The typical dwelling can not comply with the requirements for this occupancy without extensive and expensive modifications. The applicant nerds to be aware of this fact. The following are among the code requiremears that will affect this building: 1. The day care must be separated from the garage by at least a full one-hour fire-resistive occupancy separation; 2. Any exterior wall that is within 20 feet of a property line must be of at least one-hour fire- resistive construction. Openings in the wall may also need to be protected; 3. At least two exits are required from the day care. These exits can not be sliding doors or overhead doors. The locks or latches on these doors must be operable from the inside without the use of a key or any special knowledge or effort. The exits must separated from each other by a distance at least equal to one-Half the diagonal dimension of the day care; 4. Landings are required at all doors. This landing can not be more than one-half inch lower than the door threshold; 5. The building, including restrooms, must be accessible to those with disabilities in accordance with the "Americans with Disabilities Act" (ADA) Part III, Federal Register Volume 56 No. 144, Friday, July 26, 1991 and the "Americans with Disabilities Act" (ADA) Part II, Federal Register Volume 56 No. 173, Friday, September 6; 6. Other item such as guardrails, safety glazing and handrails may need to be c.'ianged to meet curre:~t code. This is not a complete list. DAY CARE CENTERS IN ADA COUNTY INFORMATION SHEi=T' The Ada County Zoning Ordinance recognizes three levels of day care facilities, each requiring a separate type of approval. The smallest size of day care facility would be from one to six children which requires no permit from the Ada County Development Services Department. The second level of child care facility is known as a Group Day Care Home which is for seven to twelve children and is processed by the Zoning Division as an accessory use in an existing dwelling. This accessory use requires a S 147.00 Home Occupation application fee, notification of the neighbors by Development Services, and a 525.00 zoning certificate. The largest facility is a Day Care Center which is for more than twelve children and requires a conditional use permit approved by the Ada County Planning & Zoning Commission after a public hearing. A conditional use permit requires a 5425.00 base fee plus a fee of S0.05 per square foot of floor area over 5,000 sq. ft. Day Care Centers are a conditional use in the following zones: RP, RR, RT, RSW, R 1, R3, R8, R 11, R14, R20, C1, C2, C3, !.-O. Both the Day Care Center and the Group Day Care Home require specific conditions to be met within the Ada County Zoning Ordinance, and a special inspection permit from the Building Division. The special inspection permit fee is 530.00 plus 50.28 per mile. There may be additional costs associated with code compliance requirements. Building code compliance becomes more expensive and restrictive with larger day care facilities. In summary, the following represents the three X31 categories of day care facilities recognized by the County: 1. A Child Care Facility for 1-6 children. No zoning certifiicate is required for 1-fi children. 2. A Group Day Care Home which is intended for 7-12 children and is processed as an accessory use by the Development Services Department, Zoning Division and requires the following: Home Occupation application, neighbor notification, a zoning certificate, and a permit from the Building Division. 3. A Day Care Center which is for more than 12 children requires the following: a conditional use permit approved by the Ada County Planning and Zoning Commission after a public hearing; and a special inspection building permit as described above. DAY CARE 12/93 GROUP DAY CARE HOMES IN ADA COUNTY A Group Day Care Home must be approved by the Director of Ada County Development Services and is subject to the following restrictions in the Ada County Zoning Ordinance (Ada County Code 8-13-12-2B). Group Dav Care Home Standards• It is the intent of this provision to provide for accessory group day care homes which wiil•not adversely impact surrounding properties due to children's noise, traffic and other activities, and which are located away from and properly screened from adverse impacts to the health, safety and welfare of the children. The following conditions shall apply: 1. Secure and maintain a child care license from the Idaho State Department of Health and Welfare -Child Care Licensing Division. 2. If mare than six children are to attend the group day care home, acquire an occupancy certificate and/or building permit. 3. Provide one off-street parking space per employee. 4. Provide for child pick-up area located off of arterial or collector streets. 5. Provide screening of adjacent properties to protect children from adverse impacts and to provide a buffer between properties. 6. Provide for a fence of appropriate height/construc:ion, to enclose play areas, protecting children from traffic on arterial or collector streets. Volation of any of the above conditions shall be cause to revoke a zoning certificate for a group day care home. Procedure for Group Dav Care Home Aoolications• Submit the following to the Ada County Development Services, 660 Main Street, Boise, Idaho. 1. Land Use Application with a copy of deed and/or other proof of proprietary interest. 2. Zoning Map. (1 " = 300' scale} showing neighborhood. 3. Narrative fetter describing; A. Nature of proposal; including how the residence will be used in conjunction with the' group day care home. B. Number of children to be at the home; the total and the number of children to be at the site at any one time. C. Estimate of traffic generated (trips per day/week). D. Number of employees. E. Hours of operation. CHILD CARE GUIDELINES December, 1992 This information is provided to give the operator a guideline to what is required by Central District Health Departmenk It is not an all-inclusive document The minimums for inspecKion report item 1 -21 are discussed below. Items 22-27 are included in the inspecdan. ITEM 1 FOOD SOURCE• Pasteurized milk only. No home canned foods, except jamrelly. No wild game. USDA approved meats only. ITEM 2 PRODUCT TEMPERATURE Eggs must be refrigerated. Perishable cold foods kept below 45°F. Hot food must be cooked (or reheated) to 165°F before serving. After cooking, hot foods must be kept above 140°F. ITEM 3 FACILITIES FOR MAINTAINING TEMPERATURE Accurate thermometer, metal or plastic shielded. Refrigerator colder than 45°F (38-40°F preferred). Refrigerator must cool foods rapidly (within 4 hours) to below 45°F. ITEM 4 THAWING FOODS Do not thaw foods at room temperature. Thawing options: In refrigerator -best option. In cold, running water. As part of cooking process. In microwave, then immediately complete cooking. . ITEM 5 FOODS NOT RE-SERVED Unwrapped foods may not be re-served once placed on the table. ITEM 6 UNNECESSARY HANDLING OF FOODS Use serving utensils to touch food, not your hands, whenever possible. ITEM 7 FOOD PROTECTION Keep food stored off the floor and protected from dust, flies, pets, water, chemicals. Do not store under plumbing pipes. ITEM 8 DISPENSING FOODS Minimize direct hand contact with food. ITEM 23 DIAPER CHANGING The changing area cannot be in the kitchen or on counters or tables used for food preparation or dining. A smooth, non-absorbent diaper changing surface is required. PlastiGvinyl mats or pads are acceptable; use smooth side. Dirty diapers and soiled clothing must be stored to prevent access by children. The employee is to sanitize the diaper changing surface between each child. The employee is to wash his/her hands between each child. The child's hands should also be washed. Disposable/cloth diapers. There are no rules requiring a particular type of diaper. The health district recommends disposable diapers to lessen contamination of surfaces and hands. They may be required to control an illness outbreak. ITEM 24 SLEEPING AND PLAY AREA FIXTURES Sleeping cots, blankets, mats are kept clean and sanitized regularly. Recommendation: assign one set of bedding per child and keep bedding separated during storage, as by