Please note the following: The final stormwater disposal system and associated Best Management Practices (BMPs) shall be approved by IDWR, Scott Anderson at 327-7956. 2. Per requirements of the Idaho Ground Water Quality Rule, IDAPA 16.01.11.30: "....any activity with the potential to degrade the quality of an aquifer must be managed at least to maintain the existing ground water quality through the use of best management practices (BMPs), or best practical methods (BPMs) to the maximum extent practical." We recommend that the District Health Department lift sanitary restrictions. STANDARD CONDITIONS: A. The standard conditions on the Division of Environmental Quality (DEQ) review stamp are part of this approval. Any supporting reports or documents are considered to be part of the approved documents. B. This approval will be voided if: 1) construction is not completed by June 8, 1999; 2) the project is improperly constructed, operated, or maintained; or 3) the project fails to function as intended. D. Within thirty days after construction, the professional engineer shall provide DEQ with a letter of certification stating that the project was installed with no deviations from the approved plans. PROJECT SPECIFIC CONDITIONS: A. As stated in the Ground Water Quality Rule, IDAPA 16.01.11, any activity with the potential to degrade the quality of an aquifer must be managed at least to maintain the existing ground water quality through the use of best management practices (BMPs), or best practical methods (BPMs) to the maximum extent practical (IDAPA 16.01.11.301). Your development, with the storm water runoff disposal proposed, could degrade ground water quality. Therefore, all storm water drainage basins, seepage beds, and appurtenant structures shall conform to the Catalog of Storm Water Best Management Practices for Idaho Cities and Counties (issued by DEQ in August, 1997), or equivalent. The applicant may contact District III Traffic Engineer Lance Johnson at 334-8340. _ D. A traffic study has been submitted and reviewed for Central Valley Corporate Park. As a result of the traffic study, the applicant has been working with Traffic Services to widen Corporate Drive between East First Street and Progress Avenue to accommodate the traffic that will be generated. The intersection of Central Drive/Progress Avenue will require a free eastbound right-turn lane to southbound Progress Avenue in order to accommodate the high ,volume of traffic anticipated at build-out conditions for the eastbound right-turn lane. The added turn lane is intended to minimize delay for the high volume turning movements and allow the intersection to operate at an acceptable level of service. The added right-turn lane is an essential element for the operation of the intersection. The added right-turn lane will require additional right-of--way from the restaurant property (McDonalds) at the southwest corner of the Central/Progress intersection. The applicant had initially submitted a .letter of intent from. the restaurant owner that supports the sale of the needed right-of--way under specific conditions. The applicant has now indicated that the land transfer has been completed. Staff recommends that the subject applicant provide a Deed for the right-of--way for the turn lane at no cost to the District to ensure. the ability to construct the right-turn lane in the future. E. The existing median on Central Drive should be extended to a point approximately 180-feet east of the East First Street stop bar. This median is needed to control left-turn movements at the two westerly driveways on Central Drive serving a McDonalds store on the south side of Central Drive and a Chevron gas station and a Taco Time on the north side. This will prohibit left turns in/out both businesses at driveway locations less than 110-feet from East 1st Street (the location does not meet current District standards). The median will be reduced in width to 4-feet to allow for full lane development. F. The application as proposed will create a 4-legged intersection at Progress Avenue and Central Drive. However, construction of the eastbound right-turn on Central Drive, extension of the median in Central Drive, and reconstruction of Central Drive to 6-traffic lanes will not be necessary until traffic volumes exceed 4,000 vehicle trips per day on Progress Avenue south of Central Drive or 2,000 vehicle trips per day on the new driveway on the east side of Progress Avenue (aligned with Central Drive). These volumes will be exceeded with this project. G. Progress Avenue currently terminates 700-feet south of Central Drive. The applicant is proposing to extend Progress Avenue from its current terminus to Central Drive to the west of the site as a 41-foot street section with curb, gutter, and 5-foot wide concrete sidewalk. This design meets District policy. Staff recommends that the applicant be allowed to CNTVLY6.COM Page 3 • • construct an asphalt pathway (in lieu of a concrete sidewalk) on the south side of Progress Avenue abutting Lot 14, Block 2, because this lot is anon-buildable lot that is adjacent to I- 84. This is the only roadway segment that should be allowed to have an asphalt pathway. The applicant should enter into an agreement with the District, stating that the pathway will be maintained by an association within the subdivision or construct. a concrete sidewalk. Coordinate the agreement with District staff. _ H. The existing Progress Avenue south of Central Drive does not have sidewalk on