We also find that this subdivision is located in census tract 103.11 and in the attendance zone for Chief Joseph Elementary, Lake Hazel Middle School and Meridian High School. Due to overcrowding at Chief Joseph Elementary students from this subdivision will likely be bused to Silver Sage Elementary. Using the above information we can predict that these homes, when completed, will house 17 elementary aged children, 15 middle school aged children, and 12 senior high aged students. At the present time Chief Joseph Elementary is at 118 of capacity, Lake Hazel Middle School is at 113 of capacity and Meridian High School is at 116 of capacity. The Meridian School District is not opposed to growth in our district, however this subdivision will cause increased over- crowding in all three schools. There is little opportunity to shift attendance boundaries since the surrounding schools are also well over capacity. Before we could support this subdivision, we would need land dedicated to the district or at least made available at a minimum price for a school site in this area. The site would need water and sewer service available. In addition we would need to pass another bond issue for the construction of schools. The cost per student for newly constructed schools, excluding site purchase price and offsite improvements, exceeds $5,000 per elementary student and $10,000 per middle or high school student. • . We are in a difficult position and need your help in dealing with the impact of growth on schools. STORMWATER MANAGEMENT RECOMMENDATIONS We recommend that the first one half inch of stormwater be pretreated through a grassy swale prior to discharge to the subsurface to prevent impact to groundwater and surface water quality. The engineers and architects involved with the design of this project should obtain current best management practices for stormwater disposal and design a stormwater management system that is preventing groundwater and surface water degradation. In my conversations with the engineer, Jun Merkle, he indicated that the drainage from Westdale Park would go through Crossroads' storm water drainage system and into the Settlers' canal Southside. In November 1993 Settlers sent a letter stating our position that we would not accept any drainage from Crossroads subdivision. We have received no further information regarding the drainage plans, but construction is well under way. I have tried several times, unsuccessfully, to contact you by telephone but I would appreciate a response from you regarding this matter. Again, Settlers' position is that no drainage water from urban develo>aments will be accented into the system. The Board realizes that pre-development drainage did enter the Settlers system; however, there is a vast difference between the quantity and the quality of agricuhural vs. urban drainage water. The EPA's rules and regulations have made it prohibitive for the District to accept this water. Please contact me at your earflest convenience at 343-5271. Crossroads Subdivision is a mixed use development proposing 256 single al and general .:~~ .. family residential lots a office use. 2. The residential lots will be developed between 1994 and 1997, and the commercial area will be built out over a 12 year period. 3. The Eagle/Fairview intersection is in the Meridian Planning Area, and the lands around the intersection are masterplanned for commercial uses. An additional 150 residential lots and 400,000 square feet of commercial and industrial park development are assumed to occur on these lands during the study period. 4. The Meridian area is now experiencing a strong growth rate and the recently adopted comprehensive plan identifies a 10 percent annual growth projection for the next decade. This relatively high projected rate was used in this study to forecast future traffic volumes and distribution. Prepared by Oobie Engineering, Inc. Evaluated in this report are the traffic impacts associated with the i i ' ~ SUMMARY OF FINDINGS ii 5. Eagle Road is part of the Idaho Transportation Department system, and Fairview Avenue is in the jurisdiction of ACRD. n 6. The Eagle/Fairview intersection is fully improved with a five lane road system adjacent to the site. Eagle Road north of Fairview now has 3 lanes and is scheduled for widening in 1997. 7. ACRD is currently planning an extension of Pine Street along the south boundary of the Crossroads site. The right-of-way for this improvement will be preserved and internal roads aligned for a future connection to this proposed collector. 8. A capacity and level of service analysis was prepared for the Eagle Road/Fairview Avenue intersection, in which it was found that acceptable capacity would be available to accommodate projected 2005 traffic voCumes including the site-generated traffic for Crossroads. 9. A similar analysis was prepared for the main entrances for the development, in which both signalized and unsignalized conditions were assumed: a. It was determined that a traffic signal would be needed at the proposed intersection of Eagle Road and Congressional Drive which is located 1000 ft. south of Fairview and 1650 ft. north of the Prepared by Dobie Engineering, Inc. SUMMARY OF FINDINGS iii proposed Pine Street extension. Congressional Orive aligns with the existing entrance to the Treasure Valley Business Park. b. A signal will be needed at the preposed intersection~of Reagan Drive and Fairview Avenue approximately 2100 ft. east of Eagle Road. c. Without these signals severe congestion would result on all legs of the intersection and would likely cause safety and flow problems on the arterial roads. 