(Ted) Thomas. 2 am a homeowner residing at 3820 East Overland Road, Meridian, Idaho 83692, also known as Lot 4, Block 2, Jewel Subdivision, Sec 16, T3N, R1E, Boise Meridian. I regret that I cannot attend the Meeting on Wednesday, November 5th, 2003, regarding the application for a Conditional Use Permit by Sundance Investments for a Planned Development in a proposed C-G zone for proposed Silverstone Business Campus, generally located in the southeast corner of East Overland Road and South Eagle Road. A family member is ill, and must get treatment not available here in Idaho. I will therefore be in Portland, Oregon the evening of the meeting, as treatment is scheduled for that day. Please accept the enclosed RTF attachment in my absence, and give it the same consideration you would give me if I were there in person. I apologize for the relatively short notice, but illness knows no schedule. I will also deliver a copy by hand, in person, to the Meridian City Clerk, at the earliest possible opportunity. I regret that I cannot be here in person. A family health emergency has made it necessary to travel to Portland, Oregon on short notice, to get needed treatment unavailable in Idaho. Please accept this written statement in my stead. I would be here in person if it were possible My neighbors and I oppose this unwarranted and unnecessary approach, both on grounds of traffic safety, and because of the expected negative impact on property values and quality of life. This position has not changed. However, ACHD staff has told me that the approach will now be designated "No-Left-Turn" with raised barriers to prevent left turns into, or out of, the approach Also, the road is to be widened immediately as part of the project. I still have grave reservations about the wisdom of an mmecessary approach on a major arterial. However, if ACRD keeps their word, and the "No-Left-Toro" status is enforced with appropriate signing AND raised barriers preventing left-tom entry to, or left-tom exit from, the approach, and the road widening is completed before the approach is ever used, I am willing to withdraw objections based solely on safety concerns. This does not affect my position on the severe negative impact on propcriy values and quality of life [hat this approach, the road widening, and the development itself wi~l cause. My neighbors and I are only now beginning [o understand the impact this development will have on our lives. To be sure, the development is a huge positive for the City of Meridian. Jobs, commerce and senst~le use of Rro~erry ~ important considerations, apd the development is not a bad thing in and of itself. It's just tao bad that families ahrar~y ilr~g ii4;thp area will suffer so much as a result. I would lrke to request that approval of this cor~~~ use ~,pnit be contingent on immediate widening of the road, and that the center approach, located across itlu,y'4teC~ fi{om my house, be desigated "Na-Left-Turn" with appropriate signing and raised barriers to prevent IeR turns into; or out of, the approach Since ACHD has already stated that that is then intention, it should not be a serious prob~~{Q.
