Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per
the approved specifications and in accordance with MCC 12-13-8 and MCC 9-1-28.
Curbing: Per MCC 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other
vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices.
Curbing may be cut to allow for storm water runoff.

Parking: There are no on-site parking stalls proposed. Parking for the employees of the transfer
station shall be within the existing parking lot of the administration building and not within the
boundaries of the current development. The project engineer/architect shall certify that the number

and size of handicap -accessible spaces conforms to the Americans with Disabilities Act (ADA). The I ,
applicant shall be responsible for meeting the requirements of ACRD and ITD as they pertain to this
development.
Sidewalks: All required sidewalks shall be constructed in accordance with MCC, 12-5-2.K.
Drainage: Storm water drainage swales shall not have a.slope, steeper than 3:1, shall be fully
vegetated, and shall be designed in compliance with the MCC.

Noise: All operations shall comply with MCC 6-3-6 and shall not create a public disturbance.

shall be submitted to the City of Meridian Planning and Zoning stafffor approval prior to the issuance
of a building permit.
Certificate of `Occupancy: All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by providing,
surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the
remaining improvements. A bid must accompany any request for Temporary Occupancy.
Plan Modifications: The approved Site and Landscape Plans are not to be altered without prior
written approval of the Planning and Zoning Department. No significant field changes to the site or
landscape plans are permitted; prior written approval of all change is required.

This is a staff level approval of MCZC-05-054. The applicant is proposing to construct a solid
waste transfer station located at 2170 W Franklin Road. The applicant is proposing two gated
access points on Ward Lane, (a private lane), located on the east property line. The District does
not have jurisdiction on private lanes. The applicant has frontage on Franklin Road which is a
public road and under the jurisdiction of the District. There are no new access points to Franklin
Road proposed and none are approved with this application.
Franklin Road is classified as a Minor Arterial roadway with 2 traffic lanes and 60 -feet of existing
right-of-way (30 -feet from centerline) abutting the site. Franklin Road is identified in the District
Five Year Work Program to be improved to 5 lanes with curb, gutter, sidewalk and bike lanes in
the year 2010.
❖ District policy requires 96 -feet of right-of-way (48 -feet from centerline) on arterial
roadways (Figure 72-F1 B). This right-of-way allows for the construction of a 5 -lane
roadway with curb, gutter, 5 -foot concrete detached sidewalks and bike lanes.
❖ District policy requires 7 -foot wide attached (or 5 -foot detached) concrete sidewalk on all
collector roadways and arterial roadways (7204.7.2).
Applicant's Requirements:
1. Dedicate 48 -feet of right-of-way from the centerline of Franklin Road abutting the parcel
by means of a warranty deed. The right-of-way purchase and sale agreement and deed
must be completed and signed by the applicant prior to scheduling the final plat for
signature by the ACHD Commission or prior to issuance of a building permit (or other
required permits), whichever occurs first. Allow up to 30 business days to process the
right-of-way dedication after receipt of all requested material. The owner will be paid the
fair market value of the right-of-way dedicated which is an addition to existing ACHD right-
of-way if the owner submits a letter of application to the impact fee administrator prior to
breaking ground, in accordance with the ACHD Ordinance in effect at that time (currently
Ordinance #200), if funds are available.
2. Construct a 5 -foot detached concrete sidewalk located a minimum of 41 -feet from the
centerline of Franklin Road abutting the site. Any portion of the sidewalk that would

meander out of the right-of-way to avoid the existing pop poles will need to be within an
easement to ACHD.
You will need to submit final plans to the ACHD Development Review Department
prior to -receiving final approval.
A traffic impact fee will be assessed by ACHD and will be due prior to the issuance
of a building permit. Contact ACHD Planning & Development Services at 387-6170
for information regarding impact fees.

CZC Landscape Plan Requirements

Plan Size & Scaler The landscape plan must have a scale no smaller than 1"=50' (1"=20' is preferred) and be on a
standard drawing sheet, not to exceed 36"x48" (24"06" is preferred). A plan which cannot be drawn in its entirety
on a single sheet must be drawn with appropriate match lines on two or more sheets.

Landscape Plan Preparation: Preparing a landscape plan requires special skills. Landscaping involves more than
a simple arrangement of plants with irrigation; plants are not haphazardly placed in a way that fills up leftover
space. Landscape plans should be artfully and technically organized in a way that conveys coherence, design, and
organization. The landscaping should enhance the physical environment as well as the project's aesthetic character.
Also, requiring plans prepared by a landscape professional minimizes the likelihood of trees dying or interfering
t with other adjacent site features. Therefore, all landscape plans shall be prepared by a landscape designer, or
qualified nurseryman.