folding before stacking. Play area is clean. Carpet vacuumed daily. Toys, tables, chairs are washable and sanitized frequently. ITEM 25 HANDWASHlNG FACILITIES A handsink is close to the diaper changing area. A separate kitchen handsink may be required in larger child care facilities. The handsink in kitchen should not be used by a person changing diapers. My present daycare provider Elaine Estacio has taken on the long and arduous process of obtaining her license with the city of Meridian to provide daycare in her home. I am finding that you the city have made this process as difficult as you can for these providers. Upon attending a scheduled planning and zoning hearing in which Elaine was assigned 1 found myself getting very angry with the entire licensing process. The item, which goes to the very heart of the issue, is the currently zoning guidelines for in home daycare. As the planning and zoning commission so adamantly stated, R4 zoning disallows care for 5 or more children including those belonging to the daycare mother herself. As Elaine so honestly stated, she has been caring for more than 5 children, and as a parent I would say that Elaine carries my utmost respect and trust. I find it very interesting that you have made the decision for parents what the adequate amount is for an in home daycare provider to be able to give care to. I as a parent think that should be my choice not yours. As for safety purposes I find Elaine very loving, caring and definelty capable of taking care of up to 12 children. Her home is large, clean and caters to the needs and interests of young children. Under temporary licensing, Elaine has been watching 6-8 children along with 2 of her own. Her daycare is organized, clean and very suitable for my 3-year-old son. He has formed relationships there and has built what I hope is long lasting friendships with the children as I have done with their parents. I find it very heartbreaking that Elaine has been put in a situation where she has to sort out which 3-5 children have to find other daycare providers. I feel that this shows our children early how unfair and corrupt the system can be. Elaine is a caring person who goes out of her way to take care of and provide a fun and educational atmosphere for the children she is providing for. She has apre-school program that she regularly updates and spends a large amount of money to educate these small children. I feel that with out Elaines teaching and care giving my son would not be as advanced as he is at the age of 3. This is only one example how much Elaine loves her profession and how she is willing go far and beyond for these children. Elaine has also gone as far as to purchase 2 home computers plus numerous software programs to start these children early out to become comfortable with this technology and to help them advance in their teaming of numbers and letters. In trying to defend Elaine, I have been getting signatures of residence who support us in the same views. The signatures I have got and will continue to get until I find that there is a suitable solution agree and have many horror stories of the same situation. With these horror stories it seems to be that you feel a daycare provider needs to be put through the wringer just to be licensed. I feel it takes a very special person to care for small children and it takes a lot of patience. Why prosecute the ones who have that ability and make them choose other professions where they won't be as happy and restrict us parents to those providers who have larger facilities where the children don't even get one-on-one care. I as a caring parent have found a great daycare lady who takes care of my child better than any other child care provider I have had. I will not stop taking my kids to Elaine Estacio and I don't believe any of her other parents should either do to a licensing problem. I personally know that two of her parents drive all the way from Boise to Meridian just to insure that their child gets to be in the care of Elaine. One other family drives all the way from Eagle. I think you would be doing a huge injustice to ask these parents to find another provider. From what I understand about the difference in zones is that an R4 zone allows 4 houses to be built on 1 acre of land. R8 allows 8 homes to be allowed on an acre. I as a homeowner never once in the consideration of buying my home asked nor cared what zone I was in. Asking around my neighborhood most of the residence living there didn't even know what zones were let alone which one they were in. I find it interesting that you see that as a concern. I have been told that you take noise, impact and traffic into consideration when determining the rights of in-home daycare providers and the amount of children they can have. As testified at the Planning and Zoning hearing many of Elaine's neighbors had no complaints to any of the above issues in their neighborhood. Elaine keeps a very nicely landscaped home and by looking at her house compared to the others in her neighborhood you would not know that she is an operating provider. This leads me to the question of why should these providers even try to get licensed. 1 mean why be honest and do it the right way when you could just keep your mouth shut and nobody would know. I have had my child in 3 other daycares in Meridian that weren't even licensed nor did they plan on trying to do so. You are making a statement that says avoid being an honest citizen and avoid doing this the legal way because it is just not worth the hassle. Is that what you are looking for in your efforts to make Meridian a good and loyal society. I have been doing my research and have received many mailings on the restrictions and rules of licensing. Once piece of literature I received was how to become a licensed provider. The first page of this literature states with in the first couple paragraphs that if you are intending on have 7 or fewer NO licensing is required. Most people would stop reading there and just assume they are fine. If you read on, with in the next couple of pages it states if you are in Meridian than to please call some number to get more information on the licensing regulations for that area. How do you expect providers to know such information if it states not to worry about it unless you have more than 7 on the first page? I also was told that in Boise City one of the requirements for 6-12 children was having 35 square feet per child that you were providing for. I realize that Boise City if different than Meridian, but if the same rules did apply Elaine has ample amount as required by these guidelines and that doesn't even include the Garage which she insulated, carpeted and made into an additional play area for the kids in the winter. She chose to construct this area for winter weather when the children couldn't be outside burning their energy off. I was amazed that Elaine was willing to go out of her way to create this environment for my son. Elaine and I have done a lot of research with the daycare providers who have fought for a license in the City of Meridian, and have asked for support. About 50°~ of providers on Meridians list agreed on the craziness of this process, but the funny thing we ran into is that the other 50% are scared to speak up thinking that the City of Meridian will make them pay once again by creating a harder atmosphere for them the next time they need to reapply for there license or even possibly changing what has already been approved. I think that is really interesting that the Citizens and voters of our community are scared to fight for what they already have. Is that the way it should be? And we wonder why the voter turn out is so poor. As I stated before I am writing on the behalf as a concerned citizen and one of many frustrated parents. I know that it is very hard to find daycare as organized, loving and educational as the one I have been blessed with. Please don't take this away from me, my growing family and/or other citizens of this community. I moved to Meridian for reasons of my own and I plan on being here for a long time. A city inspection will be arranged by the Deputy City Clerk when notified of their readiness to be inspected. The health inspection will not take place until the applicant submits the application with fee to the Central District Health office. 