Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with MCC 12-13-8 and MCC 9-1-28. Curbing: Per MCC 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Parking: The project engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance with ADA. The applicant shall be responsible for meeting the requirements of ACHD as they pertain to this development. Sidewalks: All sidewalks shall be constructed as submitted and in accordance with MCC 12-5-2.K. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with MCC 12-13-14. Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development. Down -shield all lighting so it does not spill onto adjacent properties. Signage: No signs are approved with this CZC. All business signs require a separate sign permit in compliance with the sign ordinance. Trash Enclosure: All dumpster(s) must be screened in accordance with MCC 11-12-1.C. Trash enclosures must be built in the location and to the size approved by SSC. Handicap -Accessibility: The structures, site improvements and parking must be in compliance with all federal handicap -accessibility requirements. ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning & Zoning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by providing surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the remaining improvements. Impact Fees: There will be impact fee that is assessed and due prior to issuance of a building permit. The assessed impact fee will be based on the impact fee ordinance that is in effect at that time. Traffic Impact Study: A traffic impact study was required with this application. The proposed Paramount High School is a school development located on the north side of McMillan Road east of Linder Road in Meridian, Idaho. The project is expected to serve` 1,800 students and has numerous recreational areas. The following are the principle conclusions of the traffic analysis for the Paramount High School: 1) The proposed school development is projected to generate an average daily traffic (ADT) of 3,078 vehicles of which the a.m. peak hour school traffic is 738 vehicles per hour. The pm peak hour school traffic is 504 vehicles per hour. For purposes of this analysis, all trip calculations for this study were based on the peak hour of the generator (Paramount High School), not the adjacent street traffic. 2) As a result of the site build -out, traffic on the vicinity roadways is expected to increase. Traffic on Linder Road may increase by 3,078 trips north of McMillan Road, 923 trips per day south of McMillan Road. and 154 trips per day north of Chinden Boulevard. Traffic on McMillan Road may increase by 462 trips per day east of Linder Road and 770 trips per day west of Linder Road. Traffic on Chinden Boulevard (US 20/26) may increase by 246 trips per day east of Linder Road and 462 trips per day west of Linder Road. 3) The intersection of McMillan Road and Linder Road is currently all -way STOP. For both the existing and 2007 Background conditions, the intersection of Linder Road and McMillan Road was forecast to operate to LOS B in the a.m. peak hour and LOS C in the p.m. peak hour. For the 2007 Build Out condition; the intersection is forecast to operate at LOS D in the a.m. peak hour and' LOS E in the p.m. peak hour. Intersection improvements are warranted for the 2007 Build Out condition. With improvements and for the 2007 Build Out condition, the intersection is forecast to operate at LOS C for both the a.m. and p.m. peak hour. 4) The intersection of Chinden Boulevard and Linder Road is currently signalized. For both the existing and 2007 Background conditions, the intersection is forecast.to operate at LOS B for both the a.m. and p.m. peak hour for the 2007 Build Out condition, the intersection is forecast to operate at LOS B for both the a.m. and p.m. peak hour. No improvements to the intersection are warranted to accommodate the'site traffic. 5) The intersection of West Cayuse Drive and Linder Road is currently two-way STOP controlled. For the existing conditions, the intersection of West Cayuse Drive and Linder Road operates at a Level of Service (LOS) B in both the a.m. and p.m. peak hour. For the 2007 Background condition, the intersection is predicted to operate at LOS C for the a.m. peak hour and LOS B for the p.m. peak hour. For the build out condition, the intersection is forecast to operate at LOS F in the a.m. peak hour and LOS C in the p.m. peak hour. Intersection improvements are warranted for the 2007 Build Out condition. For the 2007 Build Out condition with signalization. the intersection was forecast to operate at LOS B for both the a.m. and p.m. peak hour. t8 6) The mid-block0e approach with Linder Road is forecas'f'to operate "near capacity" at LOS C for 4 both peak hours in the 2007 Build Out condition. Turn bays are warranted at the approach. � a 8) The parking lot approach with West Cayuse Drive is forecast to operate "under capacity" at LOS B for both peak hours in the 2007 Build Out condition. A left turn bay is warranted at the approach. 9) The forecast dally build out volumes for all of the roadways in the vicinity of the project are lower than COMPASS' development thresholds. The vicinity roadways do not require any capacity -improvements to accommodate the 2007 Build Out conditions. The following are transportation -related improvements needed to accommodate the traffic volumes generated by the Paramount High School development: 1. Improvements to the McMillan Road I Linder Road -intersection are warranted. Adding separate north and southbound left turn bays at the intersection will result in acceptable operation. It is anticipated a private group may signalize and widen the intersection. The percentage of site traffic to the 2007 Build Out traffic is approximately 31 % and 17% for the a.m. and p.m. peak hour, respectively. 2. Improvements to the West'Cayuse Drive I Linder Road intersection are warranted. Intersection signalization with no additional lanes will result in acceptable operation however. The site traffic is approximately 35% of the 2007 Build Out traffic volumes. 3. The mid -block and south site approaches with Linder Road warrant both a left turn and a right turn bay on Linder Road for vehicles entering the site. 4. The north site approach with West Cayuse Drive warrants a left turn bay on West Cayuse Drive for vehicles entering the site. STAFF COMMENTS TO THE SUBMITTED TRAFFIC IMPACT -STUDY 1. A traffic signal may be required at the West Cayuse Drive and Linder Road Intersection. However, an analysis should be done according to the peak hour warrant of the MUTCD as well to help verify the HCM analysis. Also, significant modification to the large islands and entrance features at the entrances to the Paramount and Lochsa Falls Subdivisions may be required before a signal can be installed at this location. Turn lanes, crosswalks and pedestrian signals should also be included in any signal design. The District has not identified the West Cayuse Creek Drive and Linder Road intersection to be signalized in the future. This intersection is not included in the District's Five Year Work Program or Capital Improvements Plan to be signalized, therefore the applicant can not assume that the traffic signal will be installed. 2. This development may also require the installation of a traffic signal at the Linder Road and McMillan Road Intersection. Some of the area surrounding the school site is stili undeveloped and does not have adequate pedestrian 3 -,r a Alk facilities. Based on State Code 67-6519(3), the applicant inust submit a pedestrian plan that addresses the region and how the applicant will mitigate the lack of pedestrian facilities in the area. 5. According to the submitted traffic impact study, a crosswalk plan should be implemented at the Chinden Boulevard/Linder Road intersection before the school is developed. The applicant will be required to submit a crosswalk. plan regarding this intersection before staff can comfortably review or approve the application. 