Dear Mayor,
~l' Oe-= ~~sgt~'
I want to thank you and ypur staff for resolving the potential mosquito hazard at the pond
at the ninth tee on Lakeview Golf Course. Water is no longer being let into the pond.
I was recently told by City staffthat the plan is to reline the pond in late fall or winter. I
want you to know that won't work! The clay-type material used to line the pond has a
great affinity for water - that is why it makes such a great lining. However, it Mf TST be
placed, spread and compacted while the pond is dry. The last time this pond was lined
was late Spring of 2002, in similar weather conditions as now. It is impossible to handle
the material when it is wet. Just drive on the back roads of Owyhee County after a rain
storm and see the material collect to your tires so thickly that you fenders are filled up!
You place, spread and compact the material when it is dry. You then fill the pond with
. water. The pores in the lining material fill with water and you then have an impermeable
membrane that lets no more water through. This is the reason for the use of this material.
I am sure that anyone who is knowledgeable about golf course ponds would know this.
~~ I -and my neighbors -request that the pond be lined and filled ASAP while the weather
j~, conditions are right. The pond will then be restored for proper functionality and viewing.

\' ~ Thank you again for your continued efforts to insure this golf course and all its features