3. Renewal cards will be sent out to all current licensee's 60 days in advance of their license expiration date. The licensee must fill out the card, have it notarized, and give it to the city inspector during their renewal inspection with the appropriate fee; 4. City inspection of renewing facilities will occur automatically within the last 30 days of their current license period unless the licensee notifies the Clerk's office of their intent not to renew; 5. If the applicant does not complete all requirements for renewal and their current license expires; they are sent a letter giving them a 10 working day grace period; 6. If they still have not completed the requirements for renewal at the end of their 10 day grace period; then their current license is void and they must apply fora "new" license. Citations will be issued to all facilities operating without a valid license. Licensing Checklist To receive your license, please use the following checklist as a guide: 1. Decide which kind of child care facility you want to operate. 2. Come down to City Hall and fill out a application and be fingerprinted. 3. Go to Central District Health Department at 707 Armstrong Place (off of Emerald near Town Square Mall) and fill out an Inspection request form and pay the necessary inspection fee. 4. Schedule and complete your CPR and First Aid classes as soon as possible. 5. Read the City Child Care Code (included in this pamphlet) and prepare for your City Inspection. When consistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word "shall" is always mandatory and not merely directory. APPLICANT: A person making application for a license or the renewal of a license to operate a child care facility or act as a child care worker. Boise City Code Page 2 of 11 CHILD: A person who is under thirteen (13) years of age who is being provided care and supervision in a child care facility. CHILD CARE FACILITY: Any home or place where nonmedical care, protection,and supervision is regularly provided to children under thirteen (13) years of age, for periods less than twenty-four (24) hours per day, while the parents or guardians are not on the premises. There are three (3) types of child care facilities: 1. Family Child Care Home - A child care facility which provides care for five (5) or fewer children in a residential building. 2. Group Child Care Home - A child care facility which provides care for six (6) to twelve (12) children in a residential building. 3. Child Care Center - A child care facility which provides care for more than twelve (12) children or uses anon-residential building. CHILD CARE WORKER: A person employed by a child care facility and has direct contact with the children in such facility. CITY CLERK: Clerk of the City of Boise City, Idaho, or his/her designee. DIRECTOR: A person on or off-premises who is responsible for the management, supervision and operation of a child care facility and is over the age of eighteen (18) years of age. DIRECT CONTACT: A person who owes a duty of care to a child in a child care facility and/or has immediate care of a child. JUVENILE CHILD CARE WORKER: A person employed by a child care facility who has direct contact with the children and is under the age of eighteen (18) years of age but is thirteen (13) years of age or older. LICENSEE: A person having a City license in full force and effect, issued hereunder for operation of a child care facility or employment as a child care worker. OWNER: A person who has, owns, possesses or operates a child care facility. The person who is ultimately the responsible party for the operation and care of the facility. PERSON: Any individual, partnership, association, corporation, or organization of any kind, and any governmental entity, including the State of Idaho and every political subdivision thereof. RESIDENT: Any individual twelve (12) years of age or older who resides in a licensed child care facility. Boise City Code Page 3 of 11 SANITARY: A clean, healthy condition which promotes health and healthful conditions by eliminating dirt and agents of infection or disease. VISITOR: An individual who is a guest at a child care facility on an irregular basis to provide a prearranged event, or to visit a child and who is continually under the supervision of a licensee and does not count in the child/worker ratio. VOLUNTEER: A person who intermittently provides a service to a child care facility without pay or remuneration of any kind and who is continually under the supervision of a licensee. WORKER/CHILD RATIO: The maximum number of children that each child care worker or director can provide care for, whether it be calculated by the mixed age or age group formula. (Ord. No. 5542, Amended, 05/10/94) 5-33-02 LICENSES REQUIRED AND EXEMPTIONS A. No person shall operate a child care facility within the City without obtaining or maintaining a valid license as provided in this Chapter. B. No person shall act as a child care worker within the City without obtaining or maintaining a valid license as provided in this Chapter. C. No person operating a child care facility shall employ a child care worker unless such worker is licensed as required by this Chapter. D. No person operating a child care facility shall leave a juvenile child care worker, who is not supervised by a licensed child care worker, in charge of one or more children. E. No juvenile child care worker shall have direct contact of one or more children in the child care facility without the supervision of at least one (1) licensed child care worker on site. F. No person operating a child care facility shall use the services of a volunteer unless such volunteer meets the standards as set forth in 5-33-06 B.1. G. No person operating a child care facility shall use the services of a volunteer who is not continually under the supervision of a licensed child care worker. H. The licensing requirements of this Chapter do not apply to any of the following: 1. Any child care facility volunteer other than as set forth in 5-33-02. 2. Any health facilities. As used in this Chapter, health facility means any facility which is operated for the diagnosis, care, prevention, and treatment of human illness. 3. Any clinic. Clinic means an out-patient health facility. 4. Any facility that Boise City Code Page 4 of 11 (a) is an elementary school meeting the standards established by the State Board of Education; (b) operates during the period of normally established school hours; (c) does not charge fees for programs conducted outside normally established school hours. 5. Any arrangement for the receiving and care of children directly related to the care giver by blood or marriage, unless child care is also provided to unrelated children. In the event children directly related by blood or marriage are being cared for by a person required to be licensed by this Chapter, those children shall be included when classifying the facility, and in determining the worker/child ratio. 6. Any arrangement whereby children receive care in their parents' or guardians' home. 7. Any recreation programs conducted for children by the Girl Scouts, Boy Scouts, Boys Club, Girls Club, or Camp Fire, or similar organizations. 8. Any public recreation program. "Public recreation program" means a recreation program operated by theprogram operated by the state, city, county, special district, school district, community college district, chartered city, or chartered city and county and meets for less th 9. Any individual that is enrolled in a program that meets the standards established by the State Board of Education and has a curriculum requirement of interaction/observation at a child care facility. This individual shall not be used to meet the worker/child ratio. 