HomeMy WebLinkAbout96Aug26 Golf Course Committee MinsGOLF COURSE CONSTRUCTION COMMITTEE AUGUST 26, 1996 The regular meeting of the Golf Course Construction Committee was called to order by Chairman Walt Morrow. MEMBERS PRESENT: Patsy Fedrizzi, John Ewing, Grant Kingsford, Wally Lovan, Brad Watson. Morrow. We will meet and then we will adjourn for a five minute City Council meeting and then we will continue our meeting after that. Having said that, the purpose of today's meeting was just a progress report of where we are at. Terry and Jay Cook were invited but they weren't able to show I take it. Ewing: No, but I did get a report from them. I talked to them on the phone and (inaudible) As of right now the existing pump house is plumbed in and they do have water across the east end of the pond and they will start running those sprinklers, Terry said he hoped this afternoon if not tomorrow. Watson: They are running. Ewing: Okay, maybe you ought to give this update, you probably know more (inaudible). Kingsford: So the sprinklers are done to the canal? Watson: Yes Morrow: That is great. Ewing: (Inaudible) Terry is hoping to start on the first three fairways of getting that work done after that has been wet down, he wants it wet down three or four times starting off (inaudible) and starting working on that. Morrow So it will break up and then he can see (inaudible) Ewing: He is hoping that, that is going to continue, he is hoping by the end of the week that will all take place by the end of the week he can go in there with his first three holes, hopefully the fourth one on the weed control and we talked about last week that (inaudible) he wants to back in and (inaudible). He is planning on seeding then the week of September 9, which is this week next week and the first of the following week. So two weeks away from today he is planning on hopefully seeding the first three or hopefully the first four if not for sure the first three. He is going to start the, along those lines then he wants to follow up and toward the end of September (inaudible) four or five whatever (inaudible) seeded by that time and continuing just on that same pattern around. Tomorrow or the next day he is going to start that drain line. I understood that it got staked today or Friday, or today evidently. Golf Course Construction Committee August 26, 1996 Page 2 Watson: Yes, they just staked some bench marks, some elevation benchmarks and that was done Saturday. I don't, but they are down loading it today and I will have information tomorrow morning. Ewing: So he was under the understanding that it was ready right now, but it is not ready right now? Watson: Well, we thought it was when we drove out there this morning. But evidently they used (inaudible) Ewing: I think it is pretty important that we let him know, one of the things that he shared with me is he thought that was going to happen last week so he held off and now they have (inaudible) he told me that before he lets that sit he will go ahead and (inaudible) and get in there and ge# that started. But I really think it would be fair to him if we are not going to have it ready for a couple of days I should let him know. I think if it is ready we should definitely put some pressure on him to get an estimator there and go on (inaudible). Since he is in that situation of us holding him up a week here. Watson: It is ready, I was calling Hubble about every 2 hours last week trying to get them out there. And they did get it done Morrow: (Inaudible) Ewing: Well then we will just leave him (inaudible). One of the questions that he had was we have to cross that concrete ditch, does he have to go under that concrete ditch or, I am assuming that is the one that is on the west side (inaudible) does he need to go under it door can he go through it and just put it back in the way the rest of it has been taken out is or? Kingsford: I would say so, I talked to Wally about that and it seems like didn't we address that at the last meeting we need to find out then, I thought Wally was going to do that and he is not here. But we are supposed to find out if in fact that guy ever needs that ditch again. We may not even have to put it back. They have not used that all this year. Watson: They turned it on Friday, there is another story behind that. I will let you go ahead. Ewing: Along. with that ditch, well I will wait and hear that story. Anyway he needs to know that. Another question he had is the people are still continuing dumping, I wondered if that letter had got out from the City. He feels that it is a big enough problem that he has no problem that if it is stopped to clean it up right now. If it doesn't stop he is saying that it is Golf Course Construction Committee August 26, 1996 Page 3 just getting to be truck loads. I think it was kind of apre-warning hey committee hey City of Meridian get these people to stop dumping on the golf course when we are trying to build it. Morrow: I understood that John and I will follow up and check and make sure that it was sent. But the final solution to that may very ~nrell be what I said jokingly last meeting is the only way that I have had success with that is to take my front end loader and put it back in the folks' yard. It gets the point home real quickly and there is not a hell of a lot they can say about it. You just do it and go on from there. Kingsford: Do you know is it just the people that borders or people from back away. That is my concern, if we saw them dumping over the fence then you dump it back. But I have a feeling that the volume that is there it must be everybody in the subdivision and not just those on the perimeter. Morrow. It could be, or I suppose it could be some of the commercial guys, maybe we are targeting the wrong group here, maybe we have one or two guys dumping over the fence and that is pretty obvious because there is always a grass line on the fence on those, that is a no brainer. But if there are large amounts of it, it could easily be the commercial guys working the subdivision and homeowners have nothing to do with the problem. Kingsford: (Inaudible) I talked to both of those developers with Campbell about the elevation of that man hole on number 2 and he said he would get out there that day and likewise Turnbull with regard to the roadway drains and any piping he was going to do with Hillside (inaudible). And they were very receptive (inaudible). Ewing: The only other question that he had is that he needs about three weeks lead time on that pumping station. He v~rould like to bring it in and put it right into the pump house, the new pump house. I had tried last week after a meeting to get a hold of Bob Frost to be honest with you I could have (inaudible) today I tried to get a hold of him, made three phone calls and left messages and no word. So I don't know where we are at on that. Have you talked to Bob Frost? Watson: Same way, I left a message. Ewing: I will stay on that, I kind of dropped the ball on that because that was one of the things, I think that was the only thing I had to do last week when I left was to call Bob