achieve the highest and best use of the site
and area.

COMMENTS:
Negotiate an agreement with ACHD / ITD to relocate the existing
gravel/sand yard currently located between Johnson Lane and I-84.
Enlist the support of the Mayor's office to aide in the successful
development of the Waltman Lane corridor.
The Arrow / CESCO group have spent much time and money in
the "study and information" process of developing its properties on
Waltman and Johnson Lanes.
Communication in the past with neighboring owners has been
positive regarding development.
Arrow / CESCO own a property where ACHD / ITD can relocate
its gravel/sand operations. This property is located on Meridian
Road at Victory Road.
Arrow / CESCO would like to formulate a development strategy
for the Waltman Lane area.
As supplemental information to this letter please find enclosed:
1. Plot map and ownership profile for Waltman Lane, Johnson
Lane, and Meridian Road (at Victory Road) properties.
2. Copy of past correspondence to the City of Meridian, Mayor
Corrie administration.
3. Copy of the letter to ACHD / ITD proposing the transfer of the
existing gravel/sand operation at Waltman Lane to the
Arrow / CESCO site on Meridian Road at Victory Road.
In closing, Arrow / CESCO spoke to you in 2002 regarding the Waltman Lane
development and related traffic issues. As a councilmember at that time, we felt your
support of a development plan was positive and we appreciated your input.

CESCO and its Development Partner Arrow Development, thanks you in advance for the opportunity
to address both your office and the council itself.
As we discussed in our meeting with you this past summer, CESCO/Arrow owns five parcels of land at
the junction of Waltman Lane and Meridian Road. Subsequently the partnership would like to develop
the property to its highest and best use with the support of the City Council and patronage by local
residents.
On this mission to assemble additional properties, our vision is to ultimately create a gateway to the city
of Meridian which boasts the latest in retail design, architecture and access. The transformation of the
current vacant parcels into viable businesses is the road map to economic success for both the City and
the CESCO group.
CESCO has assembled a team of development professionals to work on this project which we would
like to introduce tonight whom are:

The Washington Group was contracted to represent the Development four months ago to review the
Ada County Highway Districts street, access and traffic management plan as it relates to E. ls` Street
and Meridian Road with Central Drive, Corporate Drive and Waltman Lane.
Mr. Szplett will be delivering tonight an alternate plan to the current ACHD street access design which
the CESCO group endorses. Mr. Szpletts' access plan is both visionary and practical, without its
implementation the site cannot be developed to its highest and best use, which we believe is a retail
application.
The CESCO group believes the future of the Waltman Lane development lies first in the creation of a
Class "A" access to a Class "A" site. This access is defined by the Washington Groups design of a
dedicated Meridian Road left turn intersection which creates logical access to the consumer who will
patronize the future retail project. (Please see Washington Group drawing) The current loop design
which ACHD has posted as an access alternative creates a "future development" that you can see but
you cannot get to without a map.
What hangs in the balance while we study and debate access and future development for the Waltman -
Johnson Lane parcels, is that this geographical area of Meridian is the true gateway to the City.
Currently, posting no positive identity and zero productivity to the owners and the City. If we can solve
the access issues with your help, then the CESCO group can commit the funds and expertise to
assemble additional properties and design a premier retail project for the site. Without a dedicated left
turn access off Meridian Road north, and a redesign of I' Street, Main Street, Central Drive, Waltman
and Johnson Lane, the site will remain unproductive to both the City of Meridian and the landowners.
This opening letter has behind it many discussions, site drawings, and schematics all associated with
volumes of homework. Our intention tonight is to focus on the access to the site and the impact it will
have on the future developments.

