I talked with Ryan Russell of Idaho Sand and my neighbors. The biggest issue is 24-7 operations. In order to
balance needs and concerns we recommend something like:
1) No 24-7 operations without planning staff approval and coordination with affected neighbors in Aspen
Cove and Val Vista subdivisions; or
2) 24-7 operations may be approved at the staff level for a defined period, when the staff have determined
that the timing and mitigations proposed by the operator are effective.

Sonya,
First, the Val Vista homeowners (and I am sure Aspen Cove) appreciate your efforts and sensitivity in
balancing the developers desires and community impacts. We also want to thank Jason Densmer for a
copy of their response to the Meridian staff's approval conditions.
We understand Idaho Sand's goals and concerns. As a community we need to utilize local resources
(like gravel) from all our available sources, effectively reducing impacts to community infrastructure,
maximizing revenues, minimizing construction costs and reducing truck haul related hazards. The Val
Vista owners support the mass grading and aggregate removal and also want to thank Idaho Sand for
installing backup lights instead of beepers.
That said, the Val Vista owners (adjacent to the project) have expressed their concern about time and
length of disruptions to the normal use and enjoyment of their property.
We recommend Meridian City retain the 8AM -5PM work schedule and the 18 month project work
period.
Our comments are based on the following:
1) The house along Aspen Cove and Val Vista subdivisions are relatively close to the property
line. Prior operations have shown that equipment activity typically begins on the site an hour
before any approved operations. Operations along the south side of the project, for Aspen Cove
and Val Vista are equivalent to having the equipment working two or three lots away from
houses in a residential neighborhood. The result is that diesel engine noise reverberates off the
houses and equipment operations shake the ground and really preventing a quite evening or a
backyard barbeque. We believe the most reasonable balance is Meridian's proposed operations
hours.
2) The developer has indicated that only a small percentage of the property remains for the
rima gravel extraction area. Regardless of demand, the stripping, regrading, crushing, and
stockpiling should be completed as soon and a quickly as possible. The result is that a longer
operations period only extends the years during which the property is subject significant dust
problems and lack of a vegetative cover. We believe the most reasonable alternative is approval
of an 18 month operations period as proposed by Meridian planning staff, get in and get it done.
Finally, this plan provides the opportunity for the developer to work as fast as possible from south to
north for the full width of the project and demonstrate a good effort to meet the approval requirements.