the east side of the roadway. District policy requires the applicant to construct a 5-foot wide attached concrete sidewalk on Progress Avenue abutting the parcel (approximately 660-feet), prior to issuance of any required permits or District approval of a final plat, whichever occurs first. I. The site abuts Central Drive at the northern property line at the east side of the site (abutting Lots 23 and 24, Block 4). This segment of Central Drive does not have sidewalk on the south side of the roadway. District policy requires the applicant to construct a 5-foot wide attached concrete sidewalk on Central Drive abutting the parcel (approximately 485-feet), prior to issuance of any required permits or District approval of a final plat, whichever occurs first. J. Staff has reviewed an updated traffic study (submitted January 30, 1998) for this site. The original traffic study was submitted in December, 1995. The earlier analysis provided a comprehensive review of the transportation impacts of the proposed development. The updated analysis was requested to determine how the revised land use plans and roadway configuration would affect the transportation system. In addition to the needed improvments identified above, the key conclusions of the updated traffic study include: • The proposed land uses generate a similar number of daily and peak hour vehicle trips as the land uses assumed in the original traffic analysis. This occurs because the big box retail stores (Waremart and Home Deport) generate fewer vehicle trips per square foot than the smaller mixed use retail developments assumed in the original traffic analysis. The larger building area of the new developments therefore has little impact upon either traffic volumes or operations. • The roadway traffic volumes are similar to those assumed in the original traffic analysis. • The traffic .operations are similar to those assumed in the original traffic analysis. • No major changes (e.g. compared to the previous analysis and roadway concept plans) appear to be needed to support the proposed changes in the plat and the land uses. • Because of the general nature of a traffic study, we do not have specific information about individual driveways. The District will need to review individual, site specific applications to determine the appropriate location and design of the individual driveways. • The submitted analysis has shown that the proposed land uses will generate traffic volumes equivalent to those forecast-from the previous land use plans. Based on the submitted traffic study, Staff recommends that the City of Meridian require the applicant to submit individual, site specific applications for each parcel to determine the - appropriate location and design of the individual driveways. L. Progress Avenue is a local commercial street. The submitted traffic study states that there will be collector levels of traffic on Progress Avenue. Staff recommends that collector driveway spacing be applied on Progress Avenue. The current speed limit on Progress Avenue is 25 MPH, therefore, driveways on Progress Avenue should be aligned or offset 125-feet from any existing or proposed driveways on Progress Avenue. The applicant should also be required to locate driveways on Progress Avenue to align with Central Drive or be a minimum of 150-feet south of E. Central Drive (this includes both the east and west segments of Central Drive). Notes of the access restrictions should be noted on the final plat. M. Because Progress Avenue is anticipated to have collector volumes of traffic, staff recommends that the applicant be required to provide a recorded cross access easement among: • Lots 15 through 17, Block 4, for use to access the public streets prior to issuance of a building permit (or other required permits). • Lots 19 through 22, Block 4, for. use to access the public streets prior to issuance of a building permit (or other required permits). • Lots 23 and 24, Block 4, for use to access the public streets. prior to issuance of a building permit (or other required permits). • Lots 23 and 22, Block 4, for use to access the public streets prior to issuance of a building permit (or other required permits). • Lots 12 and 13, Block 2, for use to access the public streets prior to issuance of a building permit (or other required permits). • Lots 15 and 16, Block 2, for use to access the public streets prior to issuance of a building permit (or other required permits). N. The applicant should be required to construct driveways on Progress Avenue as 24 to 30-foot wide curb return driveways with 15-foot curb radii. O. Graveled driveways abutting public streets create maintenance problems due to gravel being tracked onto the roadway. In accordance with past action by the District the applicant should be required to pave any proposed driveway its full required width of 24 to 30-feet to at least 30-feet beyond the edge of pavement of Progress .Avenue. P. In order to reduce trips to and from this development it is recommended that Tenants occupying the proposed building be required to provide an Alternative Transportation CNTVLY6.COM Page 5 • Program for employees and provide an annual report to ACRD on employee participation. In order to reduce trips to and from this development, it is recommended that the tenants occupying the proposed building(s) be required to participate in any Transportation Management Association (TMA) or Transportation Management Organization (TMO) that is formed with a boundary that includes