Just one comment, we agree with all of staff's conditions. Condition site specific number five, provide an OMN manual and as built drawings on the pressurized irrigation. This system will be owned and maintained by Settlers Irrigation District. They are now going to begin taking the systems and maintaining them and operating them just like Nampa Meridian and we're the guinea pig, so it doesn't make any sense for us to provide the City an OMN manual and as builts because we'll be dealing with Settlers. I don't think Gary has any problem with that, do you Gary? Smith: No, that's fine. Bowcutt: So the motion should include omitting site specific number five. Bird: Mr. Mayor I got one question. If Settlers has a problem and we get called out, would we be responsible Gary for that strictly - Smith: Mr. Mayor, Council members, Councilman Bird, the development will enter into a written agreement with the irrigation district that the district will be the operator and (,~. { Meridian City Council Meeting May 4, 1999 Page 13 provide maintenance for the system. So this would be similar to what Nampa Meridian is doing on other subdivision and we're not requiring any submittal to us where they are involved in a written agreement for maintenance and operation. Bird: Good. Bowcutt: And Mr. Mayor and Councilman Bird, the applicant has already signed that agreement with Settlers and it has been returned to their attorney, Scott Campbell. Our work was performed in accordance with our Confirming Proposal for the referenced project dated May 7, 1996. Per our confirming proposal, we have observed one test pit at each of the three proposed storm water seepage bed locations for Phases I and II of the referenced subdivision. The approximate location of each the three test pits is presented on the attached site plan. We have also reviewed our in-house files and other available ground water information for the project vicinity. We understand that each of the three test pits was loosely backfilled even with the existing, adjacent ground surface. We recommend that all three test pits be re-excavated and be refilled with structural fill compacted to a minimum of 95 % of ASTM Test D-698 (Standard Proctor), since the loose backfill will settle with time. The re-excavation and recompaction of structural fill need only be accomplished in those portions of the test pits that will not be incorporated into the proposed seepage pits, or which are also located beneath future building, sidewalk, or pavement areas. Based on our review of the plans for the referenced project and the Ada County Highway District (ACHD) Development Policy Manual, a minimum 3-foot vertical separation must be maintained between the bottom of the stormwater disposal facility and the seasonal high ground water elevation at that location. Per ACHD regulations, a 3-foot-thick sand filtration layer must also be constructed immediately beneath the bottom of the proposed stormwater disposal seepage trenches. The bottom of the stormwater disposal facility and top of the sand filtration layer will be at the same elevation. During our subsurface evaluation, ground water was observed in all three test pits. The depth to ground water observed at each test pit location is presented on the attached site plan. The depth to ground water ranged between 6.5 and 8.5 feet below the existing ground surface during our subsurface evaluation. Therefore, stormwater disposal seepage pits should be designed accordingly. Furthermore, we recommend that all of the proposed stormwater disposal seepage pits be excavated into the native, clean sand or gravel that was observed at each of the three test pit locations at a depth that ranged from 4.5 to 8.5 feet below the existing ground surface. For your convenience, we have also indicated the depth to the top of the clean sand or gravel at each test pit location on the attached site plan. This report has been prepared to evaluate the subsurface ground water conditions for the proposed Gemtone Center No. 2 subdivision on North Eagle Road in Meridian, Idaho.
