STAPLETON SUBDIVISION
Rezone
Project Background. Stapleton Subdivision is proposed for property that was previously
submitted and rezoned to C-N under File No. AZ-02-025. We are requesting a rezone to
R-8. The previous owner /applicant had requested R-2, but was not granted the request because
of language in the Comprehensive Plan relating to the Mixed Use -Waste Water Treatment Plat
area. At that time, the City encouraged any future applicant to submit a text amendment to allow
residential. This application is a companion to the aforementioned Comprehensive Plan text
amendment.
5. Characteristics which make a zoning amendment desirable.
The 6.39-acre site located at 3680 W. Ustick Road, about''/a mile west of Ten Mile Road, is
currently within Meridian City limits, and has been zoned C-N. The project lies within the
Mixed Use -Waste Water Treatment Plant area, as designated on the Comprehensive Plan.
There are existing single family residential subdivisions to the south. A rezone to R-8 is
requested.
6. Necessity and desirability of development pertaining to the zoning amendment and
harmony with adjacent development.
Stapleton will provide a lifestyle choice to current and future residents of Meridian. The
units are detached, single-family residences, and includes usable open space.
7. How does the proposed zoning amendment relates to the City of Meridian
Comprehensive Plan.
Stapleton Subdivision complies with the 2002 Comprehensive Plan's residential land use
map, goals, objectives and actions:
Goal I, Objective C, Action 4: Require new residential development to meet
development standards regarding landscaping, signage,
fences and walls, etc.
Goal II, Objective A, Action 4: Designate land areas for variety of use (high density,
low density, residential, commercial, industrial, etc.) by
adopting the Future Land Use Map.
Goal III, Objective A, Action 1: Require that development projects have planned for the
provision of all public services.
Goal IV, Objective C, Action 1: Protect existing residential properties from
incompatible land use development on adjacent parcels.

Goal IV, Objective C, Action 3: Require usable open space to be incorporated into new
residential subdivision plats.
Goal IV, Objective C, Action 6: Require pedestrian access in all new development to
link subdivisions together and promote neighborhood
connectivity.
Goal IV, Objective C, Action 9: Adopt land use designations which will allow for
housing opportunities for all income levels.
Goal IV, Objective C, Action 10: Support a variety of residential categories (low-,
medium-, and high-density single family, multi-family,
townhouses, duplexes, apartments, condominiums, etc.)
for the purpose of providing the City with a range of
affordable housing opportunities.
Goal IV, Objective D, Action 5: Require appropriate landscape and buffers along
transportation corridor (setback, vegetation, low walls,
berms, etc.).
Goal V, Objective A, Action 4: Provide for a wide variety of housing types (single-
family, modular, mobile homes and multi-family
arrangements) and choices between ownership and
rental dwelling units for all income groups in a variety
of locations suitable for residential development.
Goal V, Objective C, Action 1: Require common area for all subdivision
Stapleton Subdivision is in conflict with one of the 2002 Comprehensive Plan's goals,
objectives and actions:
Chapter VII, C.1, Mixed-Use WWTP, 3rd Bullet Point, on page 98: No new
residential uses will be permitted (existing residential will be allowed to remain and expand
accessory structures)
Proposed Remedy: A Comprehensive Plan Text Amendment accompanies
this application. The amendment proposes to modify
the language by stating that:
New residential uses may be uermitted and will require
a Conditional Use Permit
