Summary of Public Hearing:  1 member(s) of the public either testified in opposition or expressed concerns about the project.  0 members of the public testified in support of the project. Key Commission Changes to Staff Recommendation:  Added a condition requiring the applicant to submit a site plan showing alternative compliance for landscaping. Said proposal is to contain a fence along the north property line. Outstanding Issues for City Council:  The applicant submitted a revised site plan as conditioned by the P & Z Commission at the September 4th meeting. On the revised site plan, the applicant has shown a fence along a portion of the north property line (abutting the adjacent single-family home) and has also made some modifications to parking areas, landscaping and drive aisles from the previously submitted site plan. These changes meet design standards as outlined in Meridian City Code. Staff is supportive of the changes.  Meridian City Code 12-13-18.3 outlines submittal requirements when applying for Alternative Compliance. At the time this summary went to print, a letter from the applicant justifying alternative landscaping and how the proposal would meet or exceed the intent of said requirement, has not been presented to staff. Staff requests that the Council analyze the revised site plan and any public testimony that may be given at the hearing to determine if the alternative landscaping, modified drive aisle and parking areas are appropriate. Further, staff recommends that the Council require the applicant to pay the alternative compliance fee ($60) prior to filing for Certificate of Zoning Compliance (CZC) approval.
