STATE OF IDAHO DEPARTMENT OF WATER RESOURCES INSTRUCTIONS FOR ACCESS PORT INSTALLATION Purpose The Department of Water Resources' examiners now have portable measuring devices to measure the flow of water in a pipe flowing full. However, for them to be able to use these devices you must install an access port in your pipeline. You, of course, may wish to install a permanent measuring device or have the flow of your system measured and certified by a professional engineer. General Requirements The access port shall be made by welding a 1'~ inch welding coupling onto the supply pipe as shown on the attached figures. These welding oouplings may .be ot~tained at most plumbing supply dealers. The access port must be installed at least 24 pipe diameters downstream from the pump, at least 9 pipe diameters downstream and at least 4 pipe diameters upstream from .any fbw restrict~cros Bch as reducers, elbows or control values. Control valves should be located downsrx~ from the access port. The above required distances may be reduced if straightening vanes are installed in the pipe. The coupling must be installed perpendicular to the pipe axis and also so that the centerline of the port passes through the center of the pipe. The access should be installed on the side of the pipe, as shown in the following sketch, to eliminate the problem of air in the pipe interfering with the measuring device reading. Each permit holder will be notified sixty (60) days prior to the date set for such proof. In order for the proof to be valid, it must be received by the Department on or before that date. It is very important that you complete the post- card completely and accurately. The information that you provide will enable the Department to make a field examination which is necessary before the license can be issued. The information you enter on the card should be an indication of the actual development of your project. This development must also correspond to that described by the permit. If it does not and changes in your project have been made, you should apply to amend your permit to include the actual development. .Application for Amendment forms are available from the Department of Water Resources upon request. WHAT TO UO IN CASE YOU HAVE NOT FULLY APPLE-ED THE WATER TO BENEFICIAL USE: you ave not been ab e to comp ete t e water use project describe in your permit within the time allowed, due to reasons beyond your control, you may apply to the Department for an extension of time. In order for an application for extension of time to be considered without loss of priority, it must be filed prior to the date on which proof of beneficial use is due. Each application for extension of time is considered on its own merits. WHAT TO DO IF YOU FAIL TO MAKE PROOF OF BENEFICIAL USE ON TIME: If you have applied the water to beneficial use, but do not submit the statement of bene- ficial use on or before the date set for such proof the permit will lapse. You may petition the Department within sixty (60) days from the date that a notice of lapsing is sent to you to reinstate your permit. In order for the Department to reinstate a permit, you must show reasonable cause why such permit should be reinstated. Submission of an acceptable Statement of Beneficial Use postcard within sixty (6U) days will be considered by the Department as cause for reinstatement. The priority of all reinstated permits will be advanced in time a number of days equal to the number of days that such showing is subsequent to the date set for proof. After sixty (60) days, there is normally no way in which the Department can reinstate a permit. ISSUANCE OF LICENSE: ____After_the_Department has completed an examination of your Statement of Beneficial Use, a field examiner will personally inspect-your water del-ivery system to determine the extent of beneficial use. If you have complied with the terms of the permit, the Department will issue a water license. The license becomes prima facia evidence of a water right. The license will include the rate of diversion measured, the total annual volume of water ~vhich may be diverted, the period of the year during which the water may be used, the nature of use to which the water has been applied, the priority establisried, the location of the point of diversion, the place of use, and any conditions of the water right. 10/81 ACCEPTABLE WATER MEASUREMENT DEVICES The Department of Water Resources approves the use of any standard water measurement device for which information is readily available. STATE OF IDAHO DEPARTMENT OF WATER RESOURCES INSTRUCTIONS FOR ACCESS PORT INSTALLATION ~~~ The Department of Water Resources' examiners now have portable measuring devices to measure the flow of water in a pipe flowing full. However, for them to be able to use these devices you must install an access port in your pipeline. You, of course, may wish to install a permanent measuring device or have the flow of your system measured and certified by a professional engineer. G~eral Requirements The access port shall be made by welding a 1'~ inch welding coupling onto the supply pipe as shown on the attached figures. These welding couplings may .be obtained at most plumbing supply dealers. The access port must be installed at least 24 pipe diameters downstream from the pump, at least 9 pipe diameters downstream and at least 4 pipe diameters upstream from any flow restricts such as recluoers, elbows or control values. Control valves should be bcated downs from the access port. The above required distances may be reduced if straightening vanes are installed in the pipe. The coupling must be installed perpendicular to the pipe axis and also so that the centerline of the port passes through the center of the pipe. The access should be installed on the side of the .pipe, as shown in the following sketch, to eliminate the problem of air in the pipe interfering with the measuring device reading.