10. Any person otherwise exempt from this section may apply for a child care worker license provided ail of the standards and qualifications of the Chapter are met by applicant. Said application fees shall be paid by applicant in accordance with this Section. H. Every child care facility which has only one individual working full-time may furnish to the City Clerk a list of the names of three (3) persons to serve in an emergency as child care workers for that facility. The City Clerk or a person designated by the City Clerk shall conduct an investigation into the qualifications of each listed person to determine if the standards listed in Section 5-33-06 B. are met. Submitted lists shall be accompanied by a form provided by the City Clerk containing pertinent information. Upon the City Clerk's determination that a listed person is qualified, that person may provide, without a license, temporary emergency care to children in that facility. (Ord. No. 5542, Amended, 05/10/94) 5-33-03 PROVISIONAL LICENSE A. Upon the receipt of an application for a child care facility license, the City Clerk may issue a provisional license to an applicant if the City Clerk determines that such person is in substantial compliance with the provisions of this Chapter. In determining whether substantial compliance with the provisions of this Chapter exists, the City Clerk shall require completion of all criminal record clearances and zoning and fire clearances. A provisional license shall expire one hundred twenty (120) days from the date of issuance or at such earlier time as the City Clerk may designate. B. Upon the receipt of an application for a child care worker license, the City Clerk may issue a provisional license to an applicant for the duration of the City Clerk's investigation conducted Boise City Code Page 10 of 11 d. Twenty-five dollars ($25.00) for Child Care Workers. 2. An individual licensed as the director of a child care facility shall not be charged an additional fee for a child care worker license. 3. A license fee shall not be imposed upon the State of Idaho or any of its agencies, departments or political subdivisions. D. A license issued as provided herein may be renewed upon the submission of an application and the payment of the required fee not later than thirty (30) days prior to the expiration date of the current license. Upon the submission of an application for renewal in the proper time, manner, and form, the current license, unless forfeited, shall remain in force until the City Clerk has acted on the application for renewal and has given notice of the action taken.(Ord. No. 5542, Amended, 05/10/94; Ord. No. ) 5-33-08 RIGHT TO INSPECT The City Clerk, any duly authorized employee, agent of the City Clerk or health inspector may, upon presentation of proper identification, enter immediately and inspect any child care facility at any time during the business hours of such facility, with or without advance notice. This inspection may include all portions of the premises or facility whether or not used regularly for child care purposes or is child accessible. The City Clerk shall have the absolute right to enter the premises of any child care facility as often as is necessary to secure compliance with or to prevent a violation of this Chapter. (Ord. No. 5542, Amended, 05/10/94; Ord. No. ) 5-33-09 VISITATION Any parent or legal guardian shall have the absolute right to enter the premises of any facility during the period of care for the parent's or guardian's child or children. Any failure or refusal to allow entry to a parent or guardian may be grounds for revocation of the license pursuant to BCC 5-02-08, Grounds for Revocation. If a parent or guardian has been granted limited or has been denied visitation rights by a court of competent jurisdiction, this section shall not confer a right to visitation. (Ord. No. 5542, Amended, 05/10/94) 5-33-10 REVOCATION OF LICENSE The following shall be grounds for revocation of a license issued under this Chapter, in accordance with the provisions of Boise City Code Title 5, Chapter 2,: A. Fraud, misrepresentation or false statement contained in the application for the license; B. That the license granted is being or has been exercised contrary to the terms or conditions of such license or in violation of a City Ordinance, State law, regulation, or Statute; C. That the activity, use, or privilege authorized under the license is being or has been exercised so as to be detrimental to the public health, safety, or welfare; D. The licensee fails to maintain, during the term of the license, all of the qualifications under which the license was issued. Boise City Code Page 9 of 11 CPR, First Aid Courses and qualified instructors shall meet the State's requirements. CPR training must be renewed annually and must be current by license renewal date and through licensing period. 3. Training: a. Director. The director, shall be required to attend ten (10) hours of training per facility licensing year in the area of child development, business management, safety, or health. Note: CPR and Remedial First Aid training will not satisfy the health requirement. Such training sessions are to be approved by the City Clerk. b. Child Care Workers are required to attend four (4) hours of training per licensing year in the areas of child development, safety or health. At the time of renewal, copies of training certificates for eight (8) hours of training shall be included with renewal application. Note: CPR and Remedial First Aid training will not satisfy the health requirement. Such training sessions are to be approved by the City Clerk. 4. It shall be unlawful for any person to operate any facility without maintaining the aforementioned standards and/or to violate any of the provisions of this Section.(Ord. No. 5542, Amended, 05/10/94) 5-33-07 LICENSES A. Each child care facility license shall expire upon the earlier of: 1.One (1) year from the date of issuance; 2. The licensee sells or otherwise transfers the facility, except when change of ownership applies to the transfer of stock when the facility is owned by a corporation and such transfer does not constitute a majority of the issued shares of such corporation; 3. The licensee surrenders the license to the City Clerk; or 4. The licensee moves the facility from one location to another. B. Each child care worker license shall expire at the end of two (Z) years from the date of issuance. However, upon certification, on a form provided by the City Clerk, that a child care worker has been continuously employed at one (1) or more child care facilities for the preceding two (2) year period, a license will be renewed without charge, provided that the license has not been revoked. Such certification must be made by the licensed directors of the child care facilities at which the child care worker has been or is employed. Licenses shall not be transferable to another person. When a child care worker license is renewed, copies of training certificates for eight (8) hours shall be submitted with the application. C. 1. The City Clerk shall collect at the time of application an unrefundable license fee of: a. Fifty dollars ($50.00) for Family Child Care Homes. b. Seventy-five dollars ($75.00) for Group Child Care Homes. c. One hundred dollars ($100.00) for Child Care Centers. Boise City Code Page 8 of 11 Department for compliance with Idaho Code 39-1110 and the practice of acceptable public health practices to prevent the spread of communicable diseases and shall be maintained in a sanitary condition. (1) Food use in child care facilities shall be prepared and served in a sanitary manner with sanitized utensils and on surfaces that have been cleaned, rinsed and sanitized prior to use to prevent contamination; (2) All food that is to be served in child care facilities shall be stored in such a manner that it is protected from potential contamination; (3) The water supply, where the source is other than a public water system, must be approved by the district board of health; (4) Medicines, cleaning supplies and other hazardous substances must be stored out of reach of children; (5) A telephone or some type of emergency communication system is required. b. All child care facilities shall post a written illness policy. c. At the time of the Central District Health Department, City Clerk or designee inspection, the Family Child Care Home, Group Child Care Home or Child Care Center must conform to the following sanitation conditions shall include but is not limited to: (1) Children that are ill are to be