this site or is adjacent to this development. A Transportation Management Association (TMA) or Transportation Management Organization (TMO) is formed with a coordinator that works as a liaison between businesses and private and public transportation providers to increase the use of alternative transportation and other trip reduction measures (shuttle buses, bus pass programs, vanpools, carpools, bicycle and walking enhancements). An annual survey will be required of the TMA/TMO to monitor participation in alternative transportation programs and forwarded to the ACRD Commuteride Office. R. The applicant should be required to construct an on-site sidewalk or other designated pedestrian corridor on Lots 12 and 13, Block 2, in order to provide a pedestrian corridor between the street system and the buildings. S. As required by District policy, restrictions on the width, number and locations of driveways, may be placed on future development of this parcel. T. The existing transportation system will be adequate to accommodate the additional traffic generated by this proposed development with the requirements outlined within this report. Special Recommendation to Meridian City: In order to reduce trips to and from this development it is recommended that Tenants occupying the proposed building be required to provide an Alternative Transportation Program for employees and provide an annual report to ACHD on employee participation. Requests submitted to the District after 9:00 a.m. on the day scheduled for Commission action do not provide sufficient time for District staff to remove the item from the consent agenda and report to the Commission regarding the requested modification, variance or waiver. Those items will be acted on by the Commission unless removed from the agenda by the Commission. 2. After ACHD Commission action, any request for reconsideration of the Commission's action shall be made in writing to the Planning and Development Supervisor within two weeks of the action and shall include a minimum fee of $110.00. The request for reconsideration shall specifically identify each requirement to be reconsidered and include written documentation of data that was not available to the Commission at the time of its original decision. The request for reconsideration will be heard by the District Commission at the next regular meeting of the Commission. Basically for the Home Depot we are proposing to build a 115,572 square foot building with the Waremart eventually coming in at approximately 81,250 square foot. This addition should fit nicely into the existing corporate park. We are looking to match the sustained architecture and also in terms of the landscaping setbacks and site design to match what is out there right now. Currently we are proposing (inaudible) harming along Progress Avenue, three points of access for the customers and also a harming and extensive screening in the rear where the loading were to occur. Basically what we are proposing is with the landscaping and wall treatment that the loading area will be screened and protected and will be out of view of the customers or any place of the center outside of the center. Site circulation for the most part, let me get back to the landscaping. We are proposing (Inaudible) approximately a 25 foot deep landscape berm along the perimeter extensive landscaping and trees in the center to provide shade as well as to soften the (inaudible). Site circulation for the most part we anticipate a lot of the customers will be coming off Interstate 84 coming onto Central Valley Drive and then making their way on progress to these three points of access. Customer access will be protected (inaudible) For the Home Depot itself what we are proposing in keeping with the Home Depot's that we have done in the past in circulation we will have a customer pick up lane in the front with (inaudible) the design layout is basically in keeping with what has worked in the past with the Home Depot and works quite well for this particular use. We are proposing that (inaudible) outdoor garden center along the freeway site which would also be landscaped and will have (inaudible). Currently we are working with Waremart's architects and the Nahas group in coming up with Building design and elevation in keeping with the concept of a corporate park. We have been working with them for awhile on this. We don't have a design as of yet we are still in the process of doing that. If there are any other questions? Bentley: What is your plan for signage? Lacuma: We are proposing to put (Inaudible) will be part of the pile on sign that is in Corporate Park. Waremart has a sign at the front (inaudible) Corporate Park Drive. Bentley: I would like to see you coordinate that through Shari Stiles (Inaudible) if you would. Morrow. Mr. Mayor, 1 guess is the question here that you want some feedback from us in terms of what you are proposing Mr. Nahas is that the general idea, there is not a formal presentation or a formal action required. ~• Meridian City Council December 16, 1997 Page 18 Nahas: I am Bob Nahas, I am not sure what the reason was for having this presentation I am a little uncertain about that. I would be happy to answer any questions that I can. Morrow. I guess that from my perspective the concept is fine. The timing is a little slow. Nahas: Really 25 years is slow? Morrow: Way too slow, my preference would be a little sooner. Nahas: But at least we are going to have a good finish. Morrow. I think that to support my fellow