Dear Ms. Servatius:
Our company, CESCO, Inc. of Meridian, Idaho, was represented at a meeting in your
offices on 2/12/02 by myself and John Engh, to discuss your District III Road Sanding
operation and land on South Meridian Road, at Waltman Lane.
During that meeting we proposed to the State of Idaho that your District III Road Sanding
operations manager, Mr. Dick Powell, spend a little time with CESCO looking at an
alternate sand stock pile site in the close proximity to your current location, which if
occupied by the State would alleviate the following:
• Current access issues to present sand stock pile site, along with safety
concerns
• Less visibility for public concern
• Operational logistics issues for vehicles, employees, and product
On the 19"' of March, 2002, Mr. Dick Powell and Mr. Steve Miller visited the CESCO
owned sand stock pile site which is evidenced by Exhibit "A" attached to this letter, and
was favorably impressed by the properties location, topography, and versatility.
CESCO's interest in making the alternate sand stock pile site known to the State of Idaho
is to gauge the interest on the part of State to move its current operation from their site
North of I-84 to the CESCO site South of I-84.
CESCO would like to enter into discussions with the State to trade the State of Idaho its
sand stock pile operation and excess land to a newly created sand stock pile site and yard
area which CESCO owns and will improve to the State's reasonable specifications.

1. Issue: How best to provide for the development potential along Waltman Lane?
Current area -wide roadway plan accommodates light industrial land uses
■ Connectivity/accessibility are acceptable
■ 8,000 daily trips as light industrial development
Roadway network will need expansion to accommodate higher intensity

2. Arrow/CESCO Development Concept:

At the July 10, 2002, Commission Meeting, the Ada County Highway District Board of Commission
approved American Paving's bid in the amount of $280,225.00 for the E. 1 st (Main), S/O Corporate
to Gem project.
The project is for the construction of new curb, gutter, sidewalk and pavement widening on the west
side of E. 1st (Main). There will be an installation of a traffic signal at E. 1st (Main) and Corporate
Drive. The project also includes a new storm drain in E. 1 st (Main) and Corporate Drive (Meridian/E.
1 st (Main)).
Construction is scheduled to begin after July 15, 2002, and should be completed on or before

Thanks for the return call. I have a tight schedule this afternoon and
will not be attending the meeting tonight since it appears to be more of
a work session with P & Z and the Parks Department.
I did want to give you, the Mayor and the City Council a heads up that
this project is going to tentatively start on July 15th. Staff
discussed the coordination with the Idaho Transportation Department
project at the on/off ramps and considered delaying the start date one
month. After reviewing it we decided that it would be better to go
ahead rather than have ITD finish their project and then have us come
right behind them and have the roadway under construction for an
additional month.
The project limits are Main (formerly East 1st) South of Corporate to
Gem Street. Construction of curb, gutter, sidewalk and pavement
widening through the project limits on the west side of Main with a
storm drain connection from Main/Corporate to Meridian/Corporate. A new
traffic signal is to be installed at Main & Corporate, double left turns
on Main to westbound Corporate.
I appreciate you passing this information on to the Mayor and the
Council.

• Cost- Highest, property needed from both sides of Main Street, east side of

• Scheduled Impact- Longest construction time frame expectancy.
• Circulation — Very good -slight difficulty making Waltman to Meridian
movement.
• Access- Good except potential median islands on all approaches because of
excessive queues.
• Impact on past investment- Corporate Extension between Meridian and Main was
overbuilt and done ahead of higher priority projects. Waltman connection
planning and design is a throw away.
• Impact on businesses and Gateway (landscape)- Large impact as property needed
on Main including "takes" on both sides of KFC.
• Driver expectation — Easiest
Alternative: #2
Four Way Approach/ Five Exit Intersection
(similar to Capital/University/ Broadway)
• Congestions Level- Second worst, overcapacity with maximum widening
• Cost- Requires Waltman connection through ministorage and all widening of five -
way intersection.
• Schedule Impact- Same as five way intersection
• Circulation- Rerouting required to return from Waltman to Meridian north of
Central.
• Access- Same as five way.
• Impact on past investment- Corporate Extension between Meridian and Main was
overbuilt and done ahead of higher priority projects. Waltman connection
planning and design needs to be modified.
• Impact on Business- Large impact property needed north and south of Central.
• Driver Expectation- Drivers wish to go north on Main or east from Waltman must
go a different route to destination. Decision-making is on local streets rather than
arterials.

