REBUILD IDAHO PARTNERSHIP AGREEMENT.
Rebuild Idaho is an Idaho Department of Water Resources (IDWR) program that helps local and regional
Partnerships invest in their communities through improved energy efficiency in state and municipal, commercial,
educational, multifamily and public housing buildings. Partnerships may be led by anyone and may comprise any
combination of public and private organizations, but must inevitably include a representative of state or local
government. IDWR provides assistance products and service to help community Partnerships plan and carry out
energy-efficient retrofits.
BASIC PRINCIPLES OF AGREEMENT
IIDWR and the Rebuild Idaho Partnership agree that:
Investing in our communities through improved energy efficiency in buildings is a win-win opportunity for our
communities and the nation. Energy-efficient buildings reduce energy costs, increase available capital, spur
economic growth, and improve working and living environments. Rebuild Idaho provides a viable strategy to
achieve these goals through its Partnerships' activities and through its network of business, financial, and technical
experts.
IDWR agrees to:
- Assign a Program Representative who will be the point of contact for the Partnership with IDWR. The
Program Representative will assist the Partnership in the development and implementation of its
community energy-efficiency program.
- Demonstrate and aid in replicating actions of the Partnership to improve the energy efficiency of buildings
in other communities throughout the State.
- If desired, recognize the Partnership both locally and nationally as an active participant in the Rebuild
Idaho program.
- Facilitate Partnership activities at state and local levels to complement this agreement.
- Facilitate exchanges of information and provide guidance, workbooks, and reference contacts.
- Facilitate workshops on applicable energy, business, finance, and organizational topics.
Rebuild Idaho Partnership agrees to:
- Lead in the development and growth of a community partnership that will plan, organize, and carry out
building performance and energy-efficiency projects. This Partnership may include state and local
government organizations, financial institutions, economic development organizations, utilities, private
businesses, non-profit organizations, etc.
- With IDWR's assistance, develop an Action Plan within 6 months of the date of the endorsed agreement.
The Action. Plan will address: 1) priorities, goals, and organization; 2) candidate buildings and retrofit
objectives; 3) actions, responsibilities, and resources; 4) monitoring, evaluation, and reporting; and 5)
promotion and expansion.
- Regularly communicate with IDWR on partnership status and progress towards achieving project goals.
The Partnership will also share success stories and lessons learned.
- Promote its participation in the Rebuild Idaho program, using the RBI/DOE logo prominently on marketing
and information materials in accordance with guidelines provided.
- Participate, when possible, in Rebuild American national and regional Peer Exchange and networking
meetings.
