Subject: Street Name Change Recommendation for Washington
Place and Washington Drive
1. SU1VIlYIARY DESCRIPTION OF CONCERN
We have been notified by Glenda Britz (Sr. Dispatcher for Ada
County Sheriff s Department) of an area located in the Phillips
and Gregory #2 Subdivisions causing concern for emergency
personnel. Specifically, there are three streets carrying the core name
of Washington (Washington Street, Washington Drive and
Washington Place) located adjacent to one. another. In addition, each
. of these streets have address numbers in the 1100 block range.
There have been 7 emergency calls to this area in the last year, 3 of
them being medical emergencies. On two occasions, medical
personnel were originally dispatched to W. Washington Place, rather
than W. Washington Drive. The third call was initially dispatched to
W. Washington Street, rather than W. Washington Drive. It is our
concern that without addressing this, there could be major delays in
response time when critical emergency services are next needed in
the area.
2. SUMMARY RECOMMENDATION
It is the recommendation of the Ada County Street Name Committee,
that the following street names be changed:
Washington Place - to - N. West 142h Place
Washington Drive - to - N. West 9'~ Ave.

numbers, changing street name directionals and attempting to solve
the issue "in house" with the Ada County dispatcher) it is our recom-
mendation that changing the above--mentioned 2 streets, affecting 9
residences, would be the most effective and prudent action.
3. DETERMINING FACTORS
The recommendation to change Washington Place & Washington
Drive, as opposed to changing Washington Street, comes after review
of the following factors:
a. 27' homes are located along W. Washington Street (located in the
Phillips and Gregory # 2 Subdivisions
b. 5 homes are located along Washington Place (located in the
Phillips Subdivision)
c. 4 homes are located along Washington Drive (located in the
Gregory #2 Subdivision)
4. ADDITIONAL INFORMATION:
In addition to the notification of the November I9th Public Hearing,
letters were sent to all affected residents inviting them to attend a
Neighborhood Meeting held at City Ha11 on October 28~~'. The
purpose of the meeting was to provide a less formal atmosphere
to discuss resident concerns, as well as offer the opportunity to
have representatives from Ada County Dispatch, Meridian Fire
Department, Meridian Police Department and Development Services
on hand to answer any questions. 4 residents were in attendance.

I am hoping to shine a little light on the address issues that we have encountered in the dispatch center within the
past year in reference to some of the addresses on Washington in Meridian.
We have had 7 cads for service within this small area in question within this past year. That does not seem like a
lot until you consider that most people do not even cal! 911 except on the average of once in their life time. Three
of these calls were medical calls. Two of these three times we originally dispatched to W Washington Pi and the
call was actually at W Washington Dr off of W Canton Av. The third time the call was dispatched to W Washington
S# instead of W Washington Dr. All of these result in a slight delay of units arriving on scene with the patient due
to units having to divert from one location to the next when not bein, ahle t~ fnnata tha cncri~r~ ~rlrlrc~oa ;,,
question. The delays were not significant, however, seconds can be a lifetime when someone is needing~and
waiting for assistance to arrive on scene.
The problem is that we have three 1100 blocks of W Washington in this area. We have 1100 block of W
Washington Pl, 1100 block of W Washington ST, and a 1100 Mock of W Washington DR. There is also a 1000
block of W Washington Pi and a 1000 block of W Washington St. When the dispatcher enters an address of 1144
W Washington they are going to be given a drop down box that will give the dispatcher the multiple choices to
select from (not counting the 1100 block of W Washington that is also in Boise). The best way to solve this
problem is to get rid of the three 1100 blocks of W Washington. The more choices there is to select from the
greater the chances of errors.
The 1100 block of W Washington Dr and W Washington PI are out of addressing sequence for West
addresses.The 1100 block of W Washington Dr is at the beginning of the 800 block of W Washington St. The
1100 block of W Washington P( is in the middle of the 1400 block of W Washington St. {Also to add to the
confusion the addresses of W Washington Dr has the centerline data as N Washington Dr.)
We have had at least one police officer and at feast one fireman advise dispatch (concerning the calls listed
above} that the leg that is currently called W Washington Dr should be a North Street as the numbers are in the
north addressing grid. The same would apply for the leg that is known as W Washington PI.
How long has this been going on? ! am sure there have been problems with these same issues in the past
however they probably were not identified like we are able to do now with the technology and data base that we
have now.
Why are these issues coming up now and not in the past? Approximately 18 months ago we changed the way our
CAD data base for the GEO {street and hundred block} file is maintained.
Before we changed to our current data base all of our hundred black and street data files were maintained by
manual input and we relied on that data to recommend our units, which may or may not have been the closest
possible unit to the call. All the flies stayed unchanged until the operator manually made changes, deleted old, or
input new data.
With the new technology our street fife data for all streets and hundred blocks are automatically updated from the
center line data that comes from the Ada County Assessors G1S map. This data provides us with the capability for
GPS tracking and being able to dispatch the closest units to any call by AVL (Automatic Vehicle Locator}. We
have been working with the Assessors office and addressing personnel wi#h the different Cities over this past year
making updates, corrections and identifying any problems as #hey come up.
1 can not personally recap or fol! you of the problems that we had in the past with dispatching issues other than
the fact that yes there were issues with addresses and making wrong turns, giving wrong cross streets or even

wrong street suffixes. The thing that I can tell you is that now when these issues come up we are able to identify
these problems and attempt to find a fix so that the same problem does not happen again.
I work with the GEO data base information and I am not able to put in a fix that will solve this problem using the
curren# hundred blocks and directional's of the streets currently in use. No matter how we look at it we have over
lapping address segments involved.
twy personal thoughts on this issue is that the best fix is stree# name changes for W Washington Dr that runs north
and south and far W Washington Pf that also runs north and south.
Another option that had been discussed at the Street committee meeting was changing the street directional to N
for Washington P! and N for Washington Dr since both of these streets run north and south are are currently
addressed in the North addressing grid. The probiem can and t am pretty sure will came up again however
because we will stilt have two 1100 hundred blocks of N Washington and will still have the 1100 block of W
Washington St.
I hope this has been a little helpful in helping to identify the problem and why the probiem was identified now and
not earlier on.
