Meridian Ordinance. Dimensions will be determined by the
city Engineer-. All sidewalks will be five (5) feet in
width.

STATE STREET EXTENSION SUB.
Dear Members,
I am submitting a preliminary plat for the approval
of a 15 lot single-family, residential subdivision
lying adjacent to the east boundary of Clarinda Fair
Sub., which is on Pine Street between 11th and 8th.
Streets.
The current zoning is R-4, and I have designed all
the lots to be in excess of 9,000 square feet.
Existing utilities are present at the end of State
Street on my west boundary and will be extended into
my subdivision.
All storm drainage will remain on-site and within
the ACHD right-of-way. All street improvements will
be constructed to the ACHD and City of Meridian
Standards. Pine is currently improved with pavement,
curb, gutter and sidewalk. I will be dedicating an
additional 5' of right-of-way to the public.
There is an existing home on Lot 10 and another due
east of Lot 9. I am requesting allowance for 2 more
homes fronting Pine Street - Lots 9 and 11. ACHD
is opposed to continuing the proposed State Court
through to Pine Street and prefers the cul-de-sac
arrangement instead. The homes on these lots will
be in the range of $90,000 - $125,000 and will be
compatible with the surrounding area. Thank you for

1 have reviewed this submittal and offer the following comments, for your information and
consideration as conditions of the application during the hearing process:
This Final Plat is in general conformance with the Preliminary Plat that was previously
approved by the Meridian City Council on July 19, 1994.
2. Please submit the Ada County Street Name Committee letter approving the Subdivision
name, Street Names, and Lot & Block Numbering. Make any revisions necessary to
conform.
3. Please revise the plat notes as follows:
(2.) ...resubdivision , or as allowed by Conditional Use.
(9) The bottom elevation of house footings shall be set a minimum of 12 inches above
the highest established seasonal ground water elevation.
4. Lots 3 & 4, Block 2 don't meet the minimum street frontage required by an R-4 Zone.
The minimum street frontage on cul-de-sac lots shall be a minimum of 40 feet measured as
a Chord Measurement.
5. The centerline of W. Washington St. is dimensioned as being 30.00 feet from it's
intersection with W. Pine St. to the subdivision boundary, both in the plat map and in
Detail "A". This dimension should read 25.00 feet.
6. Please indicate the scale of Detail "A".
7. The survey monument referenced on the plat map as the W 1/4 Cor., Sect. 12 is shown in
symbol as a "Found Brass Cap" but is called out as a "Found Aluminum Cap".
8. Shouldn't the two government survey corners used in this platting be referenced with
Corner Perpetuation record numbers?
9. It doesn't appear that any provisions have been made with easements for sewer extension
to the parcels of land adjacent to the east subdivision boundary per. the Meridian City
Engineers Preliminary Plat comment.

Re: Final Plat for Canna Lily Estates Subdivision
Dear Councilmen:
I have reviewed the application for The Hollows Subdivision and
find that it includes approximately 14 homes at a median value of
$115,000. We also find that this subdivision is located in
census tract 103.12 and in the attendance zone for Meridian
Elementary, Meridian Middle School and Meridian High School.
Using the above information we can predict that these homes, when
completed, will house 3 elementary aged children, 3 middle school
aged children, and 2 senior high aged students. At the present
time Meridian Elementary is at 108% of capacity, Meridian Middle
School is at 130% of capacity and Meridian High School is at 130%
of capacity.
The Meridian School District is not opposed to growth in. our
district, however this subdivision will cause increased over-
crowding in all three schools. There is little opportunity to
shift attendance boundaries since the surrounding schools are
also well over capacity. Before we could support this
subdivision, we would need land dedicated to the district or at
least made available. In addition we would need to pass another
bond issue for the construction of schools.
The cost per student for newly constructed schools, excluding
site purchase price and offsite improvements, exceeds $5,000
per elementary student and $10,000 per middle or high school
student.
We are in a difficult position and need your help in dealing with
the impact of growth on schools.

