This Task Order is issued by City and accepted by the Engineer pursuant to the mutual promises, covenant and conditions contained in the Master Agreement between the above mentioned parties dated January 19, 2010. SEWER LINE REPLACEMENT — CARLTON (DESIGN) SCOPE OF SERVICES Project Understanding • The length of the pipeline to be replaced is approximately 330 feet, from manhole to manhole. Manholes are not anticipated to be replaced; • The City wants to consider pipe bursting; • The pipe is both concrete and some other unknown material (possibly ductile iron). There are no significant bellies in the pipeline segment that have been identified via TV, therefore making pipe bursting a viable option; • Forsgren will be required to research, cost estimate, and compare the pros and cons of open trench and pipe bursting for consideration and direction by the city; • There are two sewer service lines expected that will need to be reconnected (two houses on SW corner of 81h Avenue and Carlton); • Groundwater conditions are unknown in the area; • Meridian will use QLPE for DEQ's review, so no DEQ coordination will be required; • Coordination with ACHD will be required to obtain necessary approvals to do the replacement. A traffic control plan will be required; • Construction staking, if open trench, will be the responsibility of the contractor; • City of Meridian will perform construction inspection. Forsgren will perform submittal reviews, as- builts, and any other engineering assistance requested during construction. Project Approach Subsurface and Utility Information: Forsgren Associates will strive to accurately verify and illustrate all utility and sewer service locations within the project area by obtaining maps, potholing, as determined necessary, and TV logs. The information gathered on utilities and subsurface will be shown on the plans to alert the contractor of unique situations and obstacles that may be encountered. Pipeline Replacement Alternative Discussion with City: With the field information in hand, a comparison between open trench and pipe bursting will be prepared. A meeting with the City will be arranged to discuss the pros and cons of the replacement techniques. Cost projections of the techniques will be prepared and presented. Direction from the City as to the technique preference will be the outcome of this meeting. Construction Plans, Specifications, and Bid Documents: Based on the decision and directive from the City, Forsgren will proceed with preparing the appropriate construction drawings, specifications, and bid documents for the selected Pipeline Replacement Alternative. Coordination with the City will take place to ensure compliance with City standards and recommendations. Information Needed from the City Some specific items will need to be verified and presented in the construction plans, including: • A determination of sewer flows in order to provide the contractor sufficient information to prepare a Sewer Bypass Plan (which will be approved by the City). • Pipe material(s) (if pipe bursting) needs to be verified as this may impact the type of pipe bursting head the contractor uses and impact his cost. Rim and invert manhole elevations. Boiler plat documents (i.e. contract documents) that the City may have and requires to use.
