The Special Meeting of the Meridian City Council was called to order at 5:30 P.M.
on Monday, June 16, 2003, by Mayor Robert Corrie.
Members Present: Robert Corrie, Bill Nary, Keith Bird and Cherie McCandless.
Members Absent: Tammy de Weerd.
Others Present: Mike Worley, Bill Musser, Stacy Kilchenmann, Gary Smith and
Will Berg.

Acceptance for $256,500:
Nary: Isn’t that right Captain Musser? There was a correction to add or
something like that?
Musser: We had a correction for the original cover page that had an incorrect
date on it and also to provide an opportunity for Council to review the packet that
I had handed out last week.
Nary: Okay thank you.
Corrie: Okay if there is any more comments I would entertain a motion on the
Project Sage Neighborhoods Grant.
Nary: Mr. Mayor.

Corrie: Mr. Nary.
Nary: I move that we accept the Project Safe Neighborhoods Grant award of
256,500 dollars for the Mayor to sign and the Clerk to attest to the engagement.
Bird: Second.
Corrie: Okay motion has been made and second. Any further discussion? Roll-
call vote Mr. Berg.
Roll-Call vote: Nary, aye; Bird, aye; McCandless, aye; De Weerd, absent.
Corrie: Okay. All ayes.
Item 5. Discussion / Update on SAGE Membership:
Corrie: Item number five. Stacy discussion and update on SAGE membership.
Kilchenmann: Mr. Mayor, members of the Council. I have spoken to SAGE and
this point they are not currently working with either MDC or the Senior Center on
preparing grants and applications and said they really – the first date that the
Seniors could apply would be March of 2004 and the MDC their first date would
be this November 2003. But I wasn’t able to get any details as to what MDC
would actually be able to apply for. SAGE will accept a proration of dues if we
wish to join.
Nary: Mr. Mayor.
Corrie: Mr. Nary.
Nary: Yeah I guess I was the one that at least wanting to keep this discussion
alive it seems like we are at the juncture with SAGE that it probably needs to be
talked about and discussed at our budget hearings in July. I think we did have a
bill in one of our packets for what the costs of membership would be going for
from October through the next budget year. But for the remainder of this budget
year it appears that the two local groups that may be able to use SAGE aren’t
currently engaged in using that service but maybe engaged in using that service
in the future. That seems to make the most sense to me. I guess I also feel like
that we committed to joining it now on the interim basis for the remainder of the
year we are pretty much committing to (inaudible) in October anyway and that’s
probably not appropriate at this juncture and doesn’t appear that its going to
detract from any of the two groups that at least came forward and said they could
use their services come the next budget year anyway. So I think that’s probably
the best to me is that we simply put it on our discussions among the budget
items in July and we’ll see where it falls in the priorities of everything else.

Corrie: Mr. Bird.
Bird: I would agree and I’d like to add some more. I think – and I’m not real sure
that we need SAGE. SAGE is basically for HUD homes and stuff like that which
we don’t have a lot of in our valley or in our city. And I agree with councilman
Nary that if we commit to now to the rest of the year then we are basically we are
committing we might as well just put it in the budget. I just have a feeling this
coming year that the budget is going to be tightened down and there is going to
have to be a lot of stuff that’s going to have to be not considered. So I think
there is other programs out there that is probably more worthy to consider then
this one is right now. And I think the Senior Center and MDC there is other
grants out there that is certainly available without having to be through SAGE.
McCandless: Mr. Mayor.
Corrie: Mrs. McCandless.
McCandless: I thoroughly agree with what Councilman Bird just said. I don’t
think it’s put together enough that we have a real need to certainly join it right
now. And I would like to discuss it at budget time. Not even sure I’ll support it at
that time.
Corrie: I concur with all three. I have some questions I need to ask (inaudible).
It’s not quite clear to me whether we need to or not but I don’t think we need to
jump for (inaudible) investigates. Any other comments? Okay then we will do
that. And have it in our conversations at budget hearings. That concludes the
agenda for tonight. Anything anybody would like to say? Everyone have a safe
trip to Coeur d' Alene. We will see you up there. And Bill we were right on time.
So at this time I will entertain a motion to close the Special Meeting.
Nary: Mr. Mayor I move to adjourn.
McCandless: Second.
Corrie: Motion is made and seconded to adjourn the special meeting. All those
in favor say aye. All ayes motion carried. Meeting adjourned.
MOTION CARRIED: ALL AYES
