Please find attached two Applications for'Partial Release of CITY E
Development Agreements for Lien Provisions pertaining to the above two
subdivisions. Please note there has been no information given on the applications,
and after a little research, (our files and speaking with City Hall), I am with the
understanding there were never any development agreements in either of these
subdivisions. k
I am addressing your department now since these applications were
faxed to your office on February 12`''. Could you possibly help me out as to what
should take place now? Is everything cleared to proceed?

I did receive a call from Michael Campbell and Glenn Blaser; (both are
with Meridian Land Development, Inc. ,which is the developer in both subdivisions),
on Wednesday, ~March 3', asking what the hold up is as they need to proceed with
the bank. I informed them I had to prepare the'Partial Release of Development
Agreements for'both Haven Cove #8 and Thunder Creek, and would have those
ready by the end of this week or the first part of next week.
Is there anything pertaining to either one of these subdivisions that
needs addressed so they can move ahead with the bank..
If you could let me know at your earliest convenience it would be
greatly appreciated. I am sure I'll hear from them again the early part of next week.

ReHaven Cove No.8 Subdivision— Final Plat Mylars
Will: Attached is Final Plat mylar Sheet No.1 and No.2. The contents of the plat meet my department
requirements and therefore I have signed sheet no.2 in the appropriate place. There are a couple of
minor additions/corrections that PLS needs to make as noted by the sticky notes.
I have reviewed my project file and find the following information:
1. A License Agreement with Nampa & Meridian Irrigation District needs to be executed for
encroachment into their Eight Mile Lateral easement. It is my understanding that NMID has all
the necessary documentation and that they will act on this encroachment request at their March
Ie Board meeting.
2. We have received a Letter of Credit in the amount of $23,644.40. 1 believe that you have the
original Letter of Credit. This is to guarantee the installation of streetlights, landscaping, and
perimeter fencing. It appears, from the bids submitted, that this guaranteed amount will
construct the off-site improvements required.
3. The developer is required to submit a detailed landscape plan to Shari for the common area(s).
I don't believe he has done this yet.
4. The developer needs to pay a water assessment fee and meter fee for common lot and for the
existing residential unit on the subdivision property. The amount for assessment and meter to
serve the common area is $2981.00. The amount for the sewer and water assessment and the
meter for the existing single family home is $2449.00.
The total amount due for these two assessments and meters is = $6,430.00.
I have telephoned the contents of this memo to Glenn Blaser so he is aware of the conditions needing
to be met for the plat to receive your final signature. He said he will bring me a check for the
assessments and meters and that he will have the landscape plan completed pronto for the common
area.

We have reviewed this submittal and offer the following comments, as conditions of the final
plat. These conditions shall be considered in full, unless expressly modified or deleted by
motion of the Meridian City Council:
GENERAL COMMENTS
Any existing irrigation/drainage ditches crossing the property to be included in this project,
shall be tiled per City Ordinance 11-9-605.M. Plans will need to be approved by the
appropriate irrigation/drainage district, or lateral users association, with written confirmation
of said approval submitted to the Public Works Department.
2. Any existing domestic wells and/or septic systems within this project will have to be removed
from their domestic service per City Ordinance Section 5-7-517. Developer shall be
responsible for the disconnection and connection of any existing services to the municipal
system, along with the payment of associated assessment fees prior to final acceptance of the
subdivision. Wells may be used for non-domestic purposes such as landscape irrigation.
3. Submit a plan approval letter to the Public Works Department from the entity having
jurisdiction over design and construction of the pressurized irrigation system. A letter of
credit or cash, will be required for these improvements prior to signature on the final plat.
4. Coordinate fire hydrant placement with the City of Meridian Public Works Department.
5. Please submit a copy of the Ada County Street Name Committee's final approval letter for
the Subdivision name, lot and block numbering, and street names. Make any corrections
necessary to conform.
6. Please address, in written form, all items contained in this memorandum (both General and
Site Specific) and submit to the City Clerk's office by 5:00 PM, Monday, August 31, 1998.

Prior to development plan approval, three copies of the revised plat must be reviewed by the
Public Works Department for compliance with all conditions of plat approval.
SITE SPECIFIC COMMENTS
This final plat generally conforms to the approved preliminary plat, except for the public street
access/connection to the proposed Thunder Creek Subdivision. It is our understanding that
Thunder Creek will be developed prior to this phase of Haven Cove, and that the utilities and
bridge structure will be installed with Thunder Creek.
2. Six -foot -high, permanent non-combustible perimeter fencing is required to be in place
adjacent to the southerly subdivision boundary, at the NMID easement line, along the Eight
Mile Lateral, and common boundary line with the Stonehouse Evangelical Church. Temporary
fencing to contain construction debris is required to be in place along all other boundary lines.
All fencing is to be installed prior to obtaining building permits unless specifically waived in
writing by the City P&Z Administrator. A letter of credit or cash will be required for this
fence prior to signature on the final plat.
3. Provide five -foot -wide sidewalks in accordance with City Ordinance Section 11-9-606.B.
4. Sanitary sewer service to this site will be via a proposed new main to be installed in the
Thunder Creek Subdivision. Applicant will be responsible to construct the sewer mains to
and through this proposed development. Subdivision designer to coordinate main sizing and
routing with the Public Works Department. Sewer manholes are to be provided to keep the
sewer lines on the south and west sides of centerline.
5. Water service to this site will be via an extension of an existing main installed in previous
phases of this development, as well as connection to a proposed new main to be installed in
the Thunder Creek Subdivision. Applicant will be responsible to construct the water mains
to and through this proposed development. Subdivision designer to coordinate main sizing
and routing with the Public Works Department.
6. All street signs, road base, street lights, pressurized irrigation system, domestic water system
(activated fire hydrants), and fencing are to be installed prior to obtaining building permits.
7. Does the actual location of the Eight Mile Lateral follow the location represented on the Final
Plat map?
8. Please provide the Public Works Department with three copies of the second, signature page,
of the plat for review.
9. A variance to the lot frontage of Lot 4, Block 18 was previously approved by City Council.

