Recommendation: Approve with conditions (All Ayes)
Summary of Public Hearing:
The applicant’s representative, Ashley Ford, testified in favor of the application.
Brian Bothman testified with concerns about 2-story homes in Highgate Subdivision
looking down into his property.
Key issues of discussion and questioning by the Commission included:
1. Pathway and landscaping along the north of the project.
2. Setback modifications requested by the applicant per the PD.
3. Phasing of the project.
4. There was also a general discussion about the whether the City should adopt
new zoning districts to allow for smaller frontages, lot sizes, setbacks, etc.
without a planned development in higher density areas.
Key Commission Changes to Staff Recommendation:
Item 8, page 8—the applicant will shift the micropath to be contiguous with the
drainage lot.
Strike item 9, page 8 regarding detached sidewalks along Meridian Road, since
attached sidewalks are already constructed.
Item 7, page 14—the requested setback modifications are approved, except that street
side setbacks shall be at least 15 feet and front setbacks for garages must be at least
20 feet.
Outstanding Issues for City Council:
The applicant has submitted the revised plans as required by item 10, page 14 of the
staff report. Those plans have not yet been reviewed by staff, as of the writing of
these Recommendations. Staff will review the plans and prepare to comment on
them at the hearing on October 14.