6. The traffic study assumes that a traffic signal will be installed by ACHD in 2007 which will eliminate ,the need forra.flashing beacon -at this intersection. Although school speed zone flashers are not normally installed.for high school and:will not be;required with this application, the applicant can note assume that the traffic 'signal ,at Linder Road and McMillan Road,will be installed due to the fact that it is notin l=ive Year,Work Program or Capital Improvements Plan to be installed byr2007. The Capital Improvements Plan has the signal being installed in the year 2014 to 2018 4. Site Information: The site is currently vacant. 5. Description of,Adjacent Surrounding Area: a. North: Paramount Subdivision ? i b. South: 'Paramount Subdivision and 2.310 -acre site zoned RUT ' c. East: Paramount Subdivision d. West: 2.48 -acre site and 2.79=acre site and 0.585 -acre site (all zoned RUT) 6. Roadway Improvements Adjacent To and Near the Site Linder Road "is currently improved with 2-traffic'lanes with no curb, gutter or sidewalk abutting the site. Linder Road widens to 3 -lanes at the main entrance to Paramount Subdivision (Cayuse Creek Drive). Cayuse Creek Drive is currently improved with 2 -traffic lanes with curb,,gutter and a sidewalk' I e6ated on the south side of the roadway with a detached multi -use pathway on the north side of the roadway. 8. Existing Right -of -Way Linden Road has a total of 73 -feet of right-of-way (25 -feet from centerline). Cayuse Creek Drive has a total of 60 -feet of right-of-way (30 -feet from centerline). 9. Existing Access to the Site >+ T h� site des not'nave a`deiineated driveway that accesses the public transportation system: 4 �► • x 10. Site History The District has not previously reviewed a development application for this site. 11. Capital Improvements Plan/Five Year Work Program The Linder Road and State Highway 20/26 (Chinden Boulevard) intersection is included in the Capital Improvements Plan to be improved to a 3x3 intersection in 2016 to 2020. The Linder Road and McMillan Road intersection is included in the Capital Improvements Plan to be , improved to a 3x3 intersection and signalized in 2014-2018. B. Analysis and Review for Future School Site [Per Idaho Code 67-6519(3)] Land Use Master Plan The site plan submitted by Lombard -Conrad Architects provides a layout of the land use master plan. The school buildings total approximately 260,000 square feet and are located in the south central region of the proposed development. To the north of the structures, two parking lots will accommodate 685 vehicles. To the`south of the structures, one parking lot will accommodate 24 vehicles. Another parking lot to the south will accommodate 20 busses. To the west of the structures, three parking lots will accommodate 214 parking spaces. A parking lot between the structures and west parking lot will accommodate 38 parent vehicles. As indicated in, the site plan, a roadway will bisect the two major parking lots to the north, extend to the east of the north parking lot, turn south around the main football field. The road will shift to the west and terminate on Linder Road as the south access. To the north, east, and south of this roadway there are multiple proposed sporting fields for development. Location of School Zone According to the Meridian School District, the service area will likely change as the North Meridian area develops. Initially, the new school's service area will cover the North Meridian area. The boundary on opening day (2007) is currently planned to be Ustick to the south, the Boise River to the north, Black Cat to the west and Eagle Road to the east. Anticipated Development on Surrounding Undeveloped Parcels and Zoning in the Vicinity Information pertaining to the anticipated development on surrounding undeveloped parcels and zoning in the vicinity is included in the appendix. Anticipated Future Improvements Linder Road will not have adequate capacity to handle the Build -Out of the 12 -square mile North Meridian Planning Area at 2020. ACHD should make future improvements on this roadway based on the recommendations of the North Meridian Area Traffic Study. According to the North Meridian Area Traffic Study, Linder Road requires a 5 -lane section for the study area by the Build -Out year 2020. Chinden Boulevard will not have adequate capacity to handle the Build -Out of the 12 -square mile North MeridianPlanningArea at 2020. ACHD should make future improvements on this roadway based on the recommendations of the North Meridian Area Traffic Study. According to the North Meridian Area Traffic Study Chinden Boulevard requires a 5 -lane section for the study area by the build out year 2020. McMillan Road is forecasted with a 5 -lane section for the study area by the build out year 2020. 4 5 School Bus Plan The site plan allows busses to enter the school site at the mid -block approach. From the mid -block site access approach the bus is directed around the back of the school and will be allowed to exit at the southern approach. The roadway to the north, east, and south of the structures will alleviate congestion at the, northern approach. Busses are the only vehicles allowed to access the roadway, east of,the north parking lots and this roadway must be signed accordingly. Need for Flashing Beacon Based on ACHD Procedure for School Crossing Improvements the determination for a pedestrian stop control signal, school zone flashers and in -pavement flashers were analyzed. Under the 2007 build out conditions, it was determined that there is NO need to place a school zone flasher. For the 2007 build out condition in -pavement flashers and a pedestrian stop control signal are NOT warranted. Required Striping and Signing Modifications Signing to clarify that only busses are permitted along the roadway east of the parking lot must be placed to ensure that all other vehicles do not utilize the roadway. Typical signage should be 30" X 30" (R5-1). The north, mid -block, and south site access approaches warrant left turn bays and right turn bays. A striping plan for. left turn bays and right turn bays at both approaches should comply with the ACHD Development Policy Manual. Barriers Between Highways and School a The proposed school has three full access points. According to the site plan submitted by the £a developer a raised concrete sidewalk will be installed along Linder Road. Highway 20/26 is approximately 1/2 mile north of the northern site access. Due to the large distance of separation between the northern approach school site access and the highway there is no need to add any type of barrier system between Highway 20/26 and Paramount High School.. Speed on Adjacent Highway The current speed limit on McMillan Road is 50 mph east and west of Linder Road. The current spded limit on Linder Road is 50 mph north of McMillan Road and 35 mph south of McMillan Road. The current speed limit on Highway 20/26 is 55 mph. Highway 20/26 is approximately %2 of a mile north of the northern approach access. Access Safety The following is a summarized list that clarifies the implementation the developer will use to maintain safe access to the development: • Limited access points to Linder Road; • Anticipated signal installation at Linder/McMillan Road (rural & urban application);.. • Anticipated signal installation at the Linder/Paramount Drive intersection (rural application); • No thru traffic at site; • One street connection to the