These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: GENERAL COMMENTS 1. Any existing irrigation/drainage ditches crossing the property to be included in this project, shall be tiled per City Ordinance 11-9-605.M. Plans will need to be approved by the appropriate irrigation/drainage district, or lateral users association, with written confirmation of said approval submitted to the Public Works Department. No variances have been requested for tiling of any ditches crossing this project. 2. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance Section 5-7-517. Wells may be used for non-domestic purposes such as landscape irrigation. 3. Submit "Final" letter from the Ada County Street Name Committee, approving the subdivision and street names. Make any corrections necessary to conform. 4. Coordinate fire hydrant placement with the City of Meridian's Public Works Department. 5. Indicate on the fmal plat map any FEMA Flood Plains affecting the area being platted, and detail plans for reducing or eliminating the boundary. 6. Respond in writing, to the each of the comments contained in this memorandum by 12:00 noon on Tuesday, Apri16, 1999. Prior to development plan approval, three copies of the revised plat must be reviewed by the Public Works Department for compliance with all conditions of plat approval. oi~~ r~.rp Mayor, Council and P&Z April 5, 1999 Page 3 11. Developer shall be responsible for payment of assessments, and the actual physical connection to the municipal sewer and water system, of the existing home located on Lot 1, Block 1. Fees are to be paid prior to signature of City Engineer on the final plat. 12. Applicant has indicated that the pressurized irrigation system within this developmen is to remain a private homeowners association system. Complete plans and specifications shall be reviewed by the Public Works Department as part of the development plan review process. A draft copy of the Pressurized irrigation system O&M manual must be submitted prior to plan approval. The City of Meridian requires that pressurized irrigation systems be supplied by a year-round source of water. If a creek or well source is not available, asingle-point connection to the culinary water system shall be required. 13. Due to the fact that this subdivision is on a collector street that is expected to carry high volumes, a 20-foot-wide planting strip is required. The planting strip should be extended across Lot 1, Block 1, with a consistent plan, which will be reviewed for approval prior to signature on the final plat. Setbacks for the lots that have not been built on should be determined from the landscape setback line. 14. Please add or revise the following plat notes: (8.) ...revert back to the owners of Lots 6-7, Block 1 respectively, prepe~y-e~xe~ ...extended, however the sanitary sewer easement shall remain in place. (10.) Each lot within this development is subject to the requirements of the Federal Emergency Management Agency National Flood Insurance Program. An Elevation Certificate shall be required for each structure. 15. Developer shall obtain a permit for Flood Plain Development prior to the commencement of any work on this development. 16. Please submit 3 copies of the signature page of the plat to the public works department for review. 17. Add the text " 20' Temporary Turnaround" above the "see note no. 8" reference on the face of the plat. This final plat generally conforms to the approved preliminary plat. 2. Submit detailed landscaping plans, including sizes and species of vegetation and details of any walkways, for approval prior to signature on the final plat. A letter of credit or cash will be required for these improvements prior to signature on the final plat. All landscaping is to be completed prior to obtaining certificates of occupancy. 3. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 11-9-606.B. Sidewalk improvements will be required along entire frontage of E. Pine Avenue and E. Idaho Avenue. 4. Sanitary sewer service to this site will be via and extension from the existing trunk main that traverses along Five Mile Creek. Applicant will be responsible to construct the sewer mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. Sewer manholes are to be provided to keep the sewer lines on the south and west sides of the centerline. Applicant proposes extending a private sewer main into the project in a dedicated easement. The City of Meridian will not own or maintain this line north from the manhole in Idaho Street. 5. Water service to this site will be via extensions of existing mains installed in adjacent developments. Applicant will be responsible to construct the water mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. 6. All street signs, road base, streetlights, pressurized irrigation system, domestic water system (activated fire hydrants), and fencing are to be installed prior to obtaining building permits. 7. The temporary turnaround shall be constructed to ACHD design criteria, including, but not limited to HS25 loading requirements for pavement design. 8. One-hundred-watt high-pressure sodium streetlights will be required at locations designated by the Public Works Department. All streetlights shall be installed at subdivider's expense. Typical locations are at street intersections and/or fire hydrants. 