Re: Cabra Creek LLC— Southridge West Commercial
Comprehensive Plan Map Amendment, Annexation, and Rezoning
Dear City of Meridian,
The attached Comprehensive Plan Amendment (map change), annexation, and rezone applications,
represent the intent of the developer to move forward as they create an overarching and coherent
development plan for this area while meeting the City's goals and objectives in creating a true "mixed-use
community" near the Ten Mile interchange area.
Background:
The site is located between Interstate 1-84 and the newly aligned Overland Road, abutting the east side of
Ten Mile Road. The area involved in this application is comprised of approximately 80 acres (Comp Plan
area) including the old SouthRidge 31 tracts. This portion of the property was recently sold to the Cabra
Creek LLC developers.
With the exception of the parcel that is being annexed (5.63 acres), and the old SouthRidge 31 property
(north of old Overland Road) has already been annexed and/or rezoned as a part of the original
SouthRidge development (AZ -06-031). Platting is in progress for portions of the SouthRidge development
(PP -06-031 and FP -08-020). We have met several times with staff to address the best approach to the
development of this site. As has been done in the past, the development requirements established for
the existing gas line easement (Williams Pipeline) have been taken into consideration in this new master
plan (attached)... as also illustrated in the original master plan for SouthRidge. The intent is to remove the
residential component of the comp plan thus allowing this site to develop in true Mixed Employment
fashion.
The roadway network and access for this proposed area has been coordinated with ITD (Tasa Way) and
ACHD Overland Road realignment, etc. As additional master planning is done in the proposed M -E comp
planning area, this property will be further defined to meet all requirements of ITD, ACHD and the City of
Meridian. As suggested by Staff, we are submitting the following Comprehensive Plan (map) amendment
application; along with an Annexation and Zoning applications for the recently acquired remnant parcel
from the ITD road work relating to the Ten Mile Interchange. Also included within this new comp plan
area is the Hodges parcel, recently annexed by the City of Meridian.
Comprehensive Plan Map Amendment:
The requested map amendment is necessary to help address the significant changes at the site and the
new development potential the site ... in light of the massive grading operations and canal relocation that
are on-going at this site. With respect to this request, please note the following;

• The area currently in between the existing Ridenbaugh Canal and Ten Mile Road is a large gully that
would preclude economical development of buildings within the area.
• With the relocation of the canal and the massive grading operation for gravel extraction for the
interchange, grades in this area are now expected to be developable for buildings and appropriate
accessories.
• The micro -pathway in the city of Meridian plan will be relocated with the canal to continue to provide
that pedestrian connection linking the new re -aligned Overland Road and Ten Mile Road.
• Future design of this site will remain sensitive to the uses and needs of the adjoining properties,
transportation systems, emergency vehicle service, approved plans, and etc.
• The amendment of the Comprehensive Plan for this site will now allow a more cohesive mixed-use
design of this section of the SouthRidge Development.
• All future development/redevelopment of the site will comply with the standards of the
Comprehensive Plan—following the applicable design and use guidelines.
The above delineated revision will help to guide development to provide a diversity of building forms and
types to the site while serving as an economic catalyst for the area—an important concern in our current
economy. Understanding that these changes could have a significant impact on design of the project in
certain areas, we wish to express our willingness to work closely with the city officials in modifying and
working through any adjustments to this proposal and during future applications.
Our goal for this project is to allow flexibility for future potential users while restricting the design to
promote transit oriented, pedestrian friendly and new urbanism concepts in keeping with Ten Mile
Interchange Specific Are Plan and the Urban/Suburban Design Manual. The intent is to create a
development that will not empty out at 5:00 when people get off work; but to provide a vibrant
development with a mix of uses that will provide upscale and unique options on where to work and live
around this Mixed Employment area. The development should provide the ability to walk from
commercial, to business, to homes in the area --in an environment that promotes safety, functional and
vibrant design, and overall enjoyment.
The change in the Ten Mile Interchange Specific Are Plan will provide the opportunity to achieve higher
densities, an objective of the Ten Mile Plan. The amendment will continue to promote diversity of building
forms and types while supporting the presence of small, independent and locally owned businesses.
C -C (Community Business District) Rezone Area:
As mentioned during the pre -application discussions with city staff, and as a part of the neighborhood
meeting discussion, we have provided a concept master plan for the proposed 9.33 acre C -C (Community
Business District) rezone area (approximately 6.76 acres developable when Overland Road, Ten Mile and
ACHD Drainage lots are excluded). As addressed with staff, the master plan provides unique opportunity
for a corner of the property that has some significant constraints due to the pipeline. Slip lane access to
Ten Mile Road will provide essential and safe access.

M -E (Mixed Employment) Rezone Area:
The parcel that is being annexed and rezoned to M -E (Mixed Employment) is approximately 5.63 acres in
size. All other area will remain under the current residential or current designations until such time as
additional master planning can be completed. As discussed during the pre -application meeting, this
parcel (5.63 acres) will not require a concept plan because of obvious constraints to the current
development of the property. Future plans will be developed as we work through the current economic
constraints, market demands and timing, and as we continue to develop the additional design details.
Future designs will certainly reflect the approved zoning and this anticipated comp plan approval
designation of ME (Mixed Employment). As demonstrated in the preliminary master plans and concept
designs reviewed with staff, we will continue to make every effort to create a realistic and economically
viable plan. The plan/plans will remain harmonious, supportive, and compatible with
adjacent/surrounding uses, community needs, anticipated patterns of development, and City ordinance
and plans (including the Ten Mile Interchange Specific Are Plan and the Urban/Suburban Design Manual).
It is anticipated that this request for Comprehensive Plan amendment will be followed with a request to
rezone the remaining areas of the property eventually be tied to a request for and overall rezone of the
site that will include a new and cohesive master plan for the exciting area.

rezones be recognized as an important and positive step and that these applications be approved so that
development of this site may continue to progress by encouraging additional well-designed
plans... capturing the full economic advantage and vision of the Ten mile Interchange area.

Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
