Dear Members, I am submitting a preliminary plat for the approval of a 15 lot single-family, residential subdivision lying adjacent to the east boundary of Clarinda Fair Sub., which is on Pine Street between 11th and 8th. Streets. The current zoning is R-4, and I have designed all the lots to be in excess of 9,000 square feet. Existing utilities are present at the end of State Street on my west boundary and will be extended into my subdivision. All storm drainage will remain on-site and within the ACHD right-of-way. All street improvements will be constructed to the ACHD and City of Meridian Standards. Pine is currently improved with pavement, curb, gutter and sidewalk. I will be dedicating an additional 5' of right-of-way to the public. There is an existing home on Lot 10 and another due east of Lot 9. I am requesting allowance for 2 more homes fronting Pine Street - Lots 9 and 11. ACHD is opposed to continuing the proposed State Court through to Pine Street and prefers the cul-de-sac arrangement instead. Planning & Zoning 1 have reviewed this submittal and offer the following comments, for your information and consideration as conditions of the application during the hearing process: This Final Plat is in general conformance with the Preliminary Plat that was previously approved by the Meridian City Council on July 19, 1994. 2. Please submit the Ada County Street Name Committee letter approving the Subdivision name, Street Names, and Lot & Block Numbering. Make any revisions necessary to conform. 3. Please revise the plat notes as follows: (2.) ...resubdivision , or as allowed by Conditional Use. (9) The bottom elevation of house footings shall be set a minimum of 12 inches above the highest established seasonal ground water elevation. 4. Lots 3 & 4, Block 2 don't meet the minimum street frontage required by an R-4 Zone. The minimum street frontage on cul-de-sac lots shall be a minimum of 40 feet measured as a Chord Measurement. 5. The centerline of W. Washington St. is dimensioned as being 30.00 feet from it's intersection with W. Pine St. to the subdivision boundary, both in the plat map and in Detail "A". We also find that this subdivision is located in census tract 103.12 and in the attendance zone for Meridian Elementary, Meridian Middle School and Meridian High School. Using the above information we can predict that these homes, when completed, will house 3 elementary aged children, 3 middle school aged children, and 2 senior high aged students. At the present time Meridian Elementary is at 108% of capacity, Meridian Middle School is at 130% of capacity and Meridian High School is at 130% of capacity. The Meridian School District is not opposed to growth in. our district, however this subdivision will cause increased over- crowding in all three schools. There is little opportunity to shift attendance boundaries since the surrounding schools are also well over capacity. Before we could support this subdivision, we would need land dedicated to the district or at least made available. In addition we would need to pass another bond issue for the construction of schools. The cost per student for newly constructed schools, excluding site purchase price and offsite improvements, exceeds $5,000 per elementary student and $10,000 per middle or high school student. We are in a difficult position and need your help in dealing with the impact of growth on schools. STORMWATER MANAGEMENT RECOMMENDATIONS We recommend that the first one half inch of stormwater be pretreated through a grassy swale prior to discharge to the subsurface to prevent impact to groundwater and surface water quality. The engineers and architects involved with the design of this project should obtain current best management practices for stormwater disposal and design a stormwater management system that is preventing groundwater and surface water degradation. The chord dimension frontage of culdesac/ bulb lots must be at least 40 feet. Lot 4 does not comply with this requirement. 3. A street light needs to be located at the end of the culdesac. 4. We also find that this subdivision is located in census tract 103.12 and in the attendance zone for Meridian Elementary, Meridian Middle School and Meridian High School. Using the above information we can predict that these homes, when completed, will house 6 elementary aged children, 5 middle school aged children, and 4 senior high aged students. At the present time Meridian Elementary is 110% is at capacity, Meridian Middle School is at 130% of capacity and Meridian High School is at 116% of capacity. The Meridian School District is not opposed to growth in our district, however this subdivision will cause increased over- crowding in all three schools. There is little opportunity to shift attendance boundaries since the surrounding schools are also well over capacity. Before we could support this subdivision, we would need land dedicated to the district or at least made available at a minimum price for a school site in this area. The site would need water and sewer service available. In addition we would need to pass another bond issue for the construction of schools. The cost per student for newly constructed schools, excluding site purchase price and offsite improvements, exceeds $5,000 per elementary student and $10,000 per middle or high school student. As you will see