STORMWATER MANAGEMENT RECOMMENDATIONS
We recommend that the first one half inch of stormwater be
pretreated through a grassy swale prior to discharge to the
subsurface to prevent impact to groundwater and surface water
quality. The engineers and architects involved with the design of
this project should obtain current best management practices for
stormwater disposal and design a stormwater management system that
is preventing groundwater and surface water degradation. Manuals
that could be used for guidance are:

I am submitting the final plat for the approval of
a 14 lot single-family, residential subdivision lying
adjacent to the east boundary of Clarinda Fair Sub.,
which is on Pine Street between 11th and 8th. Streets.
The current zoning is R-4, and I have designed all
the lots to be in excess of 9,000 square feet. This
final plat is in conformance with the approved
preliminary plat and meets all the conditions or
requirements, conforms to the requirements and
provisions of the City of Meridian's Zoning Ordinance,

I have reviewed this submittal and have the following comments for your information and or use as
conditions of the applicant during the hearing process:
It appears that sanitary sewer service to a parcel of ground, between the church property and the
multi -family property along this parcel's east boundary, is in jeopardy unless measures are taken
to provide a sewer line extension from this parcel
ACHD has discussed extending State Street via State Street Court to N.W. 8th which would
allow an extension of the sewer to this undeveloped parcel.
2. The chord dimension frontage of culdesac/ bulb lots must be at least 40 feet. Lot 4 does not
comply with this requirement.
3. A street light needs to be located at the end of the culdesac.
4. The culdesac length, as measured from the intersection of White Lily in Clarinda Fair to the
center of the culdesac, appears to be more than the maximum allowed 450 feet. A variance is
needed unless it can be shortened.
5. What is the plan to pipe the irrigation ditch(es) presently crossing this parcel?
6. Submit street and subdivision name approval memo from the Ada County Street Name
Committee.
7. The highest seasonal groundwater elevation needs to be established to assist builders in
locating the bottom of their ;footings one foot above that elevation.
8. Submit proposed restrictive covenants and or deed restrictions.

1. Note 3 needs to be revised to indicate a minimum of 1400 square
feet of living space (excluding garage).
2. Lot 4 needs to have a minimum 40' chord.
3. Buffering for adjacent existing residential areas must be
provided.
4. There are ditches along the eastern and northern boundaries of
this property that will need to be tiled. Execution of an
agreement between Nampa -Meridian Irrigation District and the
developer is required prior to any final plat submittal. Any
downstream water users must also approve plans.
5. Three lots are shown with frontage on Pine Street, which is
classified as a major collector. One lot has an existing home on
it. Applicant has indicated ACHD is opposed to extending State
Court through to Pine Street. My preference would be to have
direct access to this subdivision from Pine Street in lieu of
three lots having direct access. These three lots will never
truly be part of the subdivision in the present configuration.
The difficulties involved with infill projects of this sort may
warrant special consideration.
6. Idaho Power has recently started requesting 10' rear easements on
each side of property lines. The front yard setback requirements
for lots fronting on Pine is 301; lots fronting local streets
require 20' front yard setbacks.

7. All lots must meet minimum of 8,000 square feet exclusive of
easements. Lot area shall be determined exclusive of rights -of -
ways, irrigation easements and land which is used for the
conveyance of irrigation water, drainage water, creek or river
flows. This requirement also applies to any sewer line easements,
which will need to be deeded to the City as separate lots if
crossing somewhere besides existing street right-of-way. Adequate
right-of-way for Pine Street needs to be shown as directed by
ACRD.
I recommend further investigation into possibility of extending State
Court to Pine Street to make a cohesive subdivision. As a condition of
approval, the developer must enter into a Development Agreement. This
agreement must be approved by the City prior to Final Plat approval.