I was horrified when I read the article about the tr msfer station intended to be btu on Franklin
Road, by Sanitary Services Company, in Meridian.
I am familiar with trash transfer stations, for over`16 years I have sold heavy equipment to
landfills including compactors, graders, dozers & loaders. Most recently I have been employed for 5
years selling trash transfer semi -trailers to trash hauling contractors.
Before any approval is granted for the transfer station to be built in the heart of a prime
hotising area of Meridian I urge that you require a first hand visit, by approving authorities, to a large
transfer station. From my own experience I know that you; or they will witness air so full of flying
particulates and hazardous,dust that you'll want a inspirator and goggles. You'll notice an
unacceptable odor, a volume of flies equal to what you would we at a large dairy in the month of
August, and truck traffic and noise requiring you to yell at each other to communicate.. The whole
scene resembles a giant construction site where a large building is being demolished!
The area in question is in the middle of an area where traffic is already a major issue, If a large,
state of the art transfec`station is built in this spot it will be utilized by other local trash haulers for the
convenience and'profitability.-The newspaper article stated 4he-cur ttrash velume-ef 57,500 terns of
trash hauled by SSC for the 2004 year. At today's rate of growth the roads will become more clogged
by traffic, 65,000 tons of trash equates to 2,600 semi -truck loads of compacted trash and
approximately 6,000 loads entering the station from curb collectiob trucks, for a total of 17,200
vehicle passes of various trucks, on already overloaded, two lane Franklin•Road and surrounding two
lane tragic arteries. (There are numerous, suitable vacant sights off four 1 tue Meridian Road,)
The homeowners surrounding the immediate area will suffer catastrophic loss of property
value. Quality of life within'miles will be downgraded by dust, odor, insect infestation and slow &
noisy truck traffic. This plant should not be approved without an extgwive environmental impact
study, it just does not make sensel I would be.pleased to offer my time to discuss this letter with
anyone interested.

Dear Mr. McGown:
I am writing in regards to the above referenced project proposed to be built on a fourteen
(14) acre parcel owned by the Sanitary Services Co ("SSC") and located at 2130 W.
Franklin Road, Meridian, Idaho. The parcel is zoned I -L under the city of Meridian
Zoning Code and is an allowed use as recognized under the city of Meridian
Comprehensive Plan. I am a neighboring residential property owner who lives in the
k Morni% Glory Subdivision located to the immediate north of the proposed solid waste
transfer facility.
I wish io won record as being in favor of the proposed solid waXotransfer facility. I
hope that SSC will continue to improve its recycling services that are available to the
residents of Meridian. The proposed transfer facility should be customer friendly (easy
ingresslegress) to those residents (like tnyselt) who choose to recycle various household
items. As a growing community Meridian needs improved solid waste processing
facilities and services.
Ai a neighbor of the proposed transfer facility I have some specific concerns that I
hope your agency, and the Central District Health Department,' will take into
consideration as you move forward with the agency review process. _
1.) Sgod impacts to surrounding residential areas. I did not see any information
in the SSC Solid Waste Transfer Station Application to the DEQ about sound
mitigation measures. The applicant should be required'to mitigate for noise ;
impacts generated as a result of the solid waste compaction process.

2.) ming and Screening of5olid Waste Site. The site plan indicates the
presence of some trees on the east side of the subject property. The applicant
should be required to screen the north side of the property parallel to the
railroad tracks with fencing and screening with mature trees. The Applicant
r has indicated that there will be a screen between the transfer station and the
canal in'order to mitigate litter getting into the canal. The applicant should
also screen the north side of the property to prevent litter from blowing into
the surrounding residential neighborhood.
3.) OdM. The application states that 160 tons (320,000 lbs) of solid waste will
be received at the SSC facility on a daily basis. What mitigation measures
from potential odors generated from this much solid waste accumulated on a
daily basis will be put into place? The applicant should be required to
mitigate odors generated at the site to the maximum extent possible.
4.) Soils Analysis. Are soil conditions adequate to support the construction of a
solid waste transfer facility at the proposed site location? The application did
not mention adcgwg of soils. The applicant should be required to prepare a
soil analysis.
5.) Tragic Analysis. The applicant should be required to have a trip generation
analysis prepared by the Ada County Highway District as part of this review.
I understand that DEQ and Central District Health do not regulate traffic,
however, traffic impacts on Franklin Road will increase for local residential as
well as commuter traffic on Franklin Road. Traffic impacts should be
considered as part of the overall impacts of the proposed solid waste transfer
facility.
The five concerns expressed above are lenlstent with the City ofMenchan
Compr9ehensive Plan, Goal IV, which states in pertinent part,