Congestion 1_,evel- 95% capacity by maximizing lanes within curbs from Central
to Watertower and widening for north bound right turn south of Central.
• Cost- likely 25-75% increase to current project if no turn around needed.
• Schedule Impact- Additional public involvement, design time, and possible right
of way negotiations. Cost rather than critical time line would likely hold up
project.
• Circulation- Impaired as Waltman area would be forced out onto Main Street to
go north on Meridian. Two extra signals would be encountered. Also, impaired
southbound if 3 in lieu of 3A chosen.
• Access- Good, except restrictions to Meridian between Waltman and Corporate.
• Impact on Past Planning- Would modify Waltman Connection but use Corporate
extension and planned signal. Would need to build an additional eastbound
approach lane on Corporate Drive west of Main Street for eastbound right turn
lane.
• Impact on Business and Gateway- Some impact south of Central
• Driver Expectation- An old arterial route is severed which would cause short-term
confusion and possibly some continuing confusion, 3A is much preferred over 3
as no turn around is required and one direction of rerouting is eliminated.

Full access connection of Waltman to Meridian
• Congestion Level- The design-wiU-sat sf +ham-forecast-traffIc demand, virwa4ly ---

• Cost- The major additional cost of this is alternative over the approved concept
(three-way signal control) is the routing of the Waltman to Meridian Road
connection through the front portion of the mini -storage facility in order to make
the connection a full access connection onto a major arterial.
• Schedule Impact- The increased cost and the design and right of way acquisition
time with the mini storage owner would likely set the schedule back significantly.
• Circulation- Good
• Access- Good
• Impact on Past Investment - Corporate Extension between Meridian and Main
was overbuilt and done ahead of higher priority projects. Waltman connection
planning and design is a throw away.
• Impact on Businesses and Gateway (Landscape) -The major additional property
impact is to the mini -storage facility. Slight impact on Gateway.
• Driver Expectation- Good

time with the McDonald's would likely set the schedule back significantly.
• Circulation- Good
• Access- Good
• Impact on Past Investment- Corporate Extension between Meridian and Main was
overbuilt and done ahead of higher priority projects. Waltman connection
planning and design is a throw away.
• Impact on Businesses and Gateway (Landscape)- The major additional property
impact is to the McDonald facility. Slight impact on Gateway.
• Driver Expectation- Good
Alternative: #6
Three Way Intersection
• Congestion Level- Most effective, lowest overall congestion. The southbound
Meridian right turn will be congested and be dependent upon ITD/ACRD making
a third south bound lane across I-84. This congested movement will use gaps in
southbound traffic to maximize efficiency.
• Cost- Current Project
• Schedule Impact- Likely shortest construction time frame.
• Circulation -In bound from south Meridian and Central must proceed north to
Corporate to access Waltman. Outbound from Waltman must use Meridian north
to access Main Street and Central. Southbound Meridian to Central must turn at
Corporate or points north.
• Access- The main access restriction is to Waltman but it has historically had
difficult access. Property owners were involved in meetings in 1993 and potential
developers have met periodically with staff in the years since and been kept
abreast of approved plan.
• Impact on Past Investment- This is in line with past investment.
• Impact on Businesses and Gateway (Landscape)- Probably the least impact
alternative on existing businesses and gateway. Less desirable for development of
property around Waltman than other alternatives.
• Driver Expectation- North bound Meridian and westbound Central cannot directly
access Waltman or Meridian. Both gain access to Waltman by the next most
logical route, circling a short block.

Just a reminder that ACHD's published final day for public comments to be submitted on this
Main/Meddian/Central project was yesterday, April 18. 1 don't believe there will be any problems, but I'd like to

I apologize that my "off the cuff' email didn't address some of the other concerns in the
email and probably came across as a little defensive and casual. I didn't didn't think
about the wide distribution in a few nano -seconds.
It has been a long time that this plan has been on the books and it needs to be
appropriately revisited over time as the players change. I gave Mayor Corrie a copy of the
concept drawings about a year ago and have had a number of discussions with various
council members over the years but it has not been formally shared with the Council since
the 1993 approval of the concept. I understand that our design section is planning to
make a presentation of the plan to the Council in the near future and I will plan to make
that or at least send my Asst Manager Joe Rosenlund if I cannot make it.

