RE: CU Design Review application for Chevron Convenience Store, Fuel Canopy and
Car Wash for ST Investments Inc. (Steve Eddy) at the Courtyards at Ten Mile
Subdivision.
As Required Narrative Letter describing Project:
The project will be a new prototype design of a Fast Eddy's convenience store, Fuel
Facility and Car Wash with an architecture style and building format exceeding all
typical convenience store buildings in the Treasure Valley. We are looking to have
the consumer see us as a destination and feel like they are at home with our design
and knishes , as well as our great employees who form relationships with them. As I
designed this new format I had consumers comment on all aspects and the response
has been overwhelmingly what they want. I also interviewed on the typical fuel
canopy and fueling side and they love what we have and said don't change that.
They informed me its bright, crisp, clean and colors look great. They tell me that
they feel safe with our current offering at the fuel islands. At my pre application, the
only issue brought up was the fuel canopy design and possibly adding stucco to the
canopy. After hours of research, there is not a canopy owner or supplier that has put
stucco on a canopy that two years after instillation is not having major problems. I
have added stone to the canopy columns to tie in with the building and I believe
with my interviews and study this will tie the building and canopy together nicely.

RE: Annex/ Rezone for the Courtyards at Ten-Mile Subdivision.
As Required Narrative Letter describing Project:
The proposed property we would like to rezone from the current C-N zoning district
to C-C zoning district. This zoning request is need to extend current operating hour
requirements in the C-N zoning district. Staff also believes this will be best for future
development of this parcel. Enclosed are elevations on the proposed use that will be
taking half of the proposed parcel. Future development would include retail with
design standards for all future buildings to be held at this type of architecture with
these standards being covered in the development agreement.

RE: Design Review Application for a Chevron Convenience Store, Fuet Canopy and Carwash for ST
Investments at The Courtyards at Ten Mile Subdivision
We have attempted to design the project as submitted to comply with the guidelines contained in the City of
Meridian Design Manual for Urban/Suburban Developments to the extent it is applicable to this project.
As required to be addressed by narrative letter:
1. ARCHITECTURAL CHARACTER
a. FACADES of the convenience store are oriented primarily towards the road frontages but are
cohesive in context, materials and detailing on all sides. The character of the buildings is meant to
be compatible with and transitional to the existing nearby multi-family residential neighborhood, a
church and the future adjacent commercial uses of this development.
The FACADES of the convenience store and the carwash building are intended to be sympathetic to
each other in architectural characteristics, materials and colors; however the carwash is smaller in
scale and profile to facilitate the transitional aspect with the multi-family-uses to the east.
The PRIMARY PUBLIC ENTRANCE is located on the S/W front oriented towards the greatest road
and customer exposure. A secondary entrance is located off of the rear of the building to serve
internal pedestrian access to the development and as access to the patio. The facade indentifies
these entries through modulation of the building elevation and architectural emphasis such as
fabric and metal awnings.
The ROOF LINES incorporate vertical and horizontal modulation as well as different styles of roof
and detailing. The primary roof of the convenience store is flat with hip roofs with standing seam
metal at the towers and detailed parapets at the entries. There are metal and fabric awnings for
additional shading and architectural interest at the storefront level.
d. PATTERN VARIATIONS are incorporated with the use of colors, materials, fenestration, and
modulation of exterior walls and control joint pattern and spacing.
e. FENESTRATION is used as a central element of this building design to create a pedestrian level
storefront, emphasize building entrances and contributes to pattern variety. The use of
fenestration emphasizes vertical building elements, provides transparency between the building
interior and exterior and provides natural light to the building interior.

f. The building MECHANICAL EQUIPMENT will consist of rooftop H.V.A.C. and some refrigeration
equipment for the convenience store, The carwash equipment will be in a dedicated mechanical
room. Building electrical service will be located as required to minimize visibility.
2. COLOR AND MATERIALS: A colored building elevation and materials samples or illustrations will be
provided.
3. SITE PLAN AND BUILDING LAYOUT:
a. The BUILDING LOCATION was determined based on the needs of this type of facility to achieve a
balance between exposure to the road frontage, easy vehicular access and exiting, unobstructed
and easy vehicular circulation with cross-access and convenient customer parking. Also considered
was providing for connectivity of pedestrian access to and through the site and with existing
pedestrian amenities, circulation at site perimeter and primary and secondary road frontages.
b. The PARKING AREAS are located primarily along the building frontage away from the roadway
perimeter minimizing walking distances and potential conflicts with vehicle traffic. The parking
adjacent to the road frontage is primarily employee and overflow parking. No on-street parking is
required. The parking rows are broken up and separated by landscape planters.
c. ACCESS to vehicle traffic is via (2) existing access drives and (2) existing common access drives
connected by shared internal cross-access. We are requesting approval to widen the (2) 24 ft. drives
from W. Treva Orive to 36 ft. width to facilitate easy site ingress and egress. We are providing
facilities and services to vehicles including fueling tanker truck and trailer and recreation vehicles
which will require wider access than is currently provided.
d. INTERNAL CIRCULATION is designed to provide unobstructed access to the fuel islands for vehicles
including recreation vehicles, the parking at the convenience store, the drive-through with escape,
the automatic and spray wand carwash and vacuum facilities. Easy egress from the site and cross-
access to the future adjacent commercial development is provided for.
e. PEDESTRIAN WALKWAYS ANQ FAGUTIES internal to the site include connectivity from the existing
sidewalks fronting Ten Mife Road and W. Treva Drive with this project and with the future adjacent
commercial development within The Courtyards at Ten Mile. Pedestrian amenities include bench
and planter seating at the front and a patio with raised border planter and seating ,tables and chairs
at the rear entrance to the convenience store. Period style street lighting at pedestrian pathways
and the patio are provided for architectural interest, sca{e and safety.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-SA-SD, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-SA-5.