excluded from the general population. (2) Diaper changing is to be conducted in such a manner so as to prevent spread of communicable diseases. (3) Sleeping and play areas and fixtures are to be maintained in a sanitary condition. (4) Children and workers are to be provided with individual or disposable towels for handwashing. The handwashing area is to be provided with soap and hot and cold running water. Directors, workers, and volunteers are required to wash their hands after changing diapers, using the restroom, and prior to preparing or serving food or drink at the child care facility. (5) The restroom is to be maintained in a sanitary condition. (6) The kitchen is to be maintained in a sanitary condition. d. All child care facilities shall require all children to be age-appropriately immunized within fourteen (14) days of initial attendance. These immunizations will be updated for the child's age as recommended by the Public Health Service Advisory Committee on Immunization Practices (ACID) and the Idaho Department of Health and Welfare, Bureau of Preventive Medicine Immunization Program. e. The director of a child care facility shall assure that there shall be at least one adult in attendance at all times who has current proof of training in pediatric First Aid and CPR, including rescue breathing and first aid for management of choking to the State's accepted training for First Aid and CPR Boise City Code Page 7 of 11 the required immunizations would endanger the life or health of the child or the child's parent or guarsubmitted to the child care facility director a certificate signed by a physician licensed by the State Board of Medicine sta 3. The applicant's staff having direct contact with children at the facility are licensed child care workers or volunteers. 4. Volunteers meet the standards of Section 5-33-06.B.1. 5. The residents at the applicant's child care facility meet the requirements of Subsection 5-33-06.B.1. 6. The child care facility complies with all building, fire, health and zoning requirements provided for by statute or ordinance. 7. The director must post a child discipline policy in a conspicuous place within the pick up and drop-off area of the child care facility. The policy will outline all methods of discipline employed at the facility. S. The director must post the original or a copy of the current worker license for each employed child care worker and juvenile child care worker. B. Child Care Facility, Child Care Worker, and Volunteer Standards: 1. Criminal History a. The applicant and the applicant's officers and chief agents, if any, have not had a child care facility license, child care worker license, or other similar permit or license denied, revoked, or suspended by the City or any other state or local agency within the five (5) years preceding the date of application. b. The applicant or if the applicant is not an individual, the applicant's officers and chief agents have no outstanding warrants, have not received a withheld judgment, or have not been convicted within the five (5) years preceding the date of application of any felony or crime which under the laws of this state would be a felony. c. The applicant or if the applicant is not an individual, the applicant's officers and chief agents have never been convicted or had a withheld judgment for any crime committed against children, child pornography or any offense involving sexual misconduct, pandering, or prostitution. d. The applicant or if the applicant is not an individual, the applicant's officers and child agents who are registered or have failed to register as sex offenders in the State of Idaho as provided by law. e. The applicant or if the applicant is not an individual, the applicant's officers and chief agents have never been diagnosed by a licensed counselor, psychologist, psychiatrist or court appointed examiner as a pedophile. 2. Health and Sanitation a. All child care facilities are required to be inspected by the Central District Health Boise City Code Page 6 of 11 continued care and supervision during emergencies. d. Only staff who are primarily engaged in caring for the children are to be counted in the worker/child ratio. A sufficient number of child care workers, volunteers and juvenile child care workers must be assigned and in attendance within specified areas to meet worker/child ratios. e. This number is determined by actual count or by using the worker/child ratio formula for mixed age group. f. The child's full name, month, day and year of birth. b. The full name, telephone number, and address of parents, guardian, emergency contact person, or agency (which placed the child). c. A medical treatment consent form signed by the parent or guardian, which will authorize emergency treatment by a physician if the parents cannot be reached. d. Name, address and telephone number of a physician designated by the parents, including the parents' hospital preference if emergency treatment is required. e. Information regarding medication and other health related needs. f. Training records for each director and child care worker. These records shall contain number of hours of workshop attendance, name of training session, subject content and name of instructor registered at the City Clerk's Office. g. An up-to-date immunization card for each child unless the child's parent or guardian has submitted to the child care facility director a certificate signed by a physician licensed by the State Board of Medicine stating that the physical condition of the child is such that all or any of Boise City Code Page 5 of 11 pursuant to Section 5-33-05. A child care worker with a provisional license must be continually under the supervision of a licensed child care facility director or a licensed child care worker. A provisional license shall expire one hundred twenty (120) days from the date of issuance or at such earlier time as the City Clerk may designate. Not more than one (1) provisional license may be issued to the same applicant within any twelve (12) month period. (Ord. No. 5542, Amended, 05/10/94) 5-33-04 APPLICATION FOR LICENSE Application for a license in this Chapter shall be made to the City Clerk in the form and manner prescribed by the City Clerk.(Ord. No. 5542, Amended, 05/10/94) 5-33-05 INVESTIGATION AND INSPECTION A. Upon the receipt of an application for a license, the City Clerk or a person designated by the City Clerk shall conduct an investigation to determine whether the standards established by Section 5-33-06 are met. B. The City Clerk or a person designated by the City Clerk shall conduct an investigation on any resident in a child care facility over the age of twelve (12). C. Any individual having an ownership interest in a Child Care Facility, or a child care worker shall be required to submit to be fingerprinted. D. Any applicant under the age of eighteen (18) years of age shall submit a signed approval form from aparent/guardian that gives permission to the City Clerk or representative to conduct a complete background investigation. E. Prior to granting a license to a person to operate a child care facility, the City Clerk or a person designated by the City Clerk shall conduct an inspection of the premises at which the person applying for the license will operate the child care facility, to ensure that the premises are in compliance with the requirements of Section 5-33-06 STANDARDS FOR ISSUANCE OF LICENSES The City Clerk shall issue licenses to applicants upon a finding that the following standards have been met: A. Child Care Facility Standards 1. Staffing Requirements. a. The director is over the age of eighteen (18) years and any juvenile child care worker that is under the age of eighteen (18) years of age must be under the supervision of a licensed worker. No juvenile child care worker shall be left in charge of children without supervision by a licensed child care worker. b. Workers that are primarily engaged in caring for the children must be within sight or hearing of the children at all times including nap time, and must be in close proximity to assist a child in an emergency. c. The facility must submit with the annual child care application a written plan for providing Boise City