HomeMy WebLinkAboutProfessional Services Agreement with Landerman Moore Associates for Comprehensive Parks & Rec System Plan Comprehensive Parks & Rec System Plan Admendment No 1City of Meridian ~'o~rt~re~ae~tsive ~',~~°~ ~ ~c~c~e~t~~ 5~,~~~~ ~~~n SERVICES AGREEMENT AMENDMENT No. l On September ~, 1999, the Services Agreement by and between the City of Meridian and LANDERMAN-MOORE ASSOCIATES, which agreement was executed on July 13, 1999 for professional services to prepare the CITY OF MERIDIAN, Comprehensive Parks & Recreation System Master Plan, shall be amended to provide additional services in consideration for an additional fee amount of Fifteen Thousand and no/100ths Dollars ($15,000.00). The additional services to be provided are generally described as: A. Prepare a Master Plan fora 56-Acre Park within the City of Meridian B. Prepare a Master Plan for Chateau Park. The specific services, terms and performance responsibilities of the parties signatory hereto are further defined in Exhibits `A' and `B' which are attached and made a part of this amendment. Task 2: Program/ Spatial/ Land Use & Facilities Analysis ^ Ident~ specific recreation needs and demand by recreation category. ^ Evaluate site design capacity and land use based on user demand and facilities design standards. ^ Prepare a site design and facilities program statement establishing all physical improvements. 1 Task 3: Draft Master Plan ^ Identify specific facilities side, locations and site improvement requirements. ^ Prepare rough grading plan and utilities layout. ^ Prepare access, parking and circulation plan. ^ Prepare conceptual facilities layout and draft master plan and revieav with Department and others during second site visit. Task 4: Estimate of Probable Cost ^ Upon consensus approval of draft master plan, prepare cost for capital improvements identifying site and facilities development costs including administrative, A ~' E services, construction and incidental costs. Task S: Final Master Plan, Phasing Plan and O & M ^ The final Master Plan shall be prepared aa~ith graphic narrative and tables identifying design descriptions, development phasing and projections of probable costs. Operations and maintenance analysis. ^ The final Master Plan Illustrative shall be tivo-dimensional draavings colored and mounted. Phasing Plans for specific improvements shall be ACA.DK~4 formatted and all text and tables shall be Microsoft Ford 97 (IBM format with hard copy in bound documents. 2 Scope of Work for Meridian Community Park Meridian, Idaho Deliverable Products include research, planning and design to organize a Master Plan fora 56-acre Meridian Community Park. Program/ Spatial & Land Use Definition will occur after the first site visit. The Draft Master Plan will be discussed with Staff during the second site visit as will project phasing. On the third site visit we will review project phasing and capital, operations and maintenance cost. Deliverable Products include interim review plans, Final Master Plan Illustrative (colored, rendered and mounted board (32x40±)), with text estimates of capital, operations and maintenance cost by phased plans in ACADRI4 format, Microsoft Word 97 and hardcopy. City of Meridian Road Map in ACADRI4 format will be necessary. We further understand that you have requested such planning services for Chateau Park be provided at "no fee" predicated upon LANDERMAN-MOORE ASSOCIATES being engaged by the City of meridian to Master Plan the 56 acre community park which engagement is now pending. After careful consideration, we will agree to proceed with planning for chateau Neighborhood Park on condition of execution of contract amendment to our current (July 6, 1999) agreement for the Comprehensive Park ~' Kecreation System Plan which amendment shall be for an additional fixed amount of $750.00. The additional $750.00 over the $15,000.00 budget previously submitted July 30, 1999 is to cover reimbursable expenses associated with the products of Chateau Park planning services. Other conditions, requirements and products connected with planning services for Chateau Park are as follows: 1. The neighborhood park plan (defined as Chateau Park, 5 acres, plus the homeowner's association park) is prepared in conjunction with the preparation of the Meridian Comprehensive Park dam' Kecreation System Plan and the master plan for the 56-acre community park plan. 2. The City of Meridian prepares the base sheet of the park. The base sheet shall contain topographical, utility and planimetric information such as, but not limited to streets, contours, spot elevations, utilities lines and features, right-of-ways, easements, sidewalks, existing park improvements, irrigation features, trees, property lines, etc. for the park plus 300 feet from park boundaries. The information shall be prepared in AutoCadR14 format. Preparation of the base sheet includes trimming out all areas outside of the boundaries described. 3. Meetings, site visits and presentations for the neighborhood park will occur in conjunction with those identified for the 56-acre park master plan. Said discussions regarding Chateau Park will account for no more than 15% of each scheduled meeting. Meetings, site visits and presentations regarding Chateau Park in addition to the 56-acre park meetings, will be an additional service. 4. No soils investigations, hazardous waste, archeological or wetland investigations are included. Design Development, Construction Documents, Specifications and Construction Services are an additional cost and not a part of these services. 5. Program for park will include typical neighborhood park program elements and other program elements as determined through the Comprehensive Park ~' Kecreation System Plan which is in progress. 6. Deliverable Product for Chateau Neighborhood Park will include: ~ Colored, rendered and mounted Illustrative Master Plan drawing @ 1"=40" or 50' (scale determined by RWD). ~ AutoCadR14 electronic file. ~ Colored electronic file of master plan in .jpeg format, which can be replicated (by Meridian) in print (plotted, newsletters, flyers, etc.) or electronic media (powerpoint). ~ One Estimate of Probable Cost for Chateau Park at full build-out. Estimate of Probable Cost for phases can be prepared at an additional cost. Estimate of Maintenance Cost for full build-out and/or for phases can be prepared at an additional cost. 7. Expenses for production of plans and process to arrive at the deliverable products are $750. 8. RWD will prepare one (1) concept plan for review, make revisions and prepare final plan. Any additional revisions to final plan submitted to the City of Meridian, after revisions to final plan have been made, will be charged as an additional expense for service time and related expenses incurred. Please indicate your acceptance and approval of the conditions herein expressed and transmit a signed authorization to proceed with services for the 56 acre park as described in our submittal dated July 30, 1999. All terms, conditions and requirements pertaining to services rendered to the City of Meridian shall be made a part of the agreement by and between LANDERMAN-MOORE ASSOCIATES and the City of Meridian, titled Comprehensive Park ~' recreation System Plan, dated July 6, 1999 and signed by City Council on July 6, 1999.
