This is the final plat application for Packard Subdivision #1. Attached, you will find thirty (30)
copies of the final plat; five(5) copies of the construction plans; ten (10) copies of a map at 1" _
300 ; and a copy of the current deed to the property. A check is attached for the application fee.
The final plat meets the approved preliminary plat for Packard Subdivision. It also complies
- with the conditions of approval. As required by City Ordinance; `the plat was drawn according to
the standazds for development in the R-4 Zone and the appropriate notes are on the face of the
plat. This plat also complies with acceptable engineering and surveying practices and local
standards.
Please review the attached information and schedule it for public hearing before the City
Council. If you have any questions or want additional information, please let me know. Thank

Tliis letter is un response to the plans you dropped off at tlne Nampa & Meridian Irrigation District shop on
January 29, 2002. Mr. Edmond also dropped off the same plans on January 2, 2002. In a telephone
conversation with Mr. Edmond I explained he would be required to file a Land Use Change /Site
application with the District, as a Land Use Clnannge application is only good for one year. My records
indicate that the last one was filed in 2000. Please file the Land Use Change /Site application so the
District cane proceed with the proposed project.
I glanced at the plans aind noticed that all the maul pressure irrigation lines do not loop, this is unacceptable.
The sketch to replace the diversion box in Packard No. 1 can be accomplished if the structure remains on
the Nampa & Meridian Irrigation District's easement and will fiunction properly. I don't see a problem with
moving it witi> the proposed agreement in place.

Dear Pat:
I have reviewed this final plat, submitted for city signatures, and have the following comments:
1. Plat sheet No. 1 needs to show 10 foot wide utility easements in the locations noted on the
attached blueline print. Please revise this plat sheet No.1 accordingly and resubmit.
2. "E. Bernice Drive" street name needs to be approved by the Ada County Street Name
Committee, with a copy of their evaluation sheet submitted to me.
3. Please submit evidence to me that the pressurized irrigation system has received irrigation
district approval.
4. A Letter of Credit needs to be submitted to me to guarantee installation of all subdivision
improvements not yet completed. These improvements are as follows:
a. Street Lights. Please submit Idaho Power Co. distribution system drawing to me for this
subdivision so that streetlights can be accurately located with respect to junction boxes.
Street lights are bonded at $1500 each.
b. Non Combustible Fence: Construct anon-combustible fence along this subdivision's
north boundary. (Approximately 490 lineal feet).
c. Common Area Delineatina Fence: Construct a delineating fence (e.g.; split rail, 3' chain
link, etc.) along the boundaries of the common areas not otherwise fenced so the
adjacent property owners know where the common area boundary is located.
d. Temporary Fence: this type fencing is to be installed along all subdivision boundaries
except Packard No.1 and the north boundary. (Approximately 820 lineal feet). Purpose
is to retain construction debris to this phase of the subdivision.
e. Pressure Irrigation System: Install a pressurized irrigation system service to each of the
platted lots.
f. Landscaping of Common Areas: Provide landscaping, in accordance with the approved
landscape plan, for all common lot areas.
The Letter of Credit, for an amount of 110% of the cost of the above items, needs to be
substantiated with a copy of a contractor's bid for each of these items.
5. Submit payment of city water assessment fees to the City of Meridian for sprinkling of the
Common areas of this subdivision and for the No.1 subdivision as follows:

is Packard No. 1 and by granting another five feet we vuould have a total of ten. I just
need some clarification there. Is it really the intent to have a fifteen foot easement or
just the ten. I called staff last week but we haven't connected ~ yet. It is probably
something that we can work out maybe not here at the meeting we can work out with
Gary or the Planning staff but that was the only concern we had on the comments.
Corrie: 1 would like to hear Gary on that.
Smith: I haven't been involved on this, but I can read what the code says on easements.
°Unobstructed utilities shall be provided along front lot lines, rear lot lines and side lot
lines when deemed necessary. Total easement width shall not be less than ten feet.
Unobstructed drainage way easement shall be provided as required by the Council. So
typically ten foot easements are required along .the exterior boundaries of the
subdivisions along lot lines.
Corrie: Are we talking about tyro subdivisions here or one?
Tealey: We are talking about some lots that adjoin another subdivision that are
adjacent. I think that was the intent and I can understand that and (inaudible).
Morrow: Question Mr. Mayor, this is clearly in Packard No. 2 not Packard No. 1 this
would be phase 1 of Packard No. 2?
Tealey: We have always worried about the numbering and the phases. This is Phase 2
of Packard No. 1 adjacent to the one that is already built.
Morrow. So phase 2 of Packard No. 1.
Tealey: That is correct, but the County engineer won't allow us to call them phases so
we have to in fact call it Packard No. 2.
Morrow. And we are trying to get caught up, to us Packard No. 2 is the one adjacent to
Wingate Lane and all those areas.
Tealey: Yes
Morrow. This is actually phase 2 of Packard No. 1 unbeknownst to the County Engineer.

Elg: Van Elg with Briggs Engineering, we have reviev~d all of the staff comments and
we have a couple of items, if you have a copy of my letter. We have discussed them
with staff also and would ask that you act on these this evening also. In site specific
comments item #2 we have underlined some suggested changes. Staff asked that we
put in a delineating fence around the common areas within the development. Here is a
copy of the plat here, we have a common drainage and a pathway area right here.
There was another one over here and there were some landscape areas along here.
The applicant fully intended to put the fence around the perimeter as required but didn't
anticipate putting in a fence here because they felt that the individual lot owners were
prefer to put in fence that met the needs or design of the house or that they might even
what to preserve that open space with plants and vegetation there and take advantage
of that view. As I talked to Shari about it she didn't have any grei3t concern about it but
what she was concerned with is she didn't want somebody to build a house there and
come in and put a storage building or something and cross over that line. So what we

We have reviewed this submittal and offer the following comments, as conditions of the final plat.
These conditions shall be considered in full, unless expressly modified or deleted by motion of the
Meridian City Council:
GENERAL COMMENTS
Any existing irrigation/drainage ditches crossing the property to be included in this project,
shall be tiled per City Ordinance 11-9-605.M. Plans will need to be approved by the
appropriate irrigation/drainage district, or lateral users association, with written confirmation
of said approval submitted to the Public Works Department.
2. Any existing domestic wells and/or septic systems within this project will have to be removed
from their domestic service per City Ordinance Section 5-7-517. Wells may be used for non-
domestic purposes such as landscape irrigation.
3. Determine the seasonal high groundwater elevation, and submit a profile of the subsurface soil
conditions, as prepared by a soil scientist, with street development plans.
4. Submit a plan approval letter to the Public Works Department from the entity having
jurisdiction over design and construction of the pressurized irrigation system. A letter of
credit or cash, will be required for these improvements prior to signature on the final plat.
5. Indicate on-the final plat map any FEMA Flood Plains affecting the area being platted, and
detail plans for reducing or eliminating the boundary.
6. Coordinate fire hydrant placement with the City of Meridian Public Works Department.

7. Submit a copy of the proposed restrictive covenants and/or deed restrictions for review by
the City Attorney.
8. Please submit a copy of the Ada County Street Name Committee's final approval letter for
the Subdivision name, lot and block numbering, and street names. Make any corrections
necessary to conform.
9. Please address, in written form, all items contained in this memorandum (both General and
Site Specific) and submit to the City Clerk=s office by 12:00 noon, December 12, 1997. Prior
to development plan approval, three copies of the revised plat must be reviewed by the Public
Works Department for compliance with all conditions of plat approval.
SITE SPECIFIC COMMENTS
1. This final plat generally conforms to the approved preliminary plat.
2. Six-foot-high, non-combustible, permanent fencing is required to be in place along the
northerly subdivision boundary. Temporary fencing to contain construction debris shall be
installed and maintained along all other subdivision boundaries, with the exception of the
boundary adjacent to Packard Subdivision No. 1, prior to obtaining building permits unless
specifically waived in writing by the City P&Z Administrator. A delineating fence shall be
installed around the perimeter of all common areas. A letter of credit or cash will be required
for these fences prior to signature on the final plat.
3. Submit for approval detailed landscaping plans, including sizes and species of vegetation and
fencing details, for all common areas. A letter of credit or cash will be required for these
improvements prior to signature on the final plat. All landscaping is to be completed prior
to obtaining certificates of occupancy.
4. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 11-9-606.B.
5. Sanitary sewer service to this site will be via a main that is being installed as part of the first
phase of this development. Approval of this application needs to be contingent upon our
ability to accept the additional sanitary sewage generated by this proposed development.
Applicant will be responsible to construct the sewer mains to and through this proposed
development. Subdivision designer to coordinate main sizing and routing with the Public
Works Department. Sewer manholes are to be provided to keep the sewer lines on the south
and west sides of centerline.
6. Water service to this site will be via an extension of an existing main that traverses through
the development. Applicant will be responsible to construct the water mains to and through