councilman Glenn Bentley I think that we are interested in monument type signs and so the work that we would like to see take place with Ms. Stiles would be something along those lines that enhances the City and obviously enhances your development so that we can get more of these kinds of things within all of that dirt that is just weeds. So press ahead from my perspective. Bentley: I would also like to say I think it is going to be a great addition, I have no problem with your layout, it looks good. Rountree: I think it is a good concept and certainly noise is not going to be an issue especially in that location. Crookston: I just have one question for Mr. Nahas, how much space is between the two buildings? (Inaudible) Crookston: For what purpose is that going to be used? Smith: Mr. Mayor and Councilmen I guess I don't have any specific comments, I assume the Highway District there isn't a problem with them as far as the intersection control, trafFc control, and that sort of thing or is there, I haven't heard anything. Corrie: I think it is a little premature for that but they can work that one out too. Morrow. I think the purpose here is to give us a broad overview of what the project is and see if there is any outstanding objections. In this case 1 think the message you take h9eridian City Council December 16, 1997 Page 19 back is that we are very supportive and would like to see you press forward as quickly as possible and we'll help in any way that we can. Because it is something that we desperately need both of for our citizens here in Meridian. Bentley: This would apply to both this one and the waste water plant, what is the procedure going to be if the guy next door wants to annex? Morrow. You mean if the adjacent person wants to annex, it would be just like any other annexation he simply makes his application (Inaudible). It is very candidly one of those like anyone else (inaudible) any property adjacent to has the .option to request annexation and zoning. Then we do the public hearing process and annex or not annex (inaudible) Bentley: We don't run into a problem legally (inaudible). Morrow. I don't know why you would. Rountree: I really don't' have a comment to respond to that. I would defer that to Council in terms of the specificity for this the specificity of (inaudible). I think for this action in my mind it is for this particular piece of property if in fact somebody comes along and wants annexation because they happen to be adjacent. Just because they ask does not necessarily say it is right on our part. We don't have to annex if we don't feel it is in the City's best interest. We did not design the retention pond in that Los Alamitos No. 2, there are two ponds the problem they are is the ground water has risen and it is seeping up through the bottom therefore filling the ponds. The water since it just keeps seeping up obviously doesn't percolate therefore it becomes stagnate, there are odors, mosquitoes and so forth. f have Been in contact with the Highway District, I have talked to Shari and I have talked to Gary's staff. We got permission from Nampa Meridian Irrigation District to make an emergency cut into the bank of the Nine Mile Drain to alleviate the problem. We have plans at Nampa Meridian right now being reviewed. I have been in contact with them, Bill Henson indicates that their engineer Mr. Sharp is looking at those plans presently. So we are waiting to hear back from him. I talked with Dorel Hanson and Steve (inaudible) at Ada County Highway District I informed them of what we were doing to remedy the situation. One of the complaints is obviously the aesthetics of the ponds and then the situation of this nuisance water. We feel that the overflow outlet to the Nine Mile Drain will take care of the nuisance problem. We have done a drawing which was taken by the clients to the homeowners association meeting about 2 weeks ago which showed some landscaping. The District is in process of reviewing a request to vacate the right-of--way for Headway Court. The proposed subdivision shows the new lot lines if Headway Court is vacated. C. Without Headway Court, Lots 18, 19, and 20, do not have frontage on a public street and will need easements to access a common driveway to Progress Avenue. Lots 17 and 21 can have direct lot access to Progress Avenue if the driveways meet the District's offset requirements. It is staff's understanding that Lot 16 will be developed with Lot 10, Block 2, Central Valley Corporate Park No.4, with a driveway to Progress Avenue aligned with Central Drive, creating a 4-legged intersection. The private road/driveway would provide access to the subject site and a major wholesale grocery store. Changes in the design of the Progress/Central intersection are required to modify the existing 3-legged intersection into a 4-legged intersection. These changes are discussed below. D. The original master plan for the Central Valley Corporate Park included a mix of commercial, office, and light industrial land uses. A master plan traffic study was conducted and the roadway system was designed to meet the anticipated traffic needs. Under the original land use plan the Central Valley Corporate Park was estimated to generate approximately 16,000 daily vehicle trips. E. The revised land use plan for the project includes the same land uses of commercial, office, and light industrial; however, the commercial component for the revised plan is much larger than anticipated in the original plan. A master plan