existing Paramount Drive stub street; • Adequate capacity at access points and adjacent streets; • Bus access lane on property; • Concrete sidewalks abut project site; • Off-street parking; D • Off -street loading and drop-off zone. 0 Pedestrian Plan Currently Highway 20/26, 112 a mile north of the northern approach access, has no crosswalks. The intersection of Linder Road and McMillan Road currently has no sidewalks. However, it is anticipated in the near future the Linder/McMillan intersection will be widened and signalized by a private party. These improvements will include sidewalks on all legs of the intersection. The extension of sidewalk to the Linder Road 1 McMillan Road intersection will provide for pedestrian mobility. According to the Paramount High School site plan, a concrete sidewalk will be installed along the east side of Linder Road from the southern access point to the north access point. Currently the sidewalk is not continuous on either side of Linder Road. The east side of Linder Road has sidewalk at the Paramount Subdivision only. The west side of Linder Road has sidewalk at the two recent residential subdivisions. Paramount High School should construct sidewalk along the entire length of its property on Linder Road. Construction of sidewalk to the Linder/McMillan intersection is an off-site improvement. We recommend sidewalk be built along the Linder Road as the property develops according to ACHD policy. The development agreement with Paramount subdivision should have included the construction of sidewalk along their property on Linder Road. One parcel remains between the school site and McMillan Road. ACHD has recommended the school pursue sidewalk construction on this property or within ACHD right-of-way. Crossing Guard Plan The proposed school will serve 91h -12th grade students and it is assumed that crossing guards should not be necessary for high school students. ' Access Control on'Adjacent Highways According to the HCS analysis conducted, all access points located along Linder Road will have adequate capacity if the proposed mitigation measures are implemented. Additional analysis should be conducted once the school is built. C. Findings "for Consideration 1. Linder Road Right -of -Way r District policy requires 96 -feet of right-of-way on arterial roadways (Figure 72-F1 B). This right-of-way allows for the construction of a 5 -lane roadway with curb, gutter, 5 -foot concrete detached sidewalks and bike lanes. Improvements District policy requires 7 -foot wide attached (or 5 -foot detached) concrete sidewalk on all collector roadways and arterial roadways (7204.7.2). The applicant should dedicate 48 -feet of right-of-way from'the centerline of Linder Road abutting the parcel by means of a warranty deed. The right-of-way purchase and sale agreement and deed must be completed and signed by the applicant prior to issuance of a building permit. Allow up to 30 business days to process the right-of-way dedication after receipt of all requested material. The owner will be paid the fair market value of the right-of- way dedicated which is an addition to existing ACHD right-of-way. This right-of-way will be' purchased with the use of corridor preservation funds. The applicant has indicated that it may be difficult to dedicate the right-of-way prior to issuance of a building permit. Staff recommends that the timeline be extended to allow the applicant until Febnjary 2007 to complete the right-of-way dedication. 7 ***The applicant will not be compensated for any right-of-way that is required for the turn lanes? ;. that are necessary to serve the school site. ki • The applicant should construct a 5 -foot wide concrete sidewalk on Linder Road abutting the site. The sidewalk should be located a minimum of 41 -feet from the centerline of Linder Road. *** The applicant is proposing to construct sidewalk on Linder Road abutting the out parcel located between the proposed school site and West Cayuse Creek Drive. The District is supportive of the applicant's proposal but does not have adequate right-of-way or an easement for the sidewalk to be constructed in. The applicant should try to obtain an easement or right-of-way from the property owner that will allow the sidewalk to be constructed. If necessary, ACHD will purchase the needed right-of-way for the construction of the sidewalk. 2. Driveways District policy 72-F5, requires driveways located on collector or arterial roadways with a speed limit of 50 to align or offset a minimum of 255 -feet from any existing or proposed driveway. Graveled driveways abutting public streets create maintenance problems due to gravel being tracked onto the roadway. In accordance with District policy, 7207.9.1, the applicant should be required to pave the driveway its full width and at least 30 -feet into the site beyond the edge of pavement of the roadway and install pavement tapers with 15 -foot radii abutting the existing roadway edge. • The applicant is proposing to construct a 36 -foot wide curb return type driveway that intersects Linder Road approximately 115 -feet north of the south property line. This driveway meets District policy and should be approved with this application. Pave the driveway its full width and at least 30 -feet into the site beyond the edge of pavement of the roadway and install pavement tapers with 15 -foot radii abutting the existing roadway edge. • The applicant is proposing to construct a 30 -foot wide curb return type driveway that intersects Linder Road approximately 200 -feet south of the north property line. This driveway meets District policy and should be approved with this application. Pave the driveway its full width and at least 30 -feet into the site beyond'the edge of pavement of the roadway and install pavement tapers with 15 -foot radii abutting the existing roadway edge. 3. West Cayuse Creek Drive There is an existing driveway approach that extends from West Cayuse Creek Drive to the property's north property line. The applicant has approximately 50 -feet of frontage to West Cayuse Creek Drive. This approach was anticipated to serve the. school site that we are now reviewing. The applicant is proposing to utilize this approach as a driveway for the school site. District staff is supportive of the applicant's proposal. • West Cayuse Creek Drive is fully improved with two traffic lanes with curb, gutter and sidewalk (or a multi -use pathway). As such, the applicant will not be required to make any additional modifications to West Cayuse Creek Drive. 4. Turn Lanes Linder Road at the Northern Driveway (Driveway #1) According to the submitted traffic impact study, a southbound left -turn bay is warranted at the northern site approach intersection with Linder Road. According to the submitted traffic impact study, a northbound right -turn bay is warranted at the northern site approach intersection with Linder Road. k is • Constructouthbound left -turn bay at the northern site approach intersection with Linder Road. • Construct a northbound right -turn bay at the northern site approach intersection with Linder Road. Linder Road at the Southern Driveway (Driveway #2) According to the submitted traffic impact study, a southbound left -turn bay is warrarAed at the southern site approach intersection with Linder Road. According to the submitted traffic impact study, a northbound right -turn bay is warranted at the southern site approach intersection with Linder Road. • Construct a southbound left -turn bay at the southern site approach intersection with Linder Road. • Construct a northbound right -turn bay at the southern site approach intersection with Linder Road. 5. McMillan Road and Linder Road Intersection According to the submitted traffic impact study, the addition of a north and southbound left turn bays at the McMillan Road and Linder Road intersection. Construct a northbound left turn bay at the McMillan Road and Linder Road intersection. Coordinate the design of the tum lane with District staff. B • Construct a southbound left turn bay that the McMillan Road and Linder Road intersection. Coordinate the design of the turn lane with District staff. 