Let me address some of the other concerns in the email that I didn't cover in my first
response:
1) Concern: At E 1st and Fairview the signalization often does not even
allow a single car to turn left from E 1st onto Fairview during rush hour due to the cars
backed up from the Fairview & Meridian light.
Forcing the traffic at E 1st & Franklin into a similar scenario seems like a nightmare
waiting to happen. If you assume the traffic will simply turn at Corporate and then onto
Meridian Road, that will not work either—the amount of traffic the left turn light currently
allows onto Meridian Road from its intersection with E 1st is longer than the full length of
section of Corporate between Meridian and E 1st. This would be another nightmare
waiting to happen, since traffic turning from E 1st onto Corporate would have to stop
at Meridian Road before making another turn.
Response: If the coordination between the two signals on Fairview at Meridian and Est is
working so poorly that northbound vehicles are not able to make the left turn because of
queue vehicles, we will fix it. The last time we counted the intersection manually during
the afternoon peak hour, 400 vehicles made the northbound left turn. I know that the
congestion at this location has been severe and we are trying some signal coordination
strategies to alieviate it.
Northbound left turns are a concern with the planned concept with Corporate/East First.
Our Traffic Operations Engineer suggests that we also make 2 northbound left turn lanes
on E 1st at Franklin in addition to the 2 designed at Corporate. That way when the queue
backs out of the pocket at Corporate drivers could continue on up to Franklin Road.
The Northbound traffic traversing Corporate via Est and Meridian could expect to be served
with a green light at Meridian as the only two major through moves to serve at the
intersection would be the westbound right turn to the north and the southbound through
movements, which do not conflict with one another and could be given simultaneous green
lights.
2) Concern: Making Meridian Road into a right -in -right -out only makes it function well for
southbound traffic only and not for north -bound traffic, while encouraging northbound
traffic to remain on E 1st Street, since there is no longer a left turn available onto Meridian
Road. This appears to be the first major step toward a one-way couplet on E 1st and
Meridian Roads. There is strong opposition toward such a configuration among many of
the members of the Meridian Development Corporation (urban renewal agency) and the
Downtown Merchants Association.
Reponse: I addressed this in the earlier email but wanted to clarify the dates. I went
back and checked the dates on the studies. The concept plan was developed in 1993 (I
mistakenly said 1995 earlier) for the East 1st/Meridian/Central/Waltman intersection. The
idea was for the couple came out of the Meridian Corridor Study in 1997. We have copies
of both reports. The earlier report says nothing of a couplet and the analysis is all based
on two-way streets. There may be some legitimate differences of opinion but there are no
hidden agendas or phased in planning regarding the possible future couplet.
3) Concern: In my opinion, much of the traffic congestion they are trying to alleviate is
traffic headed from the freeway to west Meridian or from west Meridian to the freeway.
The "right" answer to ease this traffic congestion is the Ten Mile interchange, not a right -
in -right -out on Meridian Road.
Response: This was addressed previously. The 10 Mile interchange would be a big help
but the growth to the west, both north and south of the freeway, and the infill
development between Locust Grove and Linder will continue to make Meridian a critical
corridor. COMPASS'S 2025 forecasts show an increase of about 30-40% in this corridor
over today's volumes with a 10 Mile interchange figured in.