traffic study for the original land use plan was conducted and the roadway system was designed to meet the anticipated traffic needs. A pathway system was developed with a paved pathway or sidewalk on one side of the streets. A revised land use plan for Central Valley Corporate Park has been submitted and estimates approximately 19,700 daily vehicle trips to be generated. Because of the increase in the amount of commercial development, the District has been requiring the construction of sidewalk on new development in Central Valley Corporate Park. F. The original subdivision was planned with a "T" type intersection for the Central Drive/Progress Avenue location with a stop sign on the two Progress Avenue approaches. The intersection is currently a "T" type intersection without any traffic control. Central Valley Corporate Park's internal roadway network is limited and few parcels have been developed to date. The current traffic volumes do not justify the installation of a stop sign at this intersection. CVCP6. WPD Page 3 • • G. The proposed subdivision shows a new driveway as the fourth (e.g. east leg) of the Central Drive/Progress Avenue intersection, intended to serve a proposed major grocery store south of the site. The proposed grocery store has not yet been reviewed by the District. H. Staff required an updated traffic study to identify the impacts of the proposed changes in land use and to justify the revised roadway network. The key findings of the revised traffic study include: i. The revised traffic volumes show approximately 13,000 daily vehicle trips eastbound at the Central Drive/Progress Avenue intersection. ii. Because of the heavy east-west traffic flow ACHD Traffic Services staff has determined that the Central Drive/Progress Avenue intersection will require stop signs at the Progress Avenue approaches. iii. The intersection of Central Drive/Progress Avenue will require a free eastbound right-turn lane to southbound Progress Avenue. A high volume of traffic (405 pm peak hour trips) is anticipated at build-out conditions for the eastbound right-turn lane. This added turn lane is needed to minimize delay for the higher volume movements and allow the intersection to operate at an acceptable level of service. Staff has determined that the added right-turn lane is an essential element of the intersection and that the new driveway approach (e.g. the fourth leg of the Central /Progress intersection) should not be permitted unless this added turn lane is developed. iv. Left turns should be prohibited on Central Drive for driveways located approximately 150-feet east of E. 1st Street. The existing median will need to be narrowed and extended. v. Central Drive should be widened to 6 traffic lanes. The added right-turn lane will require additional right-of--way from the restaurant property at the southwest corner of the Central /Progress intersection (McDonalds). The applicant has submitted a letter of intent from the restaurant owner that supports the sale of the needed right-of--way under specific conditions. This applicant should be required to provide the additional right-of--way at no cost to the District, ensuring the ability to construct the right- turn lane. J. A driveway to proposed Lot 16 will create a 4-legged intersection at Progress Avenue and Central Drive; however, construction of the eastbound right-turn on Central Drive, extension of the median in Central Drive, and reconstruction of Central Drive to 6 traffic lanes will not be necessary until traffic volumes exceed 4,000 vehicle trips per day on Progress Avenue south of Central Drive or 2,000 vehicle trips per day on the new driveway on the east side of Progress Avenue (aligned with Central Drive). CVCP6.WPD Page 4 K. After the proposed revisions, the transportation system will be adequate to accommodate additional traffic generated by this proposed development. L. This application was scheduled for a public hearing by the Meridian Planning and Zoning Commission on October 10, 1995. District staff has not brought the application forward to the Commission until the requested traffic study was received and the resulting findings and recommendations could be finalized. The following requirements are provided as conditions for approval: Site Specific Requirements: 1. Complete the process of vacating Headway Court. 2. Utility street cuts in the new pavement on Progress Avenue will not be allowed unless approved by the District Commission. 3. Construct a 5-foot wide sidewalk on Progress Avenue abutting the subdivision. 4. Construct a 30-foot curb cut driveway for a common driveway from Progress Avenue to Lots 18, 19, and 20, Block 2. Provide copies of recorded cross access easements for Lots 18, 19, and 20, Block 2 to access Progress Avenue. Provide a note on the fmal plat that Lots 18, 19, and 20, Block 2, have cross access easements and share a common driveway to Progress Avenue. The driveway shall be paved 30-feet wide and a minimum of 30-feet beyond the sidewalk on Progress Avenue. 