6. West Cayuse Creek Drive and Linder Road Intersection According to the submitted traffic impact study,,the addition of a signal at the West Cayuse Drive and Linder Road intersection are warranted. • Design and install a signal at the West Cayuse Drive and Linder Road intersection. All costs associated with the signal will be the responsibility of the applicant. NOTE: ACHD Traffic Services staff have indicated that they will donate the signal hardware, with an approximate value of $55,000 to $65,000. 7. Lack of Pedestrian Facilities Much of the area surrounding the school site is still undeveloped and does not have adequate pedestrian facilities. The traffic impact study mentions the lack of sidewalks surrounding the site and recommends that sidewalks be constructed as development occurs. Although the District does require all new developments to construct sidewalks on the adjacent roadways, the District can not guarantee that sidewalk will be in place by the schools build out year of 2007: Itis important for the City of Meridian and the Meridian School District to recognize that there are not adequate pedestrian facilities in the area. 8. Other Access Linder Road is classified as a minor arterial roadway and Cayuse Creek Drive is classified as a collector roadway. Other than the access points that have specifically been approved with this application, direct lot access of Linder Road and Cayuse Creek Drive is prohibited. E f f N D. Utilize the existing driveway approach on West Cayuse Creek Drive as proposed. 6. Construct a southbound left -turn bay on Linder Road at the northern site approach intersection with Linder Road. Coordinate the design of the turn lane with District staff. 7. Construct a northbound right -turn bay on Linder Road at the northern site approach intersection with Linder Road. Coordinate the design of the turn lane with District staff. 10 8. Construct a south'Sound left -turn bay on Linder Road at the southern site approach intersection with Linder Road. Coordinate the design of the turn lane with District staff. 9 Construct a northbound right -turn bay on Linder Road at the southern site approach intersection with Linder Road. Coordinate the design of the turn lane with District staff. 10. Construct a northbound left turn bay at the McMillan Road and Linder Road intersection. Coordinate the design of the turn lane with District staff. If this improvement has been constructed by another party, then this will not be required. The cost of this improvement is eligible for reimbursement because the intersection is listed in the CIP. 11. Construct a southbound left turn bay that the McMillan Road and Linder Road intersection. Coordinate the design of the turn lane with District staff. If this improvement has been constructed by another party, then this will not be required. The cost of this improvement is eligible for reimbursement because the intersection is listed in the CIP. 12. Design and install a signal at the West Cayuse Drive and Linder Road intersection. ACHD will donate hardware for the signal. Please provide adequate notice of the construction schedule to Traffic Services staff so that hardware is available when needed. 13. Other than the access points that have been approved, direct lot access to Linder Road is prohibited. 14. Comply with all Standard Conditions of Approval. D. Standard Conditions of Approval 1. Any existing irrigation facilities shall be relocated outside of the right-of-way. 2. Private sewer or water systems are prohibited from being located within any ACHD roadway or right- of-way. r 3. All utility relocation costs associated with improving street frontages abutting the site shall be borne by the developer. 4. Replace any existing damaged curb, gutter and sidewalk and any that may be damaged during the construction of the proposed development. Contact the District's Utility Coordinator at 387-6258 (with file numbers) for details. 6. All design and construction shall be in accordance with the Ada County Highway District Policy Manual, ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACHD Ordinances unless specifically waived herein. An engineer registered in the State of Idaho shall prepare and certify all improvement plans. 7. The applicant shall submit revised plans'for staff approval, prior to issuance of building permit (or other required permits), which incorporates any required design changes. 8. Construction, use and property development shall be in conformance with all applicable requirements of the Ada County Highway District prior to District approval for occupancy. 9. Payment of applicable road impact fees are required prior to building construction in accordance with Ordinance #f200, also known as Ada County Highway District impact Fee Ordinance. 11 Y 10. It is the responsibility of the applicant to verify all existing utilities within the right-of-way. The EF applicant at no cost to ACHD shall repair existing utilities damaged by the applicant. The applicant shall be required to call DIGLINE (1-800-342-1585) at least two full business days prior to breaking` ground within ACHD right-of-way. The applicant shall contact ACHD Traffic Operations 387-6190 in the event any ACHD conduits (spare or filled) are compromised during any phase of construction. 11. No change in the terms and conditions of this approval shall be valid unless they are in writing and signed by the applicant or the applicant's authorized representative and an authorized representative of the Ada County Highway District. The burden shall be upon the applicant to obtain written confirmation of any change from the Ada County Highway District. 12. Any change by the applicant in the planned use of the property which is the subject of this application, shall require the applicant to comply with all rules, regulations, ordinances, plans, or other regulatory and legal restrictions in force at the time the applicant or its successors in interest advises the Highway District of its intent to change the planned use of the subject property unless a waiver/variance of said requirements or other legal relief is granted pursuant to the law in effect at the time the change in use is sought. E. Conclusions of Law 1. The proposed site plan is approved, if all of the Site Specific and Standard Conditions of Approval are satisfied. 2. ACHD requirements are intended to assure that the proposed use/development will not place an undue burden on the existing vehicular transportation system within the vicinity impacted by the proposed development. The project is expected to serve 1800 students and has numerous recreational areas. The Following are the principle conclusions of the traffic analysis for the Paramount High School: 1) The proposed school development is projected to generate an average daily traffic (ADT) of 3,078 vehicles of which the a.m. peak hour school traffic is 738 vehicles per hour. The p.m. peak hour school traffic is 504 vehicles per hour. For purposes of this analysis, all trip calculations for this study were based on the peak hour of the generator (Paramount High School), not the adjacent street traffic. 