Broadway Avenue, Suite 210 Meridian, Idaho 83642 RE: Conditional Use Permit Application Building Conversion /Remodel for Life Church 3225 E. Commercial Court. Planning Staff Life Church respectfully requests .Conditional Use Permit approval for the conversion and remodel of the old Coors Distribution Center, located at the southeast corner of Eagle Road and Commercial Court, into a church facility for Life Church. A Conditional Use Permit is required due to the property's Light Industrial zoning. The scope of the project includes the phased conversion of open wazehouse and office space into a church sanctuary, classrooms, and support spaces; the addition of a new, predominantly glass, entrance foyer and fellowship area; and phased exterior remodeling and site improvements. The existing 41,820 squaze foot building has a main floor level of about 36,253 square feet and a small second floor level of about 5,567 square feet. The building also includes a 3,482 square foot roofed loading dock that abuts railroad right-of--way along the property's southern boundary. The site is approximately 4.22 acres and includes an existing concrete driveway off Commercial Court, a concrete passenger caz parking lot on the north side of the building, concrete truck parking lot on the east side of the building, and concrete driveway for warehouse access on the west side of the building. The majority of the unpaved portion of the site is landscaped with lawn and trees. Phase 1 of the Church's remodel of the facility will include interior remodeling of about 24,066 square feet of ground level space and the addition of about 2,164 square feet of new church foyer and fellowship area. On the building's exterior, all walls will be repainted. New decorative metal wall panel and sunshade elements will be added to the north fagade and to the northern half of the east and west facades. New glass door and window elements will fill existing delivery door openings on the building's east and west. sides. The existing concrete parking areas will be restriped to provide a total of 95 off-street parking spaces, seven more than required based on the gross squaze footage of the building. A new round-about will be constructed at the west end of the north pazking area that will provide a fire department compliant turn around for fire trucks. The existing driveway on the west side of the building will be removed except for a small azea adjacent to the building that will serve as a patio. A 10 foot wide paved and lit pathway will be constructed in the 35 foot landscape buffer along Eagle Road. Due to building code issues pertaining to construction abutting property lines, the loading dock roof will be removed and the loading dock will be converted to an outdoor patio space. Upon removal of the loading dock roof, the south facade of the building will be remodeled utilizing metal wall panel and sunshade elements in keeping with the other facades. Additional parking areas will be developed on the northern half of the site to bring the total off-street parking count to 237. Additional parking lot interior and eastern perimeter landscaping will be developed concurrently with the parking areas, as will additional parking lot lighting. An electronic reader-board monument sign will be added at some point near the site's northwest corner. Ada County Highway District and Idaho Transportation Department have both been contacted regarding this project. ACHD indicates that curb, gutter and sidewalk may be required along Commercial Court but has no other concerns. ITD advises that an additional traffic lane, constructed and paid for by others, is likely on the east side of Eagle Road, but that no additional right of way or improvements will be required of the Owner of this property.