Code Page 11 of 11 E. The licensee refuses to allow immediate entry of the City Clerk, a duly authorized employee, agent of the City Clerk, or health inspector upon presentation of proper identification for inspection purposes. F. Upon conviction or withheld judgment of any violation of City Code, Title 5, Chapter 33 and/or Boise City Code, Title 7, Chapter 4. (Ord. No. 5542, Amended, 05/10/94) 5-33-11 PROVISIONS SEVERABLE The provisions of this Chapter are severable. If any provision of this Chapter or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect the validity of other provisions or applications of this Ordinance which can be given effect without the invalid provisions or application. No. 5542, Amended, 05/10/94) 5-33-12 EMERGENCY SUSPENSION A license shall be suspended upon substantiated complaints that the health and/or safety of a child is threatened due to their enrollment in a child care facility. (Ord. No. 5542, Amended, 05/10/94) 5-33-13 ENFORCEMENT The Clerk and designees are authorized to carry out the policies and procedures herein described and may enforce the provisions of this Chapter by initiating either administrative or criminal action, or both. 5-33-14 PENALTIES Any person violating the provisions of Chapter 33, Title V of the Boise City Code shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in an amount not exceeding three hundred dollars ($300.00) or be imprisoned for a period not exceeding six (6) months or be both so fined and imprisoned. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.(Ord. If your answer is NO you can voluntarily complete the licensing process. The law does not require you to have a license, however, you will need one to participate in a Child Care Food Program. Policy. It is hereby declared to be the policy of this state to establish a minimum statewide system for the protection of children in day care centers. This system is intended to establish minimum standards, while still leaving primary responsibility for evaluation and selection of day care services with parents. The minimum standards established by this chapter shall not be construed as preempting more stringent regulation by county or city ordinance. 39-1102. Definitions. As used in this chapter: (1) "Board" means the Idaho board of health and welfare. (2) "Child" means a person less than twelve (12) years of age. (3) "Day care" means care and supervision provided for compensation during part of a twenty-four (24) hour day, for a child or children not related by blood or marriage to the person or persons providing the care, in a place other than the child's or children's own home or homes. (4) "Day care center" means a place or facility providing day care for compensation for thirteen (13) or more children. (5) "Department" means the Idaho department of health and welfare. (6) "District health board" means the district health boards of the respective public health districts as established in chapter 4, title 39, Idaho Code. (7) "District health department" means the district health departments of the respective districts, created in section 39-409, Idaho Code. (8) "Employee" means any person working for compensation in a facility that provides day care. (9) "Family day care home" means a home, place, or facility providing day care for six (6) or fewer children. (10) "Group day care facility" means a home, place, or facility providing day care for seven (7) to twelve (12) children. 39-1103. Licensing authority. The department of health and welfare is hereby authorized and directed to issue "basic day care licenses" as provided in this chapter. The department is authorized to establish procedures for issuing licenses to day care centers which shall be maintained and operated in conformity with the standards authorized in this chapter. Nothing in this chapter shall be construed to limit or restrict the teaching of religious doctrines, values, or tenets in a facility licensed under the provisions of this chapter. The provisions of this chapter shall not apply to: (1) The occasional care of a neighbor's, relative's or friend's child or children by a person not ordinarily in the business of child care; (2) The operation of a private school or religious school for educational purposes for children over four (4) years of age or a religious kindergarten; (3) The provision of occasional care exclusively for children of parents who are simultaneously in the same building; (4) The operation of day camps, programs and religious schools for less than twelve (12) weeks during a calendar year or not more often than once a week; or 1 (5) The provision of care for children of only one (1) immediate family in addition to the person's own children. 39-1104. Application for license -- Fire safety and health inspections. (i) Application. A person who wishes to operate a day care center shall submit an application, on the forms provided by the department, and shall obtain the required certificates of inspection as provided herein. (2) Inspections. A person who wishes to operate a day care center shall submit: (a) a certificate of a fire inspection of the proposed center, conducted by a fire department or fire district official, establishing compliance with the minimum standards specified in section 39-1109, Idaho Code; and (b) a health inspection of the proposed center conducted by the district health department, establishing compliance with the minimum standards specified in section 39-1110, Idaho Code. (3) .Continued compliance and reinspection. Day care centers shall at all times maintain compliance with the fire safety and health requirements identified in this chapter. The department may cause any day care center to be reinspected during the term of a license for fire safety and health compliance as determined necessary. No charge for any reinspection after the initial inspection in any license period shall be made to the day care center. 39-1105... Criminal history checks. The department shall obtain a criminal history check on the owners, operators and employees of a day care center who have direct contact with children, and on all volunteers and other individuals twelve (12) years of age or older who have unsupervised direct contact with children in a day care center. The criminal history check shall include the following for all persons subject to the provisions of this section who are eighteen (18) years of age or older: (1) Statewide criminal identification bureau; (2) Federal bureau of investigation (FBI) criminal history; (3) National crime information center; and (4) Statewide child abuse register. Criminal history checks on those persons under eighteen (18) years of age shall include a check of the juvenile justice records of adjudications of the magistrate division of the district court, county probation services and department of health and welfare records as authorized by the minor and his parent or guardian. 39-1106. Issuance of license -- Renewal. (1) Upon receipt of the application, inspection certificates and the criminal history, the department shall, upon a finding of compliance, issue a basic day care license to the applicant. The license shall be valid for two (2) years and shall be posted in a conspicuous place at the day care center. (2) After the criminal history check has been completed for any person, it shall not be necessary to repeat the check for renewal of a license. The department may, however, require the applicant for renewal of a license to declare on a form provided by the department that the applicant is in compliance with the original standards and conditions required for issuance of a license. (3) The department shall maintain a list of all licensees 2 for public use. 39-1107. Fees. (1) The board shall establish by rule the maximum total fee to be assessed for a basic day care license which shall not exceed one hundred dollars ($100.00). The board shall allocate the fee for fire and health inspections and for the criminal history check. The board shall also establish a renewal fee which shall not exceed sixty dollars ($60.00). (2) The applicable license fee in subsection (1) of this section shall be reduced by twenty-five percent (25$) for any day care facility which provides evidence that at least fifty percent (50$) of its staff is certified in infant/child first aid and pediatric rescue breathing. 