2) As a result of the site build -out, traffic on the vicinity roadways is expected to increase. Traffic on Linder Road may increase by 3,078 trips north of McMillan Road, 923 trips per day south of McMillan Road, and 154 trips per day north of Chinden Boulevard. Traffic on McMillan Road may increase by 462 trips per day east of Linder Road and 770 trips per day west of Linder Road. Traffic on Chinden Boulevard (US 20/26) may increase by 246 trips per day east of Linder Road and 462 trips per day west of Linder Road. 3) The intersection of Linder Road and Paramount Drive currently is controlled by a two-way STOP. The Linder Road and Paramount Drive intersection currently operates under capacity at Level of Service (LOS) B with the existing traffic volumes. For the background Year 2007 condition (e.g. regional growth), the intersection is predicted to operate at LOS C in the a.m. peak hour and LOS B in the p.m. peak hour. Under the current traffic volumes, a signal is not warranted at the intersection of Linder Road and Paramount Drive. Intersection improvements are warranted for the build out condition based on the existing rural conditions. A signalized intersection is warranted based on the a.m. Build -Out peak hour RURAL condition. ACHD has identified this intersection for signalization. In addition, a left turn bay and right turn bay are required based on ACHD's nomographs for the Linder Road and Paramount Drive site approach intersection. Assuming the speed limit would be dropped from 50 mph to 35 mph as development occurs in this area the signal warrant classification would change for the Linder Road and Paramount Drive intersection. A speed limit reduction to 35 mph would change the warrant classification from a rural application to an urban application. A signalized intersection is not warranted based on either the a.m. or p.m. build out peak hour URBAN condition. However, ACHD has identified this intersection for signalization. 4) The intersection of Linder Road and McMillan Road does not warrant a signal under the current traffic volumes. Intersection improvements are warranted for the background and build -out condition based on the existing rural conditions. A signalized intersection is warranted based on the a.m. and p.m. build out peak hour RURAL condition. . Signalization is warranted due to the large amount of minor street (McMillan Road) traffic. The planned site will add approximately 31% of the total traffic in the 2007 a.m. peak Build - Out condition. Approximately 17% of the total traffic in the 2007 p.m. peak will be from the proposed development. Assuming the speed limit would be dropped from 50 mph to 35 mph as development occurs in this area the signal warrant classification would change. A crosswalk plan should be implemented at the Chinden Boulevard/Linder Road intersection before the school is developed. 5) The mid -block site approach intersection with Linder Road is predicted to operate well "under capacity" at LOS B throughout the development period for the a.m. and p.m. peak hour of the school. A left turn bay and right turn bay are required based on ACHD's nomographs for the mid -block site approach intersection. 6) The southern site approach intersection with Linder Road is predicted to operate well "under capacity" at LOS B throughout the development period for the a.m. and p.m. peak hour of the school. A left turn bay and right turn bay are required based on ACHD's nomographs for the southern site approach intersection. 7) The forecast daily build out volumes for all of the roadways in the vicinity of the project are lower than COMPASS' development thresholds. The area's roadways do not require any capacity improvements under build out conditions. The following are transportation -related improvements needed to accommodate the traffic volumes generated by the Paramount High School development: L Based on the a.m. peak hour build out, the p.m. peak hour Background and the p.m. peak hour build out volume a signal is warranted at the intersection of Linder Road and McMillan Road for the RURAL condition. The planned site will add approximately 31 % of the total traffic in the 2007 a.m. peak build out condition. Approximately 17% of the total traffic in the 2007 p.m. peak will be from the proposed development. If the URBAN condition is utilized for the site build out a signal is also warranted at the intersection of Linder Road and McMillan Road. 2. A southbound left -turn bay is warranted at the Linder Road and Paramount Drive approach intersection. Based on the HCS analysis, the predicted 95% vehicle queue length averages less than one vehicle; ACHD's minimum storage length should be adequate. A northbound right -turn bay is warranted at the Paramount Drive and Linder Road intersection. Based on the HCS analysis, the predicted 95% vehicle queue length averages less than one vehicle; ACHD's minimum storage length should be adequate. The site is located on the east side of Linder Road north of McMillan Road in Meridian, Idaho. Figure 1 shows the location of the project and its vicinity. The purpose of this report is to evaluate the traffic impacts resulting from the proposed school development in the vicinity of the project. This study will make recommendations for improvements to the transportation system, which will mitigate adverse impacts of the development. This report is prepared in conformance with the requirements of a major traffic impact study. In particular, the scope of the study includes the following: • Trip generation of the proposed development; • Trip distribution and traffic assignment of the site generated traffic; • Roadway capacity impacts on Linder Road, McMillan Road and Chinden Boulevard; • Impacts of site generated traffic at the Linder Road / McMillan Road intersection, the Linder Road / Chinden Boulevard intersection and site access intersections; • School Site Checklist -Idaho Code 67-6519(3); • Mitigation measures. The Paramount High School project is a proposed school development. The project is expected to serve 1800 students and has numerous recreational areas. The proposed preliminary site plan for the project is shown in Figure 2. The study assumes the development will be built by the year 2007. STUDY AREA CONDITIONS Study Area The area of influence will be Ada County. The area of primary impact will be along Linder Road. Roadway impacts will also be felt on McMillan Road east and west of Linder Road. Roadway impacts will be felt on Chinden Boulevard east and west of Linder Road. The intersections considered for impacts are the Linder/McMillan intersection, the Linder/Chinden intersection, three site access intersections along Linder Road, and the site access intersection at the north parking lot accessing Paramount Drive. Land Use The project area is currently zoned for rural agricultural uses. The site is proposed to be rezoned residential in accordance with the City of Meridian Comprehensive Plans. The 2020 forecast ADT was acquired from the North Meridian Area Traffic Study. The existing daily, a.m. and p.m. peak hour traffic counts near the site are summarized in Figure 3. Road System The road system in the site vicinity is described below: • Linder Road is a north -south, two-lane facility classified as a minor arterial by COMPASS. The posted speed limit on Linder Road is 50 mph north of McMillan Road and 35 mph south of McMillan Road. • McMillan Road'is an east -west, two-lane facility classified as a minor arterial by COMPASS. The posted speed limit on McMillan Road is 50 mph east and west of Linder Road. • Chinden Boulevard (Highway 20/26) is an east -west, two-lane facility classified as a principal arterial by COMPASS. The posted speed limit on Chinden Boulevard is 55 mph east and west of Linder Road. Intersections The intersections in the site vicinity are described below: • The Linder Road / McMillan Road intersection is STOP controlled on Linder Road