5. Access to Lot 16 is not permitted unless the following requirements are met: a. The private roadway access (e.g. the fourth leg of the Central Drive/Progress Avenue intersection) on Lot 16 shall be constructed with a 41-foot curb return approach with 15-feet radii. The driveway shall be paved a minimum of 30-feet beyond the sidewalk on Progress Avenue. b. Two stop signs shall be installed at the applicant's expense on the two Progress Avenue approaches. Obtain a letter from the owner of McDonald's restaurant stating that they understand and agree that their northern driveway on Progress Avenue will be eliminated in the future. d. Dedicate up to a 65-foot x 65-foot right-of--way triangle (or appropriate curve) at the southwest corner of Progress Avenue and Central Drive to keep street improvements within the public right-of--way prior to District approval of right-of--way work permits. The owner will r~ be compensated for this additional right-of--way. 6. The following improvements are required when traffic volumes exceed 4,000 vehicle trips per day on Progress Avenue south of Central Drive or 2,000 vehicle trips per day on the new driveway on the east side of Progress Avenue (aligned with Central Drive): a. Reconstruct Central Drive to accommodate 6 traffic lanes. b. The existing median on Central Drive will be reconstructed by the District to a maximum width of 4-feet and extended to a point approximately 180-feet east of the East First Street stop bar. This median is needed to control left-turn movements at the two westerly driveways on Central Drive. The applicant may contact Traffic Services staff if they would like to be involved in the design of the median. c. Construct an eastbound right-turn lane on Central Drive at Progress Avenue. Design to be approved by Traffic Services staff. d. Remove the northern driveway on the McDonald's parcel and replace with curb, gutter, and sidewalk to match the existing improvements. Standard Requirements: A request for modification, variance or waiver of any requirement or policy outlined herein shall be made in writing to the Development Services Supervisor. The request shall ~ecificall~identi ~ each requirement to be reconsidered and include a written explanation of ~~such a requirement would result in a substantial hardship or inequity. Requests received prior to the date scheduled for Commission action shall be rescheduled for discussion with the Commission on the next available meeting agenda. 2. Submit site drainage plans and calculations for review and appropriate action by ACHD prior to issuance of building permit (or other required permits). The proposed drainage system shall retain all storm water on-site and shall conform to the requirements of Meridian. Public street drainage facilities shall be located in the public right-of--way or in a common lot owned by a homeowners association set aside specifically for that use. There shall be no trees, fences, bushes, sheds, or other valuable amenities placed in said easement. Drainage lots and their use restrictions shall be noted on the plat (when applicable). 5. Locate driveway curb cuts a minimum of 5-feet from the side lot property lines when driveways are not being shared with the adjacent property. 6. Construct pedestrian ramps on the corner of all street intersection in compliance with Idaho Code, Section 40-1335. 7. Dedicate up to a 20-foot x 20-foot right-of--way triangle (or appropriate curve) to keep street improvements within the public right-of--way at all intersections abutting and/or within the development prior to issuance of building permit (or other required permits). 8. Continue existing irrigation and drainage systems across parcel. 9. Continue borrow ditch drainage abutting parcel (culvert may be required). 10. Provide written approval from the appropriate irrigation/drainage district authorizing storm runoff into their system. 11. If street improvements are required, locate obstructions (utility facilities, irrigation and drainage ditches and appurtenances, etc.) outside of the public right-of--way. Authorization for relocations shall be obtained from the appropriate entity. If determined by the District, existing irrigation facilities may remain in the right-of--way with District review and approval of easements recorded for future relocation at a later date. CVCP6. WPD Page 7 • • 12. Locate proposed sign(s) out of the public right-of--way and out of the clear-vision sight- triangle of all street and driveway intersections. 13. Install a stop sign on every unsignalized approach of a project street to an intersection involving a collector or arterial as the cross-street. The stop sign shall be installed when the project street is first accessible to the motoring public. 14. The developer is required to install street name signs at the locations approved. by the Ada County Highway District. Purchase street name signs, sign poles, and mounting hardware from ACHD's Traffic Operations Department or an approved outside supplier. The District will not manufacture street signs until a copy of the recorded plat showing the recording data has been provided to Development Services staff. 15. Provide a clear vision sight triangle at all street intersections. Within this triangle no obstruction higher than 36-inches above the top of pavement will be allowed, including landscaping, berms, fences, walls or shrubs. The triangle shall be defined by the long leg measured down the centerline of any collector 350-feet; and the short leg measured down the centerline from the collector street curb line 20-feet. Provide notes on the plat and street construction plans of these restrictions. 16. Submit three sets of street construction plans to the District for review and appropriate action. 17. Provide design data for proposed access to public streets for review and appropriate action by ACHD. 18. All public streets and drainage systems shall be designed and constructed in conformance with District standards and policies. 19.