Re: State Street Extension Subdivision
Dear Councilmen:
I have reviewed the application for State Street Extension
Subdivision and find that it includes approximately 15 homes at
the median value of $100,000. We also find that this subdivision
is located in census tract 103.12 and in the attendance zone for
Meridian Elementary, Meridian Middle School and Meridian High
School.
Using the above information we can predict that these homes, when
completed, will house 6 elementary aged children, 5 middle school
aged children, and 4 senior high aged students. At the present
time Meridian Elementary is 110% is at capacity, Meridian Middle
School is at 130% of capacity and Meridian High School is at 116%
of capacity.
The Meridian School District is not opposed to growth in our
district, however this subdivision will cause increased over-
crowding in all three schools. There is little opportunity to
shift attendance boundaries since the surrounding schools are
also well over capacity. Before we could support this
subdivision, we would need land dedicated to the district or at
least made available at a minimum price for a school site in this
area. The site would need water and sewer service available. In
addition we would need to pass another bond issue for the
construction of schools.
The cost per student for newly constructed schools, excluding
site purchase price and offsite improvements, exceeds $5,000
per elementary student and $10,000 per middle or high school
student.
We are in a difficult position and need your help in dealing with
the impact of growth on schools.

SUBJECT: STATE STREET EXTENSION SUBDIVISION - PRELIMINARY PLAT
On May 11, 1994, the Commissioners of the Ada County Highway
District (hereafter called "District") took action on the
Preliminary Plat as stated on the attached staff report.
In order that the Final Plat may be considered by the District for
acceptance, the Developer shall cause the following applicable
standard conditions to be satisfied prior to District certification
and endorsement:
1. Drainage plans shall be submitted and subject to review and
approval by the District.
2. If public street improvements are required: Prior to any
construction within the existing or proposed public right-of-
way, the following shall be submitted and subject to review
and approval by the District:
a. Three complete sets of detailed street construction
drawings prepared by an Idaho Registered Professional
Engineer, together with payment of plan review fee.
b. Execute an Inspection Agreement between the Developer and
the District together with initial payment deposit for
inspection and/or testing services.
C. Complete all street improvements to the satisfaction of
the District, or execute Surety Agreement between the
Developer and the District to guarantee the completion of
construction of all street improvements.

4, Provide written approval from the appropriate irriga-
tion; drainage district authorizing storm runoff Lnto their
system.
5. Locate obstructions (utility facilities, irrigation and drain-
age appurtenances, etc.) outside of the proposed street im-
provements. Authorization for relocations shall be obtained
from the appropriate entity.
6. Continue existing irrigation and drainage systems across par-
cel.
7. Submit three sets of street construction plans to the District
for review and appropriate action.
8. Submit site drainage plans and calculations for review and
appropriate action by ACHD. The proposed drainage system
shall conform to the requirements of Meridian and shall retain
all storm water on-site.
Public street drainage facilities shall be located in the
public right-of-way or in a drainage easement set aside specif-
ically for that use. There shall be no trees, fences, bushes,
sheds, or other valuable amenities placed in said easement.
Drainage easements and their use restrictions shall be noted
on the plat.
9. Provide design data for proposed access to public streets for
review and appropriate action by ACHD.
10. Locate driveway curb cuts a minimum: of 5 -feet from the side
lot property lines when the driveways are not being shared
with the adjacent property.
11. Developer shall provide the District with a copy of the record-
ed plat prior to the installation of street name signs.
Street signs will not be ordered until all fees have been paid
and a copy of the recorded plat has been provided to ACHD
staff. The copy of the recorded plat shall show the recording
information as inscribed by the Deputy County Recorder.
12. Install a stop sign on every unsignalized approach of a
project street to an intersection involving a collector or
arterial as the cross -street. The stop sign shall be in-
stalled when the project street is first accessible to the
motoring public.
13. A right-of-way permit must be obtained from ACHD for all
street and utility construction within the public right-of-
way. Contact Construction Services at 345-7667 (with zoning
file number) for details.