Dear Commissioners:
Sanitary Services (SSC) has been considering construction of a transfer station in
Meridian and we are currently in the final stages of evaluating its construction. The
transfer station configuration we are considering utilizes a solid waste compactor unit.
The purpose of the compactor is to maximize the density of the waste that is transferred,
thereby reducing the number of truck trips to the landfill and, because Ada County
charges by volume, the overall cost of disposal. One of the last items that we need to
determine is how the County will assess tipping fees for the transfer trailers that come
from the station. The purpose of this letter is to present our ideas on this issue and to
begin work toward an understanding between SSC and Ada County regarding this issue.
First, it may be helpful to describe how the transfer station will operate. Waste will be
delivered to the station and dumped on the floor of the building where it will be pushed
into a compaction chamber situated below the level of the tipping floor. The waste will
then be compacted into a bale until it reaches the weight and length parameters set for the
compactor. Once it is the proper size and weight the bale is extruded into the back of the
transfer trailer. (The final configuration of the trailers has not been selected at this time
but they will be between 45 and 53 feet long with walking floors and either closed top or
open top with a tarp.) When the bale comes out of the compaction chamber it expands to
some extent. Two bales will be pushed into the transfer trailer and then the trailer will
travel to the landfill for disposal. The waste volume in each trailer should be relatively

consistent but will vary slightly due to varying compaction pressure, load moisture, and
type of waste. u
Since every load will vary slightly from the next we would propose to establish an
average expansion factor for the loads so that when the trailer arrives at the landfill gate
the driver will be able to tell the cashier the estimated volume of the waste in the trailer.
To determine what an average expansion factor might be, SSC staff traveled to the Sheep
Creek Transfer Station in San Bernardino County, California from February 21 — 23 to
measure waste loads coming from an identical waste compactor. The Sheep Creek
compactor unit recorded the total length of the bales in the compaction chamber and then
the "expanded" loads were measured in the trailers. The expansion of the bales ranged
from 2.5% to 16.1% with and an average expansion of 10% which is consistent with data
provided by the manufacturer's representative. Given this information, we would like to
establish that the loads will expand an average of 10% in the trailer. We anticipate that
we will be hauling 30 to 32 ton loads to the landfill (actual amounts that can be carried ,
legally depend upon the size of trailers purchased) which would measure approximately
33 to 35.2 feet long in the trailer. These loads will be 60 to 65 cubic yards in size and
would be charged $360 to $390 per trailer (assuming the new tipping fee of $6 per
compacted cubic yard.) The density of the waste in the trailer will be consistent
(approximately 800 to 1,000 lbs/cubic yard) with other waste loads being delivered to the
landfill via compactor type garbage trucks. Once truck and trailer combinations are
established we would fix the maximum allowable weights for the trailers and set the
tipping fee based upon the average load size anticipated for the trailer.
We know that having a transfer station in Meridian will benefit SSC and the City of
Meridian but it provides benefits to the County as well. The transfer station will reduce
traffic to the landfill. Estimated trips for SSC trucks alone will fall from an estimate of
8,000 annually to 3,500. Traffic, road damage, air pollution, and roadside litter on the
route to the landfill will also be reduced. The new transfer station will allow us to offer
an additional location for household hazardous waste collection and greater diversion of
some waste streams thereby increasing the life of the current landfill cell. All of these
benefits are consistent with the public comments received during the landfill expansion
evaluation that was completed last year.
With this letter we are seeking the Board's concurrence regarding this method of
charging for the waste entering the landfill from our new station. We look forward to the
County's response to these issues and would like to discuss them further with the board
as soon as possible.

friction collar on a lateral line or circuit, as necessary for proper
coverage and discharge rate.
3.10 FLUSHING
A. Flush supply lines and laterals as follows:
L Before installation of valves and fittings.
2. Reflush after installation of valves and fittings.
3.11 TESTING AND INSPECTION
A. Do not perform hydrostatic pressure test on solvent welded pipeline and pipe
joints for at least 48 hours after installation of zone to be tested.
