III. DESCRIPTION
A. Background.
The City of Meridian periodically implements 'utility upgrade projects in conjunction
with Ada County Highway District (ACRD}roadway projects.
In 2004 the City of Meridian contracted with Civil Survey Consultants, Ina for design
services related to the EagleNictory Intersection. Utility Improvements project.
However, in 2006 ACRD put the construction phase of the project out for bid and
ultimately rejected all bids due to the inflated bid amounts. However, ACRD is now
ready to move forward and put the construction phase of the project out for bid again.
Since 2006. there .have :been many revisions to the City of Meridian, ACRD, and the
Idaho Standards for Public WorksCanstruction (1SPWC} specifications. 'These revisions
have made it necessary to update. the original plans and specifications.
B. Proposed Project
The scope of services in the attached task order will include revamping the 2004 plans to
adhere to the current City of Meridian, ACHU, and_ISPWC specifications.

This project will meet our mission requirement: of indentifying and prioritizing work to
anticipate,. plan .and provide public services/facilities that support the needs of our
growing community. This project will also ensure that we are prepared to build modern
reliable facilities while maintaining financial stewardship.

This Task Order is issued by Owner and accepted by the Engineer pursuant to the mutual
promises, covenants, and conditions contained in the Agreement between the above
named parties dated November 8, 2006..

UTILITY IMPROVEMENTS
PURPOSE
The Engineer's scope of services, time of completion, and compensation shall be as set
forth herein. Services shall generally be described as Engineering Consulting. Services.
TASK 10145 -DESIGN AND CONSTRUCTION
Per the City's request, the Engineer will provide professional engineering services related
to the design of utility improvements to be constructed in conjunction with Ada County
Highway District Project No. 505043 RD203-17 and Project No. 303 141N277.
In 2006 ACRD put these two projects out to bid and based on the results AC;~iD rejected
all bids and Shelved the projects. ACHD is now preparing. new bid documents and
planningtorebid the projects.
The Engineer previously completed City of Meridian utility improvement construction
plans. and specifications that were included in ACHD's 2006 bid package. One set of
plans and specifications were prepared. for each. project.
This scope of services will include work required to make any required revisions to the
plans and to update each. set of plans to meet current ISPWC, ACHD, and City of
Meridian Standards.
The Engineer will send a letter to adjacent property owners and offer them the chance to
obtain a water service per current city policy. City staff will assist in identifying witch
property owners. will receive letters.

The Engineer will prepare one set of construction plans, special provisions, bid schedule,
and construction estimate for each project.
It will.. be the. City's responsibility to negotiate and execute the Joint Effort Agreement for
construction. with ACHD.
It is anticipatedthat it will be necessary toobtain a License Agreement with Boise
Project Board of Control to extend the water main in Victory Road under the McDonald
Lateral. Engineer will. submit plans to Boise Project and coordinate .execution of the
agreement.
The Engineer's. scope of services is as follows:

2.1 Develop. plans and specifications and bid chedule that meet current design
standards and standard specifications of the City and ISPWC.
2.2 Submit plans to ACHD :for review and .approval prior to construction...
2.3 Submit 2 full size physical copies of ACHD's 99% plans and. the special
provisions to City Engineering .for review and QLPE, Engineer to revise
plans as necessary.
2.4 Prepare final construction documents with inclusion of any addenda from
the bidding phase and. provide one physical copy'for City's use .and 10
physical copies for contractor's use.
Task 3 -Construction Services
3.1 Provide one set of construction stakes for the new water services and the
new water main in Victory Road east of Eagle Road.
3.2 Attend pre-construction meeting.
3.3 Answer any RFI's from the contractor about the design.

3.4 Prepare record drawings meeting the City of Meridian Acceptance of
RecordlElectronic Drawings, dated August 26, 2009.
Task 4 -Administration
4.1 This task includes duties associated with setting up the contract and
submitting monthly invoices.
TIME OF COMPLETION
Engineering services will be completed as needed to construct improvements in
conjunction with ACHD Project No. 505043 RD203-17 and Project No. 303014 IN277.
COMPENSATION
The Not-To-Exceed amount for this Task Order No. 10145 is Eleven Thousand Nine
Hundred Five dollars ($11,905). The hourly rate for services and direct expenses is per
the previously approved Prevailing Fee Schedule effective October 1, 2006, and by
reference made part hereof.
