HomeMy WebLinkAboutPlanning SummaryItem #5: Avendale (aka Silver OakslUmbria) - MCU-09-002/DES-09-026 Applications: - A CUP modification is requested to change the building elevations & site plan previously approved with the time extension of the CUP; - Design Review for the proposed multi-family structures & site. Location: This site is located on the north side of W. Franklin Rd.,'/4 mile west of N. Ten Mile Road. The site is currently vacant; however, underground utilities have already been installed on the site. History: At the Commission hearing on December 3, 2009, the Commission voted to continue this project and directed the applicant to work with staff to make some changes to the proposed plans that would result in a project more consistent with the Ten Mile Interchange Specific Area Plan and the City's Design Manual. Specifically, the Commission discussed the lack of variety in housing types (only 4-plex units were proposed); and lack of variety in floor plans (only 1 floor plan was proposed) resulting in homogeneous building elevations, as issues the applicant needed to address. Update: Staff met with the applicant and discussed options to achieve more variety within the development through additional floor plans, architectural details and building materials, and the inclusion of apartment structures. Based on this discussion, the applicant submitted a revised site plan, building elevations and floor plans for two more types of apartment structures in addition to the 4-plex structures. The applicant is now proposing (14) 4-plex structures, (4) 12-plex structures, and (11) 16-plex structures for a total of 280 units, consistent with the number of units previously approved. Although the number of 4-plex structures has decreased from 70 to 14, only one floor plan with three variations in elevations is still proposed; changes were made to the 4-plex structures as recommended by the design professionals committee, which staff believes adds to the quality of development through the increase of higher quality materials (stone/brick wainscot was added to the side & front side elevations; material changes were made to the center mass of each structure; & "pop outs" were added to provide articulation of the side elevations). (The 4-plex structures contain 2 & 3 bedroom units.) One floor plan, consisting of 1, 2, & 3 bedroom units, is also proposed for both the 12-plex and 16-plex structures with two different variations in elevations for each. Staff is recommending that at least 2 color schemes per elevation type be provided to add variety. The applicant has submitted a phasing plan that depicts the project being constructed in 3 phases w/the community center complex being constructed with the first phase of development. Written Testimony: No written testimony has been received on this application. Staff Recommendation: Staff believes the revised plans demonstrate a variety in housing types & design, & substantially comply with the design standards in the Ten Mile Plan & the Design Manual; therefore, staff recommends approval of the proposed CUP modification as stated in the staff report.
