Office Jet Subdivision is proposed for property located at 1975 N. Locust Grove Road. The site is 1.13 acres. We are requesting annexation and rezone to L-O (limited office) from a current zone of County R-6. The site is adjacent to another office development zoned L-O at Locust Grove and Willowbrook, and directly across the street from amini-storage complex within a commercial zone. 5. Characteristics which make a zoning amendment desirable. The 1.13-acre site is located at 1975 N. Locust Grove Road, and is about'/4 mile north of Fairview Avenue on the west side of the road. Office Jet has frontage on both Locust Grove Road and Willowbrook Court. Direct access to the site will be from Willowbrook Court, and cross access easements will be provided, as well as reciprocal parking agreements. Office Jet is currently within Meridian City's Area of Impact, but zoned County R-6 as part of the Doris Subdivision. However, this project does not directly relate to the remaining lots within Doris because of its location on Locust Grove Road. Walnut Grove, a planned development directly to the north, has a Limited Office zoning designation. The site to the east and across Locust Grove has mini storage within a C-C zone. We have personally met with the adjacent neighbors, and held a Homeowner's Meeting with Walnut Grove. To date all contacted have agreed to the use or have no opinion on the issue. This request is compatible with existing zoning, and complementary to the residential uses. 6. Necessity and desirability of development pertaining to the zoning amendment and harmony with adjacent development. Office Jet will be compatible with the existing L-O zoning to the north and C-C to the east, will complement the existing residential, and provide a transitional buffer. 7. How does the proposed zoning amendment relates to the City of Meridian Comprehensive Plan. Office Jet Subdivision complies with the 2002 Comprehensive Plan's land use goals, objectives and actions, as follows: Ch. VII, Goal I, Objective B, Action 3: Locate small-scale neighborhood commercial areas within planned residential developments as part of the development plan. VII, Goal L Objective B, Action 7: Ch. VII, Goal IV, Objective D, Action 1: Ch. VII, Goal IV, Objective D, Action 2: Ch. VII, Goal IV, Objective, D, Action 5: Establish incentives for new commercial development within under-utilized existing commercial areas. Locate new community commercial areas on arterials or collectors near residential areas in such a way as to complement with adjoining residential areas. Require neighborhood commercial areas to create a site design compatible with surrounding uses (e.g., landscaping, fences, etc.). Identify transitional zones to buffer commercial and residential uses, to allow uses such as offices and other low intensity uses. Identify locations for low traffic generating uses on key corridors. Restrict curb cuts and access points on collectors and arterial streets. Require appropriate landscape and buffers along transportation corridor (setback, vegetation, low walls, berms, etc.). However, Office Jet Subdivision does conflict with the 2002 Comprehensive Plan Land Use Map. The Land Use Map depicts the area as low density residential along Locust Grove Road, an arterial roadway. The site is a mere 1.13 acres and is proposed for low-impact office uses. We do not feel that this should preclude a rezone to L-O (Limited Office). This project is bordered by limited office zoning to the north and commercial zoning directly across the street to the east. The Meridian Comprehensive Plan is clear that the plan is a general guide and conceptual, and there are cases in which zoning requests may differ from the Land Use Plan. Those specific citations from the Comprehensive Plan are as follows: "The Meridian Comprehensive Plan is an official policy aide for decisions concerning the physical development of the community. It indicates, in a Eeneral way, how the community may develou in the next five to 10 years." (Chapter I, Section B, 1~` Paragraph, page 2, bold and underline added for emphasis) Annexation & Rezone for Office Jet Subdivision Page 2 • i "Figure VII-2 [the Land Use Map] depicts desired future land use categories and their location within the Impact Area. The azeas depicted on the map are conceptual and, therefore, will require further analyses prior to the creation of a zoning map. Furthermore, this man does not preclude the development of other specific zones such as those which might encompass outstanding cultural or recreational resource azeas." (Chapter VII, Section C, Purpose 1, page 92, bold and underline added for emphasis) "Office. This designation will provide opportunities for low-impact business areas. These would include offices, technology and resource centers; ancillary commercial uses maybe considered (particularly within research and development centers or technological parks)." (Chapter VII, Section C, Purpose 1, Office, page 99) Office Jet is compatible with the existing L-O zoning to the north and C-C to the east, complements the existing residential, provides aloes-impact use, and creates a transitional buffer. The request to L-0 not only helps the City achieve its goal of neighborhood centers away from high traffic intersections, but is an appropriate location for additional office. 11. Fee.
