SUBJECT: PRV SCADA INSTALLATION-CHANGE ORDER #1
(OCTOBER 27, 2009 CONSENT AGENDA)
I. RECOMMENDED ACTION
A. Move to:
1. Approve change order #1 with AME Electric, LLC, for PRV SCADA Installation
in an amount of $8,079 and;
2. Authorize the Mayor to sign the change order

[ll. DESCRIPTION
A. Background
The original contract for this project was to install SCADA controls in four remaining PRV's
that were not originally equipped with SCADA. As part of this construction, a new series of
radio was installed to limit interference between other facilities throughout the City. Tii order for
the SCADA to function with these new radios, new equipment was required to be installed at the
base station at the water department. Well 27 and Well 28 will also be online in the next few
months which will also be equipped with the same upgraded radios.
B. Change Order
This change order is for the installation of a new PLC, radio, and antenna at the water
department to receive SCADA signal from four PRV's, and two new Wells. This change order
will also allow for future projects requiring SCADA controls.
IV. IMPACT
A. Strategic lmpact:
This project meets our mission requirements to indentify and prioritize work to anticipate, plan
and provide public services and facilities that support the needs of our growing community and
ensuremodern reliable facilities while maintaining financial stewardship.
B. Service/Deliverv Impact:
SCADA controls allow the city to log and monitor information from both water and wastewater
facilities through the city. The ability to receive this information at a centralized location is vital
to emergency response, service interruption response, equipment maintenance and optimization,
and future planning.

V. TIME CONSTRAINTS
The installation of the SCADA equipment in the PRV's is finished and We1127 and We112$ will
be on line by the beginning of 2010. In order to receive signal from these facilities to the water
department, this new equipment needs to be installed.
Council's approval will allow the installation of the equipment by the end of November of this
year.
