HomeMy WebLinkAboutMemo from PlanningE IDIAN=-- 7 5 'j l ~ "~ 7` I February 5, 2010 MEMORANDUM f0: Planning & Zoning Commission FROM: Sonya Wafters CC: City Cletk, Pete Friedman, Anna Canning, Becky McKay RE: Avendale fka Silver Oaks/Umbria (MCU-09-002/DF,S-09-026} Mayor Tammy de Weerd City Council Members: Keith Bird Brad Hoaglun Charles Rountree David Zaremba RECFrvFD FEB 0 S ZO10 CITY Uf' L~E IpIAN Cln' CLERKS OFFICE At the Commission hearing on December 3, 2009, the Commission voted to continue this project and directed the applicant to work with staff to make some changes to the proposed plans that would result in a project more consistent with the Ien Mile Interchange Specific Area Plan and the City's Design Manual Specifically, the Commission discussed the lack of'variety in housing types (only 4-plex units were proposed}; and lack of variety in floor plans (only 1 floor plan was proposed) resulting in homogeneous building elevations, as issues the applicant needed to address. Staff met with the applicant and discussed options to achieve mote variety within the development through additional floor plans, architectural details and building materials, and the inclusion of apartment structures. Based on this discussion, the applicant submitted a revised site plan and building elevations and floor plans for two different types of apartment structures in addition to the 4-plea structures The applicant is now proposing {l~l} 4-plea structures, (4) 12-plea structures, and (11) 16-plex structures for a total of 280 units, consistent with the number of units previously approved Although the number of 4-plex structures has decreased from 70 to 14, only one floor plan with three variations in elevations is still proposed; no changes were made to the 4-plex structures One floor plan is also proposed for both the 12-plex and 16-plex structures with two different variations in elevations for each. The Design Professionals Committee reviewed the revised plans submitted by the applicant and felt the majority of the items noted as needing improvement from the Planning Department .660E Watertower Street, Suite 202, Meridian, ID 83642 Phone 208-884-5533 Fax 208-888-6854. www meridiancity org Page 2 original review by the committee had been addressed. the committee provided favorable feedback of the apaztment structures as proposed by the applicant and felt they contributed to the variety of housing types within the development as anticipated by the Ten Milc Plan. Howevez; the committee still felt that the quality of the 4-plex structures had been lost from that of the previously approved building elevations. Specifically, separate entries and low roofs are no longer proposed and the quantity of the higher quality materials (i e stone, brick, etc,) of the 4-plex structures has decreased. Additionally, there is no longer modulation on the fzont sides of the 4-plex elevations. All resulting in what the committee felt is a loss in the basic quality of the elevations. Staff is working with the applicant to address the aforementioned items pertaining to the design of the 4-plex structures and hopes to have a resolution that is consistent with the Ten Mile Plan and design standards prior to the Commission meeting,.