39=1108. Local option. If a city or county, within its respective jurisdiction, has adopted an ordinance for regulation and/or licensing of day care services, then the provisions of this chapter shall not apply with such city or county unless the ordinance is subsequently repealed. To qualify for exemption, regulation of centers must include a criminal history check at least as stringent as the check required in section 39-1105, Idaho Code, compliance with fire safety standards at least as stringent as required in section 39-1109, Idaho Code, compliance with health standards at least as stringent as required in section 39-1110, Idaho Code, compliance with immunization requirements at least as stringent as required in section 39-1118, Idaho Code, and compliance with training requirements at least as stringent as required in section 39-1119, Idaho Code. Cities and counties are hereby granted authority and may adopt ordinances for regulation and/or licensing of day care services. 39-1109. Fire safety standards. (1) Day care centers shall comply with the following fire safety standards in the area of the day care center in which day care is provided: (a) adequate fire and smoke alarms; (b) a functional telephone; (c) adequate fire extinguishers or other suitable arrangements for extinguishing fires; and (d) adequate exits. Separate standards in these categories shall also be developed for group day care facilities. (2) No fire standards developed pursuant to this chapter shall be more stringent than the standards contained in the Uniform Fire Code, without supplementation by any other standard or code. (3) In addition to the fire safety standards identified in subsection (1) of this section, fire safety standards may be established to govern the maximum allowable ratio of children to staff subject to the following restrictions: (a) In no event shall the child-staff ratio require more than one (1) staff member to twelve (12) children; (b) No factors other than fire safety may be considered in establishing child-staff ratios; (c) All adults on the premises shall be counted as staff for purposes of computing a child-staff ratio; and (d) Each child shall count as one (1) child for purposes of computing a child-staff ratio. 39-1110. Health standards. Day care centers shall comply with the following health standards: (1) Food for use in day care centers shall be prepared and served in a sanitary manner with sanitized utensils and on surfaces that have been cleaned, rinsed and sanitized prior to use 3 to prevent contamination; (2) All food that is to be served in day care centers shall be stored in such a manner that it is protected from potential contamination; (3) Diaper changing shall be conducted in such a manner as to prevent the spread of communicable diseases; (4) Sleeping and play areas, restrooms and fixtures shall be maintained in a sanitary condition; (5) Children and facility personnel shall be provided with individual or disposable towels for handwashing and the handwashing area shall be equipped with soap and hot and cold running water; (6 )' The water supply, where the source is other than a public water system, must be approved by the district board of health; (7) Medicines, cleaning supplies and other hazardous substances must be stored out of reach of children; (8) A telephone or some type of emergency communication system is required; and (9) Representatives of the district health department shall not be denied access to a day care center for purposes of control of communicable disease. 39-1111. Rules authorized. In order to implement the provisions of this chapter, the following rule making authority is authorized: (1) The state fire marshal, in addition to other duties imposed by law, is hereby authorized and directed to establish rules necessary to implement the provisions of sections 39-1109 and 39-1114, Idaho Code;. (2) District health boards, in addition to other duties imposed by law, are hereby authorized and directed to establish necessary health standards to implement the provisions of section 39-1110, Idaho Code; and (3) The board, in addition to other duties imposed by- law, is hereby authorized and directed to establish procedures necessary to implement the provisions of this chapter including procedure for submission of required certificates as provided in sections 39-1109 and 39-1110, Idaho Code, and conduct of the criminal history check provided in section 39-1105, Idaho Code. The rule making authority granted in this section shall be limited to the specific standards and procedures required by this chapter. 39-1112. Visitation. Any parent or guardian shall have the absolute right to enter the premises of any facility during the period of care for the parent's or guardian's child or children. Any failure or refusal to allow entry to a parent or guardian may be grounds for suspension or revocation of the license, pursuant to section 39-1113, Idaho Code. If a parent or guardian has been granted limited or has been denied visitation rights by a court of competent jurisdiction, this section shall not confer a right to visitation. 39-1113. Denial, suspension or revocation of license. (1) A license may be denied, suspended or revoked by the department if the department finds that the applicant or licensee does not comply with the provisions of this chapter. 4 (2) No person who has been found guilty of or received a withheld judgment for any offense involving neglect or any physical injury to, or other abuse of a child including the following offenses or a similar provision in another jurisdiction, shall be eligible for a license under the provisions of this chapter: (a) Injuring a child, section 18-1501, Idaho Code. (b) The sexual abuse of a child under sixteen (16) years of age, section 18-1506, Idaho Code. (c) The ritualized abuse of a child under eighteen (18) years of age, section 18-1506A, Idaho Code. (d) The sexual exploitation of a child, section 18-1507 or, 18-1507A, Idaho Code. (e) Lewd conduct with a child under the age of sixteen (16) years, section 18-1508, Idaho Code. (f) The sale or barter of a child for adoption or other purposes, section 18-1511, Idaho Code. (g) Murder, section 18-4001 or 18-4003, Idaho Code. (h) Voluntary manslaughter, section 18-4006, Idaho Code. (i) Rape, section 18-6101 or 18-6108, Idaho Code. (j) Incest, section 18-6602, Idaho Code. (k) Forcible sexual penetration by use of foreign object, section 18-6608, Idaho Code. (3) The denial, suspension or revocation of a license under this chapter may be appealed to the district court of the county in which the affected day care center is located and the appeal shall be heard de novo in the district court. 39-1114. Limited applications. Any person providing day care in a group day care facility shall not be required to be licensed, but shall comply with the requirements of section 39-1105, Idaho Code, for a criminal history check and shall obtain a fire inspection certificate establishing compliance with the standards provided in section 39-1109, Idaho. Code. The fire inspection for-group day care facilities may be conducted by the district health department. The fire inspection certificate and the criminal history check, if one is required, shall be available for inspection on the premises. A group day care facility or family day care home may elect to comply with the provisions of this chapter and upon a finding of compliance by the department, shall receive a basic day care license. 