Dear Gary:
Enclosed is a Copy of ACHDfs review and approval letter on the
referenced subdivision preliminary plat. As you will see from
reading it, the District does not favor the extension of State
Court out to Pine Street. It is our opinion that this will open up
the Clarinda Fair Subdivision to out -through and other unwanted
non -loom. traffic. Additionally, it would place another street
Connection to pine Street, which is a collector roadway to which
our policy is to discourage numerous unnecessary connections.
It seems to me that the extension of State Court out to Pine street
will allow a lot of undesirable traffic to use the street. to cruise
through the neighborhood, rather than just those people who live
there.
We have been asked by a resident of Clarinda Fair if the District
would approve the termination of Stats Street at the boundary of
the two subdivisions. This would be a very undesirable situation
that the District would not accept.
If the City requires the developer to extend State Court out to
Pine Street, the District will acquiesce to the City's wishes, but
we believe that the residents of Clarinda Fair will come to wish
they had the quiet closed -street neighborhood atmosphere rather
than a through street.

SUBJECT: STATE STREET EXTENSION SUBDIVISION - PRELIMINARY PLAT
On May 11, 1994, the Commissioners of the Ada County Highway
District (hereafter called "District") took action on the
Preliminary Plat as stated on the attached staff report.
In order that the Final Plat may be considered by the District for
acceptance, the Developer shall cause the following applicable
standard conditions to be satisfied prior to District certification
and endorsement:
1. Drainage plans shall be submitted and subject to review and
approval by the District.
2. If public street improvements are required: Prior to any
construction within the existing or proposed public right-of-
way, the following shall be submitted and subject to review
and approval by the District:
a. Three complete sets of detailed street construction
drawings prepared by an Idaho Registered Professional
Engineer, together with payment of plan review fee.
b. Execute an Inspection Agreement between the Developer and
the District together with initial payment deposit for
inspection and/or testing services.
C. Complete all street improvements to the satisfaction of
the District, or execute Surety Agreement between the
Developer and the District to guarantee the completion of
construction of all street improvements.

5. Locate obstructions (utility facilities, irrigation and drain-
age appurtenances, etc.) outside of the proposed street im-
provements. Authorization for relocations shall be obtained
from the appropriate entity.
6. Continue existing irrigation and drainage systems across par-
-el.
7. Submit three sets of street construction plans to the District
for review and appropriate action.
B. Submit site drainage plans and calculations for review and
appropriate action by ACHD. The proposed drainage system
shall conform to the requirements of Meridian and shall retain
all storm water on-site.
Public street drainage facilities shall be located in the
public right-of-way or in a drainage easement set aside specif-
ically for that use. There shall be no trees, fences, bushes,
sheds, or other valuable amenities placed in said easement.
Drainage easements and their use restrictions shall be noted
on the plat.
9. Provide design data for proposed access to public streets for
review and appropriate action by ACHD.
10. Locate driveway curb cuts a minimum of 5 -feet from the side
lot property lines when the driveways are not being shared
with the adjacent property.
11. Developer shall provide the District with a copy of the record-
ed plat prior to the installation of street name signs.
Street signs will not be ordered until all fees have been paid
and a copy of the recorded plat has been provided to ACHD
staff. The copy of the recorded plat shall show the recording
information as inscribed by the Deputy County Recorder.
12. Install a stop sign on every unsignaliz.ed approach of a
project street to an intersection involving a collector or
arterial as the cross -street. The stop sign shall be in-
stalled when the project street is first accessible to the
motoring public.
13. A right-of-way permit must be obtained from ACHD for all
street and utility construction within the public right-of-
way. Contact Construction Services at 345-7667 (with zoning
file number) for details.

