There were some concerns, i. e., no pressure irrigation calculations were sent with the phase two plans to show how this addition will effect operation of the pressure system. There were also no details of the detention pond and no calculations for the storm water run-off of phase two sent with the construction plans. The calculations for phase one show three different drainage areas but do not show where they are actually located. Therefore, it is unclear how phase two will be handled in the calculations. The pond detail shows an additional outlet to the pond in future construction but nothing is shown on the phase two p/ans so it is not known what wi// actual/y take p/ace. I think that what I would like to see from staff and from the Council standpoint is and it can be accomplished if there is going to be five different plans for this subdivision then we design review the five elevations for those plans and the placement on the plat of those plans. If it is something that each one is going to be individually built and sold as a unit then, and each might be designed slightly different we take a look at the front elevations, it meets the other conditions of the staff with respect to setbacks and all of those kinds of things then that is all there is to it in this case. It is not a in my mind it is not an extensive design review that you. can see done sometimes this is an elevation design review and that is it. Rountree: Mr. Mayor, 1 would add one other point in this particular instance it would include the usability of space or amenities in the facility. The open space for the enjoyment of the residents as well as how well the storm water detention pond functions. I think those are critical portions of this particular development. ITEM #3: PRELIMINARY PLAT FOR THE LAKE AT CHERRY LANE NO. 7 BY STEINER DEVELOPMENT; TABLED JANUARY 21, 1997: Morrow. Mr. Mayor, point of order did we vote on the last motion? Corrie: I think we-did. This is a continuation of a preliminary plat you have approved of Whitestone Estates Subdivision. This is our second phase, 37 lots on 10.62 acres. I did receive the staff comments, read them and responded to the City with a let#er accepting the general comments and the site specific comments. The two issues on the site specific comments, issue 5 and 6 I have not had a confirmation from staff that I did interprefi their comments correctly. However we will work that out, if we need to do that before this is approved, fine. If we don't we can do it with staff and consultant level. Do you have any other questions? Any existing irrigation/drainage ditches crossing the property to be included in this project, shall be tiled per City Ordinance 11-9-605.M. Plans will need to be approved by the appropriate imgation/drainage district, or lateral users association, with written confirmation of said approval submitted to the Public Works Department. 2. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance Section 5-7-517. Wells may be used for non-domestic purposes such as landscape irrigation. 3. Determine the seasonal high groundwater elevation, and submit a profile of the subsurface soil conditions, as prepared by a soil scientist, prior to receiving development plan approval by the Public Works Department. 4. Developer has provided a statement indicating the pressurized irrigation system in this development is to be owned and maintained by the Nampa & Meridian Irrigation District. 5. Submit letter from Nampa & Meridian Irrigation District for subdivision and pressurized irrigation design approval. We also find that this subdivision is located in census tract 103.12 and in the attendance zone for Linder Elementary School, Meridian Middle School and Meridian High School. Using the above information we can predict that these homes, when completed, will house 5 elementary aged children, 5 middle school aged children, and 4 senior high aged students. At the present time Linder Elementary is at 154°s of capacity. The Meridian School District will grant approval of this development, however this subdivision will cause increased overcrowding in all three schools. There is little opportunity to shift attendance boundaries since the surrounding schools are also well over capacity. The cost per student for newly constructed schools, excluding site purchase price and offsite improvements, exceeds $5,000 per elementary student and $10,000 per middle or high school student. We are in a difficult position and need your help in dealing with the impact of growth on schools.
