Dear Ms. Waters:
The Community Planning Association of Southwest Idaho (COMPASS)
has received the transmittal of the development agreement
modification (MDA 10-010) and variance (VAR 10-002) for the
proposed Scentsy campus. The project is in the previously approved
Pinebridge Subdivision and is bounded by Pine Avenue, Eagle
Road/Idaho 55, Commercial Street, and Hickory Avenue. The site area
is approximately 35 acres.
Site Conditions and Forecasts
The 2015 Federal Functional Classification Map indicates Eagle
Road/Idaho 55 is a principal arterial and Pine Avenue is a minor
arterial. The 2035 Update to the Planning Functional Classification Map
indicates Eagle Road/Idaho 55 is a principal arterial and Pine Avenue
is a minor arterial, and Hickory Avenue is a collector. Commercial
Street west of Hickory Avenue is also shown as a collector. These
maps and explanation of each is available on the COMPASS website at
http://www.compassidaha.org/prodserv/func-maps.htm.
The site is located in Traffic Analysis Zone (TAZ) 952; the
demographics in the TAZ are summarized in Table 1 below. The 2035
demographic forecast includes 1,200 new jobs.

The proposed development is bordered by the following:
• Eagle Road/Idaho 55: a state highway and principal arterial
projected to carry over 57,000 vehicles per day north of Pine
Avenue and near 75,000 south of Franklin Road by 2035.
• Pine Avenue: minor arterial projected to carry between 37,000
and 32,000 vehicles per day.
Pine Avenue and Commercial Street are approximately 850 feet apart. Therefore, the
requested right-in/right-out (RIRO) would be approximately 425 feet south of Pine
Avenue - afull-access intersection--and the same distance north of Commercial also
providing direct access onto Eagle Road. Given the current volume of traffic on Eagle
Road - a state highway accessing the busiest interchange in the state -each
additional access should be carefully considered.
Access Management
The RIRO driveway to Eagle Road illustrated in the application materials has several
good features, all described in the Access Management Toolkit and Transportation
Research Board (TRB) Access Management Manual'.
• Situated half-way between Pine Avenue and Commercial Street
• Deceleration lane for vehicles leaving traffic on Eagle Road
• Along and unbroken driveway throat
• Islands to restrict/prevent left turn movements
However, there are concerns with the proposed RIRO access to Eagle Road,
especially when multiple other access points are available. The application materials
indicate there may be seven additional driveways on other streets, and extensive
truck access via Commercial Street to the proposed industrial/distribution facility.
Approvals of additional access points where multiple accesses exist can set a
precedent.
There are two other issues of concern with the proposed driveway. The posted speed
limit on Eagle Road is 50 miles per hour and a deceleration lane is included as a
condition required by Idaho Transportation Department (ITD). In similar
circumstances an acceleration lane would often be part of the solution to increase
safety for drivers merging into traffic at such high speeds.
The proposed access to Eagle Road also appears to be very close to a large variable
message sign that spans the roadway. The relationship of the sign to the potential
driveway location is not addressed in any of the materials received. It should be
discussed as part of any future analysis or consideration of the driveway. Messages
on the sign may cause some distraction from traffic entering or exiting the road from
a driveway, and the support beams for the sign may interfere with a driver's line of
sight when exiting the property.
Public Transportation
Valley Regional Transit (VRT) has plans for express and primary bus service along
Eagle Road. Express service will be limited to stop service every 15 - 30 minutes
peak and 30 -60 minutes mid-day. This service will begin at the north end at
Highway 44 and continue south to I-84. The primary bus service will be 15 -30
minute peak and 30 -60 minute mid-day with frequent stops. This service is planned
to start at Chinden Boulevard and run south to Franklin Road. Meridian has also
requested VRT to consider local bus service along Pine Avenue.

A few considerations will help Scentsy employees access to this future service. The
closer the building is to Eagle Road, the shorter the walk to a future bus stop. This
would eliminate employees having to walk through large parking lots. Sidewalks
along Eagle Road and Pine Avenue, and a 5 ft. by 8 ft. paved landing connecting to
the curb and the sidewalk would give VRT an ADA compliant location for a bus stop.
The current design of the right only in turn lane would not allow the bus to stop at
the development entrance because it cannot get back onto Eagle Road without going
through the parking lot. The bus would stop between the entrance and Commercial
Court, or at the intersection of Eagle Road and Commercial Court. VRT's planned
service will be implemented when funding becomes available. No specific date or
time Frame has been established.

The applicant has a permit from ITD for the requested RI-RO driveway (Permit 3-11-097). If
the City needs a copy, we will be happy to provide one. (I believe the applicant informed us
they would provide a copy of the ITD permit with their application to the City.) Permit 3-11-097
is a reissue of an earlier permit issued to DMB Investments. If also approved by the City, the
applicant is required to build a deceleration lane to separate turning traffic from the through
traffic.

Dear Planning & Development Services:
If all storm drainage is retained on-site there will be no impact on Nampa & Meridian
Irrigation District and no further review will be required.
However, if any surface drainage leaves the site, the Nampa & Meridian Irrigation District
requires that a Land Use Change Application is filed for review prior to final platting. Please
contact Suzy Hewlett at 466-7861 for further information.
All laterals and waste ways must be protected. The developer must comply with Idaho Code
31-3805. It is recommended that irrigation water be made available to all developments
within the Nampa & Meridian Irrigation District.

Enclosed please find a Land Use Change Application for your use to file with the Irrigation
District for its review on the above-referenced development. If this development is under a
"rush" to be finalized, I would recommend that you submit a cashier's check, money order or
cash as payment of the fees in order to speed the process up. If you submit a company or
personal check, it must clear the bank before processing the application.
Should this development be planning a pressure urban irrigation system that will be owned,
operated and maintained by the Irrigation District, I strongly urge you to coordinate with John P.
Anderson, Water Superintendent for the Irrigation District, concerning the installation of the
pressure system. Enclosed is a questionnaire that you must fill out and return in order to initiate
the process of contractual agreements between the owner or developer and the Irrigation
District for the ownership, operation and maintenance of the pressure urban irrigation system.