9. Permanent, six-foot-high perimeter fencing should be installed expect where the City has specifically agreed, in writing, that such fencing is not necessary. Fencing is to be installed prior to obtaining building permits. 10. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: GENERAL COMMENTS 1. Any existing irrigation/drainage ditches crossing the property to be included in this project, shall be tiled per City Ordinance 11-9-605.M. Plans will need to be approved by the appropriate irrigation/drainage district, or lateral users association, with written confirmation of said approval submitted to the Public Works Department. No variances have been requested for tiling of any ditches crossing this project. 2. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance Section 5-7-517. Wells may be used for non-domestic purposes such as landscape irrigation. 3. Submit "Final" letter from the Ada County Street Name Committee, approving the subdivision and street names. Make any corrections necessary to conform. 4. Coordinate fire hydrant placement with the City of Meridian's Public Works Department. 5. Indicate on the final plat map any FEMA Flood Plains affecting the area being platted, and detail plans for reducing or eliminating the boundary. 6. Respond in writing, to the each of the comments contained in this memorandum by 12:00 noon on Tuesday, Apri16, 1999. Prior to development plan approval, three copies of the revised plat must be reviewed by the Public Works Department for compliance with all conditions of plat approval. Submit detailed landscaping plans, including sizes and species of vegetation and details of any walkways, for approval prior to signature on the final plat. A letter of credit or cash will be required for these improvements prior to signature on the final plat. All landscaping is to be completed prior to obtaining certificates of occupancy. 3. Provide five-foot-wide sidewallcs in accordance with City Ordinance Section 11-9-606.B. Sidewalk improvements will be required along entire frontage of E. Pine Avenue and E. Idaho Avenue. 4. Sanitary sewer service to this site will be via and extension from the existing trunk main that traverses along Five Mile Creek. Applicant will be responsible to construct the sewer mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. Sewer manholes are to be provided to keep the sewer lines on the south and west sides of the centerline. Applicant proposes extending a private sewer main into the project in a dedicated easement. The City of Meridian will not own or maintain this line north from the manhole in Idaho Street. 5. Water service to this site will be via extensions of existing mains installed in adjacent developments. Applicant will be responsible to construct the water mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. 6. All street signs, road base, streetlights, pressurized irrigation system, domestic water system (activated fire hydrants), and fencing aze to be installed prior to obtaining building permits. 7. The temporary turnaround shall be constructed to ACHD design criteria, including, but not limited to HS251oading requirements for pavement design. 8. One-hundred-watt high-pressure sodium streetlights will be required at locations designated by the Public Works Department. All streetlights shall be installed at subdivider's expense. Typical locations aze at street intersections and/or fire hydrants. 9. Permanent, six-foot-high perimeter fencing should be installed expect where the City has specifically agreed, in writing, that such fencing is not necessary. Fencing is to be installed prior to obtaining building permits. 10. Developer shall be responsible for payment of assessments, and the actual physical connection to the municipal sewer and water system, of the existing home located on Lot 1, Block 1. Fees are to be paid prior to signature of City Engineer on the final plat. 12. Applicant has indicated that the pressurized irrigation system within this development is to remain a private homeowners association system. Complete plans and specifications shall be reviewed by the Public Works Department as part of the development plan review process. A draft copy of the Pressurized irrigation system O&M manual must be submitted prior to plan approval. The City of Meridian requires that pressurized irrigation systems be supplied by a year-round source of water. If a creek or well source is not available, asingle-point connection to the culinary water system shall be required. 13. Due to the fact that this subdivision is on a collector street that is expected to carry high volumes, a 20-foot-wide planting strip is required. The planting strip should be extended across Lot 1, Block 1, with a consistent plan, which will be reviewed for approval prior to signature on the final plat. Setbacks for the lots that have not been built on should be determined from the landscape setback line. 14. Please add or revise the following plat notes: (8.) ...revert back to the owners of Lots 6-7, Block 1 respectively, p~e~~-ems ...extended, however the sanitary sewer easement shall remain in place.
