In order for the church's sale to be completed, we need to annex the 32 acres into the city of Meridian and obtain a re-zotlirtg of the property. After discussing this matter with the city, we believe we may need your help in completing these tasks. More specifically, we understand that your S acres will also need to be annexed into the city and re-zoned at the same time that the church's property is annexed and re-zoned. We do not want to create a financial hardship for you. We wotthi therefore propose that the church pay for any costs that you may be required to pay as a part of the anneatatifltt or rezoning process. We would also propose that the church pay, for a period of five years, any increase in your real property taxes,. which occurs as a result of your 5-acre parcel being annexed into the city of Meridian. if the church' pays these expenses, we can avoid your being asloed to pay for any part of the expenses involved. They intend to construct a church facility, generally as depicted on the attached site plan. The property purchase is subject to obtaining adequate sewer and water facilities, along with other utilities, and the correct zoning and approvals to allow construction of the facility. It has been the intent of the Nazarene Church to submit an Annexation and Rezone request to the City of Meridian and we have diligently pursued that objective for the past few months. In order to be annexed into the City of Meridian, we must be contiguous to the current city limits. There is one property owner between us and the existing city boundary and currently that property owner, after considerable thought and study, doesn't wish to be annexed into the city. We have aggressively pursued this annexation route and all other annexation routes without success and therefore we are submitting a Land Use Application to Ada County. We are in the impact area of the City of Meridian and intend to comply with the recommendations and requirements of the City of Meridian as well as Ada County. We propose extending the existing sewer and water lines (currently located just north of our properly) southerly along Meridian Road to serve the project. I have had discussions with the City of Meridian Public Works Department regarding the extension and have submitted a formal request to the City Council, which will be heard on February 4, 1997. The sewer and water facilities will be extended in conformance with the requirements of the Meridian City Engineer. The Idaho Department of Transportation has approved the three approach locations as shown on the Site Development Plan. We propose an 8" looped fire main to provide fire protection and water for domestic purposes. We currently propose fire hydrants (as shown on the Site Development Plan) and will coordinate the number of hydrants and their locations with the Meridian Fire Department.