3) Concern: Sure the proposed configuration may be less congested, but at what cost?
Decreased connectivity, increased congestion at other offsite intersections, circuitous
routes to major destinations, and an effectual one-way couplet for major traffic patterns.
I, for one, would strongly oppose the proposed
modification. Please pass this along.
Response: I don't disagree that this alternative does decrease connectivity. The problem
is that when too many roads converge at one point, something has to give. A large round -
a -bout or some type of other structure could allow each approach to have full access and
still stay within acceptable congestion levels but the ramifications of those alternatives
were not deemed acceptable. This configuration gave the best combination of traffic
congestion reduction and logical rerouting of traffic. The new traffic would predominantly
come from the freeway and would find that they cannot turn left at Central/Waltman so
would have to proceed ahead where the first left turn would allow them to double back to
where they wanted to go in the first place. Those coming from the North wishing to
proceed across Central would need to turn left one block ahead at Corporate. The out of
distance travel is small but signing would be desireable. I would commit to working with
the business community in both areas, and the city, to work out effective guide signing.
Conclusion: I would be the first to admit the solution is not perfect. I can also attest after
having looked at and studied intersection designs in major cities all over the US that there
are no perfect solutions. I understand that arrangements are being made to present the
plan and discuss it with the Meridian City Council. That is a good idea as the Council of
today is not the one that I presented it to in 1993. At that time we built the traffic signal
and put the plan on the back burner until it was needed. It is the development of the
property adjacent to Waltman Lane that necessitates a better solution than the signal and
minor intersections improvements done in the 1993/94 time frame.

at ACHD. His reply is included below. I was surprised by the history of this design and,
especially, by the city council approval that he references. It may be that the current
council has other ideas, but there has been some homework done by ACHD in the past.
Furthermore, Terry's reply should put to rest those fears that this is the first step in some
surreptitious implementation of a one-way couplet.
I also had a conversation with Dave Wynkoop, President of the ACHD Commission, this
morning. In light of our discussion, I am forwarding this reply to him as well.

Thanks for the comments Clair. The comments that you passed on to me run directly
opposite those I heard from property owners on the west side of Meridian Road that would
like us to cut off Meridian S/O Corporate and force both the NB and the SB traffic out to
East First at Corporate and give Waltman Lane full access to the west leg of the East
First/Central intersection.
The plan we are proceeding with was developed in 1995 by CH2MHill under ACHD's
direction. Public input was received then, various alternatives were looked at, and ACHD
and the Meridian City Council approved the plan. We bought right of way and built
Corporate Drive between Meridian and East First based on the plan. We looked at it again
this year and several other alternatives based on input received but the proposed plan is

superior to anything that has been suggested yet.
It is unfortunate that we can't provide ideal access for everyone and still move traffic
efficiently and safely. This will remain an important intersection for Meridian and a
compromise will jeprodize its success in the future, even with the 10 Mile interchange
built. The longer range forecasts were are working with assume the
10 Mile interchange will be built. The plan for East First and Meridian was developed
before the Couplet was studied and was designed to work with both East First and
Meridian functioning as two-way streets. The Couplet is not a near term reality as far as
we are concerned and we are proceeding as if they will stay two way streets. This concept
would work well with a couplet but that was not a criteria in choosing it and it stands on its
own merit as the best solution for the intersection.

Thank you for the historical background on this project. I realize that this intersection has
been on the books for a number of years and it only goes to show that work done over
seven years ago can get lost in the shuffle with elected officials that come and go and the
staff changes since that time. Recent activity and attention to our City's core further
necessitates the need to revisit this Meridian 'gateway' and bring these new faces and
players up-to-date. Much has changed in Meridian in this seven year period as well that
would warrant, at the least, discussion of the project with City staff, elected officials, and
the MDC members. Communication is so crucial between ACHD and the City and it's
citizens.
I hope we can all get together to discuss this and this important intersection. Thank you

The purpose of this meeting is to give ACHD and residents an opportunity to
discussthe scope and impacts of this project.—In -additiont- residents are
encouraged to share their comments and concerns. Please note that this is a
conceptual design and is -subject to change.
Design Team
ACHD has retained Six Mile Engineering to develop plans for the E. 1St Street
and Waltman Lane and Meridian Road and Central Drive project.
Design
The proposed improvements to this area include:
• Widening Meridian Road south of the E. 1St/Meridian/Central intersection
to approximately 300 -feet north of the intersection. New curb and gutter
will also be constructed.
• Rebuild the traffic signal at the intersection of E. 1St /Meridian/Central.
• Install a new traffic signal at E. 1St Street and Corporate Drive.
• Realign Waltman Lane to meet Meridian Road north of the current
intersection.
• Widening E. 1st Street on the west side between Central Drive and Gem
Avenue. New curb and gutter will also be constructed.
. Project Schedule
The design phase is 75% complete. Construction is anticipated to begin the
summer of 2002 for the intersection of East 1 St Street and Corporate Drive.
Construction of East 1St (between Central Drive and Gem Avenue), Meridian
Road and Waltman Lane is scheduled for the spring of 2004.

