iaMMS, the Department of Highways of the State of Idaho has
submitted a Cooperative Lighting Agreement stating obligations of the State
and the City of Meridian in transferring obligations of the street lighting
system located within an area annexed by the City.
NOW THBRRZA19, BE IT IMOLVED:
1. That the Cooperative Lighting Agreement for the intersection
of US 30 (Cottonwood Avenue) and State Highway 69 (Plast First Street) is
hereby approved and accepted.
2. That the Mayor and the City Clerk are hereby authorized to
execute the Agreement on behalf of the City of Meridian.
3. That duly certified copies of the Resolution shall be
furnished to the Department of Highways.

This AGT, made and entered into this Z le__� day of
ti t , 1964e, between the STATE OF IDAHU, by and through
the Idaho Board of Highway Directors of said State, hereinafter called the
"State", as the first party, and the CITY Off'2IFaDIAN, hereinafter called
the "City", as second party.
WITNESSETH:
WRIMUS, there exists Us necessary warrants for the existing
street lighting installed at the intersection of U.S. 30 (Cottonwood Avenue)
and State Highway 69 (mast First Street) on the urban extension of the State
Highway System in the corporate limits of the City of Meridian, and;
WHEREAS, the street lighting installation is within an area
annexed by the City, and3
WUUWAS, the street lighting installation was installed in
conjunction with Project 5-3782(1), and;
WHIMS, street lighting installed in the norporate limits of a
community by the State is given to the community, including all operational
and maintenance costs, *rad;
WHRR&hS, action taken under this Agreewmt is in conformance with
.Section 1,0-120 of the Idshe Cods;
NOW THRRWUp in consideration of the promisee hereinafter set
forth, the State and City do hereby mutually agree;
SECTION I - That the State willt
1. Give at no cost to the City, ownership of all light poles,
luminaires, foundations, wiring, conduit, and all misiellansous
equipment included in the above lighting installation.

SECTION II - That the City willt
1, Accept ownership of all the street lighting equipment listed
in Section I, Item 1, and as shown in Exhibit "A".
2. Assume all operation and maintenance costs required to maintain
said equipment in continuous service during the hours of darkness.
3. Piot remove, alter, or abandon said lighting equipment without
prior coacurrewm- of -the State.-

4. In the event that the "Average Maintained Footcandles" of the
light units drop below 70 percent of the original installed values,
the City shall cause the light intensity to be restored to
approximately tate original values. Any combination of re-►
lamping and/or cleaning of fixtures may be used to achieve
the necessary desired intensity.
5. Do not, without prior concurrence of the State, use the street
light poles for any purpose other than to support street lights.

COOPERATIVE TRAFFIC SIGNAL AGS
THIS AGREEMT, made and entered into this _ day of
1967, by and between the STATE OF IDAHO, by and through the IDAHO BOARD OF
HIGHWAY DIRECTORS, Party of the First Part, hereinafter called the "State". and
the CITY OF MERIDIAN# IDAHO, Party of the Second Part, hereinafter called the
"City".
WITNESSETH:
WHERREEA.:S, the Parties have mutually agreed that it is in the public
interest to install traf'fie signals at the intersection of East First Street
and Idaho Avenue, within the corporate limits of the City of Meridian, Ada.
County, Idaho; and,
WHEREAS, the signal installation will be installed in conjunction
with State Aid Project STS -3231(529); the attached plan sheet, called
Exhibit "A", shall become a part of this Agremont; and,
SAS, the Parties are agreeable to assuming such portions of
the costs and obligations of such improvements as hereinafter set forth; and,
WHEREAS, authority for this Agreement is established by Section 40-120,
Idaho Code,,
NOW THEAMR8, in consideration of the pra4ses and the several
promises to be faithfully performed by each Party as hereinafter set forth,
the Parties do hereby matiaatlly agree as follows
SEET ON I That the State will:
1. Construct and assume one hundred (100) per cent of all construction
and engineering costs of installing a:traffic signal system, except for the
wood poles, at the intersection of East First Street and Idaho Avenue.
2. Retain ownership of all signal equipment and matarial-

3. Remove the signal installation from the intersection at the
time when the► traffic volumes are reduced to a level that traffic signals
are no longer warranted.

renewal, at no coat to the City, traffic signa equipment replacement parts
deemed necessary to maintain standard operation of the traffic signal
equipment.
5. Upon request by the City, at the City's expense, perform the
necessary voUtenwae to provide standard Opovrt of the signal. instailaa+4on
SEMON II That the City will:
1. wish necessary wood poles to support the signal installation..
2. Retain ownership of wood poles.
3. Assume all operation and maintenance costs, including electrical
energy, except as provided in Item No. 4 above. Howepver, if at any time the
City fails to maintain the signal installation in e?staandard operation, the
necessary wdntensuoe will be performed by the State. The City agrees to
reimburse the State for all costs so incurred.

Pursuant to the conferences and discussions between your City
Officials and our District Traffic Engineer from Boise, Mr. John Boesel,
and confirming the verbal understanding reached at that time, we are
enclosing herewith formal approval for the operation of the traffic signal
at the intersection of East First Street and Idaho Avenue on the State
Highway System within the City of Meridian. This approval is required
by Section 49-602 Idaho Code.
This action was taken on the lst day of November, 1967 and is
entered in the official minutes of the Idaho Department of Highways.
A copy of the minute entry is attached.

Attached is your copy of the Cooperative Lighting Agreement for
the intersection of East First Street (State Highway 69) and Cottonwood
Avenue (US Highway 30) in Meridian. The Agreement has been duly executed
by this office and is being returned for your record and reference.
The Idaho Power Company will be notified by the Department that the
power cost for these two light units, presently being paid by the State,
is to be transferred to the City of Meridian after the next billing date,
presumably September 1, 1966.
