Stiles: Mr. President, Council, this is the infamous Peterson property. The 80 acres that is just a half mile south of Chinden on Locust Grove. Infamous. It is in the county; they are required by state code to comply with our zoning and subdivision ordinance; they have designed the project to meet our R-4 standards. One item of concern is that we still don't have off-site drawings for any of the sewer and water improvements. And that is reflected in our comments. Summe~eld Subdivision is approximately one mile south on Locust Grove and that's where there's an existing well. The initial proposal was that they wouldn't hook up to city water, but they have since worked out with Gary that they will be required to hook up to city water and will need to extend services to do that. All of this area here, Boise area of impact, follows this line. This is all being developed as an R-1 B, which I think probably equates more to an R-8 in our zoning ordinance. This is where the city park, Boise City Park is. They have submitted final plats for No. 1 and 2 which would be this many units, the units -the lots are large compared to most of our R-4 developments. They would propose to have a lift station, is it this location? on the southern boundary. Those details have not been worked out yet. We have reviewed this submittal and offer the following comments, as conditions of the application. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: GENERAL REQUIREMENTS 1. Any existing irrigation/drainage ditches crossing the property to be included in this project shall be piped per City Ordinance 11-9-605.M. Plans will need to be approved by the appropriate irrigation/drainage district, or lateral users association, with written confirmation of said approval submitted to the Public Works Department. 2. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance. Wells may be used for non- domestic purposes such as landscape irrigation. 3. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 11-9-606.B. 4. Submit final letter from the Ada County Street Name Committee, approving the subdivision and street names. Make any corrections necessary to conform. 5. Applicant has indicated that the pressurized irrigation system within this development is to remain a private homeowners association system. Complete plans and specifications shall be reviewed by the Public Works Department as part of the development plan review process. A draft copy of the Pressurized irrigation system O&M manual must be submitted prior to plan approval. The City of Meridian requires that pressurized irrigation systems be supplied by a year-round source of water. Compaction test results must be submitted to the Meridian Building Department for all lots impacted by filling. 4. The design of drainage azeas shall ensure that water is retained only during major storm events for a maximum 24-hour period. 5. Street signs aze to be in place, water system shall be approved and activated, pressurized irrigation system approved and activated, drainage lots constructed, fencing installed, and road base approved by the Ada County Highway District prior to any building permits being issued. Gigray: Mr. Mayor and members of the Council, for your information I received a letter dated August 12~h from JoAnn Butler representing the applicant in this. The issues here have to do with the development agreement. I've been given some advice with regards to a request to change the parties that would. be in the development agreement. I think that poses problems with the findings and the prior actions of the Council. There were some proposals with some changes, and I would request that the City Council consider a table of this consideration until we get the issues of the development agreement. It's been the practice of the City to not pass annexation and zoning until the development agreement has been signed because it's a condition of the zoning designation the development agreement is required. I think it's going to take us until the next Council meeting to get this ferreted out. Hopefully we can get it resolved and back in front of you so you can take action. Bentley: Mr. Mayor I move we table the annexation and zoning ordinance of Cobblestone Village until 9/7/99. Bird: Second. The purpose of this visit was to observe what subdivision improvements remain to be completed in order for me to authorize issuance of Certificates of Occupancy. I also reviewed the contents of my final plat project file and the approved development plans. The following information is presented to you as a result of my site visit and document review: 1. A 14-foot wide gravel acxess road needs to be construcfied from the public street to the sanitary sewage lift station. The cross-section detail for this roadway is in the approved development plans. 2. The 6-foot tall chain link fence along the west boundary of this portion of the subdivision, and along the south side of the drain pond adjacent to the pathway, needs to be completed. 3. "No Parking" signs need to be installed at each of the temporary vehicle tug-a- round areas shown on the development plans. 4. The storm drainage pond needs to be lined (sides and bottom) with an impervious material (i.e. - Bentonite). 5. The proposed piping appears to be adequate with a couple minor details that will need to be changed prior to the piping. The plans show a standard manhole lid and the District does not accept standard manhole lids. They are too difficult to do operation and maintenance out of; the minimum size diameter for entry into a box structure is 5 foot. The sump below the bottom of the pipe needs to be a minimum of 1 foot for sediment and rock trapping. In addition to this the District will need a license agreement for the piping of this facility. Please contact the District's attorney, Mr. Bryce Farris at 342-4591 and ask that he prepare this document for completion of this project. Once the above requested changes have been made, the District should be able to finalize and approve the review of this project.