from reading it, the District does not favor the extension of State Court out to Pine Street. It is our opinion that this will open up the Clarinda Fair Subdivision to out -through and other unwanted non -loom. traffic. Additionally, it would place another street Connection to pine Street, which is a collector roadway to which our policy is to discourage numerous unnecessary connections. It seems to me that the extension of State Court out to Pine street will allow a lot of undesirable traffic to use the street. to cruise through the neighborhood, rather than just those people who live there. We have been asked by a resident of Clarinda Fair if the District would approve the termination of Stats Street at the boundary of the two subdivisions. This would be a very undesirable situation that the District would not accept. The copy of the recorded plat shall show the recording information as inscribed by the Deputy County Recorder. 12. Install a stop sign on every unsignaliz.ed approach of a project street to an intersection involving a collector or arterial as the cross -street. The stop sign shall be in- stalled when the project street is first accessible to the motoring public. 13. MORROW SHARI STILES Planner & Zoning Administrator JIM JOHNSON Chairman - Planning & Zoning SUBJECT: Preliminary Plat for State Street Extension Subdivision in an R-4 Zone This 15 -lot proposed plat is located east of Clarinda Fair, south of Gregory Subdivision No. .2, west of an unplatted area, and north of Pine Avenue. 1. Note 3 needs to be revised to indicate a minimum of 1400 square feet of living space (excluding garage). 2. Lot 4 needs to have a minimum 40' chord. 3. Buffering for adjacent existing residential areas must be provided. 4. There are ditches along the eastern and northern boundaries of this property that will need to be tiled. Execution of an agreement between Nampa -Meridian Irrigation District and the developer is required prior to any final plat submittal. Any downstream water users must also approve plans. 5. Three lots are shown with frontage on Pine Street, which is classified as a major collector. One lot has an existing home on it. Applicant has indicated ACHD is opposed to extending State Court through to Pine Street. My preference would be to have direct access to this subdivision from Pine Street in lieu of three lots having direct access. These three lots will never truly be part of the subdivision in the present configuration. The difficulties involved with infill projects of this sort may warrant special consideration. 6. Idaho Power has recently started requesting 10' rear easements on each side of property lines. The front yard setback requirements for lots fronting on Pine is 301; lots fronting local streets require 20' front yard setbacks. Memo to PBZ Commission, Mayor and Council May 5, 1994 Page Two 7. All lots muit meet minimum of 8,000 square feet exclusive of easements. Lot area shall be determined exclusive of rights -of - ways, irrigation easements and land which is used for the conveyance of irrigation water, drainage water, creek or river flows. This requirement also applies to any sewer line easements, which will need to be deeded to the City as separate lots if crossing somewhere besides existing street right-of-way. Adequate right-of-way for Pine Street needs to be shown as directed by ACRD. I recommend further investigation into possibility of extending State Court to Pine Street to make a cohesive subdivision. As a condition of approval, the developer must enter into a Development Agreement. This agreement must be approved by the City prior to Final Plat approval. We also find that this subdivision is located in census tract 103.12 and in the attendance zone for Meridian Elementary, Meridian Middle School and Meridian High School. Using the above information we can predict that these homes, when completed, will house 6 elementary aged children, 5 middle school aged children, and 4 senior high aged students. At the present time Meridian Elementary is 110% is at capacity, Meridian Middle School is at 130% of capacity and Meridian High School is at 116% of capacity. The Meridian School District is not opposed to growth in our district, however this subdivision will cause increased over- crowding in all three schools. There is little opportunity to shift' attendance boundaries since the surrounding schools are also well over capacity. Before we could support this subdivision, we would need land dedicated to the district or at least made available at a minimum price for a school site in this area. The site would need water and sewer service available. In addition we would need to pass another bond issue for the construction of schools. The cost per student for newly constructed schools, excluding site purchase price and offsite improvements, exceeds $5,000 per elementary student and $10,000 per middle or high school student. We are in a difficult position and need your help in dealing with the impact of growth on schools. ACRD has discussed extending State Street via State Street Court to N.W. 8th which would allow an extension of the sewer to this undeveloped parcel. 2. The chord dimension frontage of culdesac/ bulb lots must be at least 40 feet. Lot 4 does not comply with this requirement. 3. A street light needs to be located at the end of the culdesac. 4.
