Congratulations on your rcccm award. In establishing financial assistance programs, Congress linked the receipt
of Federal funding to compliance with Federal civil rights laws. The Office for Civil Rights (OCR), Office of
Justice Programs (OJP), tJ.S. Deparu))cnc of Justice is responsible for ensuring that recipients of financial aid
from OJP, its crnnponenl offtces and bureaus, the Office on Violence Ltgalnst Women (OV W), and the Office
of Community Oriented Policing Services (COPS) Comply with applicable Fedet'al Civil rights statutes and

As you know, Federal laws prohibit recipients of financial assistance from discriminaring on the basis of race,
color, nutiottal origin, religion, sex, or disability in funded programs or activities, not only in respect to

The Edward Byme Memorial Justice Assistance Grant Program (JAG) allows states, tribes, and local governments to support a broad range of
activities to prevent and control crime based on their own local rieeds and conditions. Grant funds can be used for state and local initiatives,
technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or
more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4)
corrections and community corrections programs; 5) drug treatment programs; and 6) planning, evaluation, and technology improvement
programs.

Mayor's Anti-Drug Coordinator Education and Prevention Program
The City of Meridian is one of the fastest growing cities in Idaho and the United States of.
America. Between the 1990 and 2000 census our rate of growth was at 294% making our
city the 12~' fastest in the country. Our population was 34,000 at the 2000 census and
halfway through 2005 it is estimated to be exceeding 56,100 by our countywide planning
organization (COMPASS). During this time is has been almost impossible to keep up
with the growth in the public safety arena. We budget for as many police officers as we
can get and end up not having the funds available to implement pro-active programs such
as a strong anti-drug campaign in our residential, schools and business areas.
The City of Meridian is growing at such an incredible rate that our new construction
within our city went up 145.91 % from 2004 to 2005 (Ada County Assessor). This
funding will allow us to initiate strong pro-active programs that our current funding
availability has not been able to keep up with.
We have been able to budget for a new part time anti-drug coordinator this year. The
anti-drug coordinator just began work with our department on May 16, 2005. We now
are in a position to move forward with this position in the most positive way possible.
This will require the finances to bring in good programs, train our personnel so that they
can go out to our residential, schools, and businesses and educate them about legal and
illegal drugs and different strategies for dealing with them.
The grant funds of $12,012.00 in this grant application will allow our department to
budget and pursue needed training and equipment, print up valuable materials for
education programs, and finally take care of the wide array of other operating expenses
that come along with successful programs such as these.

The 2005 JAG allocated funds for the City of Meridian are $12,012.00
Our budget will be split into four different areas to allow us to implement this position:
$2500.00 Anti-drug Coordinator training (Train the trainer)
$2000.00 Anti-drug Coordinator equipment /supplies
$5500.00 Anti-drug Coordinator printing and binding of educational and prevention
information materials, pamphlets, etc...
$2012.00 Anti-drug Coordinator miscellaneous operating expenses tied to the
education and prevention programs.
$12,012.00 Total of allocated funding
These funds will be used to implement the programs and educational aspects of this anti-
drug Coordinator position. These funds will be overseen by the Community Services
Division of the Meridian Police Department.

meeting or presented this request in front of our governing body.

Date: June 10~', 2005
This application has been presented to our city council on June 7~', 2005. An open public
hearing was held during the published and regularly scheduled City Council Meeting in
the City of Meridian. There were no comments from the general public, and the City
Council made a motion approving the continuance of this grant.
