Supplemental Application Narrative
Annexation Application Item No. 5 -Characteristics of Subject Procertv
The site that Quasar Development LLC is proposing for annexation borders Meridian City on the north
and east. This 9.8 acre site is sandwiched between the existing Sherbrooke Hollow Subdivision, the
Eight-Mile Lateral Canal and Victory Road and Locust Grove Road. This is essentially an urban infill site.
Annexation of this land parcel will uniformly square the city boundary to the Victory Road and Locust
Grove Road intersection. Canals and major roadways surround the site. The City of Meridian has
anticipated and master planned this area for annexation as part of the City's sewer and water service
facility plans. The ACHD has also anticipated new residential growth and corresponding road
improvements in this immediate area as part of the ACHD five-year work program. The Meridian School
District has also planned new Elementary, Middle and Senior school faalities to serve this growing part of
Meridian.
Annexation Aoolication Item No. 6. Desirability of Development
Quasar Development LLC is proposing a high quality planned residential community for the 9.8 acre infill
site. The project will inGude large single and two-level homes an a mix of lot. sizes. New residents will
have a choice of larger lots, medium sized lots and smaller lots to minimize lawn and garden
maintenance. Quasar Development LLC is proposing R-8 medium density residential zoning to allow a
mix of lot sizes and also for urban density to pay for sRe amendies and improvements. Small land parcels
are difficult to develop and they need density flexibility to financially justify the expense of parks,
community pathways, trunk sewer extensions and rnal crossings. R-8 zoning provides the flexibility
needed at this site to create a nice residential communiiy that can provide PUD amenities, pathways,
trunk sewer expansion and canal crossings. The R-8 zoning is compatible with the surrounding
neighborhood.
Annexed Application Item No. 7 -Compliance with Comprehensive Plan
The proposed Sageland annexation and R-8 zoning request complies with the Meridian Comprehensive
Plan. Sageland Planned Unit Development has been master planned in accordance with the newly
adopted Meridian Comprehensive Plan. The Sageland annexation and R-8 zoning request complies with
and supports these and many additional Meridian Comprehensive Plan components:
