The plans indicate that the storm water retention pond and seepage trench will be adequate to meet the District's requirements and the plans show that the discharge will return to the District's Ninemile Drain. The District's easement on the Ninemile Drain is 100 feet: 50 feet from the center both ways. Nampa & Meridian Irrigation District will need to maintain an eighteen foot maintenance road on the north side of the Ninemile Drain, parallel and all the way through your project. We would prefer a fence to the north of the roadway so that we do not have any differences with the landowners when we are doing maintenance. The Nampa & Meridian Irrigation District will need an agreement for discharge with the developer/owner. Please contact Andy Harrington at 342-4591 and request that he prepare a License Agreement for discharge which will be signed at the next available Board meeting. We may need to see a little more detail on any encroachments within the easements. These encroachments will need to be covered in an agreement. This planned development will accelerate the need for Joint School District No. 2 to construct additional classrooms and/or to adjust school attendance boundaries. Meridian Schools do not have excess capacity. Nearly every school in the district is beyond capacity. The Meridian School District supports economic growth for Idaho and specifically the district's area, but such growth produces a need for additional school construction. We ask your support for a development fee statute on new home construction or a real estate transfer fee to help offset the costs of building additional school facilities.