and McMillan Road. Linder Road is a two-lane facility north and south of McMillan Road. McMillan Road is a two-lane facility east and west of Linder Road. • The Linder Road / Chinden Boulevard intersection is SIGNALIZED. Linder Road is a two- lane facility north and south of Chinden Boulevard, with left turn bays for the north and southbound approaches. Chinden Boulevard is a two-lane facility east and west of Linder Road, with left turn bays for the east and westbound approaches. STUDY PERIOD The build"out year for this study will be 2007. This date was selected to allow for project approval, engineering, construction, and full development of the site. Both the weekday a.m. and p.m. peak hour period was analyzed for site impacts because of the nature of the development. Typically the a.m. peak hour at schools occurs on rural streets between 7:00 and 9:00 am. Typically the p.m. peak hour at a school development occurs on rural streets between 2:00 p.m. and 4:00 p.m. The a.m. and p.m. peak hour was analyzed based on arrival and departure times of the students. PROJECTED TRAFFIC Site Traffic Trip Generation Site traffic generation is normally estimated by procedures recommended in the latest edition of the Trip Generation Manual (7th Ed) published by the Institute of Transportation Engineers (ITE). The site trip generation is obtained by applying the trip rates from the Trip Generation Manual to each of the uses of the site development. For school developments the Trip Generation Manual estimates trips generated by the number of students that will attend the school. Table 1 represents the summary of the site trip generation used in this report. The proposed development is projected to generate an average daily traffic (ADT) of 3,078 trips, of which the a.m. peak hour traffic (PHT) is 738 vehicles per hour. The p.m. peak hour traffic is projected to generate 504 vehicles per hour. According to the Trip Generation Handbook the a.m. peak hour of the generator (school site) was closely related to the peak hour of the adjacent street traffic. Therefore the a.m. peak hour rate used for this analysis coincides with both the peak hour trips for the adjacent street and the trips generated by the site. The p.m. peak hour analysis was based solely on the trips generated from the developed site. The trip distribution along the roadway network and turning movement percentages were based on the Meridian Schools projected boundary area for the Paramount High School. The distribution of the site traffic along the roadway network is given in Figure 4 in the form of percentages of total generated traffic for the site. Figure 5 illustrates the rounded internal site traffic distribution. Background Traffic Background (No -Build) traffic volumes for the year 2007 were obtained from the ACRD detailed traffic counts in conjunction with intersection counts conducted by Washington Group International. For the areas roadways, the most current traffic counts were supplemented with additional counts conducted by Washington Group International to determine the forecast peak hour volumes. A growth rate of I% was used along Chinden Boulevard (US20/26) and a growth rate of 2% was used along all other roadways for purposes of background traffic analysis based on estimates used in the North Meridian Area Traffic Std. Total Traffic The site traffic is added to the background traffic to obtain the total build out traffic for the year 2007. The site traffic distribution for the proposed school development is shown in Figure 6. The combined values for the 2007 background a.m. and p.m. peak hour were added to daily traffic volumes generated by the project site and are shown in Figure 7. The intersection of Linder Road and McMillan Road is a four-way STOP at the present time. The intersection of Linder Road and McMillan Road currently operates under capacity at LOS B in the a.m. peak hour and LOS C in the p.m. peak hour. For the background Year 2007 condition, the intersection is predicted to operate at LOS C. During the peak hour build out condition the intersection is predicted to operate at LOS D in the a.m. and operate at LOS E in the p.m. According to the p.m. peak hour background Year 2007 as well as the p.m. peak hour build out 2007 condition, the intersection warrants the need for a signal. A signal is also warranted based on the a.m. peak hour build out 2007 condition. These warrants are based on the existing rural conditions that exist along both Linder Road and McMillan Road. The intersection of Linder Road and McMillan Road should be considered for signalization based on the 2007 RURAL roadway conditions. The warrant is based on the high volume of opposing traffic on the minor street, McMillan Road, and was analyzed based on rural conditions. A capacity analysis was conducted to determine the Level of Service at the intersection of Linder Road and McMillan Road with signalization. For the Background condition, a signalized intersection would operate well under capacity at LOS B in the p.m. peak hour. For the 2007 build out year, a signalized intersection would operate at LOS B in the a.m. and p.m. peak hour. A reduction in speed from 50 mph to 35 mph would reclassify the Linder Road and McMillan Road intersection from a rural to an urban roadway. Reclassification of the Linder Road and McMillan Road intersection warrants the need for a signal based on the p.m. peak hour build out condition. If Linder Road and McMillan Road are reclassified URBAN, the intersection should be considered for signalization based on the Build -Out 2007 conditions. The mid -block site approach intersection with Linder Road is predicted to operate well "under capacity" at LOS C or better throughout the development period. A left turn bay and right turn bay have been identified as necessary improvements for the mid -block approach intersection with Linder Road based on ACHD's nomographs. The south site approach intersection with Linder Road is predicted to operate well "under capacity" at LOS C or better throughout the development period. A left turn bay and right turn bay have been identified as necessary improvements for the south approach intersection with Linder Road based on ACHD's nomographs. Roadway Capacity The capacity thresholds defined by the COMPASS capacity guidelines for arterial streets are as follows: A 2 -lane minor arterial road (Linder Road, McMillan Road) is 14,000 vehicles per day at LOS D. A 2 -lane principal arterial road (Chinden Boulevard -US 20/26) is 23,000 vehicles per day at LOS E. Table 3 summarizes the future traffic projections and capacity requirements on roadways within the vicinity of the site. Based on the build out traffic forecasts for the roadway network, all roadways are G Washington Group international Paramount School US - Fimal.16 doc Integrated Engineering, Construction, and Management Solutions Paramount High School well under the COMPASS planning thresholds. The Build -Out (e.g. background traffic plus the new site traffic) traffic volumes does not warrant any roadway system improvements. Site Access and Circulation The Ada County Highway District requirements for right -turn bays and left -turn bays were used to evaluate the need for right and left -turn lanes at the site accesses. Based on these nomographs, the northern site approach, the mid -block site approach, and the southern site approach require separate left - turn and right -turn lanes. All access locations conform to the minimum spacing requirements defined in the Ada County Highway District development policy manual. SCHOOL SITE CHECKLIST SCHOOL SITE ZONING Land Use Master Plan The site plan submitted by Lombard -Conrad Architects provides a layout of the land use master plan. The