10. The approach roads at Congressional and Reagan Drives should be '~ 0 improved with three exit lanes and a deceleration lane on the arterial. 11. The proposed roadway extension and intersection improvements at Pine Street and Eagle Road were not evaluated in this study. A separate study is being prepared by WH Pacific Engineers under contract with the Ada County Highway District. Prepared by Dobie Engineering, Inc. CROSSROADS SUBDIVISION TRAFFIC STUD 1 PROPOSED DEVELOPMENT Study Objectives ., The purpose of this study is to asses the traffic impacts resulting from the development of the Crossroads Subdivision and to evaluate the capacity of the road system to accommodate the site-generated traffic. On-Site Development Crossroads Subdivision is a proposed 154.5 acre mixed use development comprised of 256 residential lots and 5 commercial lots located at the southeast corner of Eagle Road and Fairview Avenue. The residential lots will be developed in three phases with the first group of 45 lots on line in 1994. Phases 2 and 3 are 100 lots each and will develop in 1995 and 1996 respectively. By 1997 the residential portion of the development will be complete. Prepared by Dobie Engineering, Inc. CROSSROADS SUBDIVISION TRAFFIC STUDY 14 Traffic Assignments Based on the trip generation and distribution assumptions previously presented, future trips resulting from development of the Crossroads Subdivision lots and retail center were estimated and assigned to the internal streets and project entrances. The projected average daily traffic volumes are illustrated in Figure 4 Projected PM turning movements for the calendar year 2005 at the project entrances are illustrated in Figures 5 and 6. These volumes include the future traffic from the full buildout of the Crossroads Retail Center plus the background traffic growth resulting from the development of the surrounding communities. In addition to these turning movements, new traffic will accrue from the development of the lands north and west of Crossroads. This traffic was similarly estimated and assigned to the corresponding intersections with the Crossroads project. The turning movement volumes at the four way intersections at Reagan Drive and Congressional Drive are shown in Figures 8 and 9 and were included in assessing the capacity of the intersection. RE: Crossroads Subdivision Pressurized Irrigation System Dear Mr. Smith: I am writing to update you on the status of the pressurized irrigation system for this subdivision. I am enclosing a color coded exhibit showing presently vacant lots, lots which are hooked up to the pressurized irrigation system or not yet hooked in and one lot which I learned from your building department that received a permit from the City of Meridian to hook up his sprinklers to the city drinking water system. This was done at Lot 6, Block 7 at 3429 Eisenhower Drive. I visited this lot about two weeks ago and confirmed that his sprinklers are now hooked into the rear lot pressurized irrigation system. I also spoke to Daniel S. Dean, the homeowner, by telephone on November 1, 1995 and'he confirmed that there is now no interconnection between the potable water system and the pressurized irrigation system. I believe with this action the developer can now receive a refund of the well development fees: Should you still require further clarification, please call. Sincerely, ~~ Claudio Scalisi, P.E. CORRIE WALT W. MORROW P b Z COMMI SION JIM JOHNSON, Chairman MOE ALIDJANI JIM SHEARER CHARLIE ROUNTREE TIM HEPPER September 20, 1995 We have done an inventory, from our permits issued records, of the existing building sites in this subdivision and find that one (1) permit for a sprinkler system connecting to city water was (mistakenly) issued. To date there have been 34 building permits issued and apparently all of those, except this one, are being provided irrigation water through the pressurized irrigation system. This system utilizes a pump system taking surface water from a ditch that is located along the north boundary of the subdivision area. An alternative source of water to the ditch water has not been provided. City water lines are not presently located near the pump station so this type of alternative water is not feasible at this time. (It would be feasible when Phase 7 of the development is done.) Therefore at this time, when ditch water is not available the pressurized irrigation system is not operable. Either a shallow well needs to be built or the city needs to allow across-connection and backflow devise with city water for each home being built. Reportedly, the developer has entered into an ownership/maintenance-operation agreement with the Nampa & Meridian Irrigation District. Since an alternative water source to the ditch water is not being provided at this time it appears the property owners will still need to rely on city water for the time period ditch water is not available.