39-1115. Misdemeanor. (1) It shall be a misdemeanor to operate a day care center within this state without first obtaining a basic day care license from the department or to operate a day care center without posting a basic day care license in a conspicuous place. A copy of this chapter shall be available on the premises at all times for staff and parents to read on request. (2 ) It shall be a misdemeanor to operate a group day care facility without obtaining the certificates required in section 39-1114, Idaho Code; provided, that in the event of an initial citation for violation of the provisions of this subsection, if a person makes the applications required within twenty (20) days, the complaint shall be dismissed. Operation of a group day care facility after denial of the certificates required shall be a misdemeanor. (3) It is a misdemeanor for any person to provide day 5 care services if such person has been found guilty in this state's courts, in any other state's courts, or in any federal court, of any offense listed under the provisions of section 39-1113, Idaho Code. 39-1116. Prosecution. It shall be the duty of the prosecuting attorney of the county in which the day care center or group day care facility is located to prosecute violations of the provisions of this chapter. 39-1117. No liability to state or political subdivisions. The issuance of a license or certificate pursuant to this chapter shall not constitute a representation of affirmance to any person that the day care center to which a license is issued or a group day care facility to which a certificate is issued is free from risk with regard to the standards in this chapter. The state and its political subdivisions or any employees or agents of the state or its political subdivisions shall not be liable for nor shall a cause of action exist for any loss or damage based upon the failure of .any person to meet the standards contained in this chapter. 39-1118. Immunization required. (1) Within fourteen (14) days of a child's initial attendance at any licensed day care facility, the parent or guardian shall provide a statement to the operator of the day care facility regarding the child's immunity to certain childhood diseases. This statement shall provide a certificate signed by a physician or a representative of a health district, that the child has received, or is in the process of receiving immunizations as specified by the board of health and welfare; or can effectively demonstrate, through verification in a form approved by the department of health and welfare, immunity gained through prior contraction of the disease. Immunizations required and the manner and frequency of their administration shall be as prescribed by the state board of health and welfare and shall conform to recognized standard medical practices in the state. The state board of health and welfare shall promulgate appropriate rules and regulations for the enforcement of the required immunization program and specify reporting requirements of day care centers, ,pursuant to the provisions of chapter 52, title 67, Idaho Code. (2) Any minor child whose parent or guardian has submitted. to officials of a licensed day care facility a certificate signed by a physician licensed by the state board of medicine stating that the physical condition of the child is such that all or any of the required immunizations would endanger the life or health of the child shall be exempt from the provisions of this section. Any minor child whose parent or guardian has submitted a signed statement to officials of the day care facility stating their objections on religious or other grounds shall be exempt from the provisions of this section. 39-1119. Training requirements. That Section 39-1109, Idaho Code, be, and the same is hereby 7 amended to read as follows: 8 39-1109. EIRE SAFETY STANDARDS. (1) Day care centers shall comply with 9 the following fire safety standards in the area of the day care center in 10 which day care is provided: (a) adequate fire and smoke alarms; (b) a func- 11 tional telephone; (c) adequate fire extinguishers or other suitable arrange- 12 ments for extinguishing fires; and (d) adequate exits. Separate standards in 13 these categories shall also be developed for group day care facilities. 14 (2) No fire standards developed pursuant to this chapter shall be more 15 stringent than the standards contained in the Uniform Fire Code, without sup- 16 plementation by any other standard or code. 17 (3) In addition to the fire safety standards identified in subsection (1) 18 of this sectioa, fire safety standards may be established to govern the maxi- 19 mum allowable ratio of children to staff subject to the following restric- 20 lions: 21 (a) In no event shall the child-staff ratio require more than one (1) 22 staff member to six (6) children for all children aee eighteen (18) months 23 or less. more than one (1) staff member to twelve (12) children for all 24 children above age eighteen (18) months but less than five (5) years; and 25 more than one (1) staff member to eighteen (18) children for all children 26 whose age is five (5) years or more; 27 (b) No factors other than fire safety may be considered in establishing 28 child-staff ratios; ,. 29 (c) All adults on the premises shall be counted as staff for purposes of 30 computing a child-staff ratio; and 31 (d) Each child shall count as one (1) child for purposes of computing a 3 2 child-staff ratio. That means that you are welcome to stop by, unannounced, at any time that your child is in our care. For your own peace of mind we encourage you to stop in when ever you can. The daycare does not discriminate due to race religion, ethnic origin or a handicapped condition. . CHILD ABUSE REPORTING REQUIREMENT We are required by law to report any instance of suspected physical, sexual or emotional child abuse, child neglect or child exploitation, to Child Protection Services (CPS) or local enforcement agency. The only religious activities that are practiced at the daycare would be possibly saying grace at mealtimes and the celebration of the usual Christian Holidays. A CHILD TO ILL TO PLAY IS TOO ILL FOR DAYCARE If your child has a cold or cough but is still able to play and acts normally, he is welcome to come. Should your child become ill while in my care, I will isolate him and contact you to arrange to have him picked up. I realize that your job is important but for me to keep an ill child is not fair to the other children or parents. You wouldn't want to have your well child exposed to illness unnecessarily. Each parent should have a back up care giver in case an emergency situation arises. MEDICATION POLICY All prescription medications must be in their original container with the physicians directions on the label. Prescription medications can only be administered if we have written permission from the parent. You will be required to sign a form each time you bring a new prescription medicine to the daycare. Over the counter medications will be administered with written permission from the parent. MEDICAL EMERGENCIES If an emergency situation exists staff will call 911. Staff is trained in First Aid and CPR and will use their skills until help arrives. You will be contacted as soon as medical assistance has taken over. If anon-emergency situation arises I will first contact the parent or back up name listed and request that the necessary arrangements be made. Scratches and scrapes are inevitable when children play. Minor injuries will be treated with soup and water and aBand-aid. We encourage positive behavior by modeling respect and understanding of each others needs. We do not find it necessary to yell or threaten children to gain • acceptable behavior. We use time out as a tool to give the child time to think about his behavior. The unacceptable behavior is first identified and the acceptable alternative is modeled. If the child continues the undesirable behavior he is sent to take a time out for 3-5 minutes. After the time out the child will be reminded of the behavior that is expected of him. After several time outs without successful results a child might be sent to rest on his nap pad for 1/2 an hour. Every effort is made to see that your child experiences a positive environment. Shaming or belittling a child is not allowed. Every effort is made to have your Childs environment as sanitary as possible. If your child is in diapers we require a plentiful supply of diapers at all times.(We will use Goth diapers only if there is a medical reason to do so, in this case the parent will be responsible for washing and returning an ample supply of clean diapers regularly.) All care givers will wash their hands after diapering and before preparing food. Your child will be required to wash his hands after toileting and before meals.