Frost. I do think though he had said he was going to be in Cascade or McCall. Watson: Through last week but he said he would be back today. Golf Course Construction Committee August 26, 1996 Page 4 Ewing: In fact (inaudible) after I got here, I got his number and maybe when we take our five minute break I will (inaudible). Morrow. You know John I saw his operation somewhere, I was running jobs this weekend because we are doing after hours work, I saw his trailer and stuff parked somewhere this weekend and I can't remember where the heck it was. Ewing: I went by the cafe early this morning to see if I could catch you and no luck. Anyway, I guess I haven't dropped that ball but I haven't caught him yet. So I will do that. I guess that is all I really have on a quick update for Cloverdale Nursery. I did ask them I have been real curious about this. Terry was on a dead run so he has not given me a definite number, he told me he would look it up. I wanted to know where he was at, to see if (inaudible) not to exceed and Terry told me that he was under $20,000 (inaudible). I think that is pretty important for what we are talking here. Kingsford: He was supposed to I thought give us those daily and he did really well and then they kind of stopped work out there for awhile at least the last time I talked to Wally he hadn't gotten another one of those hours sheets, daily log rather. Ewing: I wonder if he went into his contract. Kingsford: That may have very well have been but he did some other stuff out there though along that (inaudible). Ewing: Well I don't know, I hate to even say this since Wally is not here to hear me say this to him but that is really, Wally needs to keep track of that too. I don't think we need to be in (inaudible) Morrow. And we need to ask him that question John because my understanding of where we were last week is that Wally had the tickets up to a week or ten days prior td that and between then and now he was supposed to have completed or brought that information current so that we could see what the balance of that $20,000 was. And of course you are right he is not here so we don't have that information. Kingsford: One thing that I don't, I guess I am not clear on too and I saw the crew out there working, it is kind of interesting they had the crawler out there and the dozer and they were scraping back and forth. I am not sure whether that applies to his contract or whether that was some of the construction (inaudible). Ewing: And that is why we just need to keep track of it. I agree with you and it always concerns me when you have things separated like that. I do know that I feel pretty strong Golf Course Construction Committee August 26, 1996 Page 5 that if Wally doesn't have a signed ticket in my eyes they didn't do it. That is just, but I can also hear that, they will say that they did and we don't have it. Morrow. You and I both know we end up in the proverbial pissing match that we never win as contractors. Except to pay the ticket and sign the check. So anyway I guess the only thing I need to finalize is that we comeback (inaudible) an answer on that ditch. I would bring up (inaudible) Morrow. And I will address that, he will find out about the ditch. Did you have questions or comments for John for anything he addressed Patsy? Brad? Watson: No questions Morrow Comments? Watson: No Morrow: Grant? Kingsford: Can we have the Ordinance Enforcement guy go out there and maybe do door to door on that dumping thing. I think it may have a better impact than another Ewing: I did take the, I told Terry that if it continued that I thought that what we needed was (inaudible) not just once a week. If he goes out there Wednesday to get a hold of one of us and we just keep pounding on it. I did tell him if it gets bad and I guess in that allowance deal if we have to pay (inaudible) I did tell him that I would bring it up to the committee here that if we need to pay a little to get some of that hauled off. We can't stop the golf course. Kingsford: I wonder if we would be smart Walt, I can't think of what the ordinance would be but we (inaudible) Dick print us up some signs and put out there and some (inaudible) Morrow. I will ask Wayne the particular ordinances that would be applicable and then go from there. (Inaudible) we get that printed up and then have Dean or somebody do a door to door deal and leave one on each door. Ewing: I will tell you when we find something that works at the golf course I am going to want to know because (Inaudible) Kingsford: Well John I can tell you from sitting up at that table and Walt has heard people their big objection to the golf course is where will they dump their stuff. Golf Course Construction Committee August 26, 1996 Page 6 Ewing: Anyway that is the end of the Cloverdale Nursery report, not as well (inaudible). Morrow. We will slip back to Brad for issues on the ditch. You are going to cover the thing with the ditch and find it out. Watson: The ditch should be all taken care of, I though Jake and I had it all worked out this morning. Ewing: Well maybe I talked to Terry, so he probably didn't know. So Jake knows what the deal is. Watson: They are going to start digging tomorrow morning and they are going to start laying pipe Wednesday. Ewing: So what is the answer, are they going through it or under it? Watson: They are going under it, that concrete ditch I don't know what the answer to that is. If they can take that out or not, they have taken evidently a lot of the other (inaudible). Ewing: (Inaudible) Watson: I think it is going to have to Kingsford: I think it can come out, unquestionably that becomes (inaudible) that is City owned now. The guy that gets his water on down the road we can't separate him from his water. But he doesn't own the ditch. Ewing: I think they are just talking about taking a section out and putting the pipe through and then putting the ditch, taking the dirt ditch back in like it has been. Watson: He turned it on Friday and water was going everywhere and we had a big rush and got out there and cleaned it up. Kingsford: That is the first time he has used that ditch in over a year. I thought he must be getting delivery from some other point. Watson: I don't know what the deal is. Ewing: That ditch I think seems to me like we are going to have to do something. That is areal eye sore for the whole golf course with that patch of weeds through there. That is quite a maintenance deal. Golf Course Construction Committee August 26, 1996 Page 7 Kingsford: I will tell you if we have the box (inaudible) through the golf course part at least. Ewing: I would really like (Inaudible) I think somebody made the comment they thought that would be way more (inaudible). Morrow: We will take a ten or 15 minute recess for the Council to db their business and then we will come back and finish ours. RECESS Morrow: Patsy, any issues that you want to visit on? Fedrizzi: (Inaudible) Morrow. John? Ewing: No I don't think so. Morrow: Grant? Kingsford: I don't have any (inaudible) Morrow: Motion to adjourn then. Kingsford: So moved Fedrizzi: Second Morrow.
