the ACHD Tech Review Committee and the recommendations will be
forwarded to the ACRD Commission for approval.

Ada Street is improved with 29-feet of pavement with no curb,
gutter or sidewalk on either side in front of this site. The
two parcels to the west of this site have recently installed
curb, gutter and sidewalk. Staff recommends that the develop-
er be required to construct street improvements along the
site's frontage.

3. There are currently three points of access to the site, one on
the alley, one on E. 1st Street, and one on Ada Street.
4. A dirt alley with an 8-foot right-of-way abuts the parcel's
north property line. The standard right-of-way for an alley
is 20-feet wide. The additional right-of-way needed. to expand
the width of the alley is south of the existing 8-feet of
right-of-way and is occupied by a building on the site. Staff
recommends that access to the alley be prohibited unless the
developer paves the alley along the site's frontage to a pub-
lic road.
5. The applicant proposes to have two gates, one on E. 1st Street
and one on Ada Street that are proposed to swing out into the
right-of-way. Staff recommends that the gates be redesigned
to open the opposite direction, away from the street.
6. This application is not scheduled for public hearing.
The following requirements are provided to the City of Meridian
Planning & Zoning as conditions for approval.
SITE SPECIFIC REQUIREMENTS:
1. Construct curb, gutter, 5-foot sidewalk and match paving on
Ada Street abutting parcel. Improvements shall be constructed
to a 37-foot back-to-back street section.
2. Construct a standard curb cut with a maximum width of 30-feet
on Ada Street.
3. No access to the alley is allowed unless the alley is paved
the full existing right-of-way width to a public road.
4. Redesign any gates on the site to swing into the site, not
into the right-of-way. •

STANDARD REQUIREMENTS:
1. Street and drainage improvements required in the public right-
of-way shall be designed and constructed in conformance with
District standards and policies.
2. Specifications, land surveys, reports, plats, drawings, plans,
design information and calculations presented to ACHD shall be
sealed, signed and dated by a Registered Professional Engineer
or Professional Land Surveyor, in compliance with Idaho Code,
Section 54-1215.
3. Provide written approval from the appropriate irriga-
tion/drainage district authorizing storm runoff into their
system.
4. Locate obstructions (utility facilities, irrigation and drain-
age appurtenances, etc.) outside of the proposed street im-
provements. Authorization for relocations shall be obtained
from the appropriate entity.
5. Continue existing irrigation and drainage systems across par-
cel.
• 6. Submit three sets of street construction plans to the District
for review and appropriate action.
7. Submit site drainage plans and calculations for review and
appropriate action by ACRD. The proposed drainage system
shall conform to the requirements of Meridian and shall retain
all storm water on-site.
Public street drainage facilities shall be located in the
public right-of-way or in a common lot owned by a homeowners
association set aside specifically for that use. There shall
be no trees, fences, bushes, sheds, or other valuable ameni-
ties placed in said easement. Drainage lots and their use
restrictions shall be noted on the plat (when applicable).
8. Provide design data for proposed access to public streets for
review and appropriate action by ACHD.
9. Locate driveway curb cuts a minimum of 5-feet from the side
lot property lines when the driveways are not being shared
with the adjacent property.
10. Aright-of-way permit must be obtained from ACHD for all
street and utility construction within the public right-of-
way. Contact Construction Services at 345-7667 (with zoning
file number) for details.

11. A request for modification, variance or waiver of any require-
ment or policy outlined herein shall be made, in writing, to
the Manager of Engineering Services within 15 calendar days of
the original Commission action. The request shall include a
statement explaining why such a requirement would result in
substantial hardship or inequity.

In order for the District to approve the above noted project, the
following conditions must be complied with.
1. As provided in ACHD Site Specific Requirements on subject
development, the District required construction of curb, gutter and
4-foot sidewalk and match paving (37-foot street section) along the
Ada Street frontage abutting parcel. Redesign any gates on the
site to swing into the site, not into the right-of-way. Please
revise the plans accordingly.