school buildings total approximately 260,000 square feet and are located in the south central region of the proposed development. To the north of the structures, two parking lots will accommodate 685 vehicles. To the south of the structures, one parking lot will accommodate 24 vehicles. Another parking lot to the south will accommodate 20 busses. To the west of the structures, three parking lots will accommodate 214 parking spaces. A parking lot between the structures and west parking lot will accommodate 38 parent vehicles. As indicated in the site plan a roadway will bisect the two major parking lots to the north, extend to the east of the north parking lot, turn south around the main football field. The road will shift to the west and terminate on Linder Road as the south access. To the north, east, and south of this roadway multiple sporting fields are proposed for development. Location of School Zone According to the Meridian School District, the service area will likely change as the North Meridian area develops. Initally, the new school's service area will cover the North Meridian area. The boundary on opening day (2007) is currently planned to be Ustick to the south, the Boise River to the north, Black Cat to the west and Eagle Road to the east. Anticipated future improvements Linder Road will not have adequate capacity to handle the Build -Out of the 12 -square mile North Meridian Planning Area at 2020. ACHD should make future improvements on this roadway based on the recommendations of the North Meridian Area Traffic Study. According to the North Meridian Area Traffic Study Linder Road requires a 5 -lane section for the study area by the Build -Out year 2020. Chinden Boulevard will not have adequate capacity to handle the Build -Out of the 12 -square mile North Meridian Planning Area at 2020. ACRD should make future improvements on this roadway based on the recommendations of the North Meridian Area Traffic Study. According to the North Meridian Area Traffic Study Chinden Boulevard requires a 5 -lane section for the study area by the build out year 2020. McMillan Road is forecasted with a 5 -lane section for the study area by the build out year 2020. ADDITIONAL SCHOOL SITE TRAFFIC ANALYSIS School Bus Plan The site plan allows busses to enter the school site at the mid -block approach. From the mid -block site access approach the bus is directed around the back of the school and will be allowed to exit at the southern approach. The roadway to the north, east, and south of the structures will alleviate congestion at the northern approach. Busses are the only vehicles allowed access to the roadway east of the north parking lots and this roadway must be signed accordingly. Need for Flashing Beacon Based on ACHD Procedure for School Crossing Improvements the determination for a pedestrian stop control signal, school zone flashers and in -pavement flashers were analyzed. Under the 2007 build out RURAL conditions, and assuming that a signal will be installed at the intersection of Linder Road and McMillan Road by the year 2007 it was determined that there is NO need to place a school zone flashers. Further investigation should be conducted to justify the need of school zone flashers once the school is built. According to the 2007 build out condition and assuming that a signal will be installed at the intersection of Linder Road and McMillan Road, in -pavement flashers and a pedestrian stop control signal are NOT warranted. Further investigation should be conducted to justify the need of in -pavement flashers as well as a pedestrian stop control signal once the school is built. If Linder Road and McMillan Road have the speed limit dropped from 50 mph to 35 mph the intersection would fall under the URBAN application for signalization. Based on this assumption a signal at the Linder Road and McMillan Road intersection is warranted. This URBAN application does not warrant Washington Group International Paramount School TIS - Finat.18 doc Integrated Engineering. Construction, and Management Solutions Paramount High School the need for in -pavement flashers, school zone flashers, and a pedestrian stop control signal. Again, further investigation should be conducted to justify the need of in -pavement flashers as well as a pedestrian stop control signal once the school is built. Required Striping and Signing Modifications Signing to clarify that only busses are permitted along the roadway east of the parking lot must be placed to ensure that all other vehicles do not utilize the roadway. Typical signage should be 39'X X' (R5-1). The north, mid -block, and south site access approaches warrant left turn bays and right turn bays. A striping plan for left turn bays and right turn bays at both approaches should comply with the ACHD Development Policy Manual. ADDITIONAL SCHOOL SITE ROADWAY ANALYSIS Barriers Between Highways and School Linder Road has three full access points. According to the site plan submitted by the developer a raised concrete sidewalk will be installed along Linder Road. Highway 20/26 is approximately 1/2 mile north of the northern site access. Due to the large distance separation between the northern approach school site access and the highway there no need to add any type of barrier system between Highway 20/26 and Paramount High School. Speed on Adjacent Highway The current speed limit on McMillan Road is 50 mph east and west of Linder Road. An additional analysis was conducted for signalization and school crossing improvements based on an assumed reduction in speed along McMillan to 35 mph. The current speed limit on Linder Road is 50 mph north of McMillan Road and 35 mph south of McMillan Road. An additional analysis was conducted for signalization and school crossing improvements based on an assumed reduction in speed along Linder Road north of McMillan Road to 35 mph. The current speed limit on Highway 20/26 is 55 mph. Highway 20/26 is approximately y2 of a mile north of the northern approach access. SCHOOL SITE ACCESS MANAGEMENT Access Safety The following is a summarized list that clarifies the implementation the developer will use to maintain safe access to the development: • Limited access points to Linder Road and McMillan Road; 19 G Washington Group International Paramount School TIS - rmai.d c Integrated Engineering, Construction, and Management Solutions 9 0 Paramount High School • Anticipated signal installation at Linder/McMillan Road (rural & urban application); • Anticipated signal installation at the Linder/Paramount Drive intersection (rural application); • No thru traffic at site; • One street connection to the existing Paramount Drive stub street; • Adequate capacity at access points and adjacent streets; • Bus access lane on property; • Concrete sidewalks abut project site; • Off-street parking; • Off-street loading and drop-off zone. Pedestrian Plan Currently Highway 20!26, Wx a mile north of the northern approach access, has no crosswalks. A crosswalk plan should be implemented at the Chinden Boulevard/Linder Road intersection before the school is developed. According to the build out traffic demand on the intersection of Linder Road and McMillan Road a signal is warranted based on RURAL and URBAN conditions. Assuming that signal ization of the Linder Road and McMillan Road intersection occurs a crosswalk plan would be implemented that would allow pedestrians to cross all four legs of the intersection. According to the Paramount High School site plan a concrete sidewalk will be installed along the east side of Linder Road from the southern access point to the north access point. Crossing Guard Plan According to the Build -Out RURAL and URBAN condition a signal at the intersection of Linder Road