Taylor Street Meridian Proposed Use: warehouse (48960 sg/ft total) with office (undefined Zoning: Comments: Conditions of Approval: The issuance of this permit does not release the applicant from any requirements of Meridian City Code. The applicant's agent has indicated that the entire building will be designed as warehouse with associated office uses as permitted in the I-L Light Industrial District. MCC/UDC 11-4-3.43 states "office not to exceed twenty-five percent (25%) and retail sales not to exceed ten percent (10%} of the total enclosed area". This is an operating condition which must be maintained at all times. The applicant's agent has also indicated that the northern portion of the building may become an indoor basketball court. MCC/UDC 11-2-C2 shows that arts, entertainment or recreation facility, indoors is a conditional use in an I-L district and must comply with 11-4-3.2. The use of arts, entertainment or recreation facility, indoors is not approved with this application. If the use is to be proposed the site must obtain conditional approval prior to enactment of the use. The access to Taylor Street may require parking spaces to be removed to allow for clear access to Taylor Street. The internal landscape planter required shall align with the landscape planter for parking stalls located adjacent to Taylor Street, as redlined. UDC 11-3-B-8C.1 b Trees required -One tree per 35' of lineal feet and lawn/shrubs and other ground cover. The east property line requires additional trees as redlined. Utilities Exemption -The applicant submitted the application prior to the UDC being adopted and may apply MCC 12-13-18-2-F where trees are not allowed in sewer easements and alternative compliance is required. Due to site limitations the applicant is eligible for reduced tree` placement for additional shrubs/groundcover in this area.. The required landscape buffer is 5'. The site design shows between 10.8 and 12 feet of turf/lawn/shrubbing which is in excess to the required buffer. The landscape/site plan is not to be altered without prior written approval of the Planning and Zoning Department. No field changes to the landscape plan permitted; prior written approval of all material changes is required. Parkin: The parking area shall be paved and striped in accordance with UDC 11-3B. Project engineer/architect shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stall`s must have signage in accordance per ADA. The site plan indicates 178 parking stalls (2 handicap) along the eastern property line. UDC 11-3C-2 requires one space per 2000 square feet in industrial districts and one space per 500 square feet in commercial districts.,, Staff is reviewing the building at 48980 sq/ft @ 25% commercial (office/retail uses) and. @75% warehouse (industrial uses). For the building breakdown of 36735. sgJft warehouse requiring 18 parking stalls and 12245 sq/ft office requiring 25 parking stalls for a total of 43 required parking stalls. With the amended parking layout, staff anticipates a minimum of four stalls to be removed or relocated. The applicants engineer shall certify that all drive aisles meet the minimum standards of the Meridian Fire Department for turning radiuses. Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the specifications provided. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with the MCC. All sub-surface drainage shall be approved prior to construction by Meridian Public Works. Protection of Existing_Trees: Any existing trees on site must be protected in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per Ordinance 12-13-13-4, coordinate with the-Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection measures prior to construction. Any severely damaged tree must be replaced in compliance with Ordinance 12-13-13-6. Curbing: Per Ordinance 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Fencing: Any required or proposed fencing shall be installed in compliance with current City Code. Handicap-Accessibility: The structure, site improvements and parking must be incompliance with all federal handicap-accessibility requirements. • Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development. Down-shield all lighting so it does not spill onto adjacent properties. Noise: All operations shall comply with MCC 6-3-6 and shall not create a public disturbance. Additional screening to control potential noise and odor is recommended on the north side of the property. Si na e: No signs are approved with this CZC. All business signs require a separate sign permit in compliance with the sign ordinance. Sidewalks: All sidewalks shall be constructed as shown on the approved Site Plan and in accordance with the Meridian City Code requirements (MCC 12-5-2.K). Sidewalks shall be constructed prior to occupancy of the permanent building. Trash Enclosure: All dumpsters and/or carts must be screened from view and not be visible by the public or from adjacent properties. Trash enclosures must be in the location and size as approved by SSC. ACHD Acceptance: Applicant shall be responsible for meeting the requirements of ACRD as they pertain to this development. All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACRD requirements, a new site plan shall be submitted to the City of Meridian Planning and Zoning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by providing surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the remaining improvements. A bid must accompany any request for Temporary Occupancy. Plan Modifications: The approved Site Plan and Landscape Plan, stamped September 26, 2005 with all redline changes, are not to be altered without prior written approval of the Planning & Zoning Department. Yanke is proposing to construct an approximately 48,000 square foot warehouse and storage facility in and existing l-L zone. The building will be a mono pitch metal building. compatible with the adjacent facilities. The building exceeds the minimum zoning ordinance requirements. The use is allowed in the zone. The property is about 162,066 square feet. The building is situated to meet all of the Ordinance setback requirements. Parking is designed in accordance with the Ordinance. A chain link trash enclosed is shown at the northwest corner of the site. The application includes approval of the trash enclosure by the SSC. The landscape arc 'tect has designed the landscaping in accordance with the Ordinance. All landscaped areas will be sprinkl ed.