Recommendations
The focus of this study and concept report is to develop and recommend long-range
improvement concepts for the East First Street/Meridian Road/Waltman Lane
intersection. Each of the alternatives will meet the design year requirements based on
our knowledge of how the area might develop and each is adaptable to stage
development with short-term intersection improvements.
Basic concept alternatives were developed and presented in August 1992 to the public.
These alternatives were refined based on comments received. The refined alternatives
were presented to the public in December 1992. Based on the alternative analyses and
comments, the preferred long-range alternative is to follow basic concepts shown in
Alternative No. 4. This alternative creates a new intersection at Corporate on East
First while allowing right -in, right -out traffic to Meridian at Central. This is the alter-
native favored by the City Council; however, public support continues to be divided.
Alternative No. 5 would require severe impacts to existing residences at the existing
intersection and along Waltman Lane. This alternative would promote the use of
z Waltman Lane as a collector to the developments to the west.
The long-range preferred alternative identifies basic street system concepts; however,
the development to the east of Meridian Road would define and refine collector, road
locations and other options within the preferred alternative. Some impacts to affected
properties might be minimized through further studies and development plans.
Long-range Implications
When reviewing the long-range traffic forecasts along East First Street, it is necessary
to be aware of the implications of these volumes on level of service and operations. If

full buildout of all development is realized, peak hour design year traffic north of the

way is estimated to be approximately 2,740 vph in the a.m. peak hour and
0 vph in the p.m. peak hour. These volumes translate into average daily traffic
T) of approximately 30,000 vehicles per day (vpd). This magnitude of traffic

implies that East First Street should be planned as a six -lane arterial for the long term,
given the following assumptions:
• Traffic assignment assumes no major changes to the existing transporta-
tion system (i.e., the addition of a new interchange on I-84 farther to the
east, or additional north -south roadways).
• Design year traffic forecasts assume all proposed development is
realized.
As noted in public comments, Meridian Road as well as East First are major north/
south arterial connections through the City of Meridian. Because of these assumptions
and the implied uncertainties, these corridors should be continued and future options
may be identified. The two roadways will require widening or possibly form a one-way
couplet through the City center as the downtown cove continues to grow. In the
meantime, any right-of-way needed for providing a third lane for turning movements
on Meridian and a third lane in each direction on East First should be identified and
preserved by ACHD before future development or other conflicts complicate
acquisition. The existing access control along East First between I-84 and the existing
Meridian Road intersection should be maintained.
Interim Improvements
Public comments were in agreement that some improvement was needed as soon as
possible. The most desirable interim improvement considering the preferred Alterna-
tive No. 4 would be to start movement restrictions as shown in Interim Intersection
Plan B in Figure 16. This would require minimum construction at the present
intersection. However, additional improvements at East First Street and Franklin
would be required.
Interim Intersection Plan A could be constructed at the existing intersection as the first
step leading to Interim Intersection Plan B or it could lead directly to the long-range
plan. The long-range plan includes a signal at the East First/Central intersection,
which could be installed now, while design and right-of-way can be acquired for the
Corporate intersection. This would give ACHD and Meridian City the most flexibility

for funding future improvements. This improvement would address some public con-
cerns for the short term.
Interim Intersection Plan A improvements are recommended. This interim plan would
also allow access to Waltman Lane during the proposed construction of the Meridian
Road Canal bridge at Gem Street. Plan B traffic restrictions could be imposed when
traffic volumes and congestion deems restrictions necessary.