10. Lot 34, Block doesn't meet the minimum 80 foot frontage requirement. Please adjust by
sliding the lot line, that parallels the Eight Mile Lateral, southeasterly.
11. Please add dimensions along the subdivision boundary for the right-of-way widths adjacent
to Lot 35, Block 9.
12. Graphically show 5 foot wide easements for Public Utilities, Drainage and Irrigation adjacent
to the easterly lot lines of Lot 22, Block 12, and Lot 17, Block 17.
13. Please add or revise the following notes:
(4.) Delete the second sentence of this note. The easements are to be 10'' wide if
they are rear lot lines.
(10.) ...the highest seasenal normal ground water elevation.
(11.) ...Highway District for heavy maintenance...
14. The Ada County Highway District Staff Report dated January 15, 1998 requires a "stub street
to the north located 105 feet east of the site's western property line", however, the applicants
engineer has provided me with a letter from the Stonehouse Evangelical Church that states
that they "strongly oppose this stub -out" to their property. The applicants engineer has also
told us that the Ada County Highway District has dropped this requirement as a result of the
above mentioned letter.

The purpose of this booklet is to facilitate the City of Meridian's review, approval and signature on the
final plat'for the Haven Cove No. 8 Subdivision. The -staff requirements were stated iman August 25, ,
1998 -memorandum. A copy of the memorandum is included for reference.

GENERAL COMMENTS

L Any existing irrigation/drainage ditches crossing the property to be included in this project, shall be
tiled per City Ordinance 11-9-605.M. Plans will need to approved by the appropriate
irrigation/drainage district, or lateral users association, with written confirmation of said approval
submitted to the Public Works Department.
All existing irrigation/drainage ditches will be tiled.
2. Any existing domestic wells and/or septic systems within this project will have to be removed from
their domestic service per City Ordinance -Section 5-7-517., Developer shall be responsible for the
disconnection and, connection of any existing services to the municipal system, along with the
payment of associated assessment fees prior to final acceptance of -the subdivision. Wells may be used
for non=domestic purposes such as landscape irrigation.
One domestic well and a septic system exist and presently serve the existing single family home.
The home will be hooked up, to the city, services with the development of this subdivision.
3. Submit a plan approval letter, to, the Public Works Department from the entity,.having jurisdiction over
design and construction. of the pressurized irrigation system. A letter of credit or cash, will be.
required for these improvements prior to signature on the final plat:: '

Pressure irrigation will be an extension of the system serving Haven Cove No's 5, 6, and 7 and
Thunder Creek. The system is owned by Nampa and Meridian Irrigation District.
4. Coordinate fire hydrant placement with the City of Meridian Public Works Department.
Fire hydrant placements are currently under, review by the.City Engineer.
5. Please submit a copy, of the Ada County Street Name Committee's final approval letter for the
Subdivision name, lot and block numbering, and street names. Make any corrections necessary to

The street name approval letter is submitted with this package.
6. Please address, in -written form, all items contained in this memorandum (both General and Site
Specific).and submit to the City Clerk's office by 5:00 PM, Monday, August 31, 1998. Prior to
development plan approval, three copies of the revised plat must be reviewed by the Public Works
Department for compliance with all conditions of plat approval.

8. Please provide the Public Works Department with three copies of the second, signature page, of the
plat for review.
Three copies of the second signature page of the final plat will be provided to Public Works
Department for review.
9. A variance to the lot frontage of Lot 4, Block 18 was previously approved by City Council.
Client is aware of approval of variance for Lot 4 Block 8.
10. Lot 34, Block doesn't meet the minimum 80 foot frontage requirement. Please adjust by sliding the
lot line, that parallels the Eight Mile Lateral, southeasterly.
Lot 33, Block 9 street frontage was reduced to 82.64 feet by moving the west lot line of Lot 33
east. Lot 33 square footage is 8314 ft sq. Lot 34 southwest leg, 55.08 feet, was moved west 4',
plus or minus, to provide the 80' frontage for this lot.
11. Please add dimensions along the subdivision boundary for the right-of-way widths adjacent to Lot 35,
Block 9.
The final plat will show the right-of-way width.
1Y. Graphically show 5 foot wide easements for Public Utilities, Drainage and Irrigation adjacent to the
easterly lot lines of Lot 22, Block 12, and Lot 17, Block 17.
The final plat will show the 5 -foot wide easements graphically.
13. Please add or revise the following notes:
(4.) Delete the second sentence of this note. The easements are to be10' wide if they are rear lot
lines.
(10) ...the highest seasonal normal ground water elevation
(11) ...Highway District for hemy maintenance.
The notes on the final plat will be revised as requested.
14. The Ada County Highway District Staff Report dated January 15, 1998 requires a "stub street to the
north located 105 feet east of the site's western property line", however, the applicants engineer has
provided me with a letter from the Stonehouse Evangelical Church that states that they "strongly
oppose this stub -out" to their property. The applicants engineer has also told us that the Ada Count
Highway District has dropped this requirement as a result of the above mentioned letter.
A copy of ACHD's requirements has been sent to Meridian Department Public Works.