SUBJECT: Preliminary Plat for State Street Extension Subdivision in
an R-4 Zone
This 15 -lot proposed plat is located east of Clarinda Fair, south of
Gregory Subdivision No. .2, west of an unplatted area, and north of Pine
Avenue.
1. Note 3 needs to be revised to indicate a minimum of 1400 square
feet of living space (excluding garage).
2. Lot 4 needs to have a minimum 40' chord.
3. Buffering for adjacent existing residential areas must be
provided.
4. There are ditches along the eastern and northern boundaries of
this property that will need to be tiled. Execution of an
agreement between Nampa -Meridian Irrigation District and the
developer is required prior to any final plat submittal. Any
downstream water users must also approve plans.
5. Three lots are shown with frontage on Pine Street, which is
classified as a major collector. One lot has an existing home on
it. Applicant has indicated ACHD is opposed to extending State
Court through to Pine Street. My preference would be to have
direct access to this subdivision from Pine Street in lieu of
three lots having direct access. These three lots will never
truly be part of the subdivision in the present configuration.
The difficulties involved with infill projects of this sort may
warrant special consideration.
6. Idaho Power has recently started requesting 10' rear easements on
each side of property lines. The front yard setback requirements
for lots fronting on Pine is 301; lots fronting local streets
require 20' front yard setbacks.

7. All lots muit meet minimum of 8,000 square feet exclusive of
easements. Lot area shall be determined exclusive of rights -of -
ways, irrigation easements and land which is used for the
conveyance of irrigation water, drainage water, creek or river
flows. This requirement also applies to any sewer line easements,
which will need to be deeded to the City as separate lots if
crossing somewhere besides existing street right-of-way. Adequate
right-of-way for Pine Street needs to be shown as directed by
ACRD.
I recommend further investigation into possibility of extending State
Court to Pine Street to make a cohesive subdivision. As a condition of
approval, the developer must enter into a Development Agreement. This
agreement must be approved by the City prior to Final Plat approval.

Re: State Street Extension Subdivision
Dear Councilmen:
I have reviewed the application for State Street Extension
Subdivision and find that it includes approximately 15 homes at
the median value of $100,000. We also find that this subdivision
is located in census tract 103.12 and in the attendance zone for
Meridian Elementary, Meridian Middle School and Meridian High
School.
Using the above information we can predict that these homes, when
completed, will house 6 elementary aged children, 5 middle school
aged children, and 4 senior high aged students. At the present
time Meridian Elementary is 110% is at capacity, Meridian Middle
School is at 130% of capacity and Meridian High School is at 116%
of capacity.
The Meridian School District is not opposed to growth in our
district, however this subdivision will cause increased over-
crowding in all three schools. There is little opportunity to
shift' attendance boundaries since the surrounding schools are
also well over capacity. Before we could support this
subdivision, we would need land dedicated to the district or at
least made available at a minimum price for a school site in this
area. The site would need water and sewer service available. In
addition we would need to pass another bond issue for the
construction of schools.
The cost per student for newly constructed schools, excluding
site purchase price and offsite improvements, exceeds $5,000
per elementary student and $10,000 per middle or high school
student.
We are in a difficult position and need your help in dealing with
the impact of growth on schools.

I have reviewed this submittal and have the following comments for your information and or use as
conditions of the applicant during the hearing process:
It appears that sanitary sewer service to a parcel of ground, between the church property and the
multi -family property along this parcel's east boundary, is in jeopardy unless measures are taken
to provide a sewer line extension from this parcel.
ACRD has discussed extending State Street via State Street Court to N.W. 8th which would
allow an extension of the sewer to this undeveloped parcel.
2. The chord dimension frontage of culdesac/ bulb lots must be at least 40 feet. Lot 4 does not
comply with this requirement.
3. A street light needs to be located at the end of the culdesac.
4. The culdesac length, as measured from the intersection of White Lily in Clarinda Fair to the
center of the culdesac, appears to be more than the maximum allowed 450 feet. A variance is
needed unless it can be shortened.
5. What is the plan to pipe the irrigation ditch(es) presently crossing this parcel?
6. Submit street and subdivision name approval memo from the Ada County Street. Name
Committee.
7. The highest seasonal groundwater elevation needs to be established to assist builders in
locating the bottom of their footings one foot above that elevation.
8. Submit proposed restrictive covenants and or deed restrictions.