this proposed development. Subdivision designer to coordinate main sizing and routing with
the Public Works Department.
7. All street signs, road base, street lights, pressurized irrigation system, domestic water system
(activated fire hydrants), and fencing are to be installed prior to obtaining building permits.
The developer shall be responsible for the payment of water assessment fees for the common
areas within the boundaries of Packard Subdivisions Nos. 1 and 2. Our records indicate that
the fees for No. 1 have not been paid yet. Payment of these fees is required prior to signatures
on the final plats.
9. Please add or revise the following notes:

(12) Add note that all lots within the subdivision are subject to the development agreement

14. How do the existing easements for the Stokesberry Lateral and Downey Sublateral affect this
plat? Please show the existing easements if they fall within the subdivision boundary.
Additional public utilities, drainage and irrigation easement area may be required due to the
impact.
15. The development plans for this subdivision indicate that a "Temporary Turnaround Easement"
will be built at the north end of N. Hickory Way on Lot 2, Block 8, thus rendering that lot
non-buildable until such time as the road is extended. The County Engineer has requested that
easements for temporary turnarounds be recorded outside of the platting process, with a
reference to the easement and recording instrument number placed on the plat.

16. The east-west mid-section line that is graphically shown on the plat needs to be revised to be
shown along the north boundary of this subdivision. As currently shown on the plat, the mid-
section line would be somewhere north of the plat instead of along its northerly boundary.

I have reviewed the plat for Packard Subdivision No. 2 and find that it includes approximately 27
homes assuming a median value of $115,000. We also find that this subdivision is located in
census tract 103.11 and in the attendance zone for Chief Joseph Elementary, Meridian Middle
School and Eagle High School. As the result of overcrowding at Chief Joseph Elementary
students from this development will be bussed to Ustick Elementary.
Using the above information we can predict that these homes, when completed, will house 9
elementary aged children, 6 middle school aged children, and 6 senior high aged students.
Meridian School District will grant approval of this subdivision. We would like to note the
developers of Packard Subdivision have worked with the school district and have graciously
donated an easement from this development to a future school site off Eagle Road.

Per you letter of December 9, 1997 the following is our response to your comments. The number
of the response is the same as the number of both your general comment and site specific
comments:
GENERAL RESPONSE:
1. There are no ditches crossing this phase of the project.
2. There are no wells or septic systems in this phase of the projects.
3. Groundwater data has been submitted with the street development plans.
4. The irrigation system has already been approved as part of our submittals for Packard
Subdivision No. 1.
5. There are no flood plain areas affecting this phase of the project.
6. We have coordinated the placement of fire hydrants with the Public Works Department and
they are shown on the construction plans.
7. A copy of the proposed covenants and restrictions has been submitted for review.
8. See attached letter.
9. 3 copies of the plat are attached.
SITE SPECIFIC RESPONSES:
1. No response.
2. Fencing will conform to this comment or a letter of credit or cash will be supplied.
3. A landscape plan was submitted for the entire Packard Subdivision as part of our submittal for
Phase 1.
4. Five foot sidewalks have been specified in our construction plans.
5. Sewer service is designed to Public Works Department requirements and are shown on our