and McMillan Road will be installed. Implementation of a signal at the intersection of Linder Road and McMillan Road will include crosswalks along all four legs of the intersection. The proposed school will serve ] 0`I' — 12`I' grade students and it is assumed that crossing guards should not be necessary for high school students. Access Control on Adjacent Highways Based on the existing rural conditions a signal is warranted in the build out year. Implementation of a signal at the intersection of Linder Road and McMillan Road will enhance the access control on both Linder Road and McMillan Road. According to the HCS analysis conducted, all access points located along Linder Road will have adequate capacity if the proposed mitigation measures are implemented. Additional analysis should be conducted once the school is built. ADDITIONAL SCHOOL SITE INFORMATION Any information not specifically outlined in the school site checklist based on Idaho Code 67-6519(3) can be found in other sections of the Paramount High School Traffic Impact Study. Washington Group International Paramount School TIS - Final 20 d c Integrated Engineering, Construction, and Management Solutions • 0 Paramount High School CONCLUSIONS The proposed Paramount High School is a school development located on the north side of McMillan Road east of Linder Road in Meridian, Idaho. The project is expected to serve 1000 students and has numerous recreational areas. The following are the principle conclusions of the traffic analysis for the Paramount High School: 1) The proposed school development is projected to generate an average daily traffic (ADT) of 3,078 vehicles of which the a.m. peak hour school traffic is 738 vehicles per hour. The p.m. peak hour school traffic is 504 vehicles per hour. For purposes of this analysis, all trip calculations for this study were based on the generator (Paramount High School), not the adjacent street traffic. 2) As a result of the site build -out, traffic on the vicinity roadways is expected to increase. Traffic on Linder Road may increase by 3,078 trips north of McMillan Road, 923 trips per day south of McMillan Road, and 154 trips per day north of Chinden Boulevard. Traffic on McMillan Road may increase by 462 trips per day east of Linder Road and 770 trips per day west of Linder Road. Traffic on Chinden Boulevard (US 20/26) may increase by 246 trips per day east of Linder Road and 462 trips per day west of Linder Road. 3) The intersection of Linder Road and Paramount Drive currently is controlled by a two-way STOP. The Linder Road and Paramount Drive intersection currently operates under capacity at Level of Service (LOS) B with the existing traffic volumes. For the background Year 2007 condition (e.g. regional growth), the intersection is predicted to operate at LOS C in the a.m. peak hour and LOS B in the p.m. peak hour. Under the current traffic volumes, a signal is not warranted at the intersection of Linder Road and Paramount Drive. intersection improvements are warranted for the build out condition based on the existing rural conditions. A signalized intersection is warranted based on the a.m. Build -Out peak hour RURAL condition. ACHD has identified this intersection for signalization. In addition, a left turn bay and right turn bay are required based on ACHD's nomographs for the Linder Road and Paramount Drive site approach intersection. Assuming the speed limit would be dropped from 50 mph to 35 mph as development occurs in this area the signal warrant classification would change for the Linder Road and Paramount Drive intersection. A speed limit reduction to 35 mph would change the warrant classification from a rural application to an urban application. A signalized intersection is not warranted based on either the a.m. or p.m. build out peak hour URBAN condition. However, ACHD has identified this intersection for signalization. 4) The intersection of Linder Road and McMillan Road does not warrant a signal under the current traffic volumes. Intersection improvements are warranted for the background and build -out condition based on the existing rural conditions. A signalized intersection is warranted based on the a.m. and p.m. build out peak hour RURAL condition. Signalization is warranted due to the large amount of minor street (McMillan Road) traffic. The planned site will add approximately 31% of the total traffic in the 2007 a.m. peak Build - Out condition. Approximately 17% of the total traffic in the 2007 p.m. peak will be from the proposed development. Assuming the speed limit would be dropped from 50 mph to 35 mph as development occurs in this area the signal warrant classification would change. A speed limit reduction to 35 mph would change the warrant classification from a rural application to an urban application. A crosswalk plan should be implemented at the Chinden Boulevard/Linder Road intersection before the school is developed. 6) The mid -block site approach intersection with Linder Road is predicted to operate well "under capacity" at LOS B throughout the development period for the a.m. and p.m. peak hour of the school. A left turn bay and right turn bay are required based on ACHD's nomographs for the mid -block site approach intersection. 7) The southern site approach intersection with Linder Road is predicted to operate well "under capacity" at LOS B throughout the development period for the a.m. and p.m. peak hour of the school. A left turn bay and right turn bay are required based on ACHD's nomographs for the southern site approach intersection. 8) The forecast daily build out volumes for all of the roadways in the vicinity of the project are lower than COMPASS' development thresholds. The area's roadways do not require any capacity improvements under build out conditions. The following are transportation -related improvements needed to accommodate the traffic volumes generated by the Paramount High School development: Based on the a.m. peak hour build out, the p.m. peak hour Background and the p.m. peak hour build out volume a signal is warranted at the intersection of Linder Road and McMillan Road for the RURAL condition. The planned site will add approximately 31 % of the total traffic in the 2007 a.m. peak build out condition. Approximately 17% of the total traffic in the 2007 p.m. peak will be from the proposed development. If the URBAN condition is utilized for the site build out a signal is also warranted at the intersection of Linder Road and McMillan Road. 2. A southbound left -tura bay is warranted at the Linder Road and Paramount Drive approach intersection. Based on the HCS analysis, the predicted 95% vehicle queue length averages less than one vehicle; ACHD's minimum storage length should be adequate. A northbound right -turn bay is warranted at the Paramount Drive and Linder Road intersection. Based on the HCS analysis, the predicted 95% vehicle queue length averages less than one vehicle; ACHD's minimum storage length should be adequate. 3. A southbound left -turn bay. is warranted at the mid -block site approach intersection with Linder Road. Based on the HCS analysis, the predicted 95% vehicle queue length averages less than one vehicle; ACHD's minimum storage length should be adequate. A northbound right -turn bay is warranted at the mid -block site approach intersection with Linder Road. Based on the HCS analysis, the predicted 95% vehicle queue length averages less than one vehicle; ACHD's minimum storage length should be adequate. 4. A southbound left -turn bay is warranted at the southern site approach intersection with Linder Road. Based on the HCS analysis, the predicted 95% vehicle queue length averages less than one vehicle; ACHD's minimum storage length should be adequate.
